Sound Avenue, Mattituck, NEW YORK 11952 The Town Board of the Town of Southold will receive bids for furnishing all of the labor, materials and equipment as specified for the installation of a diesel powered generator system at the Human Resource Center in Mattituck, in accordance with the Drawings & Specifications prepared by James A. Richter, R.A., Southold Town Engineering Department, Peconic Lane, Peconic, New York. Bids will be received at the office of the Southold Town Clerk, Southold Town Hall, 53095 Main Road, Southold, New York 11971, until 11:00 AM, Thursday, ';~¢_.5.~',...~. ~ ~ 1997. All specifications are provided herein: drawings to be attached. A fee of ten dollars ($10.00), cash or check, made payable to the Town of Southold will be required for one (1) copy of the Contract Documents. There are no refunds. This invitation to bid is not an offer and shall in no way bind the Town of Southold to award a contract for performance of the project. Should the Town of Southold decide to award a contract, it shall be awarded to the lowest responsible bidder. The Town of Southold reserves the right to waive any informalities, and to reject any or all bids, and to retain bids for 45 days from the date of receipt. The CONTRACTOR SHALL NOT withdraw his bid during this period. Bid Security in the form of a certified check or Bid Bond in the amount of 5% of the Base Bid will be required of each bidder. Performance and Payment Bonds in the amount of 100% of the Contract Price will be required of the successful bidder. Please advise if you intend to bid or not. PROPOSALS Proposals must be made in strict accordance with the "l'roposal Form" provided. 'f he bidders shall write in ink, both in words & numerals, the price for which he proposed: to furnish all materials, plant, equipment, tools, shoring or bracing, scaffolds, or other facilities, & to perform all labor and services necessary for the proper completion of the work in strict accordance with the plans and specifications, and subject at all times to the approval of the Architect. Each proposal must be signed in writing with the full name and address of bidder. Proposals shall be addressed as indicated on Invitation for Bids and shall be delivered enclosed in an opaque sealed envelope marked "Proposal" bearing title of work, and Bidders Name. No proposal shall be considered which has not been received by the Southold Town Clerk prior to the hour and date stated. B. PROPOSAL GUARANTY A proposal will not be accepted or considered unless accompanied by a guaranty in the form of a bid bond or certified check in the amount of 5% of the total bid, payable to the Town of Southold. As soon as the proposal prices have been compared, the Owner shall return the bidder's bond or the certified checks accompanying such proposals as, in his judgement, would not likely be involved in making the award. All other proposal quantities will be held until the contract and contract bond have been executed after which they will be released or returned to the respective bidders whose proposals they accompanied. C. OMISSIONS AND DISCREPANCIES Bidders should carefully examine the drawings and specifications, visit the site of work, and fully inform themselves of all conditions and matters which can in any way affect the work or the cost thereof. Should a bidder find discrepancies in or omissions from the drawings, specifications, or other documents or should he be in doubt as to their meaning, he should at once notify the Architect who may issue a written instruction to all bidders. Human Resource Center Emergency Generator B-1 D. PUBLIC OPENING OF PROPOSALS Proposals will be opened and read publicly at the time and place indicated in the Invitation for Bids. Bidders, there autherized agents, and other interested parties are invited to be present. E. AWARD OF CONTRACT Award of contract will be made as soon as practical, a contract may be awarded to a responsible bidder other than the lowest money bidder, if it is in the best interest of the Town. No bid may be withdrawn after scheduled closing time for receipt of bids for a period of 45 days pending execution of a contract by successful bidder. The competency and responsibility of the bidder and his sub-contractors will be considered in making the award. The Town reserves the right to waive any technical error, to accept any bid, or to reject any or all bids. The contract form will be the current edition of AIA Document A101 "Standard form of Agreement between Owner and Contractor (Stipulated Sum)". The Town will either award the project or