SETTING OF THE NEXT PLANNING BOARD MEETING
Chairman Orlowski: I would like to call this meeting to order. The first order of business
is for the Board to set Monday, December 13, 1999 at 7:30 p.m. at the Southold Town
Hall as the time and place for the next regular Planning Board Meeting.
Mr. Cremers: So moved.
Mr. Latham: Second.
Chairman Orlowski: Motion made and seconded. All those in favor?
Ayes: Mr. Orlowski, Mr. Cremers, Mr. Edwards, Mr. Latham, Mr. Ward
Chairman Orlowski: Opposed? The motion carries.
PUBLIC HEARINGS
Chairman Orlowski: 7:30 p.m. - Omnipoint Communications, Inc. - This site plan is
for the installation of three antennas, one equipment cabinet, connecting cables and ice
bridge to an existing wireless communications monopole/compound. SCTM#1000-108-

I'll ask if there are any comments on this site plan. Hearing none, are there any
questions from the Board. There being no questions, I'll entertain a motion to close the
hearing.
Mr. Ward: So move.

What is the pleasure of the Board?
Mr. Ward: Mr. Chairman, I'd like to offer the following resolution:
WHEREAS, William J. Baxter and Jane P. Goeller are the owners of the property known
and designated as SCTM#1000-108-4-11.3, located at Elijah's Lane, Mattituck; and
WHEREAS, a formal application for the approval of this site plan was submitted on
October 28, 1999; and
WHEREAS, the Southold Town Planning Board, acting under the State Environmental
Quality Review Act, (6NYCRR), Part 617, makes a determination that this project is a
Type II Action and not subject to the provisions of the State Environmental Quality
Review Act (SEQRA); and
WHEREAS, this site plan was certified by the Building Inspector on November 18, 1999;
and
WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice of
Public Hearing, has received affidavits that the applicant has complied with the
notification provisions; and
WHEREAS, all the requirements of the Site Plan Regulations of the Town of Southold
have been met; be it therefore
RESOLVED, that the Southold Town Planning Board grant final approval on the surveys
dated October 1, 1999 and authorize the Chairman to endorse the final surveys subject
to a one year review from the date of the building permit.

Hearings Held Over From Previous Meeting:
Chairman Orlowski: Summit Estates - Section 4 - Section 4 of this major subdivision
is for one 4.3739 acre lot (Lot #33). The property is located off Shipyard Lane in East
Marion. SCTM#1000-38-7-p/o 10 ) a.k.a. SCTM#1000-35-8-5.3)
We still have not received what we want from the applicant. Does anybody have any
comments or questions on this subdivision while the hearing is open? Hearing none, I'll
make the following motion:
BE IT RESOLVED, that the Planning Board hold the final hearing for Summit Estates,
Section 4 open until such time that Conditions Number 3, 4 and 5 of the approval in
regard to the public hearing in accordance with Condition Number 11 of the Declaration
of Covenants and Restrictions are fulfilled to the satisfaction of the Planning Board.

Chairman Orlowski: Rockcove Estates - This major subdivision is for 23 lots on 28.315
acres located on the north side of Middle Road (CR 48), approximately 500 feet west of
McCann Lane, in Greenport. SCTM#1000-33-3-19
We're still waiting for more information from the applicant. The Planning Board reviewed
the Traffic Engineering Examination. It is required that the Traffic Engineering
Examination be expanded to address the over-all traffic impacts of both the existing
development on Moore's Lane North and McCann Lane.
Does anybody have any comments or new comments they'd like to make? The hearing
is going to stay open until we get this information.

Unidentified Speaker: When did your Board request the Traffic Study?
Mr. Orlowski: We sent that letter on the 16th.
Unidentified Speaker: And they're going to conduct the study now, in the winter when all
the people are away?
Chairman Orlowski: Well, we're going to see what they come up with.
Unidentified Speaker: I hope the Board takes that into consideration.
Chairman Orlowski: O.K. Any other comments?
Unidentified Speaker: I would just like to ask one question. Does the County or State
have a law-
Chairman Orlowski: Can I have your name, please?
Unidentified Speaker: Eleanor Kopec(sp.?). I live on Sound Drive in Greenport. Is there
a law that states that the road cannot egress on to the North Road?
Chairman Orlowski: There's not a law, no.
Ms. Kopec: So, there's no reason other than your telling this developer, no, you don't
have to cut a road through?
Chairman Orlowski: The County, in the past, has requested that any curb cuts be kept
to a minimum. That's kind of a policy. It's not a law. It's the way we designed and went
along to -
Ms. Kopec: But there are many, many curb cuts which are put in new throughout the
Town.
Mr. Orlowski: And they have to come from the County.
Ms. Kopec: Thank you.
Unidentified Speaker: Has the County said you -
Chairman Orlowski: Can I have your name for the record, please?
Unidentified Speaker: My name is Bill Sartakis(sp.?). I live at 200 Green Hill Lane, just
to the west of the development. Has the County, in this instance, said you cannot put a
curb cut - it's not really a curb cut; it's a street being cut through -
Chairman Orlowski: Nobody has asked them that question yet.

Mr. Sartakis(sp.?): This is just your Board's recommendation, Sir?
Chairman Orlowski: Yes.
Mr. Sartakis(sp.?): Based on what, Sir?
Chairman Orlowski: Planning. I'll entertain a motion to hold this hearing open.
Mr. Ward: So move.
Chairman Orlowski: Motion made and seconded.
Mr. Sartakis(sp.?): May I ask one more question, Sir?
Chairman Orlowski: Yes.
Mr. Sartakis(sp.?): When you say no curb cut or no street shall be open giving access to
CR 48 - is that for the entire development including that 86,000 square foot parcel?
Chairman Orlowski: No, that will have access. The large lot on the front? Homestead
Acres.
Mr. Sartakis(sp.?): What is the answer, Sir?
Chairman Orlowski: That has access off of Homestead Acres.
Mr. Sartakis(sp.?): Not on the County Road?
Chairman Orlowski: Not on 48. I was wrong.
Mr. Sartakis(sp.?): You were wrong. Thank you.

Chairman Orlowski: Peconic Development Corp. - This proposed major subdivision is
for 13 lots on 14.9 acres located on Oaklawn Avenue and Wells Avenue in Southold.

Mr. Cremers: Mr. Chairman, I'll offer the following resolution:
BE IT RESOLVED that the Southold Town Planning Board grant a retro-active
extension of preliminary approval to March 30, 2000. Conditional preliminary approval
was granted on September 30, 1996.

Mr. Edwards: Mr. Chairman, I move the following:
BE IT RESOLVED, that the Southold Town Planning Board set Monday, December 13,
1999 at 7:30 p.m. for a final public hearing on the maps dated June 19, 1995.
Mr. Cremers: Second the motion.
Chairman Orlowski: Motion made and seconded. Any questions on the motion? All

SITE PLANS - STATE ENVIRONMENTAL QUALITY REVIEW ACT

Chairman Orlowski: Premium Wine Group - This proposed site plan is for a winery
consisting of a 7,800 square foot production building, a 10,200 square foot storage
building and a 2,400 square foot future tasting building in Mattituck. SCTM#1000-121-6-

Mr. Cremers:
BE IT RESOLVED that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, establishes itself as lead agency, and as lead
agency makes a determination of non-significance and grants a Negative Declaration.
Mr. Edwards: Second the motion.
Chairman Orlowski: Motion made and seconded. Any questions on the motion? All
