Gentlemen:
The Town Board of the Town of Southold by a resolution adopted on August 28, 2001
and the Commissioner of Suffolk County Department of Public Works hereby request the
Department of Transportation, pursuant to Section 1622.1 of the Vehicle and Traffic Law, to
conduct a traffic survey on Deco Hole Drive, Donna Drive, Theresa Drive and Richard
Street in Mattituck, New York for the ourmme of iowerimz the sueed limit from the
currently oosted 35 m.u.h.

Our Case No. 019878TC
We have completed our investigation to determine ifa reduction of the existing 35 mph speed
limit on Deep Hole Drive, Donna Drive, Theresa Drive and Richard Street and the existing 40
mph speed limit on Alwth's Lane would improve safety and traffic operations.
Based on the results of our study, we feel that reducing the speed limit to 30 mph on these
roadways is appropriate.
Although we establish speed limits within the Town of Southold, the Town is responsible for the
installation and maintenance of the speed limit signs along Town highways. Attached are copies
of the ordinances concerning these new regulations.

Attached for your review is a petition signed by the homeowners and residents of
Alvahs Lane, the pehtion is addressing the necessary action of reducing the speed limit
on Alvahs Lane (between Route 25 and Route 48) from 40 MPH to 30 MPH. You will
note the over wellming support to this decrease in speed as over 90% of homeowners on
Alvahs Lane signed this petition.
Our road has become and extension' of the Long Islandth Expressway with cars speeding,, in
excess of 60 MPH (per the radar sun,ey taken May 4 2001). This has forced We The
People" residents on Alvah's Lane and the Town of Southold to request that the Town of
Southold reduce the speed lirrfit to the same speed of the roads running between Route 48
and Route 25 in the town of Matfituek and Sou/hold to (30 MPH).
As the last DOT survey was completed in 1991, many changes have taken place, thc
elevation of the rail road track, additional homes and many more children reside on
Alvah's Lane, These speeding residents and visitors are effecting our quality of life as we
can no longer allow our children to ride their bicycles on the road or walk on the road for
fear of our children being struck by a speeding vehicle.
1 urge your support for this change, as the present speed posted has been increased from
35 MPH to 40MPH without a DOT survey to support the increase, These speeding cars
arc destroying our quality of life having to have to fear for our children, pets, and selves
not to mention the noise levels of these speeding cars.

Speed Study Reauest - Alvah's Lane
Cutchogue
We have investigated the Town Board's resolution of August 25, 1992
to include Alvah's Lane in the 30 mph Cutchogue area speed limit.
As we did not find any connecting roads from the 30 mph area to
Alvah's Road we conducted a study to determine if a linear speed
was appropriate.
In reviewing the speed limits on the adjacent north/south roads
between Route 25 and C.R. 48, we find there are 40 mph speed limits
on Elijah's Lane, Depot Lane, Cox Lane, and Bridge Road. We
reviewed the highway development along Alvah's Lane and found it
was consistent with the development on the north/south roads
mentioned. We, therefore, will authorize a linear speed limit of
40 mph on Alvah's Lane from Route 25 to C.R. 48. We have attached
a copy of the required Notice-of-Order and the speed limit will
become effective when the Town has posted the required speed signs.

School Speed Limits at the
Mattituck and CutchoRue Public Schools
We have completed our investigation of your request for school speed
limits at the referenced locations. The New York State Manual of Uniform
Traffic Control Devices recommends that school speed limits not be
established unless all of the following conditions exist: (1) the zone
contains a marked crosswalk, (2) the crossing within the zone is
supervised by a school crossing guard, (3) the school involves one or more
grades below grade 10 and (4) there is no traffic signal located within
450 feet of the near end of the zone. Our field review has shown that
there are no marked or supervised school crossings within the requested
school speed zones.
Because the Mattituck School is primarily located within a residential
area, we feel that the area speed limit for Pike Street and Mary's Street
is adequate. We would only suggest that some additional speed signs be
added to advise motorist of the area speed limit.
During our investigation in the vicinity of the Cutchogue School we found
--- ~ that no speed limits exist for the streets adjacent to the school. We
have therefore established an area wide 30 mile per hour speed limit for
these streets which Chief Winters mutually agreed would be the appropriate
speed limit. The streets affected are Depot Lane between Route 25 and
Schoolhouse Lane, North Street, Schoolhouse Lane, Griffin Street, Hyland
Road, Crown Land Lane, Spur Road, Bridle Lane and Bridle Court. We have
attached the traffic control orders for this regulation which will take
effect when the proper signs are posted.
