WHEREAS, this proposal is to subdivide a 48.43 acre parcel into 7 lots where Lot 1 equals 91,787 sq. ft., Lot 2 equals 86,235 sq. ft., Lot 3 equals 82,606 sq. ft., Lot 4 equals 82,635 sq. ft., Lot 5 equals 83,771 sq. ft., Lot 6 equals 31,500 sq. ft. (known as Gay Reese Lot) and Lot 7 is equal to 37.70 acres which are proposed to be sold to the Town of Southold for open space purposes; and WHEREAS, the Town of Southold is in contract to acquire the fee title of Lot 7 equal to 37.70 acres for open space purposes; and WHEREAS, the Gay Reese Lot (6) is a clustered lot equal to 21,500 sq. ft. This name should be reviewed and approved by the Superintendent of Highways to prevent duplication. 7. Concrete survey monuments should be installed in a manner that would easily define the proposed dght-of-way's for the new road and drainage areas. 8. The installation of new Streetiights, two (2) each, is recommended. Their location should be as follows: one (1) at the new intersection & one (1) at the terminus of the Cul-De-Sac. Please note that the proposed disturbance resulting from construction activities at this site will be greater than one (1) acre in area. [This would Include the new Right-of-Way areas and lhe areas for the proposed building envelopes in total.] This project will require coverage from NYS Department of Environmental Protection (DEC) under the Phase II State Pollutant Discharge Elimination System (SPDES) Program. The Developer must obtain coverage under the General Permit for Storm-water Runoff from Construction Activity (GP-02-01) prior to the initiation of construction activities. Covenants and restrictions for the deeded lots should include the DEC requirements specified in this permit. This should ensure compliance with all Federal and State Regulations in the event that building lots are not developed when the road is constructed. Please consider the following: 1. The survey map indicates a 15' wide drainage easement running from the southerly end of Clipper Drive to the existing recharge area. A new guardmll has been proposed for the terminus of Clipper Drive. The original subdivision approval and the creation of Clipper Drive required the construction of a Cul-de-sac at the mad end within an easement area located on lot #'s 81 & 82 as shown on the plan. Will the Clipper Drive association be ~waqUired by the PlanningBoard to construct a new turnaround? Does the Planning Board nt the existing asp~,~lt removed from the open space where lhe encroachment occurs? The Storm-Water calculations and Drainage Designs meet the minimum requirements of the Town Cede. A 30' wide drainage easement area has been proposed between lots # 4 & 5. This area should be should be revised from an easement area to an individual parcel of land that would be owned by a Homeownem association. This would ensure access for maintenance without the need to remove trees or fencing that has been planted or installed by Individual property owners. The road section and curb details indicate Belgian Block. This should be changed to Concrete 'Type C" Mountable Curbing as found in Town Highway Specifications. It is my understanding that this read may be dedicated to the Town. Currently, Highway Specifications are undergoing revisions to eliminate Belgian Block for maintenance reasons. New concrete curbing located at the entrance to the new mad should terminate approximately eight (8') feet from the existing edge of pavement at the Town Road. The line of pavement for the new road should continue on the radius as Indicated by the map. ( Page 1 of 2 t Zoumas at Bawiew - Pa(~e Two - 6/15/04 The following items remain outstanding and must be submitted in order to proceed to final approval: Amend the Final Plat and Final Road and Drainage Plan to show the comments from the Office of the Engineer, as amended above, and stated in the May 12, 2004 letter. A statement that Road A (to be named) will be dedicated to the Town of Southold or the filing of the right-of-way maintenance agreement with the Suffolk County Clerk and, upon filing, the recording of the liber and page number upon the final map. The required amendments include: The inclusion of language mandating future compliance with General Permit for Storm-water Runoff from Construction Activity (GP-02-0'I) as administered by the New York State Department of Environmental Conservation. b.
