SPECIFICATIONS FOR POLICE DEPARTMENT UNIFORM CLOTHING
GENERAL CONDITIONS AND REQUIREMENTS:
No bids will be considered from individuals, firms or corporations in bankruptcy or in
the hands of a receiver.
A substitute for the product specified will be considered when the terms "or equal" are
used. The bidder must submit with the bid satisfactory proof that any substitute offered
is equal to the standard specified.
C. All bids will be F.O.B. destination and include inside delivery.
D. No charge shall be made for boxing or packing.
If any bidder does not fully understand the specifications or conditions here, or is in
doubt as to the intention of the same, he shall satisfy himself by inquiry in writing
before bidding. After the contract has been entered into, the interpretations of the
specifications by the Town of Southold shall be binding.
SUBMITTAL OF BID:
A. The bidder shall furnish all the data required on the quantity and specification sheets
The bid shall be submitted sealed, clearly marked, "POLICE UNIFORM BID" on
the outside of the container.
The Town Board of the Town of Southold reserves the right to reject any or all bids
which do not comply with the invitation to bidders, the specifications, instructions to
bidders, or other herein contained requirements to waive any informality in bids, and
to accept the bid which it deems most favorable to the interests of the Town of
Southold.
It is understood and agreed that the acceptance of the foregoing bid by the Town of
Southold shall thereby constitute a contract between the Town of Southold and the
bidder, comprising in its entirety the invitation to bidders, the specifications, the
requirements, the instructions to bidders, the terms and conditions, the bid and the
acceptance of the bid by the Town of Southold.

The prices h~n should not include any excise taxes'~l/or sales taxes imposed by
any state or municipal government.
The bidder hereby proposes to furnish all the necessary uniforms, clothes, linings,
buttons, braids and all other materials and labor to complete the uniform requirements
at and for the price named, according to the specifications that are contained herein and
as required by the Town of Southold.
All bids will be submitted as per "Unit Price", per shirt, trousers, etc.
All garments shall be tailored to each individual to insure proper fit. The necessary
measurements and fittings as required are to be made at the time and place as
designated by the Chief of Police.
Any and all necessary adjustments and alterations shall be made within one week as
not to inconvenience the Town of Southold Police Department.
Delivery of all items shall be made within 30 days after receipt of the measurements.
The finished garment shall be clean, well made and tailored, pressed, and be free of any
defect which may affect appearance or serviceability.
The contractor shall thoroughly inspect the finished garment, etc., for compliance with
the Town of Southold specifications prior to inspection by the chief of Police, and prior
to delivery to the Town of Southold Police Department for final inspection.
All materials and workmanship contracted for and ordered under this bid will be
subject to acceptance or rejection by the Town of Southold after inspection and/or tests
to determine whether or not the materials and work performed by the contractor meet
the requirements set forth in the invitation and specifications.
The Town of Southold will furnish an official emblem to be sewn on both shoulders of
each winter shirt, summer shirt, blouses, jackets, etc. Rank insignia, when required,
will be fi~mished and sewn on by the successful bidder.
Delivery will be a major factor as consideration in award of this bid.
Failure of the contractor to supply uniforms as stated within the conditions herein shall
result in procurement of items from another source with the additional monies incurred
by the Town of Southold charged back to the contractor.
Primary consideration to awards will be given to bidder's ability to complete all orders
within specified time periods. Vendors are cautioned to note the conditions herein and
their ability to fulfill this contract.
Period of contract: January 1,2001 to December 31, 2001
Female garments must be made on a female pattern for shirts and trousers. Male
trousers altered to fit females will not be acceptable.
Failure to submit samples of all items with bid proposal shall be cause for rejection.

GENERAL TRIM 1NSTRUCTIO~
Emblems shall be applied to all jackets, sweaters, and shirts. Emblems are to be supplied by the Police
Department. In addition to the above the following trim instructions apply:
LIEUTENANT
Shall wear on the prescribed uniform the prescribed band of lustrous
black braid, 1 inch wide, placed with its lower edge 3-1/2 inches
above the bottom sleeve and on outside seam of trousers from cuffto
waistband.
SERGEANT
Shall wear on each sleeve six (6) inches below the shoulder seam a
three (3) stripe prescribed chevron on both sleeves to be in line with
the center lower part of the departmental insignia.
On the trousers on the outside vertical seam, a black 1/2 inch wide
braid, from cuff to waistband.
POLICE
OFFICER
Trousers to have a black 1/4 inch soutache cord on the vertical seam
from cuffs to bottom of pocket.

DUTY JACKET
General Design
The jacket shall be waist length with a split waistband to allow for side vent zippers.
There shall be a split front and back, a two-way zipper under a double fly front,
permanent epaulets, and two, 2 way inverted pleated pockets. The sleeves shall be 3
pieces to form a box armhole to allow maximum freedom of movement and shall
have access zippers for emblem customization without penetrating the lining. The
shell will be waterproof and breathable. The jacket will feature a fully removable
lining with a non pilling fleece body and nylon sleeves. The liner will be fully
insulated with 100 gram Thinsu 1 ate. The liner shall attach with 2 front zippers and
snaps at the neck and each cuff.

ravel coating.

All lining joining seams shall be safety stitched and then sealed with 1" heat sealed
tape, to prevent leakage. The tape shall be applied by hot air method. The tape shall
not be affected by weather, temperature or storage. All stitching through the lining
shall be sealed with waterproof tape. The label shall be sewn on a label carrier
approximately 4" X 4" so as not to impede the performance of the lining .The label
carrier shall be sewn at the neck and taped to prevent leakage at the neck area. There
shall be a ligne 24 female snap on the label cartier to secure the removable liner, The
lining shall extend through the top collar of the shell garment to form a waterproof
barrier. There shall be 2 female snaps at the seam joining point and opposite,
approximately 2 1/4" from the sleeve bottom, to attach to the removable liner. There
shall be an inside storage pocket of shell material on the left side of the lining

points where the pocket is attached to prevent leakage.
There shall be an inside facing of shell mater/al with a non-woven interlining
approximately 1 1/4" wide on each side. There shall be a #5 18" delrin over the top
YKK zipper set between the facing and the lining to attach the removable liner. The
facing shall be backed With lining material and the seams taped to prevent leakage.
The from shall be 2 pieces joined double needle to allow for the box armhole
construction. There shall be 2 front storm flaps over the front zipper to create a
waterproof fly down the front of the jacket extending into the collar. The outside fly
shall measure 26" long by 2 1/2" wide. It shall be set double needle on the left side
from the undercollar to the jacket bottom. The storm flap shall be interlined. There
shall be 6 hidderff24 brass oxidized female snaps evenly spaced to correspond with
the 6/24 brass oxidized male snaps on the inner storm fty. The inner storm fly shall
measure approximately 26" long by approximately 1 3/4" wide. The inner storm flap
shall be interlined and set down the front double needle. The front zipper shall be a
#5 -2 way delrin zipper 26" long.
The collar shall be made of 2 plies of the shell material with an interlining sewn to the
undercollar for stability .The collar points shall be well shaped and symanetrical. The
top collar shall be lined with a waterproof lining material and seam taped to prevent
leakage where the collar is se~vn to the neck tine.
The sleeves shall be constructed of 3 pieces of shell material to form a unique box
armhole for freedom of movement.
The top sleeve shall be joined at the neck seam and sewn double needle down the
back and front of the sleeve to the cuff. The top sleeve shall graduate from a Width of
approximately 4" (size large) at the neck line to approximately 8" at the shoulder
point to 5" at the cuff.
The front undersleeve shall be set double needle to the from at a point approximately
3 l/2 "(size 2 large) from the side seam to the top sleeve at the shoulder point, to
form a partial dolman sleeve. The back sleeve shall be set to the bi-swing area
approximately 3 1/2" (large size) off the side seam to the shoulder point.
There shall be access zippers at the joining seams of the 2 undersleeves. The access
zippers shall be approximately 10" (size large) from the underarm seam. The access
zipper shall be a #3 nylon coil zipper measuring 9", to allow access to sew on patches
without infiltrating the waterproof liner.
On the back under sleeve there shall be an eyelet 1/2" from the cuffjoining sleeve to
allow for water drainage.
There shall be a cuff formed of 2 pieces of shell material approximately 1 5/8" wide
at the bottom. Half of the cuff shall be heavy duty elastic stretched and sewn with 2
threads. There shall be a cuff tab adjustment approximately 1 1/4" wide tapering to
approximately 3/4 "wide by 3 "long, with a female snap. The top half of the cuff
shal I be interlined and shall have 2 male snaps for cuff adjustment.

