NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN, In accordance with the provisions of
Section 103 of the General Municipal Law, that sealed bids will be received
by the Town Clerk of the Town of Southold, Suffolk County, New York,
at the Southold Town Clerk's Office, Town Hall, 53095 Main Road, Southold,
New York 11971, until 10:00 a.m., Thursday, November 6, 1997, at which
time they will be publicly opened and read aloud, for furnishing to the
Town of Southold Police Department Uniform Clothing for calendar year
1998.
Specifications for the Police Department Uniform Clothing may be
obtained at the Office of the Southold Town Clerk upon payment of a non-
refundable fee of $25.00.
The Town Board of the Town of Southold reserves the right to reject
any and all bids and to waive any defect or informality in any bid should
it be deemed in the best interest of the Town of Southold to do so.
All bids must be submitted on the per item price list, and must be
accompanied by a Non-Collusive Bid Certificate, and bank draft or certified
check in the amount of $100.00. All bids must be marked "Bid on Police
Department Uniform Clothing", and must be signed and sealed in envelopes
plainly addressed to the Town Clerk, Town of Southold, Town Hall, 53095
Main Road, Southold, New York 11971.
The bid price shall not include any tax, federal, state, or local, from
which the Town of Southold is exempt.

SPECIFICATIONS FOR POLICE DEPARTMENT UNIFORM CLOTHING
GENERAL CONDITIONS AND REQUIREMENTS:
A. No bids will be considered from individuals,
bankruptcy or in the hands of a receiver.

"or equal" are used. The bidder must submit with the bid satisfactory
proof that any substitute offered is equal to the standard specified.
C. All bids will be F.O.B. destination and include inside delivery.
D. No charge shall be made for boxing or packing.
If any bidder does not fully understand the specifications or conditions
here, or is in doubt as to the intention of the same, he shall satisfy
himself by inquiry in writing before bidding. After the contract has been
entered into, the interpretations of the specifications by the Town of
Southold shall be binding.
II. SUBMITTAL OF BID:
A. The bidder shall furnish all the data required on the quantity and
specification sheets
B. The bid shall be submitted sealed, clearly marked, "POLICE UNIFORM
BIO" on the outside of the container.

The Town Board of the Town of Southold reserves the right to reject any
or all bids which do not comply with the invitation to bidders, the
specifications, instructions to bidders, or other herein contained
requirements to waive any informality in bids, and to accept the bid which
it deems most favorable to the interests of the Town of Southold.

It is understood and agreed that the acceptance of the foregoing bid by
the Town of Southold shall thereby constitute a contract between the Town
of Southold and the bidder, comprising in its entirety the invitation to
bidders, the specifications, the requirements, the instructions to bidders,
the terms and conditions, the bid and the acceptance of the bid by the
Town of Southold.

The prices herein should not include any exci~ taxes and/or sales taxes
imposed by any state or municipal government.
The bidder hereby proposes to furnish all the necessary uniforms, clothes,
linings, buttons, braids and all other materials and labor to complete the
uniform requirements at and for the price named, according to the
specifications that are contained herein and as required by the Town of
Southold.
All bids will be submitted as per "Unit Price", per shirt, trousers, etc.
All garments shall be tailored to each individual to insure proper fit. The
necessary measurements and fittings as required are to be made at the
time and place as designated by the Chief of Police.
Any and all necessary adjustments and alterations shall be made within
one week as not to inconvenience the Town of Southold Police Department.
Delivery of all items shall be made within 30 days after receipt of the-
measurements.
The finished garment shall be clean, well made and tailored, pressed, and
be free of any defect which may affect appearance or serviceability..
The contractor shall thoroughly inspect the finished garment, etc., for
compliance with the Town of $outhold specifications prior to inspection by
the chief of Police, and prior to delivery to the Town of $outhold Police
Department for final inspection.
All materials and workmanship contracted for and ordered under this bid
will be subject to acceptance or rejection by the Town of Southold after
inspection and/or tests to determine whether or not the materials and work
performed by the contractor meet the requirements set forth in the
invitation and specifications.
The Town of Southold will furnish an official emblem to be sewn on both
shoulders of each winter shirt, summer shirt, blouses, jackets, etc. Rank
insignia, when required, will be furnished and sewn on by the successful
bidder.
Delivery will be a major factor as consideration in award of this bid.
Failure of the contractor to supply uniforms as stated within the conditions
herein shall result in procurement of items from another source with the
additional monies incurred by the Town of Southold charged back to the
contractor.
Primary consideration to awards will be given to bidder's ability to
complete all orders within specified time periods. Vendors are cautioned
to note the conditions herein and their ability to fulfill this contract.
Period of contract: January 1, 1998 to December 31, 19~8.
Female garments must be made on a female pattern for shirts and trousers.
Male trousers altered to fit females will not be acceptable.
Failure to submit samples of all items with bid proposal shall be cause for
rejection.

