Very truly DARREL Jo KOST Civil Engineer II At±achment NEW YORK STATE DEPARTMENT OF TRANSPORTATION NOTICE OF DETERMINATION OF NO SIGNIFICANT EFFECT PROJECT IDENTIFICATION NO. 0801.94 REGION 10 RESIDENCY SUBHEADQUARTERS GREENPORT, SUFFOLK COUNTY The NYS Department 0¢ Transportation has made a determination that the project described below will not have a s~gnlficant effect on the environment. This determination is in accordance with Title 17 Part 15, official compilation of codes, rules and regulations of the State of New York, pursuant to the State Environmental Quality Review Act. Th s notice is a negative declaration for the purposes of Article 8 of the NYS Environmental Conservation Law. The project consists of the construction of a new Residency Subheadquarters located on the north side of State Route 25 near Old Main Road in ~he western section of fGreenport. The purpose of this project is to provide an adequate facility for the proper maintenance and snow removal of all State highways within the residency. The pr&'posed facitity contains 2,700 sq. ft. of shop and office space with a tota paved area covering 1.O acres of the 2.3 acre site. Based upon the information available from a department staff analysis of the possible effects of the project, the department has determined that the project will not have a significant effect on the environment. Il PROJECT LOCATION, IDENTIFICATION AND DESCRIPTION A. Location and Identification The proposed facility is ¢o be located on a 2.3 acre site which is presently being used as a hlghway maintenance storage area by the Village of Greenpoqb and NYSDOT. The site is located on the north side of N.Y.5. Route 25, Main Road adjacent to Old Plain Road. ~aps 1 and 2 found on pages 4 and 5, locate this projec'bwithin the State and County and within the immediate project area respectively. The project has been assigned work number 0801.S4. B. Description The maintenance subheadquar~ers is proposed for use as an equipment and road maintenance material stora9e area. The projec~ anticipates the location ct' a garage/offlce complex in the central portion of the frontage area. One access point from N.Y.S. Route 25 is proposed. The project will include a paved surface ±o provide parking, garage access and access to the salt storage shed wirh site grading directing drainage to leaching basins. The garage area will contain several dr-ire through truck bays, employee locker rooms, tool storage and office, space. No significant impact, no unique, or endangered flora or fauna in vicinity of work location. The land is not a legislatively established wildlife nesting, feeding or breeding ground. There are no agricultural districts affected by the establishment of this improvement at this location. A modification of existing use in ~hi~ locatlo~ will h~ve no sigmificant i~pact. This project will not sever ~ neighborhoods or have an effect on minority or specialty groups. As above C.4 - no significant impact. None found - no significant impact. Effects on energy should be positive utilizing modern building techniques for a more efficient structure placing men and equipment closer to work site. The proposed site is located within the New Jersey/New York/Connecticut Interstate Air Quality Con~rol Region (AQCR>. Major pollutants measured a~ monitoring stations within ~he AQCR include; To~al Suspended Particles (TSP), Lead (Pb), Sulfur Dioxide Carbon Monoxide (CO) and Ozone (03). Existing moni~orin9 resulta indicate the project area to be designated as a~ainment for all ~he primary pollutants except ozone. It should also be noted that by the end of i987, the project site is expected to be in attainment for ozone also. The proposed subheadquarters is presently being utilized as a maintenance area by both the NYSDOT and the Village of Greenport. The improvemenk ko khis sike will not significantly increase traffic volumes (i.e. more i;han lO - 15%) and, therefore, does not require an air analysis. The use of heavy duty trucks and other equipment at this site is anticipated to be sporadic and Iow-level and should not affect attainment of air quality standards. Construction activity at ~he si~e will include some minor excavation, asphalt paving, erection of a building~ erection of a sal~ storage shed, etc. This type of activity will only have a minor air quality impact and will be temporary n nature. This project is in an air qua i. ty non-attainment area which has transportation control measures in the State Implementation Plan which was conditionally approved by ~he Environmental Protection Agency on May 21, 1S81. The FHNA has determined ~hat both ~he ~ransportatlon plan and transportation program conform to the SIP. The FHNA has determined that this project is included in the transportation improvemen~ program for ~he New York City Metropolitan area. Therefore, pursuant to 23 CFR 7707 this proJect conforms ko the SIP. A salt s~orage shed is proposed and wi I I be located on a sealed pad. The power portions of khe shed will be sealed with asphaltic material with liftle to no surface drainage anticipated from this use. The salt storage shed will be consfruoted in accordance wifh standard specifications approved by fhe Skate MeaIth Dope. The salt storage shed will also be oversized ¢o allow for salt and sand s~orage and mixing of sand/sale within fhe covered structure. Surface water runoff wil! drain into the ground with leaching basins installed at various locations. The asphaltic area will be swept periodically, and, therefore little to no impact is anticipated due to this runoff. The property is located adjacent to freshwater wetlands as designated by the NYSDEC. Construction activities of the improvements a~ this site will not be performed within wetland areas, but may possibly be within a one hundred <100) foot area of the wetland. It is anticipated that no advers~ impacts will occur due to these construction aotivlties within that sees. Necessary permits will be applied for if work is performed within the appropriate wetland boundary. The groundwater classifications for this area is designated Zone ZV whloh is a non-deep recharge zone. However, precautiBns will be taken to keep ail runoff at a minimum. Discharges info the soil from this sire will include a sanifary leaching system which will require permits from the NYSDEC/SCHS. Underground pe±roleum storage will also be located on this site and will require conformance to Suffolk County Health Service's Article t£ and the NYSDEC Bulk Storage Regulation, BNYCRR Part BlO. Permits for this installation are also required. The subject property is located within three zones designation wi~h respeo¢ to flood hazard areas according to the Flood Insurance Rate Hap for the Village of Greenport. of The area that is planned to be utilized for the building and sail storage structure is located in Zones B and C which are not within the lO0 year flood area. This area is at an average elevation of 10.0 with the base flood elevation at 8.0. The f.irst floor elevation is estimated to be at least one foot above the base flood elevation. Overall, there is no adverse impact anticipated from this facl ty with regard to surface and groundwaters. The site ~s presently being utilized as a maintenance storage facility for both State and Village entities with occasional ingress arid egress by heavy trucks. The existing noise tevels in the area are dominated by noise generated by traffic on N.Y.S. Route 25. The new facility wil provide for the storage o¢ heavy trucks and ligh~ du~y vehicles on a permanen~ basis. There will be daily ingress and egress o¢ vehicles during the normal workday hours. Zn an emergency situation~ i.e.~ a snows~orm~ hurrlcane~ e~c.~ (here will be ingress and egress o¢ vehicles during ~he more sensitive nlght~ime hours. This ~ype.o¢ impac~ is temporary in naCure and of shore dura¢ion. Overall, there is no adverse impact an~icipat.ed with this facility wi~h regard to noise. The nois~ levels in ~he area will continue to be dominated by noise generated by ~rafflc. '-