Removable Liner
There sh~ be an epaulet centered on each shoukl~starting approximately 1" from
the neck line. Epaulets shall measure 7" long by 2" wide at the shoulder point
graduating to 1 3/4" wide at the narrow end. The epaulet shall be set with a cross
stitch 2" wide and will have a 24 ligne enameled snap closure at the point.
There shall be 2 inverted pleat patch pockets, measuring approximately 7 1/2" long
by 7 1/2" wide. The pocket shall be interlined with a non-woven material. The hand
warmer pocket shall be lined with Polar Fleece for warmth and comfort. The pocket
flaps shall be attached to the front joining seam and shall measure 2 3/4" long by 8"
wide and shall have mitered comers. There shall be 2 ligne 24 snap closures and the
pocket shall be bartacked at both sides and at the hand warmer opening.
The bottom band shall be constructed of 2 plies of shell material, finishing 2"
wide. The back band shall be constructed with a heavy duty elastic inserted between
the folded fabric at the sides. The elastic shall be stretched and stitched with 2
threads. A 4" by 1 3/8" tab of 2 plies of shell material with a ligne 24 female snap
(enameled cap) shall be provided to close the zipper vent when worn open. A brass
oxidized male snap shall be provided to fold the tab back when not in use.
The front band shall be lined with a non-woven interlining for stability and a clean
appearance. There shall be 2 ligne 24 oxidized male snaps spaced approximately 1
1/2" apart to which the tab closure may be attached when the zipper vent is open.
There shall be 2 side vents with 9" nylon coil zippers to allow access to guns and
equipment on either side with a snap/tab closure (see bottom band). Them shall be 2
brass enameled eyelets located above the side vents on each side to allow for water
drainage.
The back shall be 2 pieces joined double needle to allow for the box armhole
construction. There shall be a bi-swing back with heavy duty 1 3/4" elastic for
freedom of movement.
The liner shall be a full body zip in/zip out liner. The lining color shall be black. The
body shall be constructed of 100% nylon 70 denier (106 x 88) nylon quilted to 3M
thinsulate C100 in a 6" diamond pattern. The body shall be lined with a 100% Polar
Fleece for maximum warmth and comfort. Them shall be a collar of 100% 1 x 1
nylon stretch knit. Them shall be a male brass oxidized snap centered at the neckline
to attach the liner to the shell garment. There shall be 2 #5 delrin over the top 18"
zippers that corresponds to the facing zippers in the shell garment. The sleeves shall
be constructed of 100% nylon 70 denier 106 x 88 quilted back to back in a 6"diamond
pattern to 3M Thinsulate C100. There shall be a knit gusset located under each arm
approximately 4" by 12" to allow for freedom of movement. Them shall be 2 male
oxidized snaps at each sleeve bottom to correspond with the female snaps of the shell
garment. The sleeves shall be shaped properly to fit the shell garment. There shall be
2 vents approximately 5 3/4" long to accommodate the side vents of the shell
garment. All seams shall be sewn with a 5 needle safety stitch. The bottom and cuffs
shall be finished with 100% nylon binding.

Commando Style, Dark Navy Blue, V-Neck, 2X2 Rib Sweater for Police Department.
WOOL: The yam shall, be spun on the worsted system from combed top
and shall be two-ply construction. The wool stock shall be fleece
or pulled wool, or a combination thereof. NOt lower than 54'S U. S.
Standard. The yam shall be free from short fiber. The use ofreprocessed, reused or
waste wool is prohibited.
The sweater is a pullover type with a "V-neck" opening, badge patch, shoulder
and sleeve patch, shoulder loops with velcro fasteners.
The cloth for the patches and shoulder loops shall be twill, polyester
and cotton without durable press treatment. The color shall be close
to the color of the sweater.
5/8" tap shall be used for reinforcing the shoulders and under arm seams.
The epaulet will extend from the arm seam to approximately 1/4" onto the neck band.
It will be fasted by velcro.
The garment shall be knit with a 2X2 rib throughout. The collar should also be 2X2
rib. The cuff shall be 6" long knitted with a tighter stitch for the sleeve and a 4" cuff
for the body of the sweater.
All seams to be sewn with overlock stitch, the cuff and shoulder
seams are to be covered with yarn.
There shall be a cloth badge holder 2-1/4" x 3" applied to the left
chest, with button holes 1-1/4" apart center to center.
Department emblem shall be supplied by the police department and sewn on the left
sleeve 1/2" down from the shoulder seam.
After final pressing, each sweater will be examined, folded and placed
in a plastic bag. Packing will be in proper commercial cartons with
packing slips for each carton. A protective material shall be placed
on the top garment to prevent damage when carton is opened.
All sweaters are guaranteed against fabric and workmanship for thirteen (13) months
front billing.

WATERPROOF/BREATHABLE
STYLE
Black, Full length ultra-lightweight raincoat that is reversible to fluorescent orange.
Waterproof/breathable system of XAL T fabric. Slash-through pockets, regular collar,
3M SCOTCHLITE reflective tape, and adjustable snap cuffs.
FRONT DESIGN
Double placket storm front with six oxidized, gypsy snaps for closure. Badge holder.
Front welted slash-through pockets with black velcro hook and loop to close the
pockets.
COLLAR
The shell fabric collar shall measure 3-1/2" at the points and 3-3/4" at the center.
Collar to be black on both sides and to be constructed so that the collar to back seam
can be properly seam sealed.
FRONT SLASH-THROUGH WELTS The front welts shall measure 11" by 1-1/2" and are to be clean
finished on the orange side. The welts shall close with velcro hook and loop strips
that measure 4" by 5/8".
FRONT PLACKETS The front double plackets shall measure 2-3/8" wide and run the entire length
of the raincoat.
SLEEVES
The sleeves are to be raglan style. The cuffs of the sleeves are to be adjustable with
oxidized snaps. On the orange side of the cuffs there will be 1-1/2" 3M
SCOTCHLITE silver reflective tape.
REFLECTION TAPE On the back of the raincoat on the orange side, there will be one 1-1/2"
3M SCOTCHLITE reflective tape which will be heat applied. On the fronts of the
orange side, there will be one 1-1/2" 3M SCOTCHLITE reflective tape which will be
heat applied.
BACK IMPRINT:
The back of the flourescent orange side of the rain coat shall be imprinted with a
black imprint. The imprint shall be the Suffolk County seal with the department name
written in a arch around the seal.
BADGE HOLDER
The badge holder is to be on the left breast and is made out of shell fabric with two
black metal eyelets that are spaced 1-1/8" apart. The badge holder is to measure 1" by
2-1/4".
SEAM SEALING
All seams and other sewings must be permanently seam sealed with matching three
ply orange seam tape. All seams mnst be tested regularly with a Sutor tester at 1-1/2
psi for two minutes; and, a log is to be maintained of the results of the tests.
CONSTRUCTION/THREAD All thread shall be polyester thread with a wrap and with a minimum
strength of 50. lap seam construction shall be used for body and sleeve seams. All
seams shall be free from puckering and raw edges.
LABELS
There shall be a permanent brand label, xalt care instructions, permanent size labels
and an ID label.

ventilation. The bottom of the band to be bound in the same material as the body of

shall be .020 latex impregnated compressed alpha cellulose fibre (DuPont Texon or
equal) with high gloss proxylin coating free of pimples, blemishes and other

securely bonded to the center section. The outer edge of the visor shall be bound with
non-rigid black vinyl plastic. Finished visor to be molded under heat and pressure.
Depending on the location of the police department intending to use this cap, the
length and shape of the visor may vary from 1-5/8" to 2-1/4" and sharp droop to
slight droop respectively.
To be V2" wide single (black) cut from the same materials specified for the top
section of the visor with pointed loops centered approximately 2-1/2" from the
ends.
To be 1-1/4" wide brown vinyl foamback. Finished sweatband shall have a
smooth comfortable cushion effect. The sweatband is to have perforations for
ventilation. A brown nylon bow is to be attached to the rear of the sweatband where

sewn securely to body of cap.
Good quality fast dyee black satin or taffeta cut on a 8pt one piece pattem. A
3-3/4" x 3-3/4" clear plastic diamond shaped sweat protector shall be sewn in
center of crown through lining of cap.

