The maximum vehicular speed on non-posted roadways in New York State is 55
MPH. To provide guidance in determining if a reduced speed limit is required
on a roadway, standard procedures have been adopted. The first step is to
evaluate and index the roadside development. The index on Aldrich Lane,
including proposed building plots, showed that radar samples should be taken
to determine an appropriate speed limit. A radar sampling showed that 85
percent of the vehicles were traveling at or below 40 MPH and this was
selected as the speed limit of Aldrich Lane. The use of this 85th percentile
speed is nationally accepted and prevents the establishing of a speed limit
where low compliance would occur and a speed trap would exist.
Franklinville Road (Old Route 25) was also considered in our speed study since
Aldrich Lane's south terminus is at Franklinville Road and rather than leave
Franklinville Road as an unposted roadway with a 55 MPH statutory speed limit,
a 40 MPH speed limit was established for it.
The proposed speed limits on Aldrich Lane and Franklinville Road were reviewed
by the state police and concurred with by the Southold Town Police.
We appreciate your concern in this matter and we assure you that the interest
and concerns of local residents and motorists were considered. If the town
feels a school speed reduction is required on a very small portion of
Franklinville Road, please let us know and we will study it. A school speed
limit may only be established within 300 feet of the school's building line.
