The capacity of the refuse body shall be 20 cubic yards, exclusive of tailgate. The refuse body described shall meet the minimum specifications that follow. All bidders shall a~cach a statement that the unit offered meets exactly, exceeds these speciflcarJons, or Ilst any exceptions fully and accurately. Features which are regularly furnished as standard with this unit shall be furnished by the successful bidder. The body shall conform In strength, quality of material and worl(manshlp to that provided by the best manufacturing and engineering practices of the Industry. The bidder shall represent by his bid that all equipment bid is new and unused. It is required that the unit, as specified herein, shall be completely assembled and ready for operation. GENERAL Refuse body to be a minimum 20 cubicyards capacity, exclusive of the hopper. Packer body to be capable of packing an average of 700 pounds or more per cubic yard based on average household refuse. Packer body must meet all applicable ANSI Z- 245.1 safety standards. BODY CONSTRUCTION The roof and side sheets to be minimum 11 gau~e steel and formed bY t:wo separate sections to allow maximum strength at the point of highest compaction. The rear portion of the unit Is to be made of 80 000 PSI minimum yield strength steel. The front portion of the body is to be hi-tensile steel. 80dY must Incorporate a longitudinal center floor trough running the entire body length. The floor trough Is I:0 be constructed of a mini- mum 1/4", 80,000 PSI yield strength steel. Flat floors will not be considered. The floor sheets Outward from the center floor trough shall have a thickness of 10 gauge and be made out of minimum 50,000 PSI yield strength steel. Comply Exception Ill. 1. 3. IV. 1. 2. 3. 4. 5. 6. 7. Rectangular tubing body frames, front and rear, to ensure body shape is retained during normal operation, are required. The vertical side channels must interconnect with the roof channels to form a wrap around channel design and be of continuous weld construction. Side channels (external body ribbing) must be vertical and spaced closer together'where body compaction pressures are highest, e.g., rear to front. The tWO rearmost roof reinforcement channels must be 80 000 PSI minimum yield strength steel. The m d body channels shall be .19 inch. All remaining front channels shall be 11 ga. 50,000 PSI minimum yield strength steel. Body i:o be adequately braced at all points to withstand repeated maximum packing pressures without distortion. Body must be rectangular In shape. The floor support braces to be constructed of 11 gauge, 36,000 PSI yield strength steel minimum and must run from the center floor trough outWard. BODY OIMENSIONS The outside height of the body above the chassis frame is not to exceed 90" (not including mounting sill). Inside width of body no less than 90". outside width of body not to exceed 96". HOPPER The floor of the hopper is to be a minimum of 3/16" 100,000 PSi yield strength steel. The hopper sides to be 3/16" 80,000 PSI minimum yield s~rength steel. inside hopper width is to be a minimum of 84". The hopper opening Is to be a minimum of 84" wide x 60" high. The hopper capacity is to be a minimum of 3.0 cubic yards volumetric. The total cycle time is not to exceed 28 seconds. RelOad time is not to exceed 10 seconds. comply Exception Ve 1. 2. 3. 4. VI. 1. PACKING MECHANISM The packer and carrier face plate is to be a minimum of 3/16" 50,000 Psi yield strength steel. The packing plate Cylinders are to be single stage, 4' bore, double acting. The carrier plate cylinders are to be single stage, 4.5' bore, double acting. The packing mechanism is to retain the compacted material in the body and provide protection for the operating cylinders. The upper carrier plate Is to utilize rollers vs. slides for easy movement, Rollers are to be 5" diameter made from forged 4150 steel induction hardened to 57-60 "Rockwell C" and have grease fittings accessible from external roller access openings. When the packing mechanism reaches the Inter- rupt POSition, the packer plate must stop ap- proximately 1~-1/2" above the loading sill to avoid a pinching action. The packing control handles must then be reactivated to complete the CyCle. The packing control handles must be able to stop or reverse the packlng mechanism at any position in the Cycle. The packing plate is to compact material into the body against the ejector panel and not into the forward portion of the hopper itself. Pre° crushing Of material in the hopper is not accept- able. The packing plate shall be protected from over- load by an Independent packer circuit relief valve located at the operating valve. TAILGATE Tailgate to be top hinged to the body at roof line utilizing cast steel hinges. It is to be raised for load ejection