COLLAR:
The shape and style of both leaf and stand shall conform to the: TT89 Collar. The
points, medium spread; are to be approximately 3" in length. The back of the stand is
to measure 1-1/2".
The leaf shall be made of four pieces; two pieces of self cloth, one whole lining, and
one piece of strip lining which is to be fused to collar lining. Both pieces of lining to
be fused to top collar. (Navy blue and brown shades to have Dacron lining, no top
fusing.)
Permanent collar stays of proper length are to be sewn through bottom leafi The stand
shall fasten with one button. Innerstand and Inner yoke to be made of matching 65%
Dacron Polyesteff35% Combed Cotton, 4.2 ounce per square yard, 106 X 58.
SLEEVES:
To be straight and whole. The cuffs are to be 2-7/8" in width to fasten with two
buttons. There is to be a single stitch 7/16" from top of cuff. The sleeve opening shall
measure 4-7/8" from top of the cuff. The top facing for this opening is to be 1-1/4"
wide, and the bottom facing to finish about 1/2" wide. Button is to be placed on
sleeve opening with corresponding button-hole.
The sleeves must be secured to the body of the shirt by means of a merrow stitch with
a safety stitch so as to properly strengthen the stitch. The same stitch must be used on
the side closing seams as well.
FRONT:
The front shall have a center facing 1-1/2" wide extending from the collar stand to
bottom of shirt and be made of the same material as shirt fabric with two rows of
stitching 7/8" apart.
The center front shall contain six (6) vertical Reece buttonholes paced 3/4" from edge
and 3-1/2" apart.
The button stand, 7/8" wide, shall be self-lined and placed on right side extending
from collar stand to bottom of shirt. Buttons shall be securely attached to the button
stand and shall correspond to the buttonholes on the center facing.
BACK:
There is to be yoke composed of an outer piece of the same material as the basic shirt,
and an inner piece of poplin.
POCKETS:
To have two breast pockets with mitred comers to finish 5-5/8" wide and 6" long. The
left breast pocket to have a pencil compartment about 1-1/4" wide. Both pockets to
have 1-1/2" box stitching top and bottom to prevent spreading.
FLAPS:
To have two scalloped flaps to finish 5-3/4" in length, 2- Y4" in width at center, and 2-
1/2" in width at sides. Flaps to be secured to front of shirt with two rows of stitching
approximately 1/4" above top of pocket. The left flap to have a pencil opening about
1-1/2" in width. Flaps to be interlined. There will be a matching button and a
buttonhole sewn on the flap..
FLAP CLOSURE: The side points of the flaps are to be secured to the pockets by means of Velcro
fasteners sewn onto the flaps and pockets.
BADGE TAB:
To be reinforced on inside of the shirt by means of a strip of material 1-1/2" wide
stitched and folded so that no raw edges show. The reinforcement strip is to extend
from the flap setting stitch to the joining seam at the front of the yoke. To have two
small (horizontal) buttonholes, 1- 1/4" apart with the bottom buttonhole 1-1/2" above
top of left flap.
SHOULDER STRAPS: The shoulder straps shall be pointed at the end toward the neck of the shirt.
The other end shall be sewn in sleeve head seam. The pointed ends shall be fastened
with one matching button. The straps shall measure 2" at sleeve and taper to 1-3/8".
Straps to be set about 1/2" from the collar. Shoulder straps shall be box stitched to
shoulders with row of cross stitching 2" from sleeve head seam.
PERMANENT CREASES: Shirt to have five (5) permanent military creases, which are to be applied via a
pneumatically controlled application of silicon sealant, so as to give permanency to
the creases for the life of the garment. One crease in each front extending from hem
to joining seam. Three(3) vertical creases in back; middle crease on center back line;
side back creases spaced equally from center crease.
COLLAR STAYS: The colfar stays shall be of good quality Stalar vinyl, 2- 3/4" in length and 3/8" wide.
INTERLINING:
Top center to be lined with 52 Pellon. Flaps to be 6800 crease and tack. Bands and
cuffs to be 3.75 weight mellopress.
SIZE MARKING: Neck size and sleeve length shall be marked with indelible ink on a size loop attached
to basic label in yoke and on outside of left front tail.
BUTTONS:
All buttons shall be made from thermo-setting polyester material and must match
fabric.

SOFT BODY ARMOR
DESCRIPTION:
Concealable soft body armor that is constructed primarily if Allied Signals Gold
Flex/Spectra Flex Plus and DuPont Kevlar and affords front, back and side torso
bodily coverage and is comfortable for daily patrol wear. Body armor shall comply
with all terms and conditions of NIJ STD.-0101.03 Threat Level II for male and
female versions. In addition to the minimum NIJ labeling and performance
standards, the armor design desired for purchase and wear by members of the
Southold Town Police Department will contain an added permanent protective
Trauma Reduction Device (TRD), will defeat high penetration handgun
ammunition, must provide a substantial level of sharp instrument stab protection in
the heart/sternum region, and shall allow each officer an individual choice of
wearing either of two types of vest covering fabrics against the body.
BALLISTIC PANEL MATERIAL:
Body Armor shall be constructed of multiple layers if DuPont Kevlar and Allied
Signals Gold Flex/Spectra Flex Plus. All ballistic materials shall be water
repellant. To insure efficiency of ballistic configuration, we require documentation
from H.P. White Laboratory, Inc., that the offered ballistic desi~,n successfully
defeats multiple impacts of Norma 9mm 116 m'. FMJ ammunition without the
benefit of the trauma reduction device.
BALLISTIC PANEL COVERING:
Ballistic panels are to be permanently covered in water resistant 100% nylon fabric
having a durable water repellent finish. This covering material shall have a weight
per sq. yard of approximately 3 1/4 oz. The nylon fabric shall be laminated to
I/16~' polyester foam and 100% nylon tricot. The cover should be designed to
allow for limited air circulation throughout the ballistic panel to prevent mold and
~nildew conditions, and must be able to withstand frequent hand laundering during
the five year ballistic warranty time period. The covers must be labeled in full
compliance with current NIJ-STD-00101.03 labeling requirements.
TRAUMA REDUCTION DEVICE (TRD):
The Front Ballistic Panel must contain a light weight anatomically contoured semi-
rigid Trauma Reduction Device (TRD), positioned in the heart/sternum/solar
plexus region of the chest. The TRD must be permanently affixed between the
Ballistic Material layers in order to insure that the TRD is always in place and to
hell~ minimize the potential of ricochet from angle shots. Plates that are positioned
on the front (strike face) surface of the ballistic panel or in pockets within the cover
will not be accepted.
SPECIFICATIONS: The TRD while standing alone (without benefit of the Kevlar Ballistic Panel) shall
be capable of defeating at least one impact of 9mm Remington 124 grain FMJ
between 1090 to 1140 feet per second. The TRD when properly integrated into the
ballistic panel shall enable the vest in this center chest region to defeat a minimum
of one impact of 7.62mm x 25mm, 86 grain Steel Jacketed Russian Tokarov
ammunition at 1400 to 1450 feet per second. Bidder must include a test report
from H.P. White Laboratory confirmin~ these capabilities.

