Your October 11, 1991 Letter
Boisseau Avenue - Southold
We have completed o~r investigation, per the town board's request,
for a speed reduction on the subject street. Our investigation has
shown the characteristics along Boisseau Avenue have changed due
to additional development. With this in mind, we conducted a radar
study and have determined a more appropriate speed would be 35 MPH.
We suggest that three signs be used for both the north and the
south directions to insure proper compliance. For northbound
traffic, the first sign should be mounted on a higher post so it
will not be partially blocked by parked vehicles. The second sign
would just require a replacement panel and a third sign should be
added just south of the street to the new development. For
southbound traffic the location of the first existing sign is
appropriate. The second sign should be located approximately 300
to 400 feet north of its current placement and a third sign should
be added within 100 feet south of the railroad crossing.

Speed Limit Reduction
Boisseau Avenue, Southold
We have completed an investigation of your request to reduce the 55 HPH
speed limit on Boisseau Avenue in the community of Southold. Our study
took into consideration development along Boisseau Avenue and the 85th
percentile speed of vehicles traveling between Route 25 and Middle Road.
We have determined that a 40 MPH speed limit is appropriate.
Please notify us when the installation of the 40 MPH speed limit signs has
been completed.
Thank you for your concern in traffic safety. If you require any
additional information, please contact Mr. K. O'Connor of this office at
360-6020.

Dear Commissioner Hennessy:
The Southold Town Board at a regular meeting held on November
9, 1982 adopted the following resolution relative to the need for
a traffic control light at Route 25 and Boisseau Avenue, Southold:
WHEREAS, the intersection of Route 25 and Boisseau Avenue,
Southold has been the site of several accidents in the last
few years, and our Chief of Police recommends that there be
a traffic control light at that intersection, and
WHEREAS, there is a show of general support within the
community as evidenced by a petition containing 892 names
presented to the Town Board at this Town Board meeting
requesting such a traffic control light, now, therefore,
be it
RESOLVED that the Town Board of the Town of Southold
reaffirms their request for a traffic control light
at the intersection of Route 25 and Boisseau Avenue,
Southold, and a copy of this resolution and the petition
be forwarded to Commissioner Hennessy of the New York
State Department of Transportation and New York State
Senator Kenneth P. LaValle.

Gentlemen:
The State has installed two -- NO STANDING AT ANY TIM£ --
signs across from our liquor store. The one sign that is the
closest to Boisseau Avenue is definitely needed for the safety of
drivers trying to pull out of Boisseau, as their view is entirely
blocked by vehicles ~)arked too close to the corner.
However, the second sign (in front of the new antiqu&e
store (former Cochran homestead) precludes any parking on any l~art
of the road across from our store.
Our business depends on our truck deliveries. In most
cases, they cannot park in front of our' store due to the patrons
of Village Inn ~arking there for three to four hours at a time.
Also, in the Sprzng-S~mmer months, we have a large trade
of fishermen trailing boats who will have nowhere to park under the
present circumstances.
Do you th:ink the Town Board could work out an arrangement
with the State Hi~;hway Department to change the second sign to
15 minute parking or to remove it entirely as it serves no purpose.
We wc,.~ld appreciate any solution you might have to our
problem because as things stand now, we might as well clcse our
doors for if people can't park conveniently, they will go on to
a store where they (:an.

We have completed an investigation at the above referenced intersection
and have determined that the installation of a traffic signal is not
Justified. We have~ however~ identified a sight distance problem for
vehicles entering Route 25 from Roisseau Avenue. The sight distance
restrictions are being caused by vehicles parking up to the corner on the
northwest side of the intersection in front of a food market and parking
up to the corner on the northeast side of tho intersection opposite a bar
and liquor store. Vehicles parking on the east side of the intersection
are actually parking in the travel lane as indicated by the pavement
markings. To correct this situation we will establish a "No Stopping"
restriction on the north side of Route 25 that will include the area from
90 feet west of the intersection to 160 feet east of the intersection.
The above restriction will be posted by our Maintenance forces as their
work schedule permits.
In your letter you had also requested we check the timing of the traffic
s~gnal at the intersection of Route 25 and Youngs Avenue. This has been
accomplished and we have reduced the green time for eastbound and
westbound traffic on Route 25 and have increased the green time for
northbound and southbound on ¥oungs Avenue. Our observations indicate
this should satisfy the needs you had discussed.

Dear Chief Winters:
Thank you for your letter concerning traffic conditions at the above re-
ferenced location.
We will conduct an investigation of this location and notify you of our
findings at the conclusion of our survey. Regrettably, there may be some
delay in concluding our study since this office receives numerous requests
for traffic controls in Nassau and Suffolk Counties. These requests are
scheduled for survey in the order that they are received and your request
will be responded to as promptly as possible.
With reference to timing adjustments for the traffic signal on Route 25 at
Youngs Avenue, we have notified our Signal Maintenance personnel to make
the necessary adjustments as you requested. If you don't see any
improvements in this situation, please contact us again.

Pursuant to Section 42 of the Highway Law, it is
ORDERED: That the following roads or highways be designated as a Detour
during the period of reconstruction of M~ll Creek Rridge Fattituck-
Greenport, ~ 8229 under P.I.N. 0041.26 and they are hereby taken over by
the State for maintenance and repairs as a Highway Detour, viz~
From the intersection of State Route 25 and
Boisseau Avenue northerly along BoisseauAvenue
to the intersection of NorthRoad, County Road 27,
thence along NorthRoad, County Road 27, to the
intersection with ~_lbertson ~rive, thence southerly
along Albertson Drive to Cassid~ Lane (now part of
Albertson Drive) to State Route 25. The entire
traffic detour being a total length of 7900 feet or
1.5miles in the Town of Southold, the County of
