Middle Road, Town of Southold Dear Mr. Levine: We are in receipt of your letter of November 10, 1998, regarding concerns in connection with Middle Road between Albertson Lane and Chapel Lane. The County recognizes the need for improvements and has established a long-term program to upgrade Middle Road, including this section. We are presently progressing the initial process in retaining a consultant engineering firm to identify substandard highway conditions and traffic operational problems, and prepare plans and specifications to mitigate these deficiencies. Since we anticipate the necessity to acquire additional lands to improve some of the major intersections and to provide for the construction of recharge basins to accommodate highway stormwater runoff, we do not expect construction to commence until the year 2002. In the interim, we have been reconstructing the shoulders and repairing deteriorated pavement along the route. Construction bid proposals were recently received to reconstruct the shoulders along the north side of Middle Road, including the area between Albedson Lane and Chapel Lane. This work will be progressed in the spring/summer of 1999. Subsequent to completing the shoulder work, the pavement joints will be sealed with an asphalt material which will prevent water from reaching the subgrade under the pavement and causing deterioration. This procedure should also permit a smoother riding surface. In addition, several pavement areas previously repaired have settled, and it is our intent to repair these de~piencies within the next several weeks.