The T~hen integrated into the ballistic panel,1~'all enable this area to defeat a
7" length,. 16Y' dian~eter shaft, HRC 40-44 hardness ice pick with a minimum of
39.9 It/lbs., in full accordance with H.P. White Laboratory test standard HPW-TP-
400.04. Bidder must include a test report from H.P. White Laboratory confirming
this capability.
The soft body armor model must be certified by TAPIC in accordance with the NIJ
Standard 0101.03 with the TRD in position.
The contoured TRD shall weigh less than 5.0 oz. And afford a minimum of 35
sqaare inches of bodily coverage.
A separate sample of the TRD must be submitted with the bid to assure compliance
with these specifications.
CARRIERS:
Each vest shall have two outer carriers/sleeves, in dark blue or white. The carriers
are to be made from two separate fabrics. The carriers are to be made from two
separate fabrics. The outer half is to be a polyester/cotton blend fabric that is
machine washable. The inner half, which is worn against the body is to be a
hydrophobic type material that provides superior wicking action to cotton, nylon or
polypropylene fabrics. (An acceptable fabric is marketed by DuPont under the
trade name Cool Max.) The vest design shall allow for wear with or without the
machine washable outer carriers, at the individual officer's option.
FITTING:
Vendor to custom measure each officer at a location designated by the Department.
Each officer must be fitted to our satisfaction throughout the contract period at no
additional cost to the Town.
CHEMICAL INFORMATION:
Any chemicals used by manufacturer to improve vest capabilities must be both
harmless to the wearer and completely inert to the ballistic material. Chemicals
used must be water and moisture stable with no degradation of adhesion or strength
properties if damp or wet.
If any chemicals are used, detailed chemical information will be submitted with
bid; if no chemicals are used, a report stating same will be submitted.
V-50 TEST:
At the time of bid, each bidder will submit V-50 Ballistic Test Documentation,
applicable to their bid sample, but without the benefit of the TRD. The V-50 test
will be in accordance with MIL-STD-662, and be conducted with a Cal. 22, 17
grain, Type II fragment simulator confirming to MIL-PL-46593 A. This test data
will be used for future comparison purposes, enabling us to verify that age hasn't
compromised the ballistic integrity of the Vest.
WARIL4,NTIES:
All delivered vests shall be free of defects in material and workmanship for a
period of two years following pumhase. Vests exhibiting problems must be
repaired or replaced at no cost to the Town.
All armor shall be warranted by the vendor to meet and exceed the NIJ STD.-
0101.03 for a period of five years after purchase. Carriers to be warranted for two
years against defects in design, materials and workmanship,

lfit is determined that the product does not meet the standards or specifications as
mandated in the terms of the contractual agreement, then the soft body armor vests
shall be returned to the vendor at the vendor's expense. The manufacturer shall not
be allowed to refurbish any standard vest.
If vests are returned to the vendor because the vests fail to maintain the ballistic
integrity ora type II test, administered by H.P. White Laboratory, as per NIJ
standard 0101.03, for a period of five years, then the purchase price of each soft
body armor vest purchased on the contract shall be refunded to The Town of
Southold according to the following schedule:
Day of receipt to one year - full refund to the Town of Southold.
One year, plus one day to two years from the day of receipt - 80% of purchase
price refunded to the Town of Southold.
Two years, plus one day to three years from the day of receipt- 60% of purchase
price refunded to the Town of Southold.
Three years, plus one day to four years from the day of receipt - 40% of purchase
price refunded to the Town of Southold.
Four years, plus one day to five years from the day of receipt - 20% of pumhase
price refunded to the Town of Southold.
More than five years from the day of receipt - no refund to the Town of Southold.
INSURANCE: Before any contract is awarded, the successful bidder must present a certificate of
product liability insurance in the amount of no less than ten million dollars, and an
attached letter agreeing to maintain at least this amount of insurance throughout the
entire five year warranty period of each vest. Failure to maintain this insurance
will be cause for the Town of Southold to disregard the purchase contract.
SIZE DESIGNATION: Manufacturer shall designate on each vest ballistic panel a standard size if
applicable. Custom cut panels have "custom" permanently marked on the panel.
Markings to be designed so as to be legible throughout the five year ballistic
warranty of the garment.

The apparent silence of this specification as to any details or the omission from it of

Trouser shall be manufactured from a men's uniform trouser pattern. The trouser
styling shall incorporate a plain front and straight leg bottoms. The trouser will
have two straight side pockets, two hip pockets, a dropped watch pocket and two
club pockets, one below each hip pocket.
The pocketing shall be 70% Polyester/30% Cot ten, 2.9 oz. per square yard ( 60"
width) with a minimum 78x64 count. Pocketing must have a durable press finish
and the color of the pocketing must be black.
The two side pockets will have a minimum opening of 6- 1/4" and a minimum
depth of 5-3/4" measured from the bottom of the pocket opening. Side pockets shall
have finn straight bartacks at top and bottom of pocket openings (use of triangle

have firm straight bartacks for reinforcing strength. Use of triangle bartacks will be
cause for rejection. The left hip pocket shall have a centered tab made of basic cloth
inserted into the top welt with bartacks at the top and bottom of the tab to form an
opening for a button. A button shall be located below the bottom of welt
corresponding in location with the tab.
The Watch pocket shall be located on the right front 3" below the waistband. This
pocket shall have a minimum opening and depth of 2-3/4". The front of the pocket
shall be made of pocketing fabric and the back of the pocket shall be made of basic
fabric and the two pieces are securely stitched together. Each corner of the pocket
opening shall have firm straight bartacks.
There shall be club pockets located 3-1/4" (plus or minus 1/4") below each hip
pocket. The club pockets shall be 1-1/4" (plus or minus 1/4") from the sideseam
with a minimum opening of 3-1/4" and a minimum depth of 8-1/4". Pocketing
material to be the same as side and hip pockets. Club pockets shall be constructed
using the double welt method on a REECE PW machine and finished in such a
manner that there is no topstitching (topstitched club pockets shall be cause to
rejection) .The comers of the club pockets shall have firm straight bartacks for
reinforcing strength. Use of triangle bartacks will be cause for rejection.
The waistband shall be constructed using the "closed method" and shall measure 2"
wide when finished. The waistband curtain is to be made of the same fabric and

stitch. The waistband must contain BAN-ROL to prevent rollover and have three
strand snugtex to keep shirts tucked in. The waistband closure shall be
accomplished with a crushproofhook and eye. The hook and eye shall be
reinforced with stays made of non- woven fabric that are anchored by the
topstitching for the fly facing and curtain. This topstitching must be to the top of
the waistband. The waistband shall be set on and closed using a lockstitch (use ora
chainstitch is unacceptable) to stitch in the band seam through the outer fabric and
the waistband curtain. The waistband must be topstitched 1/16" below the
waistband seam for added strength.
Trouser shall have a metal memory lock zipper. There shall be a French Fly tap
closure on the inside of the right fly. The tab shall be double ply made of the basic
cloth (tabs made of pocketing material or a "grown on" French Fly will be cause for
rejection) .The right fly shall be lined with the same fabric as the waistband curtain
and pocketing. The fly lining shall be sewn to left fly below the zipper in a neat
and durable manner. A button shall be located on the left fly corresponding with the
French Fly tab to provide a clean and comfortable closure. There shall be a firm
straight bartack at the bottom of fly going through the zipper tape.
There shall be a minimum of seven Y4" wide interlined belt loops. All loops (except
for the back center loop) must be sewn into the bottom of the waistband ("dropped"
belt loops are cause for rejection) and the top of the belt loops shall be caught into
the waistband curtain seam with a Rocap machine. The bottom o£ the center back
loop shall be tacked to the trouser and the top of the loop tacked to the outside of
the waistband.
The trouser shall have 1/4" black tubular braid on the sideseams from the bottom of
the side pockets to the bottom of the trouser legs.
Trouser must be stitched with matching thread and all & stitching to show must be
10-11 stitches per inch. Trouser must be neatly pressed on Hothead Presses and
properly shaped. Outseams and inseams must be pressed open. Trouser must be
cleaned and finished to eliminate loose threads.
Trouser must have a care label permanently affixed that also indicates the size. A
paper ticket showing the size, fabric content, cut number, and WPL number must
be on the outside of the waistband. Garment must be made in the United States of
American and bear a union label.

