Dear Mr. Cocks:
The following resolution was adopted by the Southold Town Planning Board at a
meeting held on Monday, April 5, 1999:
The final public hearing, which was held at 7:40 p.m. was closed.
The following resolution was adopted:
WHEREAS, Ali Agarabi is the owner of the property known and designated as
proposed amended site plan for Matt-A-Mar Marina SCTM~ 1000-114-3-1,
located on Wickham Ave. in Mattituck; and
WHEREAS, a formal application for the approval of this amended site plan was
submitted on December 17, 1997; and
WHEREAS, the Southold Town Planning Board, pursuant to the State
Environmental Quality Review Act, (Article 8), Part 617, declared itself lead
agency and issued a Negative Declaration on April 6, 1998; and
WHEREAS, this site plan, dated July 15, 1998, was certified by James Richter,
Town Engineering Inspector, on March 11, 1999; and

WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice
of Public Hearing, has received affidavits that the applicant has complied with
the notification provisions; and
WHEREAS, all the requirements of the Site Plan Regulations of the Town of
Southold have been met; and
WHEREAS, the applicant agrees to install five 10' diameter by 8' deep rings at
three locations by paved road. Town Engineering Inspector to consult on
locations. Applicant to repair broken sidewalk at entrance to marina; and
WHEREAS, the applicant is aware of the terms of this approval and
endorsement by his signature on the map; be it therefore
RESOLVED, that the Southold Town Planning Board approve and authorize the
Chairman to endorse the final surveys dated July 15, 1998, with Suffolk County
Department of Health Services approval stamp and revision dated, February 22,
1999, subject to a one year review from date of building permit.
Enclosed please find 2 copies of the approved site plan; one for your records
and one to be submitted to the Building Department when you apply for your
building permit.

Reasons Supporting This Determination:
This project involves the construction of a 715 square foot storage building in
Mattituck. A storage building is a permitted use in this Marine II (Mil) zone, thus
the proposed action is consistent as planned
An Environmental Assessment Form has been submitted and reviewed,
and it was determined that no significant adverse effects to the
environment were likely to occur should the project be implemented
as planned.
There has not been any correspondence received from the New York State
Department of Environmental Conservation in the allotted time.
Therefore, it is assumed that there are no comments or objections
from that agency.
The applicant will have to comply with the requirements of the Suffolk
County Sanitary Code (SCSC) and all relevant standards of water supply
· and sewage disposal systems. Design and flow specification, subsurface
soil conditions and site plan details will have to be approved by the Suffolk
County Department of Health Services (SCDHS). This impact is not
considered significant due to the anticipated project compliance with
established requirements of the SCSC and the SCDHS and the required
relevant permits.

As per your request, I have reviewed the Site Plan and completed a field inspection
of the above referenced facility. Before I can review the drainage design, it will be necessary
for the owner to provide drainage calculations. This design should utilize a two (2") inch
rainfall and include the size of all existing and proposed leaching basins.
The site plan submitted indicates that all roads and parking areas on the site are
paved with gravel. My site inspection noted that a major portion of the roadway and adjacent
parking areas are paved with asphalt. The site plan should reflect these site changes. Solid
and impervious surfaces such as asphalt pavement and buildings have a run-off coefficient
of (1) and gravel areas utilize a coefficient of (0.6).
The proposed berm south of the storage building should be at least two (2') feet high
to withstand normal wear and weathering conditions. If the owner has any questions
concerning the required drainage calculations he or his engineer can contact my office
directly.
It has also been noted that the existing sidewalk at the entrance of the facility is
severely cracked and deteriorated due to traffic from this facility. The owner should be
required to remove the broken concrete and replace it with a new concrete sidewalk and
apron that is designed to handle the traffic to and from the site.

WHEREAS, the Code of the Town of Southold authorizes

for the owner to provide drainage calculations. This design should utilize a two (2") inch
rainfall and include the size of all existing and proposed leaching basins.
The site plan submitted indicates that all roads and parking areas on the site are
paved with gravel. My site inspection noted that a major portion of the roadway and adjacent
parking areas are paved with asphalt. The site plan should reflect these site changes. Solid
and impervious surfaces such as asphalt pavement and buildings have a run-off coefficient
of (1) and gravel areas utilize a coefficient of (0.6).
The proposed berm south of the storage building should be at least two (2') feet high
to withstand normal wear and weathering conditions. If the owner has any questions
concerning the required drainage calculations he or his engineer can contact my office
directly.
It has also been noted that the existing sidewalk at the entrance of the facility is
severely cracked and deteriorated due to traffic from this facility. The owner should be
required to remove the broken concrete and replace it with a new concrete sidewalk and
apron that is designed to handle the traffic to and from the site.

storage building will be built in the same manner as the building that it
joins, wood frame covered by colored cement stucco. No planned occupancy
as the structure will be Xor the storage of pool equipment ( 65 chase -
lounges, cushions, chairs and tables ) and patio chairs and tables for
the restaurant. Fire separation to consist oX metal fire doors and the
cement stucco as to code.

I would like to apply for a permit to build a storage room for the swimming pool and
bathroom supplies, cleaning and paper goods, etc., and equipment.
It is an open span 44' x 16' room with man doors as per plans. It will be constructed on
the existing concrete slab between the restaurant and existing bathrooms. The outside
appearance will match the existing building with colored stucco and identical roofing materials
and windows. It will be approximately 300' from the bulkhead and above Iff at the mean high
water line. The roof runoff will be channeled through a gutter system tl~ will be installed and