by t~vo 4" bore, single acting 'RAM' style (lubricates rod side) Cylinders mounted on the outside of the tailgate. Cylin- ders shall be restricted to prevent rabid descent of the tailgate and be manufactured with chrome plating for added durability. The tailgate to be held in the closed position by two one-piece drop forged screw clamps, one on each side of the tailgate. Clamps are to De equipped with a fast spin-handle. An extruded rubber gasket is to be affixed to the tailgate to provide a watertight seal be~veen the body ana the tailgate. Sealing must be effective up to a minimum of 38-1/2". Comply Exception The tailgate must be equipped with a "tailgate ajar" switch with an Indicator light in the cab which complieS with the ANSI standard. The light Is tO wan] the driver when the tailgate is not completely closed. Bolt-on riding steps are to be provided on each side of the tailgate and grab handles will be located In .a convenient place for rider safety. The steps must be made out of the grip-strut open grate material which will comply with ANSI standards. Tailgate hinge structure must be made of rectangular steel tubing utilizing cast steel. hinges. Tailgate top sheet held in place by bolt down or screw down fasteners. VII. 1. 2. EJECTION SYSTEM Unloading by full ejection method only. Dump- ing or raising of bodies is not acceptable. The ejection cylinder shall be a double-acting, hydraulic cylinder mounted at an angle from roof to ejection panel which protects the Cylinder from refuse. The ejector panel is to be minimum 11 gauge 50 000 PSi yield strength steel to assure that the heavy duty pane can withstand the packing forces and the ejection of highly compacted refuse. The ejector panel is to travel I:he full length of the body and be equal in area to the cross sec- tion area of the body. The ejector Panel will travel on two 8" and six 12" ultra high molecular weight polyethylene shoes. These shoes must be re~3laceable without removing the ejection panel from the body. At no time may any portion of the ejector panel, when In it~ rearmost position, extend beyond the plane of the rear body opening. The ejection panel hvdraulic cylinder must be angled downward from it's front mounting location tO best counteract the packing forces generated by the packing mechanism. The case end of the Cylinder must be attaChed to the ejection panel with half style bearing housing for ease of removal. The ejector panel must be designed to act as a bulkhead against which refuse is compressed by the packing mechanism. Comply Exception VIII. 1. 2. 3. 4. HYDRAULIC SYSTEM The hydraulic pump is to be a bi-directional spur gear L'ype With wear compensating sicle plates using hydraulic pressure to keep them properly tensioned and positioned to maintain efficiency. Pump to be driven through a PTO located Off the transmission. capacity of pump must not be rated at less than 33 gallons per minute at 1,200 RPM. A factory sealed relief valve sec at a maximum of 2,275 PSI Is to be provided. A 20 micron in-tank return line filter with a v sual ndlcator Co show when the flter s n a bypass mode, Is to be provided. The hydraulic reservoir is to' be located on the curb side and mounted on the body floor. The hydraulic oll reservoir is to have a 10 micron combination air breather/filler cap. A suction line. strainer Is to be mounted inside the hydraulic tank and be a 100 mesh screen (141 Micron) with built In by-pass. The hydraulic oll reservoir must have a capacity of not less than 45 gallons. The hydraulic system shall contain the following cylinders: Two Packing cylinders - 4' bore, double acting, with a stroke of 32 1/2". Two carrier cylinders - 4.5~ bore, double acting, with a stroke of 32". One ejection cylinder- . 20 yard 5.$" bore, 35.00" stro.ke TWO tailgate lift cylinders - 4" Dore, single acting, with a stroke of 32-11/16". All cylinders to operate withou~ direct con,ct with solid waste. Hydraulic hoses are to be SAE approved construction with burst pressure at least four times the working pressure. A manually operated control valve assembly for ejection and tailgate lift Is to be provided and located at the LH. front corner of the body. This valve Is to Incorporate the main relief valve set and sealed at a maximum pressure of 2,275 PSi. For ease of service, the control valve assembly must be located so that al: no time or load condition will It be necessary to remove the load In order to obtain access to the valve assembly. The packing mechanism operating valve shall be a two spool hydraulic valve and incorporace self contained pressure release detent end cap assemblies. For ease of access, the valve assembly is to be located on the tailgate structure at the extreme rear upper par1: of the tailgate. The valve loca- tion must provide "down-access" for