SPECIFICATIONS FOR POLICE DEPARTMENT UNIFORM CLOTHING
GENERAL CONDITIONS AND REQUIREMENTS:
No bids will be considered from individuals, rimns or corporations in bankruptcy or in
the hands of a receiver.
A substitute for the product specified will be considered when the terms "or equal" are
used. The bidder must submit with the bid satisfactory proof that any substitute offered
is equal to the standard specified.
C. All bids will be F.O.B. destination and include inside delivery.
D. No charge shall be made for boxing or packing.
If any bidder does not fully understand the specifications or conditions here, or is in
doubt as to the intention of the same, he shall satisfy himself by inquiry in writing
before bidding. After the contract has been entered into, the interpretations of the
specifications by the Town of Southold shall be binding.
SUBMITTAL OF BID:
A. The bidder shall furnish all the data required on the quantity and specification sheets
The bid shall be submitted sealed, clearly marked, "POLICE UNIFORM BID" on
the outside of the container.
The Town Board of the Town of Southold reserves the right to reject any or all bids
which do not comply with the invitation to bidders, the specifications, instructions to
bidders, or other herein contained requirements to waive any informality in bids, and
to accept the bid which it deems most favorable to the interests of the Town of
Southold.
It is understood and agreed that the acceptance of the foregoing bid by the Town of
Southold shall thereby constitute a contract between the Town of Southold and the
bidder, comprising in its entirety the invitation to bidders, the specifications, the
requirements, the instructions to bidders, the terms and conditions, the bid and the
acceptance of the bid by the Town of Southold.

The prices hereit~lnould not include an3' excise taxes and]~ sales taxes imposed by
any state or municipal government.
The bidder hereby proposes to furnish all the necessary uniforms, clothes, linings,
buttons, braids and all other materials and labor to complete the uniform requirements
at and for the price named, according to the specifications that are contained herein and
as required by the Town of Southold.
All bids will be submitted as per "Unit Price", per shirt, trousers, etc.
All garments shall be tailored to each individual to insure proper fit. The necessary
measurements and fittings as required are to be made at the time and place as
designated by the Chief of Police.
Any and all necessary adjustments and alterations shall be made within one week as
not to inconvenience the Town of Southold Police Deparunent.
Delivery of all items shall be made within 30 days after receipt of the measurements.
The finished garment shall be clean, well made and tailored, pressed, and be fi'ce of any
defect which may affect appearance or serviceability.
The contractor shall thoroughly inspect the finished garment, etc., for compliance with
the Town of Southold specifications prior to inspection by the chief of Police, and prior
to delivery to the Town of Southold Police Department for final inspection.
All materials and workmanship contracted for and ordered under this bid will be
subject to acceptance or rejection by the To~vn of Southold after inspection and/or tests
to determine whether or not the materials and work performed by the contractor meet
the requirements set forth in the invitation and specifications.
The Town of Southold will furnish an official emblem to be sewn on both shoulders of
each winter shirt, summer shirt, blouses, jackets, etc. Rank insignia, when required,
will be furnished and sewn on by the successful bidder.
Delivery will be a major factor as consideration in award of this bid.
Failure of the contractor to supply uniforms as stated within the conditions herein shall
result in procurement of items from another source with the additional monies incurred
by the Town of Southold charged back to the contractor.
Primary consideration to awards will be ~ven to bidder's ability to complete all orders
within specified time periods. Vendors are cautioned to note the conditions herein and
their ability to fulfill this contract.
Period of contract: January 1, 2001- to December 31, 2001
Female garments must be made on a female pattem for shirts and trousers. Male
trousers altered to fit females will not be acceptable.
Failure to submit samples of all items x~ :th bid proposal shall be cause for rejection.

~ENERAL TRIM INSTRUCTIONS
Emblems shall be applied to all jackets, sweaters, and shirts. Emblems are to be supplied by the Police
Department. In addition to the above the following trim instructions apply:
LIEUTENANT
Shall wear on the prescribed uniform the prescribed band of lustrous
black braid, 1 inch wide, placed with its lower edge 3-1/2 inches
above the bottom sleeve and on outside seam of trousers fi.om cuffto
waistband.
SERGEANT
Shall wear on each sleeve six (6) inches below the shoulder seam a
three (3) stripe prescribed chevron on both sleeves to be in line with
the center lower part of the departmental insignia.
On the trousers on the outside vertical seam, a black 1/2 inch wide
braid, fi.om cuffto waistband.

All lining joining seams shall be safety stitched and then sealed with 1" heat sealed
tape, to prevent leakage. The tape shall be applied by hot air method. The tape shall
not be affected by weather, temperature or storage. All stitching through the lining
shall be sealed with waterproof tape. The label shall be sewn on a label carrier
approximately 4" X 4" so as not to impede the performance of the lining .The label
carrier shall be sewn at the neck and taped to prevent leakage at the neck area. There
shall be a ligne 24 female snap on the label carrier to secure the removable liner, The

waterproof fly down the front of the jacket extending into the collar. The outside fly
shall measure 26" long by 2 1/2" wide. It shall be set double needle on the left side
from the undereollar to the jacket bottom. The storm flap shall be interlined. There
shall be 6 hidden/24 brass oxidized female maps evenly spaced to correspond with
the 6/24 brass oxidized male snaps on the inner storm fly. The inner storm fly shall
measure approximately 26" long by approximately 1 3/4" wide. The inner storm flap
shall be interlined and set down the front double needle. The front zipper shall he a
//5 -2 way delrin zipper 26" long.
The collar shall be made of 2 plies of the shell material with an interlining sewn to the
undercollar for stability .The collar points shall be well shaped and symmetrical. The
top collar shall be lined with a waterproof lining material and seam taped to prevent
leakage where the collar is sewn to the neck tine.
The sleeves shall be constructed of 3 pieces of shell material to form a unique box
armhole for freedom of movement.
The top sleeve shall be joined at the neck seam and sewn double needle down the
back and front of the sleeve to the cuff. The top sleeve shall graduate from a Width of
approximately 4" (size large) at the neck line to approximately 8" at the shoulder
point to 5" at the cuff.
The front undersleeve shall be set double needle to the front at a point approximately
3 1/2" (size 2 large) from the side seam to the top sleeve at the shoulder point, to
fom~ a partial dolman sleeve. The back sleeve shall be set to the bi-swing area
approximately 3 1/2" (large size) off the side seam to the shoulder point.
There shall be access zippers at the joining seams of the 2 undersleeves. The access
zippers shall be approximately 10" (size large) from the underarm seam. The access
zipper shall be a #3 nylon coil zipper measuring 9", to allow access to sew on patches
without infiltrating the waterproof liner.
On the back under sleeve there shall be an eyelet 1/2" from the cuff joining sleeve to
allow for water drainage.
There shall be a cuff formed of 2 pieces of shell material approximately 1 5/8" wide
at the bottom. Half of the cuff shall be heavy duty elastic stretched and sewn with 2
threads. There shall be a cuff tab adjustment approximately I 1/4" wide tapering to
approximately 3/4" wide by 3 "long, with a female snap. The top half of the cuff
shall be interlined and shall have 2 male snaps for cuffadjustment.