GENERAL TRIM INSTRUCTIONS
GENERAL
The following emblems, braid, insignia, chevrons, etc., shall be attached to
all uniform coats, shirts and trousers as indicated. They shall conform in style and
quality as described in detailed specifications or be equal in all respects to those
in use. They shall be furnished at the bidder's expense except for embroidered
departmental shoulder emblem, which will be furnished by the Police Department.
LIEUTENANT
Shall wear on the prescribed uniform the prescribed band of lustrous
black braid, 1 inch wide, placed with its lower edge 3-1/2 inches
above the bottom sleeve and on outside seam of trousers from cuff
to waistband.
SERGEANT
Shall wear on each sleeve six (6) inches below the shoulder seam
a three (3) stripe prescribed chevron on both sleeves to be in line
with the center lower part of the departmental insignia.
On the trousers on the outside vertical seam, a black 1/2 inch wide
braid, from cuff to waistband.
POLICE
OFFICER
Trousers to have a black 1/4 inch soutache cord on the vertical seam
from cuffs to bottom of pocket.

The jacket shall be 26" long waist length, waterproof, breathable by
design, featuring two inverted pleated patch pockets with mitered
flaps and side entry, detachable epaulets, retractable inside storm
fly, zippered side vents, coat sleeve cuffs with snap closures,
Telescopic sleeves, inner patch pockets, removable Thinsulate liner.
Three ply textured nylon with Hiptex 2000 membrane to be bonded
to backside for complete water and windproofness while allowing for'
breathability.

count is I04x86. Color: Black. There is a 28 gauge nylon tricot
knit backing. Color: Black.
Insulation is 3M Thinsulate CS-200 in the bid and CS-100 in the
sleeves. There is a non-woven scrim quilted between the Thinsulate
and the nylon taffeta lining which is against the wearer when the
liner is worn. This feature is to prevent migration of the Thinsulate
fibers.
Shall be coat style set-in incorporating a 360° Telescopic radial
design.
There shall be two metal snaps placed on opposite sides of inside
wrist area to hold liner in place. The sleeve under seams shall have
hidden zipper sewn in to allow access for sewing on emblems.
Cuffs shall be 2-1/4" wide with genuine tanned leather, black in
color, set into edge. There shall be a 1-1/2" wide strip of Scotchlite
reflective tape sewn into the inner face of cuff. Closures shall be
two (2) position metal snap/dome fasteners, flat black finish.
There shall be a 360° Telescopic sleeve system to allow for full arm
extension and action without sleeve or body pullup. It shall be
constructed with a two-piece construction with elasticized anchor so
that proper position is maintained after extension.
The detachable CS-200 Thinsulate liner shall be a zip-out full body
liner with CS-100 full sleeves, attached knit writlets and knit bi-
swing insert. The knit bi-swing shall be sewn into back.

The permanent collar shall be made of two plies of the shell fabric
plus the interlining. The interlining shall be sewn to the under
collar. The collar points shall be well shaped and symmetrical. The
points and center width shall measure approximately three and one
half (3-1/2) inches wide. There shall be an insulated storm collar
with a knit insert for added protection.
There shall be two (2) reverse pleated two-way opening patch pockets
on the front of the jacket. The flap shall be metered consisting of
two (2) plies of basic material plus the interlining. The pleated
patch pocket shall carry a reverse pleat in the center. The side
opening shall measure approximately five and one half (5-1/2) inches
and be securely tacked at top and bottom. To be fastened by
concealed snaps and Velcro. The right pocket shall have a third
entry with zipper closure. There shall be two additional inside
pockets accessed through slots in liner.
Side vent zippers shall be sewn into each. side seam to allow access
to weapon and equipment. The zipper shall be set to both the shell
and permanent lining. The coat shall be turned and the zipper shall
be top stitched through and through. A take up tab with snap
fastener shall also be set into the hem.
Separate shell fabric waistband shall be approximately two inches wide
and elasticized in the back. There shall be a minimum of two (2)
rows of stitching extending through the elastic to prevent the elastic
from rolling up and stretching out of shape. The elastic shall be
securely tacked at each end. There will be a zipper sewn into each
side for equipment and weapon access. Snap tabs made from shell
fabric shall be sewn into the bottom of the waistband for closure of
the size tab.
The following parts shall be interlined: Collar, Sleeve Cuffs, Pocket
Flaps, Storm Flap and Fronts.
Facings shall run the length of the front of the jacket. There must
be a double inner and outer fly at fronts to edge of collar for extra
protection with five (5) concealed dome snaps. The front zipper shall
be a black Delrin Jumbo two-way, functional up to collar points.
All stitching shall be even and uniform. All seams on the shell and
liner shall be securely sewn. Back tacks on seams shall be a
minimum of one half (1/2) inch long. All seams shall be eight (8)
stitches per inch minimum to twelve (12) stitches per inch maximum.
Seams shall be free from puckering, pleats, runoffs and raw edges.
Both the jacket and removable insulated liner shall be permanently
labeled with the manufacturer, size and laundry instructions. Both
the jacket and liner must be able to withstand repeated machine
washing with no deterioration in stitching, color, or waterproofness
or windproofness.

