Box 728 Southold, NY 11971 Dear Mrs. Terry: Route 25 and Pequash Avenue - Cutchogue Your Letter October 11, 1984 We have started the study you requested for a traffic signal at the subject intersection. Our initial observations do not indicate that a traffic signal is required. Rowever~ to be fair to the residents of the Fleet Neck area, a final determination will not be made until the summer traffic conditions have been evaluated. It vas observed that vehicles from the auto repair shop and the real estate office are parking in the shoulder area of Route 25 in the vicinity of Pequash Avenue. When this happens on the south side of Route 25, it severely restricts the sight distance of vehicles entering from Pequash Avenue. Vehicles parked on the north shoulder area cause a backup of westbound Route 25 traffic as they cannot safely proceed around a vehicle waiting to make a left turn to Pequash Avenue. To improve these conditions, ~e are establishing a "No Stopping" restrictions on the north side of Route 25 for 2507 feet, and a "No Parking" restriction on the south side of Route 25 for 385~ feet. The posting of these regulations will be accomplished by our Maintenance forces as their work schedule permits. In our April 1, 1985 letter our initial observations did not indicate a traffic signal ~ms required. Observations made during the summer months also showed a traffic signal is not required. We considerated the frequency and conditions surrounding accidents occurring at this intersection and ask ourselves the question whether a signal would have prevented these accidents. We also considered the number of pedestrians and vehicles that pass through this intersection, and the delays they encounter while attempting to enter the intersection safely. A traffic signal that is located at an intersection that does not meet minimum requirements can cause increased traffic congestion and may result in an increased frequency of accidents. We thank Chief Winters and the Southold Police Department for the help they extended us in obtaining the accident data we required. It appears that these are all town highways. The Vehicle and Traffic Law allows the State Traffic Cmnission to establish lower maximum speeds on town highways and county roads only upon receipt of a Joint request fron the town board oAd the county superintendent of highways of the town and county involved, respectively. Therefore, before we nay act upon your request, we should have a Joint request from the Southold Town Board and the Suffolk County Department of Public Works. The usual vehicle fer a Joint request ia our form TC-9. Several copies are enclosed for your use. If you would like, you might simp~v indicate "all roads in the Fleets Neck area" c~ the request.