reject all proposals received within forty-five (45) days after the formal opening of proposals. The acceptsnce of a prc~osal will be a notice in writing signed by the Town Clerk and no other act shall constitute the acceptance of a proposal. The acceptance of a proposal shall bind the successful bidder to execute the contract and to deliver separate performance and payment bonds made by a Surety Company, as stipulated herein. The amount of the bonds shall not be less than one hundred percent (100%) of the contract price of the work. F. WITHDRAWALS OF PROPOSALS Any bidder upon his or her authorized representative's wdtten request presented not later than the hour set for the opening thereof, will be given permission to withdraw his proposal. At the time of opening the proposals, when such proposals are reached, it will be returned to him unread. G. REJECTION OF PROPOSALS The Town reserves the right to waive any technical error and to reject any and/or all proposals. Without limiting the generality of the foregoing, any proposal which in incomplete, obscure, or irregular may be rejected; any proposal accompanied by an insufficient or irregular certified check or bidder's bond bay be rejected, any proposal having interlineation, erasure or corrections may be rejected. PLANT & EQUIPMENT The bidder shall state in his bid that be has available or under his control, plant and equipment of the character and in the amount required to complete the proposed work within the specific time. I. TIME FOR EXECUTION OF CONTRACT Any bidder whose proposal shall be accepted will be required to appear before the Town in person; or if a firm or corporation, a duly authorized representative shall so appear, and execute six (6) copies of the Contract and furnish satisfactory Performance and Payment Bond within ten (10) days after notice that the Contract has been awarded to him. Failure to execute Contract shall constitute a breach of the agreement effected by the acceptance of the Proposal. The damages to the Town for such breach will include loss from interference with his construction program and other items, the accurate amount of which it will be difficult or impossible to compute. The amount of the certified check or bidder's bond accompanying the Proposal of such bidder shall be retained by the Town, not as a penalty, but as liquidated damages for such breach. In the event any bidder whose proposal shall be accepted shall fail or refuse to execute the Contract as herein before provided, the Town may, at there option, determine that such bidder has abandoned the Contract, and thereupon, his proposal and acceptance thereof shall be null and void, and the Town shall be entitled to liquidated damages as above provided. J. TIME LIMIT TO COMMENCE AND COMPLETE WORK The contractor shall commence work within ten (10) calendar days after the date stipulated in the notice to proceed which was given to him by the Town of Southold and shall complete the work within the calendar day limit as set forth by him in his Proposal, but not more than ninety (90) working days. Contractor's Liability Insurance. The Contractor shall provide and maintain the following insurance in a company or companies licensed to do business in the State of New York. Evidence of such coverage shall be provided to the Town by the Contractor prior to commencement of any work. Human Resource Center Emergency Generator E-1 Specifications: For the Supply & Installation of Diesel Powered Generator System With Automatic Transfer Switch for the Southold Town Human Resource Center Sound Avenue Mattituck, New York 11952 GENERAL NOTES: 1. All Electrical wiring shall be installed in approved NEC Conduit using THHN copper wire. 2. All connections and electrical splices shall be installed in NEC approved Box's. 3. All Electrical work shall conform to all National, State and Local Codes. Latest Edition 4. The job site shall be left clean of all debris at the completion of the installation. 5. The Town of southold will not be responsible for stolen parts and/or equipment during the installation of the generator system. The contractor shall be responsible for providing all necessary security and fencing as needed and shall provide safeguards to prevent injury during the installation. 6. All work shall be scheduled through the Town of Southold Engineering Office. 