Our Department recently completed a traffic study along the entire length of CR 48, Middle Road in Southold. As part of our investigation,we reviewed volume data,performed spot speed studies,reviewed crash history data,and utilized expert systems to analyze recommended speed limits along CR 48. As per New York Codes Rules and Regulations,existing speed limits along CR 48 are as follows: • 50 mph between a point 500+/- feet east of Tuckers Lane and Moores Lane, a distance of 4.7+/- miles • 40 mph from June 1' to September 15' of each year between a point 300 +/- feet west of Clark Road and a point 500+/-feet east of the Southold Town Beach,a distance of 0.7 miles • 45 mph between Moores Lane and Main Street—Route 25, SH 83 80,intersection,a distance of 0.6 +/-miles As per the conclusions of our study,we recommend that speed limits along CR 48 be revised to: • 45 mph between a point 900+/-feet west of Cox Neck Road and Marys Road,a distance of 1.2+/- miles • '45 mph between Old North Road and Leon Road(+/-450' west of Clark Road), a distance of 2.1' +/-miles • 40 mph between Leon Road and Chapel Lane,a distance of 2.0+/-miles • 45 mph between Chapel Lane and Main Street—Route 25, SH 83 80,intersection,a distance of 1.6 ' +/-miles Therefore,we request that the Town adopt a resolution to revise speed limits along CR 48 as stated above. Following adoption of such a resolution a TE-9 form should be completed and forwarded to the County, who will execute and submit the request to New York State. O0~q.6~ PROJECT DESCRIPTION: This relatively small project involves the creation of a WB left turn lane to Main Road which will maintain WB through traffic on Route 25. It also provides for reconstruction to rehabilitate the drainage system, which will relieve flooding over Route 25 in an area east of Sound Road. ENVIRONY~ENTAL ISSUES: Greenport has a shallow ground water lense which is its' sole source o£ drinking water. The wetland into which drainage is to be broadcast is a designated wetland. The issue is whether or net changing the storm water flow will have a negative effect on the present situation of the wetland or ground water quality. SPECIFIC CONCERNS: A. Trace elements, salts, heavy metals or similar elements may be more concentrated at the out fall point, than they were before and may be more hs_rmful. B. Spoil soils within the old drainage system can conceivably flush into the wetland once the old outfall is opened, unless preventive measures s~e taken. Co Construction activities in the vicinity of the wetland can disturb soils, destroy wetland vegetation, create erosion and turbidity unless carefully programed and monitored. ANALYTICAL PROCEIURE: Ao Result of' the 'Homer and Mor' Level I rapid screening method for investigating water pollution potential indicated a more detailed investigation should be performed. B. Since road salt is generally considered to be the main pollutant from st'Orm water runoff a Toler Analysis was performed. Results illustrate typical chloride concentrations of 20 PPM with a worst case concentration of 54 PPM. These results are far below the State Health Standard of 250 PPM. See Appendix C. The Department of Environmental Conservation was contacted for assistance in locating the municipal water supply well point, for bio-chemical evaluation and for assistance in the preparation of permit applications. The following topics were discussed. The closest municipal well point to the out fall is 2900LF away and outside the wetland. Construction procedUres and scheduling are under control of the State Engineer in Charge to assure containment of spoil soils, erosion and turbidity. 3o Splash block rip rap should be in place before drainage flows to the outfall. Bio-chemical evaluations are an expertise of the DEC Wetland Regulations Unit and these studies will be part of the permit application review, which should result in the assurance of minimal negative impacts to wetland ecology or ground water quality. Page 2 Wetlands ~alysis Report Greenport P.I.N. O0~l.~ 5. Natural outflow from this wetland, should it ever ocour~ is toward Sterling Basin. This is a designated wetland which ~ives BEC legal jur- isdiction over any activities that may impact it, and over any conclusive judgements as to the potential o£ these impacts. A permit application and associated project description materials were submitted. The urgency of our need was expressed~ however processing can take up to 30 days. P~ESUT~S: A. Toler analysis indicates minimal potential £or negative impact £rom storm water. B. Construction practices and specifications for the project assure protection of the wetland £rom spoil soil contamination, erosion and turbidity. Co ~EC bio-chemical analysis will assure this storm water adds minimal pollution to the wetland. CONCLUSION: This project was well designed with every reasonable engineering aspect ~ncorporated to minimize contamination, pollution or erosio~ of the subject wetland. The Town Clerk's office stated that they wished the existing seasonal 30 M~H speed limit at the Tow~ Beach raised to 40 MPH (Enalosed is a copy of the original order which was a~mg. ded on August 12, 1957 to extend the seasonal restriction). Since the original ~rder, the town has built and then enlarged the Beach Parking Lot so all people park off County Road 27-Riverhead- Greenport Road. Since most of this section is straight, they feel and we agree that 40 MPH is reasonable and realistic for a seasonal speed limit.