Manufacturer agrees to warrant the product to be free from defects
in material and workmanship for a period three (3) years from date
of purchase.

Commando Style, Dark Navy Blue, V-Neck, 2X2 Rib Sweater for
Police Department.
WOOL: The yarn shall be spun on the worsted system from combed
top and shall be two-ply construction. The wool stock shall be fleece
or pulled wool, or a combination thereof. Not lower than 54'S U.S.
Standard. The yarn shall be free from short fiber. The use of
reprocessed, reused or waste wool is prohibited.
The sweater is a pullover type with a "V-neck" opening, badge
patch, shoulder and sleeve patch, shoulder loops with velcro
fasteners.
The cloth for the patches and shoulder loops shall be twill, polyester
and cotton without durable press treatment. The color shall be close
to the color of the sweater.
5/8" tap shall be used for reinforcing the shoulders and under arm
seams.
The epaulet will extend from the arm seam to approximately 1/4" onto
the neck band. It will be fasted by velcro.
The garment shall be knit with a 2X2 rib throughout. The collar
should also be 2X2 rib. The cuff shall be 6" long knitted with a
tighter stitch for the sleeve and a 4" cuff for the body of the
sweater.
All seams to be sewn with overlock stitch, the cuff and shoulder
seams are to be covered with yarn.
There shall be a cloth badge holder 2-1/4" x 3" applied to the left
chest, with button holes 1-1/4" apart center to center.
Department emblem shall be supplied by the police department and
sewn on the left sleeve I/2" down from the shoulder seam.
After final pressing, each sweater will be examined, folded and placed
in a plastic bag. Packing will be in proper commercial cartons with
packing slips for each carton. A protective material shall be placed
on the top garment to prevent damage when carton is opened.
All sweaters are guaranteed against fabric and workmanship for
thirteen (13) months from billing.

finished on the orange side. The welts shall close with velcro hook
and loop strips that measure 4" by 5/8"
FRONT
PLACKETS:
The front double plackets shall measure 2-3/8" wide and run the
entire length of the raincoat.
SLEEVES:
The sleeves are to be raglan style. The cuffs of the sleeves are to
be adjustable with oxidized snaps. On th e orange side of the cuffs
there will be 1-I/2" 3M Scotchlite silver reflective tape.
REFLECTION
TAPE:
On the back of the raincoat on the orange side, there will be one
1-1/2" 3M Scotchlite reflective tape which will be heat applied. On
the fronts of the orange side, there will be one 1-1/2" 3M Scotchlite
reflective tape which will be heat applied.
BADGE
HOLDER:
The badge holder is to be on the left breast and is made out of shell
fabric with two black metal eyelets that are spaced 1-I/8" apart. The
badge holder is to measure 1" by 2-1/4".
SEAM All seams and other sewings must be permanently seam sealed with
SEALING: matching three ply orange seam tape. All seams must be tested
regularly with a Sutor tester at 1-I/2 psi for two minutes; and, a
log is to be maintained of the results of the tests.
CONSTRUC- All threat shall be polyester threat with a wrap and with a minimum

to slight droop respectively.
To be 1/2" wide single (black) cut from the same materials specified
for the top section of the visor with pointed loops centered
approximately 2-1/2" from the ends.

have a smooth comfortable cushion effect. The sweatband is to have
perforations for ventilation. A brown nylon bow is to be attached
to the rear of the sweatband where the ends meet.

at top and sewn securely to body of cap.
Good quality fast dyee black satin or taffeta cut on a 8pt one piece
pattern. A 3-3/4"x3-3/4" clear plastic diamond shaped sweat
protector shall be sewn in center of crown through lining of cap.
To be #2 galvanized spring steel wire cut to proper size and joined

to be interlined. There will be a matching button and a
buttonhole sewn on the flap..
The side points of the flaps are to be secured to the
pockets by means of velcro fasteners sewn onto the flaps
and pockets.
To be reinforced on inside of the shirt by means of a strip
of material 1-1/2" wide stitched and folded so that no raw
edges show. The reinforcement strip is to extend from
the flap setting stitch to the joining seam at the front of
the yoke. To have two small (horizontal) buttonholes, 1-
1/4" apart with the bottom buttonhole 1-I/2" above top of
left flap.
The shoulder straps shall be pointed at the end toward the
neck of the shirt. The other end shall be sewn in sleeve
head seam. The pointed ends shall be fastened with one
matching button. The straps shall measure 2" at sleeve
and taper to 1-3/8". Straps to be set about 1/2" from the
collar. Shoulder straps shall be box stitched to shoulders
with row of cross stitching 2" from sleeve head seam.