516-765-3070 7. The Southold Town Highway Department shall provide the necessary concrete pad for the installation of the generator set. 8. The Human Resource Center may not be left without power during normal operating hours. The final connections and transfer of the wiring will be completed at an off peak hour. 9. The winning contractor must have 24 hour emergency service and respond within one hour to provide such service. This is to include weekends and holidays. During periods of storms, stand-by service may be required. Human Resource Center Emergency Generator Section 1: General Provisions and Requirements 1.1 Project Description It is the intent of this specification to secure an emergency diesel powered generator system that has been factory built of the latest commercial design and has been prototype tested, production tested and site tested. The generator system shall include all necessary accessories for a complete installation as shown on the plans and as specified herein. 1.2 Approved Manufacturers and Suppliers All equipment shall be new, of current production and shall be supplied by an authorized distributor of a national firm which manufacturers the generator and controls, transfer switch, and assembles the standby generator sets as a matched unit so that there is one-source responsibility for warranty, parts, and service through a local representative with factory-trained servicemen. The system shall be built, tested and shipped by a manufacturer who has been regularly engaged in the production of engine-generator sets for a minimum of five years. The supplying distributor shall have full responsibility for the performance of the entire generator set, transfer switch and its accessories, and have the engine manufacturer's assigned warranty fulfillment authorization. 1.3 Submittal Submittal shall include prototype test certification and specification sheets showing all standard and operational accessories to be supplied, schematic wiring diagrams, dimension drawings, and interconnection diagrams identifying by terminal number, each required interconnection between the generator set, the transfer switch, and the remote annunciator panel. 1.4 Testing To assure that the equipment has been designed and built to the highest reliability and quality standards, the manufacturer and local representative shall be responsible for three separate tests: design prototype tests, final production tests, and site tests. 1.4.1 Design Prototype Tests: Components of the emergency system such as the engine/generator set, transfer switch, and accessories shall not be subjected to prototype tests since the tests are potentially damaging. Rather, similar design prototypes and pre-production models, which will not be sold, shall have been used for the tests. Prototype tests programs shall include the requirements of NFPA 110 and the following: 1.4.1a 1.4.1b 1.4.1c Maximum power (KW) Maximum motor starting (KVA) at 35% instantaneous voltage dip. Alternator temperature rise by embedded thermocouple and by resistance method per -NEMA MG1-22.40 and 16.40. Human Resource Center Emergency Generator Page 1 1.4.1d 1.4.1e 1.4.1f 1.4.1g 1.4.1h 1.4.1i 1.4.1j 1.4.1k Governor speed regulation under steady-state and transient conditions. Voltage regulation and generator transient response. Fuet consumption at 1/4, ½, 3/4 and full load. Harmonic analysis, voltage waveform deviation, and telephone influence factor. Three-phase short circuit tests. Alternator cooling air flow. Torsional analysis testing to veri~ that the generator set is free of harmful torsional stresses. Endurance testing. 1.4.2 Final Production Tests: Each generator set shall be tested under van/lng loads with guards and exhaust system in place. Tests shall include: 1.4.2a 1.4.2b 1.4.2d 1.4.2e 1.4.2f 1.4.2g 1.4.2h Single-step load pickup. Transient and steady-state governing. Safety shutdown device testing. Voltage regulation. Rated Power. Maximum Power. Upon request, arrangements to either witness this test will be made or a certified test record will be sent prior to shipment. 1.4.3 Site Tests: An installation check, start-up, and building load test shall be performed by the manufacturer's local representative. The engineer, regular operators, and the maintenance staff shall be notified of the time and date of the test. The tests shall include: 1.4.3a Fuel, lubricating oil, and antifreeze shall be checked for conformity to the manufacturer's recommendations, under the environmental conditions present and expected. 