Plans called for a 16 ft. ~idth. 3. ~he shed on the edge of the road (Sra. 3~0) has been removed. 4. Clearing has been done in the shoulder areas. 5. ~he 6" cross drain pipe has been replaced ~ith a 12" pipe. 6. Toe depressions have bee~ filled to about the depth as shown on ~he profile. 7. A ~urning area (T turn) has been paved with the stone course at the end of the road. Widening the road has improved the alignment. Where fill has been placed in the depressions some additional fill should be placed in shoulder areas due to the difference in height of the road and existing ground. I have notified H. Unfortunately, it is not in accordance with the plana submit*ed by ¥oun~ & young dated Jan 5, 1983 and subsequently approved by your Board. If the plans are not followed there is little value of submit+In~ for approval. There are several options for resolvin~ the a~roval of this road. (1) To accept the road as built and this is not recommended (?) To have the road built in accordance to plans and this should be done, bu~ is not a reasonable solution. (~) A slight compromise !a) Many of the trees that have been left close to the road will sprout branches that will make the road impassable in a few years. ~hese should be cleared beyond the 4' shoulders. (b) The paved section should be 16' wide so as to allow 2 cars to pass, The road as presently constructed does not have room for 2 c~,rs to pass at many lock~tions. (c) There are two depressions, where the road grades are quite steep. Davis DATE: December 8, 198h RE: ACCESS ROAD - LYN SAN ANDRESS - MINOR SUBDIVISION AT MATTI~CK Road construction on this subdivision has been done with considerable non-conformence with the plans, road section and profile. ~he only variation agreed to was minor changes in alignment. Plans show the road to be centered in the 50 ft. R.O.W. See Report No. 401 Since October 11, 1984 when I insoected the work with H. Young, a tree at one of the alignment changes has been removed and some of the narrow widths have been widened. Otherwise I could see no other changes. ~he road section, no crown used for most part, calls for 4 ft. shoulders with slopes graded to the 0.$. No shoulders or slopes have been oonstn~cted due to leaving trees in the shoulder area. Some of the large trees are adjacent to the sides of the read. ~here are locations where the present road edge is over 1 ft. higher than the adjoining ground. the road profile shows cuts and fills throughout, the as-built profile appears to follow the original ground instead. ~here are two depressed areas (Sta 8 * 0 and 10~0), both about 100 ft. in length that show fill on the profile. No fill was placed. Provided the fill had been placed, the present steep grades would have been reduced. Road widths beyond Sta3-~O0 vsry from 11 ft. to 1~ ft. ~he average width from 10 measurements is 13 ft. 1he present widths, instead of 16 ft. as called fc~, result from stopoin~ the road width at trees. Alignment changes made to save large trees have been made where there are depressions in the grade. Ibis creates a safety hazzard. ~his was also pointed out on a report by Mr. Lassard. there are cross drains at Sta 4~-0'- (6") and at Sta 10'0~12"). ~he drains are not on +,he plans. As to recommendations for corrective work, based on the items outlined in this report~ such work would be extensive. I would suggest that the Town Engineer make an independent report for comparision. I have a minimum uanch list for corrections but would like a second opinion from someone familiar with read construction such as called for on this project. Mr. San Andres came on t~e site during my inspection today. I oointed out tha% some of the work was not in accord with the plans. Young, designer f~r the owner, asked if there would be ar~, objection to moving ~ road centerline (eho~m as centered in the 50 ft. R.O.W.) to avoid removing large trees. Advised him I would agree to minor ~riations in the alignment. Later I was advised that the road work had been completed. On 10/4/84 I made an inspection of the work. ~here are some sharp angles in the alignmmlt due to leaving trees. ~he profile submitted by H. Young has not been followed. De- pressions were not filled and excavation not done as called for. ~he road appears to have followed the original ground. ~he width varies, at the entrance and around the righthand turn it is 18 ft. in width, from there onto the end the widths at some places are 10 ft. instead of 16 ft. as called for due to leaving trees. No ~rk has been done on the shoulders. A 12" and a 6" crossdrain have been installed at the two low areas. I notified H. Young of my observations and asked him to meet me on the site. On 10/11/84 we walked over the length of the road. H. Young does not see anything wrong with the work, also that the as-built constm~ction is the way the owner wants it. I would not recommend approval of this road unless some correction was made in ali~ae~t and widths. $c~e of the narrow widths and turns in the road occur at depressions where trees were left in place which is not a good situation. Further- more, I was not notified when work was started on this project. Allowing the road to wander, in the hopes of saving the large trees, I agree with up to a point. In this case, to narrow up the road, in some places to eight feet, can create problems. By following the contour of the terrain, causing down and up grade twists, is not feasible in my estimation. Ninety percent of the road is eleven feet wide or less. The up and down grades, plus narrowing between trees creates a safety hazard especially in winter months.
