Attached is a copy of Civil Service's "part-time employee" rule for your information and review. Please be sure that your department adheres to this rule. Any deviation could result in Civil Service disapproving the employment of the part-time employee. I suggest that you contact the Town Attorney should you require any clarification regarding this requirement. Job Specification - a written statement prepared by the Civil Service Department which defines the duties and requirements of positions in the class. Jurisdictional Classification the classified service to the competitive, classes. assignment of positions in the non-competitive, exempt or labor Municipality - any subdivision of the government such as a county, town, library, village, school district or special district. Nomination an application for employment which is submitted by an appointing authority to the Civil Service Department for approval prior to making a provisional or temporary appointment or any appointment in the non-competitive class. Part-time Employment - any employment or a co~d~ination of one or more employments, other than seasonal Police Officer*, in a mttnicipality in which an individual works fifty percent or less of the time prescribed as a standard work week; or where the employee earns not more than twenty-five percent of the official annual salary rate assigned to the title. In the situation where the twenty-five percent rule is less than $5,000, the $5,000 maximum figure will apply. *Employment as a seasonal Police Officer means a period of temporary employment authorized during the period com~aencing two weeks preceding Memorial Day and terminating two weeks after Labor Day to meet extraordinary or peak demands for service occurring as a result of seasonal population increase. Wages earned while employed in the capacity of seasonal Police Officer shall not be included in computing the maximum allowable earnings as a part-time employee. Pending Jurisdictional Classification - A roster record design&tion for a title that the PersoD/%el Officer will request the State Civil Service Commission to approve for placement in either the Unclassified Service or in the Exempt, Non-Competitive or Labor Class of these Rules Appendices. 16. 17. Permanent Competitive Status - employment rights vested with an employee appointed from an eligible list upon completion of the required probationary period. Reassignment - the change, at the discretion of the appointing authority and without further examination, of an employee from one position to another position of equal or greater work hours and salary in the same title under the jurisdiction of the same appointing authority. This section does not supersede the restrictions of Rule 12, paragraph April, 2O04 1. Employees who work a shift of six hours or more extending between l 1:00 a.m. and 2:00 p.m. must receive at least 30 minutes meal time between 11:00 a.m. and 2:00 p.m.; 2. Employees who start work before 11:00 a.m. and work until after~ 7:00 p.m. must also receive an additional 20 minute meal period between 5:00 p.m. and 7:00 p.m.; and 3. Employees who work more than six hours between 1:00 p.m. and 6:00 a.m. must receive a 45 minute meal period at a time midway between the start and end of the shift.