the neck line. Epaulets shall measure 7" long by 2" wide at the shoulder point
graduating to 1 3/4" wide at the narrow end. The epaulet shall be set with a cross
stitch 2" wide and will have a 24 ligne enameled snap closure at the point.
There shall be 2 inverted pleat patch pockets, measuring approximately 7 1/2" long
by 7 1/2" wide. The pocket shall be interlined with a non-woven material. The hand
warmer pocket shall be lined with Polar Fleece for warmth and comfort. The pocket
flaps shall be attached to the front joining seam and shall measure 2 3/4" long by 8"
wide and shall have mitered comem. There shall be 2 ligne 24 snap closures and the
pocket shall be bartacked at both sides and at the hand wanner opening.
The bottom band shall be constructed of 2 plies of shell material, finishing 2"
wide. The back band shall be constructed with a heavy duty elastic inserted between
the folded fabric at the sides. The elastic shall be stretched and stitched with 2
threads. A 4" by 1 3/8" tab of 2 plies of shell material with a ligne 24 female snap
(enameled cap) shall be provided to close the zipper vent when worn open. A brass
oxidized male snap shall be provided to fold the tab back when nbt in use.
The front band shall be lined with a non-woven interlining for stability and a clean
appearance. There shall be 2 ligne 24 oxidized male snaps spaced approximately 1
1/2" apart to which the tab closure may be attached when the zipper vent is open.
There shall be 2 side vents with 9" nylon coil zippers to allow access to guns and
equipment on either side with a snap/tab closure (see bottom band). There shall be 2
brass enameled eyelets located above the side vents on each side to allow for water
drainage.
The back shall be 2 pieces joined double needle to allow for the box armhole
construction. There shall be a bi-sxving back with heavy duty 1 3/4" elastic for
freedom o f movement.
The liner shall be a full body zip in/zip out liner. The lining color shall be black. The
body shall be constructed of 100% nylon 70 denier (106 x 88) nylon quilted to 3M
thinsulate CI00 in a 6" diamond pattern. The body shall be lined with a 100% Polar
Fleece for maximum warmth and comfort. There shall be a collar of 100% 1 x 1
nylon stretch knit. Them shall be a male brass oxidized snap centered at the neckline
to attach the liner to the shell garment. There shall be 2 #5 delfin over the top 18"
zippers that corresponds to the facing zippers in the shell garment. The sleeves shall
be constructed of 100% nylon 70 denier 106 x 88 quilted back to back in a 6"diamond
pattern to 3M Thinsulate CI00. There shall be a knit gusset located under each arm
approximately 4" by 12" to allow for freedom of movement. Them shall be 2 male
oxidized snaps at each sleeve bottom to correspond with the female snaps of the shell

Commando Style, Dark Navy Blue, V-Neck, 2X2 Rib Sweater for Police Department.
WOOL: The yam shall, be spun on the worsted system from combed top
and shall be two-ply construction. The wool stock shall be fleece
or pulled wool, or a combination thereof. N6t lower than 54'S U. S.
Standard. The yam shall be fi'ce fi.om short fiber. The use of reprocessed, reused or
waste wool is prohibited.
The sweater is a pullover type with a "V-neckB opening, badge patch, shoulder
and sleeve patch, shoulder loops with velcro fasteners.
The cloth for the patches and shoulder loops shall be twill, polyester
and cotton without durable press treatment. The color shall be close
to the color of the sweater.
5/8" tap shall be used for reinforcing the shoulders and under ann seams.
The epaulet will extend fi.om the ann seam to approximately 1/4" onto the neck band.
It will be fasted by velcro.
The garment shall be knit with a 2X2 rib throughout. The collar should also be 2X2
rib. The cuff shall be 6" long knitted with a tighter stitch for the sleeve and a 4" cuff
for the body of the sweater.
Ail seams to be sewn xvith overlock stitch, the cuff and shoulder
seams are to be covered with yarn.
There shall be a cloth badge holder 2-1/4" x 3" applied to the left
chest, with button holes 1-1/4" apart center to center.
Department emblem shall be supplied by the police department and sewn on the left
sleeve 1/2" down from the shoulder seam.
After final pressing, each sweater will be examined, folded and placed
in a plastic bag. Packing will be in proper commercial cartons with
packing slips for each carton. A protective material shall be placed
on the top garment to prevent damage when carton is opened.
All sweaters are guaranteed against fabric and workmanship for thirteen (13) months
from billing.

BACK IMPRINT:
The back of the flourescent orange side of the rain coat shah be imprinted with a
black imprint. The imprint shall be the Suffolk County seal with the department name
written in a arch around the seal.
BADGE HOLDER
The badge holder is to be on the left breast and is made out of shell fabric with two
black metal eyelets that are spaced 1-1/8" apart. The badge holder is to measure 1" by
2-1/4".
SEAM SEALING
All seams and other sewings must be permanently seam sealed with matching three
ply orange seam tape. Ail seams must be tested regularly with a Sutor tester at 1-1/2
psi for two minutes; and, a log is to be maintained of the results of the tests.
CONSTRUCTION/THREAD All thread shall be polyester thread with a wrap and with a minimum
strength of 50. lap seam construction shall be used for body and sleeve seams. All
seams shall be free from puckering and raw edges.

The leaf shall be made of four pieces; two pieces of self cloth, one whole lining, and
one piece of strip lining which is to be fused to collar lining. Both pieces of lining to
be fused to top collar. (Navy blue and brown shades to have Dacron lining, no top
fusing.)
Permanent collar stays of proper length are to be sewn through bottom leaf. The stand
shall fasten with one button, lnnerstand and Inner yoke to be made of matching 65%
Dacron Polyester/35% Combed Cotton, 4.2 ounce per square yard, 106 X 58.
SLEEVES:
To be straight and whole. The cuffs are to be 2-7/8" in width to fasten with two
buttons. There is to be a single stitch 7/16" fi:om top of cuff. The sleeve opening shall
measure 4-7/8" from top of the cuff. The top facing for this opening is to be 1-1/4"
wide, and the bottom facing to finish about I/2" wide. Button is to be placed on
sleeve opening with corresponding button-hole.
The sleeves must be secured to the body of the shirt by means ora merrow stitch with
a safety stitch so as to properly strengthen the stitch. The same stitch must be used on
the side closing seams as well.
FRONT:
The fi:ont shall have a center facing 1-1/2 wide extending fi-om the collar stand to
bottom of shirt and be made of the same material as shirt fabric with two rows of
stitching 7/8" apart.
Yhe center front shall contain six (6) vertical Reece buttonholes paced 3/4" from edge
and 3-1/2" apart.