1.4.3b Accessories that normally function while the set is standing by shall be checked prior to cranking the engine. These shall include: block heaters, batten/charger, generator strip heaters, remote annunciator, etc. 1.4.3c Start up under test mode to check for exhaust leaks, path of exhaust gases outside the building, cooling air flow, movement during starting and stopping, vibration during running, normal and emergency line-to-line voltage, and phase rotation. Human Resource Center Emergency Generator Page 2 1.4.3d Automatic start-up by means of simulated power outage to test remote-automatic starting, transfer of the load, and automatic shutdown. Prior to this test, all transfer switch timers shall be adjusted for proper system coordination. Engine coolant temperature, oil pressure, and battery charge level long with generator voltage, amperes, and frequency shall be monitored throughout the test. An external load band shall be connected to the system if sufficient building load is unavailable to load the generator to the nameplate KW rating. 1.5 Warranty and O & M Manuals The emergency generator system shall be warranted by the manufacturer for 1 year or 2,000 hours, whichever occurs first, from the date of the site start-up and acceptance. Optional 2 year and 5 year warranties shall be available upon request. One set of operation, maintenance and parts manuals shall be supplied with the generator set The manuals shall cover all components, system options and accessories supplied. A complete set of as-built drawings shall be provided. Maintenance, troubleshooting and safety precautions shall be included. 1.6 Maintenance Contract The engine-generator distributer shall furnish factory trained personnel and maintain a 24 hour parts and service capability, and show, at time of submittal, that they are regularly engaged in a maintenance contract program to semi- annually inspect and test run the engine to perform manufacturers recommended preventative maintenance service on the equipment furnished. This service contract shall be provided at no additional charge to the Town of Southold for a period of one (1)year from date of start up and acceptance of the generator set. At the Town's option, the service contract shall be renewable on a year-to-year basis, thereafter, with negotiated costs being paid by the Town. Section 2: Engine & Equipment 2.1 Engine The 365 cubic-inch-displacement engine shall deliver a minimum of 156 hp at a governed speed of 1800 rpm. The engine shall be equipped with the following: 2.1.1 Engine-driven or electric fuel transfer pump: shall be capable of lifting fuel six (6') feet, fuel filters, electric solenoid fuel shut-off valve, and a fuel distribution system and a Mechanical governor capable of regulating the noqoad to full-load frequency to a 3% nominal, 5% maximum, and capable of +/- 0.33% steady-state frequency regulation. 2.1.2 Motor: 12 Volt positive engagement solenoid shift-starting motor. Human Resource Center Emergency Generator Page 3 2.1.3 Battery charging alternator: 35-Ampere minimum automatic battery charging alternator with solid-state voltage regulation. 2.1.4 Oil pump: Positive displacement, full pressure lubrication oil pump, cartridge oil filters, dipstick, and oil drain. 2.1.5 Air cleaner: Dry-type replaceable air cleaner elements for (normal/heavy) duty application. 2.1.6 Fuel: The naturally aspirated or turbo charged and/or after cooled engine shall be fueled with No. 2 diesel, 6 cylinders, liquid-cooled by a radiator. 2.1.6a Radiator: Unit-mounted radiator, blower fan, water pump, thermostat, and radiator duct flange shall properly cool the engine in (105°F / 125°F) ambient with up to 0.5 inches H20 static pressure on the fan. 2.2 Equipment The standby generator set shall be rated continuous standby (defined as continuous for the duration of any power outage) 120/208 Volts, three phase, four wire, 0.8 power factor, 80 KW, 100 KVA, 278 amperes at 500 feet altitude, 85 F (29 C). 2.2.1 Start up loads: The generator set shall be capable of starting motor loads of 270 KVA inrush, with a maximum voltage dip of 35%. 2.2.2 Vibration ilsoation: Vibration isioators shall be provided between the engine-generator and concrete pad. (Concrete pad to be as supplied by others to meet generator manufacturers minimum specifications.) Section 3 Generator Specifications 3.1 Alternator: The alternator shall be salient-pole, brushless, 12-lead reconnectable, self-ventilated of drip-proof construction with amortisseur rotor windings and skewed stator for smooth voltage waveforrn. The insulation shall meet the NEMA standard (MG1-22.40 and 16.40) for Class H and be insulated with epoxy varnish to be fungus resistant per MIL 1-24092. Temperature rise of the rotor and stator shall be limited to NEMA Class F ratings. The excitation system shall be of brushless construction controlled be a solid-state voltage regulator capable of maintaining voltage within +/- 2% at any constant load from 0% to 100% of rating. The regulator must be isolated to prevent tracking when connected to SCR loads, and provide individual adjustments for voltage range, stability and volts-per-hertz operations; and be protected from the environment by conformal coating. 