Shirt to have five (5) permanent military creases, which
are to be applied via a pneumatically controlled application
of silicon sealant, so as to give permanency to the creases
for the life of the garment. One crease in each front
extending from hem to joining seam. Three(3) vertical
creases in back; middle crease on center back line; side
back creases spaced equally from center crease.
The collar stays shall be of good quality Stalar vinyl, 2-
3/4" in length and 3/8" wide.
INTERLINING:
Top center to be lined with 52 Pellon. Flaps to be 6800
crease and tack. Bands and cuffs to be 3.75 weight mellopress.
SIZE MARKING:
Neck size and sleeve length shall be marked with indelible~
ink on a size loop attached to basic label in yoke and on
outside of left front tail.
BUTTONS:

PRESSING AND

pockets by means of velcro fasteners sewn onto the flaps

To be reinforced with a strip of material 1-1/2" wide,
turned and stitched so that no raw edges are showing on
the inside of the shirt. This strip is to be securely caught
in the shoulder joining seam and the flap setting stitch.
There are to be two horizontal buttonholes 1-1/4" apart,
with the bottom buttonhole 1-1/2" above the left flap.
The shoulder straps shall be pointed at the end towards
the collar of the shirt and shall be fastened with one
button. The other end shall be secured in the sleeving
seam.
Shoulder straps shall measure 2" at sleeve head and taper
to 1-3/8" at button end. The pointed ends shall be
fastened with one button. The shoulder straps shall be
box stitched 2" from the sleeve head, with a single stay
stitch, with a diagonal stitch from each end of the stay
stitch to the sleeve head seam. Straps to be set about 1/2"
from collar.

Please be advised that General Municipal Law §103 does nor permit the
extension of this contract without bid. Although Greenblatt, Inc. may have been
the only bidder last year. it is not the sole provider of the service and there have
been other bidders in prior years. An extension is allowed only if such an option
is provided for in the original bid specifications.
I hope this information will be useful in preparing bid specificavons for next year.

CLOTHING BID WHICH OPENED ON NOVEMBER 7, 1996 FOR THE 1.997 CALEN-
DAR YEAR FOR WHICH I AM THE CURRENT VENDOR, PLEASE ACCEPT THIS
LETTER AS A FORMAL REQUEST TO HAVE THIS CONTRACT EXTENDED FOR AN
ADDITIONAL CALENDAR YEAR THROUGH 1998. AS YOU ARE AWARE, THERE
WERE NO OTHER BIDDERS FOR THE 1997 CONTRACT. IN LIGHT OF THIS, I
CANNOT FORESEE A PROBLEM WITH A CONTRA~T EXTENSION SINCE THERE
WERE NO OTHER RESPONSES TO THIS BID.
IF THIS'IS ACCEPTABLE~, I WOULD REQUEST A PRICE INCREASE IN CON-
JUNCTION WITH WHATEVER THE MANUFACTURERS' INCREASE IS FOR THE
1998 CALENDAR YEAR. FROM PAST EXPERIENCE~ I WOULD PROJECT THIS
INCREASE TO AVERAGE APPROXIMATELY 3~% PER'ITEM WiTH 5% BEING THE
ABSOLUTE MAXIMUM. ANY INCREASE REQUESTED WOULD, OF COURSE, BE
DOCUMENTED BY A LETTER FROM THE PERTINENT MANUFACTURER STATING
THAT THIS INCREASE IS DUE TO THE ADDITIONAL COSTS IN MATERIALS
AND TRIM.

OFFICE OF THE COMPTROLLER, PURCHASING DIVISION WHEN THEY SEND A
REQUEST TO ME TO EXTEND A CURRENT CONTRACT I HAVE WITH THEM FOR
AN ADDITIONAL YEAR.
MY 1997 TOTAL BID CAME TO $688.90. A 3~% PRICE INCREASE WOULD
BE $24.11 BRINGING THE 1998 TOTAL TO $713.01. IN MY OPINION, IT
WOULD PROBABLY SAVE THE TOWN MONEY AND BE IN THE TOWN'S BEST IN-
TEREST TO EXTEND THIS BID FOR AN ADDITIONAL YEAR RATHER THAN GO
THROUGH THE COSTS INVOLVED IN RE-BIDDING THIS CONTRACT.