adjustments or routine maintenance. The valve shall be protecl:ed by a bolt on cover. A hydraulic resistance valve which controls packing density and cylinder retraction, must be Incorporated In the ejection system circuit. IX. CONTROLS The manually operated controls for the packing mechanism are to be located curbSide at the rear of the tailgate. An automatic thro~le advance must be Provided. The dual lever controls must have the capability of stopping, starting~ and reversing the packing mechanism. To avoid possible damage from rubbish, the dual lever control rods must be located outside the hopper. A push-button switch that activated a buzzer in the cab Is to be provided on both sides of the tailgate to signal the driver. Tailgate lift and ejector controls are to be locat- ed street side at the front of the body. A manu- ally operated speed up switch iS also required at this location. 4. PAINTING unit will be shot blasted before primer is applied. All burrs and rough spots are to be ground off. All body surfaces to be washed with a phosphoo rous-based steam cleaning solution. A coat of two part epoxy primer is to be applied and must be rust inhibiting. A high gloss two part polyurethane top coat of Red color Is to be applied. Both primer and top coat is to be baked on at a minimum of 200 degrees FahrenheiL MOUNTING Mounting is to be done a the factory of the body manufacturer. Factory mounting to incorporate rear pivot shoulder bolts, spring supported front mounts, and front lateral restraints with wear plates on the chassis frame. The hol~per sides tO be 3/16" 80,000 PSi minimum yield strength steel. Inside hopper width is to be a minimum of 84". The hopper opening is to be a minimum of wide X 60" high. PACKING MECHANISM The packer and carrier face plate is to be a minimum of 3/16' 50,000 PSI yield strength steel. The packing plate cylinders are to be single stage, 4" bore, double acting. The carrier plate cylinders are to be single stage, 4.5' bore, double acting. The packing mechanism is to retain the compacted material in ~he body and provide protection for the operating Cylinders. The upper carrier plate is to utilize rollers vs. slides for easy movement. Rollers are to be 5" diameter made from forged 4150 steel induction hardened to 57-60 "Rockwell C" and have grease fittings accessible from external roller access openings. When the packing mechanism reaches the inter- rupt position, the packer plate must stop ap- proximately 6-1/2" above the loading sill to avoid a pinching action. The packing control handles must then be reactivated to complete the Cycle. The packing consol handles must be able to stop or reverse the packing mechanism at any posi~Jon in the cycle. The packing plate is to compact material into the body against the ejector panel and not into the forward portion of the hopper itself. Pre- crushing of material in the hopper is not accept- able. The packing plate shall be protected from over- load by an Independent packer circuit relief valve located at the operating valve. TAILGATE Tailgate to be top hinged co the body at roof line utilizing cast steel hinges. It is to be raised for load ejection bv ~vo 4" bore, single acting 'RAM' style (lubricates rod side) cylinders mounted on the outside of the tailgate. Cylin- ders shall be res~'lcted to prevent rapid descent of the tailgate and be manufactured with chrome plating for added durability. The ~ailgate to be held in the closed position by ~vo one-piece drop forged screw clamps, one on each side of t:he tailgate. Clamps are to be equipped with a fast spin-handle. An extruded rubber gasket is to be affixed to the tailgate to provide a water~ight seal bet~veen the body and the tailgate. Sealing must be effective up to a minimum of 38-1/2°. The ejection cylinder shall be a double-acting, hydraulic cylinder mounted at an angle from roof to ejection panel which protects the Cylinder from refuse. The ejector panel is to be minimum 11 gauge 50,000 PSI yield strength steel to assure that the hea~/ duty panel can withstand the packing forces and the ejection Of highly compact:ed refuse. The ejector panel is to travel the Pull length of the body and be equal in area to the cross sec- tlon area of the body. The ejector panel will travel on two 8" and six 12" ultra high molecular weight polyethylene shoes. These ShOeS must be reolaceable without removing the ejection panel from the body. At no time may any porrJon of the ejector panel, when in its rearmost position, extend beyond the plane of the rear body opening. The ejection panel hydraulic cylinder must be angled downward from it's front moun~lng location to best counteract the packing forces generated Dy the pacl(ing mechanism. The case end of the cylinder must be aLl:ached tO the ejection panel with