3.2 Voltage dip: Upon 1-step application of any load up to 100% of the rated load at 0.8 power factor, the voltage dip shall not exceed 20% and shall recover to +/- 2% of rated voltage within 1 second. 3.3 Rated current: The generator shall be capable of sustaining at least 250% of rated current for at least 10 seconds under a 3-phase symmetrical short by inherent design or by the addition of an optional current boost system. Human Resource Center Emergency Generator Page 4 3.4 Current sensing circuit breaker: A resettable line current sensing circuit breaker with inverse time verses current response sha[l be furnishc, d which protects the generator from damage due to its own high current capability. This breaker shall not trip within the 10 seconds specified above to allow selective tripping of down-stream fuses or circuit breakers under a fault condition. This breaker shrdl restoration of voltage if maintenance is being performed. Field current-sensing breaker will not be acceptable. 3.5 Generator connections: The generator, having a single maintenance-free bearing, shall be directly connected to the flywheel housing with a semi-flexible coupling between the rotor and the flywheel. Section 4 Controller & Instrument Panel 4.1 Controller: Set-mounted controller capable of facing right, left, or rear, shall be vibration isolated on the generator enclosure. The controller shall be capable of being remote-mounted. The microprocessor control board shall be moisture proof and capable of operation from -40°C to 85°C. Relays will only be acceptable in high-current circuits. Circuitry shall be of plug-in design for quick replacement. Controller shall be equipped to accept a plug-in device capable of allowing maintenance personnel to test controller performance without operating the engine. The controller shall include: 4.1.1 Fused DC circuit. 4.1.2 Complete 2-wire startJstop control, which shall operate on closure of a remote contact. 4.1.3 Speed sensing and a second independent starter motor disengagement systems shall protect against starter engagement with a moving flywheel. Battery charging alternator voltage will not ve acceptable for this purpose. 4.1.4 The starting system shall be designed for restarting in the event of a false engine start, by permitting the engine to completely stop and then re~engage the starter. 4.1.5 Cranking cycler with 15-second ON and OFF cranking periods. 4.1.60vercrank protection designed to open the cranking circuit after 75 seconds if the engine fails to start. Human Resource Center Emergency Generator Page 5 4.1.7 Circuitry to shut down the engine when signal for high coolant temperature, Iow coolant level, low oil pressure, or over speed are received. 4.1.8 Engine cool down timer factory set t 5 minutes to permit unloaded running of the standby set after transfer of the load to normal. 4.1.9 3-Position (Automatic-OFF-TEST) selector switch. In the TEST position1 the engine shall start and run regardless of the position of the remote starting contacts. In the Automatic position, the engine shall start when contacts in the remote control circuit close and the engine shall stop 5 minutes after those contacts open. In the OFF position, the engine shall not start even though the remote start contacts close. This position shall also provide for immediate shutdown in case of an emergency. Section 5 Accessories 5.1 Installed Accessories Note: The following accessories shall be installed. 5.1,1 Block Heater: The Block Heater shall be 750 Watt, 120 or 208/240 Volt AC. Thermostatically controlled and sized to maintain engine coolant at proper temperature to meet requirements of NFPA~110 regulations. 5.1.2 Overvoltage Protection Device: Provide overvoltage protection that will shut down the unit after 1 second of 15% or more overvoltage. Optional alarm circuit board to meet the requirements of NFPA 110 for Iow battery voltage, high battery voltage, and battery charger malfunction. 5.2.3 Engine Exhaust Silencer: Provide seamless, gas-proof, stainless steel, flexible exhaust bellows with threaded NPT connection. The engine exhaust silencer shall be coated to be temperature & rust resistant with integral condensate drain, rated for critical application. Exhaust noise shall be limited to 75 dBA as measured at 10 feet in a free-field environment. 