The advertisement for bids on March 22, 1962 and the opening and reading
of the bids on March 27, 1962 would net be a compliance with the
pro~isi0ns Of ~ 103{2) Of the General Municipal Law. Such provision
requires a minimum of five ~ays between the date of the first
'adVertisement and :he date specified for opening the bids, and such
days'are excluded in determinsng the minimum period of five days.

Statement of Law
Section 103(2.) of ~hs General Municipal Law provides .in par~ as

'The'li~e~al' meaning of the above underscored provision would
