This is in response to your letter regarding safety concerns on Ronte 25 at Manhasset Avenue in
Greenport.
We have completed a traffic and safety investigation of the above referenced location, which
included an accident analysis, speed study and field observations of the area.
Our accident analysis reviewed the most current three years of data available from the
Department of Motor Vehicles. Our analysis did not show a pattern of accidents at this location.
As part of our investigation, we conducted a speed survey. Regulatory speed limits are
established only when and where they will promote efficient traffic flow and/or improve safety.
Consequently, speed limits are established only after an engineering and traffic investigation has
been made in accordance with established traffic engineering practices. Improperly set speed
limits generally increase the conflicts between faster and slower drivers, reduce the gaps in traffic
through which crossing could be made safely and increase the difficulty for pedestrians to judge
the speed of approaching vehicles.
The methodology for setting a reasonable speed limit is based on nationally accepted criteria and
consists of the following:
Roadside development (i.e., the number and type of residences, commercial, industrial
and recreational establishments).

· Intersection development (i.e., the number and type of intersecting highways).
Highway geometries (i.e., pavement condition, grades, curves, sight distance, shoulders,
sidewalks and traffic volume).
· 85th percentile speed (the speed at which 85% of the motorists are traveling at or below).
It is a well established fact that posted speed limits have little effect on overall traffic speeds.
This is because most people drive at a speed which is determined by their own evaluation of
prevailing roadside and traffic conditions, rather than a blind obedience of regulatory signs.
Consequently, unrealistic regulations are ineffective and do not provide a sound basis for
enforcement purposes for those who drive at imprudent speed.
The results of our study showed the 85th percentile speed on Route 25 to be 53 mph with a posted
speed limit of 45 mph. We note from Mr. Mclntosh's letter that the police have increased the
enforcement of the existing speed limit. This is the best means to control the problem of
specd'mg that Mr. Mclntosh notes.
In addition, our field observations showed no sight distance restrictions for motorists exiting
Manhasset Avenue. Therefore, based on these studies, the current 45 mph speed limit is the
appropriate limit for this section of Route 25.
We also reviewed the passing zones on this section of Route 25. Passing zones are placed based
on engineering studies. They are determined by sight distance and the geometry of the roadway.
No passing zones are established where sight distance is insufficient or where passing maneuvers
are creating accidents or the passing zone would be within 100 feet of a railroad crossing.
Since this location did not fall within any of our established guidelines, a no passing zone would
not be appropriate at this location.
With regards to the signs Mr. McIntosh is requesting, by law, we can only install signs contained
in the New York State Manual of Uniform Traffic Control Devices. Since his proposed "Historic
Residential Zone" and "No Honking" signs are not in the MUTCD's, we cannot install them. We
recently reviewed and installed the appropriate "Deer Crossing" signs along Route 25 in the area
of Greenport.

The reason for this request is there are presently 25 houses located along
this section of Elijahs Lane with 39 children in addition to 50 adults residin
there. The 40 M.P.H. speed limit is too fast for this residential neighborhoo
a 30 M.P.H. speed limit is a safe maximum rate of speed for vehicular traffic
--in this area.
Before someone is injured, we would appreciate you using your good offices
in helping us with the proper authorities to have this speed limit reduced to
30 M.P.H.

Request for Speed Study
Elijah's Lane - Mattituck

We have c~mpleted the Town's request to study the speeds on the above
highways.
The 40 MPH speed limit on Eltjah's Lane was established in 1981. This was
based on existing development along the highway and speed observations.
Current observations do not indicate any major changes in the roadside
development or the speed observations along the highway. The road is
basically straight and entering traffic has good sight distance. Any
further reduction in the speed from the existing 40 MPH would in effect
create a condition of Iow compliance. We, therefore, feel the current
speed limit is appropriate.
Manhasset Avenue is within a 35 MPH area speed, which limits the speed on
Manhasset Avenue to 35 MPH. The roadway is only three quarters of a mile
in length and the 35 MPH speed limit is appropriate for the existing
conditions of the area. We, therefore, will not recommend any further
reduction in the speed on Manhasset Avenue or within the East
Greenport-East Marion area. We do, however, recommend an additional 35
MPH area speed limit sign be installed on Manhasset Avenue Just south of
Route 25.

Pursuant to Section 104a of the Highway Law the following described high-
way:

Any action taken by the Superintendent of Public Works pursuant to
Section 1628a of the Vehicle and Traffic Law shall supersede any other provi