5.2.4 Remote annunciator: Provide a remote annunciator to monitor all controller functions described in Paragraph (4.1.10) of the controller section, plus line power and generator power monitoring. An integral lamp test and horn silencer switch shall be included, as required to meet NFPA 110. 5.2.5 Fuel lines: Provide two flexible fuel lines rated at 300° F & 100 psi ending in pipe thread. 5.2.6 Fuel Tank: Provide a double wall base fuel tank of 130 gallons, with a float switch, level gauge and Iow fuel alarm contacts and U.L. approved. Tank to be filled by contractor in contract. Include normal & emergency vents, 2" fill cap, high fuel alarm & inner tank alarm. Installation of tank shall meet or exceed all Suffolk County Department of Health regulations. 5.2.7 Generator Set enclosure: Generator to be housed in an aluminum sound attenuated enclosure with a sound level of 72 dba at 3 meters. All generator accessories including exhaust muffler are to be inside of the enclosure. Enclosure to have five hinged / removable doors for easy access with locks. Enclosure to have baked light grey enamel finish on the exterior. A steel enclosure will not be acceptable. [Approved suppliers: Pritchard Brown - Chillocothe or equal.] Human Resource Center Emergency Generator Page 8 Section 6 AUTOMATIC TRANSFER SWITCH 30-400 AMPERE, SOLID-STATE LOGIC 6.1 General Requirements: The Automatic Transfer Switch shall consist of the following: 6.1.1 The automatic transfer switch shall consist of a power transfer module and a control nodule, interconnected to provide complete automatic operation. The automatic transfer switch shall be mechanically held and electrically operated by a single-solenoid mechanism energized from the source to which the load is to be transferred. The switch shall be rated for continuous duty and be inherently double- throw. The switch shall be mechanically interlocked to ensure only one of two possible positions (Normal or Emergency). The automatic transfer switch shall be suitable for use with emergency sources, such as an engine or turbine generator source, or other utility source. 6.1.2 All main contacts shall be of silver composition. They shall be protected by arcing contacts in sizes of 400 amperes and over. They shall be of the blow-on configuration and of segmented construction in ratings of 600 amperes and over. The operating transfer time in either direction shall not exceed one-sixth (1/6) of a second. 6.t.3 All contacts, coils, springs, and control elements shall be conveniently removable from the front of the transfer switch without major disassembly or disconnection of power conductors. 6.1.4 The control module shall be supplied with a protective cover and be mounted separately from the transfer switch for ease of maintenance. Sensing and control logic shall be solid-state and mounted on plug-in printed circuit boards. Printed circuit boards shall be keyed to prevent incorrect installation. Interfacing relays shall be industrial-control-grade, plug-in type with dust covers and locking clips. 6.1.5 Automatic transfer switches utilizing components of molded-case circuit breakers, contactors, or parts thereof which have not been intended for continuous duty or repetitive load transfer switching are not acceptable. Human Resource Center Emergency Generator Page 9 6.1.6 The automatic transfer switch shall conform to the requirements of NEMA Standard ICS 2-447 and Underwriters' Laboratories UL-1008, and shall be UL listed as follows: 6.1.6a For use in emergency systems in accordance with Articles 517 and 700 of the National Electrical Code. 6.1.6b Rated in amperes for total system transfer including control of motors, electric-discharge lamps, electric-heating and tungsten-filament lamp load. Switches rated above 400 amperes shall be suitable for 30% or 400 amperes tungsten-filament lamp load, whichever is higher. 6.1.7 The automatic transfer switch shall be rated to withstand the 35,000 rms symmetrical short circuit current available at the automatic transfer switch terminals, with the type of over current protection, voltage, and X/R ratio as required by the manufacturer and these specifications. 6.1.6 The automatic transfer switch shall be mounted in a Type 1 enclosure. Switch and accessory devices shall be supplied by one manufacturer and shall be rated at 400 amperes, 3 pole, 120/208 with neutral plate. 