half style bearing housing for ease of removal. The ejector panel must be designed to act as a bulkhead against which refuse is compressed by the packing mechanism. Comply Exception VIII. I. The vertical side channels must interconnect with the roof channels to form a wrap around channel design and be of continuous weld construction. Side channels (external body ribbing) must be vertical and spaced closer together where body compaction pressures are highest, e.g., rear to front. The two rearmost roof reinforcement channels must be 80,o00 PSI minimum yield strength steel. The mid body channels shall be .19 inch. All remaining front channels shall be 11 ga. 50,000 PSI minimum yield strength steel. Body tO be adequately braced at all points to withstand repeated maximum packing pressures without distortion. BOdy must be rectangular in shape. The floor support braces to be constructed of 11 gauge, 36,000 PSI yield strength steel minimum and must run from the center floor trough outward. IlL 1. BODY DIMENSIONS The outside height of the body above the chassis frame is not to exceed 90" (not including mounting sill). PACKING MECHANISM The packer and carrier face plate is to be a minimum of :~/16" 50,000 PSI vield strength steel. The packing plate cylinders are to be single stage, 4" bore, double acting. The carrier plate cylinders are to be single stage, 4.S" bore, double acting. The packing mechanism is to retain the compacted material in the body and provide protection for the operating cylinders. The upper carrier plate is to utilize rollers vs. slides for easy movement. Rollers are to be 5" diameter made from forged 4150 steel induction hardened to 57-60 "Rockwell C" and have grease fittings accessible from external roller access openings. When the packing mechanism reaches the inter- rupt position, the packer plate must stop proximatelV 6-1/2" above the loading sill to avoid a pinching action. The packing control handles must then be reactivated to complete the cycle. The packing control handles must be able to stop or reverse the packing mechanism at any position in the cycle. The packing plate is to compact material into the body against the ejector panel and not into the forward portion of the hopper itself. Pre- crushing of material in the hopper is not accept- able. The packing plate shall be protected from over- load by an Independent packer circuit relief valve located at the operating valve. VI. 1. TAILGATE Tailgate to be top hinged to the body at roof line utilizing cast steel hinges. It is to be raised for load ejection by two 4" bore, single acting "RAM" style (lubricates rod side) cylinders mounted on the outside of the tailgate, cylin- ders shall be restricted to prevent rapid descent of the tailgate and be manufactured with chrome plating for added durability. The tailgate to De held in the closed position by two one-piece drop forged screw clamps, one on each side of the tailgate. Clamps are to be equipped with a fast spin-handle. An extruded rubber gasket is to be affixed to the tailgate to provide a watertight seal between the body and the tailgate. Sealing must be effective up to a minimum of 38-1/2". 4 Comply Exception The tailgate must be equipped with a "tailgate ajar" switch with an indicator light in the cab which complies with the ANSI standard. The light is to warn the driver when the tailgate is not completely closed, Bolt-on riding steps are to be provided on each side of the tailgate and grab handles will be located in a convenient place for rider safety. The steps must be made out of the grip-strut open grate material which will comply with ANSI standards. Tailgate hinge structure must be made of rectangular steel tubing utilizing cast steel hinges. Tailgate top sheet held in place by bolt down or screw down fasteners. VII. 1. EJECTION SYSTEM Unloading by full ejection method only. Dump- ing or raising of bodies is not acceptable. The ejection cylinder shall be a double-acting, hydraulic cylinder mounted at an angle from roof to ejection panel which protects the cylinder from refuse. The ejector panel is to be minimum 11 gauge 50,000 PSI yield strength steel to assure that the heavy duty panel can withstand the packing forces and the ejection of highly compacted refuse. The ejector panel is to travel the full length of the body and be equal Jn area to the cross sec- tJon area of the body. The ejector panel will travel on two 8" and six 12" ultra high molecular weight polyethylene shoes. These shoes must be re!]laceable without removing the ejection panel from the body. At no time may any portion of the ejector panel, when in its rearmost position, extend beyond the plane of the rear body opening. The ejection panel hydraulic cylinder must be angled downward from it's front mounting location to best counteract the packing forces generated bv the packing mechanism. The case end of the cylinder must be attached to the eJection panel with half style bearing housing for ease of removal. The ejector panel must be designed to act as a bulkhead against which refuse is compressed by the packing mechanism. 