The button stand, 7/8" wide, shall be self-lined and placed on fight side extending
from collar stand to bottom of shirt. Buttons shall be securely attached to the button
stand and shall correspond to the buttonholes on the center facing.
BACK:
There is to be yoke composed of an outer piece of the same material as the basic shirt,
and an inner piece of poplin.
POCKETS:
To have two breast pockets with mitred comers to finish 5-5/8" wide and 6" long. The
left breast pocket to have a pencil compartment about 1-1/4" wide. Both pockets to
have 1-1/2" box stitching top and bottom to prevent spreading.
FLAPS:
To have two scalloped flaps to finish 5-3/4' in length, 2- %" in width at center, and 2-
1/2" in width at sides. Flaps to be secured to front of shirt with two rows of stitching
approximately 1/4" above top of pocket. The left flap to have a pencil opening about
1-1/2" in width. Flaps to be interlined. There will be a matching button and a
buttonhole sewn on the flap..
FLAP CLOSURE: The side points of the flaps are to be secured to the pockets by means of Velcro
fasteners sewn onto the flaps and pockets.
BADGE TAB:
To be reinforced on inside of the shirt by means of a strip of material 1-1/2" wide
stitched and folded so that no raw edges show. The reinforcement strip is to extend
from the flap setting stitch to the joining seam at the front of the yoke. To have two
small (horizontal) buttonholes, 1- 1/4" apart with the bottom buttonhole 1-1/2" above
top of left flap.
SHOULDER STRAPS: The shoulder straps shall be pointed at the end toward the neck of the shirt.
The other end shall be sewn in sleeve head seam. The pointed ends shall be fastened
with one matching button. The straps shall measure 2" at sleeve and taper to 1-3/8".
Straps to be set about 1/2" from the collar. Shoulder straps shall be box stitched to
shoulders with row of cross stitching 2" fi.om sleeve head seam.
PERMANENT CREASES: Shirt to have five (5) permanent military creases, which are to be applied via a
pneumatically controlled application of silicon sealant, so as to give permanency to
the creases for the life of the garment. One crease in each front extending from hem
to joining seam. Three(3) vertical creases in back; middle crease on center back hne;
side back creases spaced equally from center crease.
COLLAR STAYS: The colfar stays shall be of good quality Stalar vinyl, 2- 3/4" in length and 3/8" wide.
INTERLINING:
Top center to be lined with 52 Pellon. Flaps to be 6800 crease and tack. Bands and
cuffs to be 3.75 weight mellopress.
SIZE MARKING: Neck size and sleeve length shall be marked with indelible ink on a size loop attached

COLLAR:
The shape and style of both leaf and stand shall conform to the TT89 Collar. The
points, medium spread, are to be approximately 3" in length. The back of the stand
is to measure 1-1/2" .Permanent collar stays of proper length are to be sewn inside
collar so that no stitches are made through bottom leaf. The stand shall fasten with
one button.
The leaf shall be made of four pieces: two pieces of self cloth, one whole lining,
and one piece of strip lining which is to be fused to collar lining. Both pieces of
lining to be fused to top collar.
The band To be lined with 376 weight mellopress interlining.
SLEEVES:
To be straight and whole. The cuffs are to be 2-5/8" in width and to fasten with two
buttons. There is to be a single stitch 7/16" fi.om top of cuff. Cuffs to be constructed
of 375 weight mellopress interlining.
The sleeve opening shall measure 4-7/8" from top of cuff. The top facing for this
opening is to be 1-1/4" wide, and the bottom facing to finish about l/2" wide. One

The buttonstand shall be 1-1/4" wide, on the right side, extend'rog from the collar

horizontal buttonholes 1-1/4" apart, with the bottom buttonhole 1-1/2" above the
left flap.
SHOULDER STRAPS: The shoulder straps shall be pointed at the end towards the collar of the shirt
and shall be fastened with one button. The other end shall be secured in the
sleeving seam.
Shoulder straps shall measure 2" at sleeve head and taper to 1-3/8" at button end.

SOFT BODY ARMOR
DESCRIPTION:
Concealable soft body armor that is constructed primarily if Allied Signals Gold
Flex/Spectra Flex Plus and DuPont Kevlar and affords front, back and side torso
bodily coverage and is comfortable for daily patrol wear. Body armor shall comply
with all terms and conditions of NIJ STD.-0101.03 Threat Level II for male and
female versions. In addition to the minimum NIJ labeling and performance
standards, the armor design desired for purchase and wear by members of the
Southold Town Police Department will contain an added permanent protective
Trauma Reduction Device (TRD), will defeat high penetration handgun
ammunition, must provide a substantial level of sharp instrument stab protection in
the heart/sternum region, and shall allow each officer an individual choice of
wearing either of two types of vest covering fabrics against the body.
BALLISTIC PANEL MATERIAL:
Body Armor shall be constructed of multiple layers if DuPont Keglar and Allied
Signals Gold Flex/Spectra Flex Plus. All ballistic materials shall be water
repellant. To insure efficiency of ballistic configuration, we require documentation
from H.P. White Laboratory, Inc., that the offered ballistic design successfully
defeats multiple impacts of Norma 9mm 116 ~r. FMJ ammunition without the
benefit of the trauma reduction device.
BALLISTIC PANEL COVERING:
Ballistic panels are to be permanently covered in water resistant 100% nylon fabric
having a durable water repellent finish. This covering material shall have a weight
per sq. yard of approximately 3 1/4 oz. The nylon fabric shall be laminated to
I/16" polyester foam and 100% nylon tricot. The cover should be designed to
allow for limited air circulation throughout the ballistic panel to prevent mold and
mildew conditions, and must be able to withstand fi-equent hand laundering during
the five year ballistic warranty time period. The covers must be labeled in full
compliance with current NIJ-STD-00101,03 labeling requirements.
TRAUMA REDUCTION DEVICE (TRD):
The Front Ballistic Panel must contain a light weight anatomically contoured semi-
rigid Trauma Reduction Device (TRD), positioned in the heart/sternum/solar
plexus region of the chest. The TRD must be permanently affixed between the
Ballistic Material layers in order to insure that the TRD is always in place and to
help minimize the l~otential of ricochet from angle shots. Plates that are positioned
on the front (strike face) surface of the ballistic vanel or in pockets within the cover
will not be accepted.
SPECIFICATIONS: The TRD while standing alone (without benefit of the Kevlar Ballistic Panel) shall
be capable of defeating at least one impact of 9mm Remington 124 grain FMJ
between 1090 to 1140 feet per second. The TRD when properly integrated into the
ballistic panel shall enable the vest in this center chest region to defeat a minimum
of one impact of 7.62mm x 25mm, 86 grain Steel Jacketed Russian Tokarov
ammunition at 1400 to 1450 feet per second. Bidder must include a test revort
from H.P. White Laboratory confirmin~ these capabilities.

The TRD integrated into the ballistic panel, sha'~enable this area to defeat a
7" length,. 163" diameter shaft, HRC 40-44 hardness ice pick with a minimum of
39.9 fUlbs., in full accordance with H.P. White Laboratory test standard HPW-TP-
400.04. Bidder must include a test report from H.P. White Laboratory confirming
this capability.
The soft body armor model must be certified by TAPIC in accordance with the NIJ
Standard 0101.03 with the TRD in position.
The contoured TRD shall weigh less than 5.0 oz. And afford a minimum of 35
square inches of bodily coverage.
A separate sample of the TRD must be submitted with the bid to assure compliance
with these specifications.
CARRIERS:
Each vest shall have two outer carriers/sleeves, in dark blue or wtfite. The carriers
are to be made from two separate fabrics. The carriers are to be made from two
separate fabrics. The outer half is to be a polyester/cotton blend fabric that is
machine washable. The inner half, which is worn against the body is to be a
hydrophobic type material that provides superior wicking action to cotton, nylon or
polypropylene fabrics. (An acceptable fabric is marketed by DuPont under the
trade name Cool Max.) The vest design shall allow for wear with or without the
machine washable outer carriers, at the individual officer's option.
FITTING:
Vendor to custom measure each officer at a location designated by the Department.
Each officer must be fitted to our satisfaction throughout the contract period at no
additional cost to the Town.
CHEMICAL INFORMATION:
Any chemicals used by manufacturer to improve vest capabilities must be both
harmless to the wearer and completely inert to the ballistic material. Chemicals
used must be water and moisture stable with no degradation of adhesion or strength
properties if damp or wet.
If any chemicals are used, detailed chemical information will be submitted with
bid; if no chemicals are used, a report stating same will be submitted.
V-50 TEST:
At the time of bid, each bidder will submit V-50 Ballistic Test Documentation,
applicable to their bid sample, but without the benefit of the TRD. The V-50 test
will be in accordance with MIL-STD-662, and be conducted with a Cal. 22, 17
grain, Type II fragment simulator confirming to MIL-PL-46593 A. This test data
will be used for future comparison purposes, enabling us to verify that age hasn't
compromised the ballistic integrity of the Vest.
WARRANTIES:
All delivered vests shall be free of defects in material and workmanship for a
period of two years following purchase. Vests exhibiting problems must be
repaired or replaced at no cost to the Town.
All m~nor shall be warranted by the vendor to meet and exceed the NIJ STD.-
0101.03 for a period of five years after purchase. Carders to be warranted for two
ycars against defects in design, materials and workmanship.

