CONSERVATION ADVISORY COUNCIL
At the meeting of the Southold Town Conservation Advisory Council held Monday, May
14, 2001, the following recommendation was made:
Moved by Bill McDermott, seconded by Melvyn Morris, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit Application of DAVID & KATHLEEN KILBRIDE 118-4-14.1 to repair
and re-grade base of bluff by depositing 200 cy. of clean fill from excavation for
previously approved on-site construction of home. All work to be performed landward of
existing timber bulkhead and to be re-planted with beach grass 18" on center.

Dear Charlotte:
This letter follows up on our telephone conversation following my appearance before the
Town Trustees at their May 24 meeting. At that time my wife and I were requesting
permission to use clean fill from the excavation from our imminent home construction
project to repak storm damage to the toe of the bluffalong our entire 100 foot eastern
(Bay) frontage. At the hearing, Mr. Krupski, who had inspected the site prior to the
meeting, expressed his concern that the project, as proposed by us, would damage the
existing vegetation along the frontage that has regenerated itself in the years since the
most recent storm damage occurred. His stipulation, therefore, was that we should
confine the proposed filling/repair activity to a more defined area, described by me as a
series of particular craters resulting fi'om the storm, and not disturb the remaining areas of
the bluffwhere the damage was more .niform in shape. This approach is acceptable to
US.
You asked that I send to you a revised sketch of the proposed project. Accordingly, I
have marked and enclosed a recent survey to identify the areas to which the filling will be
confined. The areas are delineated on the survey as a sketched in, cross-hatched area
towards the southern end of the parcel.
I understand that based on this submission to you, the permit can now be issued. If you

all of your assistance with this matter.

Gentlemen:
The following action was taken by the Board of Town Trustees during a Regular Meeting, held
on May 24, 2001, regarding the above matter.
WHEREAS, DAVID & KATHLEEN KILBRIDE applied to the Southold Town Trustees for a
permit under the provisions of the Wetland Ordinance of the Town of Southold, application
dated May 2, 2001.
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
May 24, 2001 at which time all interested persons were given an opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standard set forth in Chapter 97-18 of the Southold
Town Code.
WHEREAS, the Board has determined that the project as proposed will not affect the health,

Safety and general welfare of the people of the town,
NOW THEREFORE .BE IT.
RESOLVED, that the Board of Trustee approved the application of DA VID & IfA TItLEEN
KILBRIDE for a Wetland Permit to repair and regrade the base ofbluffby depositing clean fill
from excavation for previously approved on-site construction of home. All work to be
performed landward of existing timber bulkhead and to be replanted with beach grass 18" on
center with the condition that only the large holes in the bluffbe filled with sand - filled to grade
to existing vegetated grade - replant immediately with 18" center with beach grass.
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency, which may also have an application pending for the
same or similar project.
Permit to construct project will expire two years from the date it is signed. Fees must be paid, if
applicable, and pemfit issued within six months of the date of this notification.

completion of said project.