5 Comply Exception VIII. 1. HYDRAULIC SYSTEM 1'he hydraulic pump is to be a bi-directional spur gear type with wear compensal;ing side plates using hydraulic pressure to keep them properly tensioned and positioned to maintain efficiency. Pump to be driven through a PTO located off the transmission. Capacity of pump must not be rated at less than 33 gallons per minute at 1,200 RPM. A factory sealed relief valve set at a maximum of 2,275 PSI ls to be provided. A 20 micron in*tank return line filter, with a visual indicator to show when l:he filter is In a bypass mode, is to be provided. The hydraulic reservoir is to be located on the curb side and mounted on the body floor. The hydraulic oil reservoir is to have a 10 micron combination air breather/filler cap. A suction line strainer is to be mounted inside the hydraulic tank and be a 100 mesh screen (141 Micron) with built in by-pass. The hydraulic oil reservoir must have a capacity of not less than 45 gallons. The hydraulic system shall contain the following cylinders: Two packing cylinders - 4" bore, double acting, with a stroke of 32 1/2". Two carrier cylinders - 4.5" bore, double acting, with a stroke of 32". One ejection cylinder- . 2c~ yard 5.5" bore, 8~s.oo" stro!(e Two tailgate lift cylinders - 4" bore, single acting, with a stroke of 32-11/16". All cylinders to operate without direct contact with solid waste. Hydraulic hoses are to be SAE approved construction with burst pressure at least four times the working pressure. A manually operated control valve assembly for ejection and tailgate lift is to be provided and located at the LH. front corner of the body. This valve is to incorporate the main relief valve set and sealed at a maximum pressure of 2,275 PSI. For ease of service, the control valve assembly must be located so that at no time or load condition will it be necessary to remove the load in order to obtain access to the valve assembly. The packing mechanism operating valve shall be a two spool hydraulic valve and incorporate sell: contained pressure release detent end cap assemblies. For ease of access, the valve assembly is to be located on the tailgate structure at the extreme rear upper parl: of the tailgate. The valve loca- tion must provide "down-access" for adjustments or routine maintenance. The valve shall be protected by a bolt on cover. A hydraulic resistance valve which controls packing density and cylinder retraction, must be incorporated in the ejection system circuit. IX. 1. CONTROLS The manually operated controls for the packing mechanism are to be located curbside at the rear of the tailgate. An automatic throttle advance must be provided, The dual lever controls must have the capability of stopping, starting~ and reversing the packing mechanism. TO avoid possible damage from rubbish, the dual lever control rods must be located outside the hopper. A push-button switch that activated a buzzer in the cab is to be provided on both sides of the tailgate to signal the driver. Tailgate lift and ejector controls are to be locat- ed street side at the front of the body. A manu- ally operated speed up switch is also required at this location. PTO controls are to be mounted inside the cab. 7 Comply Exception X, LIGHTING & WIRING 1. Body lighting must comply with FMVSS#ID8 Regulations. 2. For maximum visibility, a light bar above the hopper must also be provided and will include two red stop/tail lights and two amber turn signal lights (with shock mounted bulbs), two 2- 3/4" x 2" clear utility lights (separate switch in cab), one 3-light I.D. cluster, and one license plate bracket and light. Wiring is to be located on the left side of the body. 3. A back-up alarm conforming to current standards must be provided. The alarm must also sound when the tailgate is not closed. XI. 1. 2. 3. 4. 5. 6. PAINTING Unit will be shot blasted before primer is applied. All burrs and rough spots are to be ground off. All body surfaces to be washed With a phospho- rous-based steam cleaning solution. A coat of two part epoxy primer is to be applied and must be rust inhibiting. A high gloss two part polyurethane top coat of Red color is to be applied. Both primer and top coat is to be baked on at a minimum of 200 degrees Fahrenheit. XII. MOUNTING Mounting is to be done a the factory of the body manufacturer. XIlI. XTV. Factory mounting to incorporate rear pivot shoulder bolts, spring supported front mounts, and front lateral restraints with wear plates on the chassis frame.
