Box 1179 Southold, NY 11971 Kasschau To Whom it May Concern: We are the homeowners of 1220 Little Peconic Bay Road in Nassau Point. We read the notice of the pending application from Eileen Kasschau for construction of a floating dock on Wunneweta Pond. Our home has frontage on a creek leading to Wunneweta Pond. We believe the dock as proposed will end in the canter of the channel that provides our access to Peconic Bay. While Wunneweta Pond appears to provide a wide area of access to the bay, it is quite shallow and the only navigable channel is very narrow and adjacent to the land frontage of the proposed floating dock. If the homeowner were to place a boat next to this proposed floating dock, it would obstruct access to the deep water of Peconic Bay and create a hazard. This matter is of deep concern to us and to our neighbors who will be similarly hurt by this proposed construction. We ask that you carefully review this application with respect to these issues at the scheduled headng on January 24, 2001. We will be happy to provide any other information you may need. Rocco and Eileen Resciniti To: Al Kmpski, President Southold Town Trustees From: Christine Hunt Re: Hearing on Permits for Eileen Kasschau Date: 1/14/01 JAN 2 2 Dear Mr. Krupski: A friend alerted me to The Suffolk Times notice, which I saw yesterday, of the Trustees hearing on January 24th in regard to my neighbor's request to rebuild two groins extending from her property. ([ have not yet received the official notice.) I would like to consult experts on the potential impact of this project on the already serious problem of erosion on our own property, which is particularly acute on the north end. As you know, in their current state of disrepair, the groins, which now fall far short of their original length and height, have little effect. I would like to understand how rebuilding them will impact what is now stable on our property and what is vulnerable to further erosion. There are two groins extending from our property in similar states to the two on the Kasschau's property. I would also like to seek expert advice as to whether we should petition to restore these as well. Unfortunately, I am leaving tomorrow, Monday 1/15/01, for a three-week business trip out oftbe country, returning on February 4. (The trip cannot be changed.) I request a postponement of the heating on this project until the end of Fehrumy, wh/ch will allow me to consult experts on this situation. To whom it may concern: Regarding the matter 0fEileen Kasscha~ SCTM#1000-118-1-1.2 We, the undersigned, have received notice of plans for use of fi'ontage associated with an easement to Wunneweta Pond on the property of Peter O'Neill & Diana O'Neill specifically. As can be seen on their map (copy attached) for the proposed dock and walkway outlined on Sheet 1 of 4, our dock on Wunneweta Pond adjoins and is conti~uous with that of O'Neill's. Our respective boats are docked immediately adjacent to the only (narrow) deep- water canal used for safe exit to Peconic Bay. It has been used thus by all the boating community bordering the Pond who have carefully protected it, and indeed have formed a neighborhood association dedicated to the continued clear passage for our watercraft, and for the environmental protection of this small and delicately balanced home of waterfowl and indigenous plants which is in all our interests to preserve. The construction of timber steps, catwalk and floating dock on a previously (until very recently) unspoiled area is both detrimental to the environment and obstructive of our clear right to the use of the canal. Outside of this narrow deep stream the rest of the pond is extremely shallow and generally impassable by most boats; the proposed floating dock ( 6' x 20') is practically fight across the canal strean~ The presumed use for such a dock would add additional width/length when boats are docked there, a further obstruction. We trust that the Board of Trustees will give full consideration to the foregoing objections to the proposed construction. Box 1179 Southold, NY 11971 REFERENCE: SCTM# 1000 - 118-1 - 1.2 Gentlemen, My name is Matthew Kar. I am the President of the Wunneweta Pond Association. The association maintains the inlet to Peconic Bay, including dredging when required, and the maintenance of the North and South bulkheading and associated permits. The members of the association include all 29 homeowners with property on Wunneweta Pond in Nassau Point. There is presently an application pending from Eileen K~asschau, referenced above, for a floating dock. The dock as proposed will end in the center of the channel. Although the "Plan View of Proposed Dock" as submitted states that Wunneweta Pond has a width of 500 feet, that is not all navigable. The navigable channel is narrow. When a boat with a decent size beam is placed at the floating dock it will obstruct the channel even further and disallow any deep water access to the bay. The proposed dock would with no uncertainty block access to the bay for all homeowners south of this frontage, associated with easement to the pond, for which the application is pending. We request that you review this application carefully with respect to the issues discussed above. Currently this application is scheduled to be open for public comment on Wednesday, January 24 at or about 7PM. Southampton, NY 11968 RE: EILEEN KASSCHAU 8500 Vanston Rd., Cutchogue SCTM#118-1-1.2 Dear Mr. Hciiiiianrt: The following action was taken by the Board of Town Trustees during its regular mecting held on Wednesday, February 21, 2001 regarding the above matter: WHEREAS, En-Consultants, Inc. on behalf of EILEEN KASSCHAU applied to the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of Southold, application dated January 10, 2001, and WHEREAS, said application was referred to the Southold Town Conservation Advisory Council for their findings and recommendations, and, WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on February 21, 2001 at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, WHEREAS, the structure complies with the standards set forth in Chapter 97 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW THEREFORE BE IT, RESOLVED, that the Board of Trustees approve the application ofEILEEN KASSCHAU to remove and replace (inplace) existing 34' and 29' timber groins with 27' and 21' low-profile groins, 4' from the top of the bulkhead to the top of the groins. BE IT FURTHER RESOLVED that this determination should not be considered a determination made for any other Department or Agency which may also have an application pending for the same or similar project. Permit to construct and complete project will expire two years from the date it is signed. Fees must be paid, if applicable, and permit issued within six months of the date of this notification.
