Pell III Supervisor, Town of Southold Main Road Southold, NY 11971 Dear Mr. Pell: 1982 Aviation Capital Program TS Department of Transportation As you are undoubtedly aware, the possibility of a 1982 Federal Airport Development Aid Program (ADAP) is uncertain at beet. If there is an ADAP, we hope to be in a position by early summer to be aware of all the hlghest priority needs in the State so that we will be in the best possible posi- tion to negotiate maximum Federal discretionary funding for New York State's airports. In order to accomplish this, we ask your cooperation in submitting within 30 days, your updated 5-year Plan for Capital Development. It, of course, should be related to your Master Plan, if you have one. For those projects requested in the first two years, please include sufficient Justification and detail so that the merits of the project can be fully evaluated without additional correspondence. The more complete the Justification, the greater the likelihood of that project's receiving ser- ious consideration for State and/or Federal funding. If there is no 1982 ADAP, we would like to determine if there is a Statewide need for funding some of the highest priority projects on a 75%/25%, State/Local basis. We therefore ask you to identify those projects, if any, that you would be willing to advance on a State/Local basis, should there be no ADAP for 1982 and should State money be made available for this purpose. At this time we do not have authorization for a State/Local program but we are trying to determine if there is a need for such a program. We will not insist on a governing body resolution at this time confirming that intention, although a resolution would strengthen the case for those projects.