lfit is detemfined that the product does not meet the standards or specifications as
mandated in the terms of the contractual agreement, then the soft body armor vests
shall be returned to the vendor at the vendor's expense. The manufacturer shall not
be allowed to refurbish any standard vest.
If vests are returned to the vendor because the vests fail to maintain the ballistic
integrity of a type I/test, administered by H.P. White Laboratory, as per NIJ
standard 0101.03, for a period of five years, then the purchase price of each soft
body armor vest purchased on the contract shall be refunded to The Town of
Southold according to the following schedule:
Day of receipt to one year - full refund to the Town of Southold.
One year, plus one day to two years from the day of receipt - 80% of purchase
price refunded to the Town of Southold.
Two years, plus one day to three years fi.om the day of receipt - 60% of pumhase
price refunded to the Town of Southotd.
Three :,,ears, plus one day to four years fi.om the day of receipt - 40% of purchase
price refunded to the Town of Southold.
Four years, plus one day to five years from the day of receipt - 20% of purchase
price refunded to the Town of Southold.
More than five years from the day of receipt - no refund to the Town of Southold.
INSURANCE:
Before any contract is awarded, the successful bidder must present a certificate of
product liability insurance in the amount of no less than ten million dollars, and an
attached letter agreeing to maintain at least this amount of insurance throughout the
entire five year warranty period of each vest. Failure to ma'mtain this insurance
will be cause for the Town of Southold to disregard the purchase contract.
SIZE DESIGNATION: Manufacturer shall designate on each vest ballistic panel a standard size if
applicable. Custom cut panels have "custom" permanently marked on the panel.
Markings to be designed so as to be leg/ble throughout the five year ballistic
warranty of the garment.

SILENCE OF SPECIFICATIONS:
The apparent silence of this specification as to any details or the omission fi-om it of

Trouser shall be manufactured from a men's uniform trouser pattern. The trouser
styling shall incorporate a plain front and straight leg bottoms. The trouser will
have two straight side pockets, two hip pockets, a dropped watch pocket and two
club pockets, one below each hip pocket.
The pocketing shall be 70% Polyester/30% Cot ten, 2.9 oz. per square yard ( 60"
width) with a minimum 78x64 count. Pocketing must have a durable press finish

bartacks will be cause for rejection) .Pockets shall be constructed using the stitch,
turn, and topstitch method. Pocket facings shall be made of the basic fabric and
measure a minimum of 1-2/" from the bottom of the pocket opening.
The two hip pockets shall have a minimum opening of 6- 1/4" and a minimum
depth of 5-3/4" measured from the bottom of the pocket opening. Hip pockets shall
be constructed using the double welt method on a REECE PW machine and the
welts shall be finished in such a manner that there is no topstitching (topstitched
hip pocket welts shall be a cause for rejection) .The comers of the hop pockets shall
have firm straight bartacks for reinforcing strength. Use of triangle bartacks will be
cause for rejection. The left hip pocket shall have a centered tab made of basic cloth
inserted into the top welt with bartacks at the top and bottom of the tab to form an
opening for a button. A button shall be located below the bottom of welt
corresponding in location with the tab.
The Watch pocket shall be located on the right front 3" below the waistband. This
pocket shall have a minimum opening and depth of 2-3/4". The front of the pocket
shall be made of pocketing fabric and the back of the pocket shall be made of basic
fabric and the two pieces are securely stitched together. Each comer of the pocket
opening shall have firm straight bartacks.
There shall be club pockets located 3-1/4" (plus or minus 1/4") below each hip
pocket. The club pockets shall be 1-1/4" (plus or minus 1/4") from the sideseam
with a minimum opening of 3-1/4" and a minimum depth of 8-1/4". Pocketing
material to be the same as side and hip pockets. Club pockets shall be constructed
using the double welt method on a REECE PW machine and finished in such a
manner that there is no topstitching (topstitched club pockets shall be cause to
rejection) .Thc comers of the club pockets shall have firm straight bartacks for
reinforcing strength. Use of triangle bartacks will be cause for rejection.
The xvaistband shall be constructed using the "closed method" and shall measure 2"
wide when finished. The waistband curtain is to be made of the same fabric and

stitch. The waistband must contain BAN-ROL to prevent rollover and have three
strand snugtex to keep shirts tucked in. The waistband closure shall be
accomplished with a cmshproof hook and eye. The hook and eye shall be
reinforced with stays made of non- woven fabric that are anchored by the
topstitching for the fly facing and curtain. This topstitching must be to the top of
the waistband. The waistband shall be set on and closed using a lockstitch (use of a
chainstitch is unacceptable) to stitch in the band seam through the outer fabric and
the waistband curtain. The waistband must be topstitched 1/16" below the
waistband seam for added strength.
Trouser shall have a metal memory lock zipper. There shall be a French Fly tap
closure on the inside of the right fly. The tab shall be double ply made of the basic
cloth (tabs made of pocketing material or a "grown on" French Fly will be cause for
rejection) .The right fly shall be lined with the same fabric as the waistband curtain
and pocketing. The fly lining shall be sewn to left fly below the zipper in a neat
and durable manner. A button shall be located on the left fly corresponding with the
French Fly tab to provide a clean and comfortable closure. There shall be a firm
straight bartack at the bottom of fly going through the zipper tape.
There shall be a minimum of seven ¥4" wide interlined belt loops. All loops (except
for the back center loop) must be sewn into the bottom of the waistband ("dropped"
belt loops are cause for rejection) and the top of the belt loops shall be caught into
the waistband curtain seam with a Rocap machine. The bottom of the center back
loop shall be tacked to the trouser and the top of the loop tacked to the outside of
the waistband.
The trouser shall have 1/4" black tubular braid on the sideseams from the bottom of
the side pockets to the bottom of the trouser legs.
Trouser must be stitched with matching thread and all & stitching to show must be
10-11 stitches per inch. Trouser must be neatly pressed on Hothead Presses and
properly shaped. Outseams and inseams must be pressed open. Trouser must be
cleaned and finished to eliminate loose threads.
Trouser must have a care label permanently affixed that also indicates the size. A
paper ticket showing the size, fabric content, cut number, and WPL number must
be on the outside of the waistband. Garment must be made in the United States of
American and bear a union label.

NOTICE IS HEREBY GIVEN, in accordance with the provisions of Section
103 of the General Municipal Law, that sealed bids will be received by the Town Clerk
of the Town of Southold, Suffolk County, New York, at the Southold Town Clerk's
Office, Town Hall, 53095 Main Road, Southold, New York 11972, until 10:00 A.M.,
Thursday, November 9, 2000, at which time they will be publicly opened and read
aloud, for furnishing to the Town of Southold Police Department Uniform Clothing
for calendar year 2001.
Specifications for the Police Department Uniform Clothing may be obtained at
the Office of the Southold Town Clerk.
The Town Board of the Town of Southold reserves the right to reject any and all
bids and to waive any defect or informality in any bid should it be deemed in the best
interest o f the Town of Southold to do so.
All bids must be submitted on the per item price list, and must be accompanied by
a Non-Collusive Bid Certificate, and bank draft or certified check the an~ount of $100.00.
All bids must be marked "Bid on Police Department Uniform Clothing", and must be
signed and sealed in envelopes plainly addressed to the Town Clerk, Town of Southold,