6.2 Transfer Switch Testing: Testing protocols for the Transfer Switch shall be as follows: 6.2.1 Certified laboratory test data on a switch of the same design and rating shall be provided to confirm the following switching abilities: 6.2.1a Overload and endurance per Tables 21.2 and 23.2 of the UL-1008 when enclosed according to Paragraph (6,1.6). 6.2.1b Temperature rise tests after the overload and endurance tests to confirm the ability of the transfer switches to carry their rated current within the allowable temperature limits of the insulation in contact with current- carrying parts. 6.2.1c Withstand current tests per Paragraph 25 of the UL-1008 for 35,000 amperes rms symmetrical, at 480 volts and X/R ratio of 6.6. 6.2.1d No welding of contacts will be permitted. Transfer switch must be operable to alternate source after the withstand current tests. 6.2.1e Dielectric tests at 1960 volts, rms, minimum after the withstand current test. 6.2.2 All production units should be subjected to the following factory tests: 6.2.2a The complete automatic transfer switch shall be tested to ensure proper operation of the individual components and correct overall sequence of operation, and to ensure that the operating transfer time, voltage, frequency, and time delay settings are in compliance with the specifications requirements. Human Resource Center Emergency Generator Page 10 6.2.2b The complete automatic transfer switch shall be subjected to a dielectric strength test per NE'MA ,c;tand~rd ICS 1.109.05. 6.2.3 The control panes shall meet or exceed the voltage surge withstand capability in accordance with ANSI C37.90~, i:'/~.'~ ~! ~.~; tl;~ :~:~l~t ~i~ ,-. ,,vi[h~:':~nd v¢!t~qe t~.st in accordance with NEMA Standard IL;S 1-109. 6.3 Transfer Switch Operation: following: Transfer Switch operations shall include the 6.3.1 Two-pole switches shall be used for single-phase service and three-pole switches for three-phase service. Neutral conductor terminal lugs shall be provided as required for the power system. 6.;3.1 The automatic transfer switch control panel for single-phase and three-phase shall utilize solid-state sensing for automatic, positive operation. The following shall be provided: 6.3.1a For single-phase switches, the normal source voltage across live lines shall be monitored, and for three-phase switches all phases of the normal shall be monitored line-to-line. Close differential voltage sensing shall be provided. The pickup voltage shall be adjustable from 72% to 100% of nominal, and the dropout voltage shall be adjustable from 70% to 98% of the pickup value. The transfer to emergency will be initiated upon reduction of normal source to 85% of nominal voltage and retransfer to normal shall occur when normal source restores to 95% of nominal. 6.3.1b A test switch to momentarily simulate normal source failure. 6.$.1c Harnessing between transfer switch and control panel shall be built-in disconnect for routine maintenance. 6.3.1d All moveable parts of the operating mechanism shall remain in positive mechanical contact with the main contacts during the transfer operation without the use of separate mechanical interlocks. Automatic operation of the switch shall not require power from any source other than the line-toqine voltage of the source to which the switch is transferring. 6.4 Transfer Switch Accessories: Transfer Switch accessories shall include the following: 6.4.1 Switches shall include a time delay to ignore momentary outages. It shall delay closing of the engine start contacts for a fixed time of 3 seconds. 6.4.2 Switches shall include a time delay on transfer from normal to emergency, field adjustable from 0.6 to 60 seconds. Human Resource Center Emergency Generator Page 11 6.4.3 Switches shall include a time delay on retransfer from emergency to normal, field adjustable from 1 to 30 minuets. The time delay shall be automatically bypassed if the emergency source fails and the normal source is available. 6.4.4 The switches shall include voltage and frequency sensing of thr~ emergency source and shall be factory set to allow transfer to emergency when that source is approximately at 90% of rated voltage and frequency. 6.4.5 Gold-plated contacts rated 10 amps, 32 volts DC which close when the normal source fails shall be provided to initiate engine starting. 6.5 Transfer Switch Certification: On request, the manufacturer shall provide a letter certifying compliance with all requirements of the transfer switch specification. The certification shall identify equipment by serial number and shall include no exceptions to the specifications, except those stipulated with the submittal. 6.6 Submittal, Operation's Manual & Warranties: 6.6.1 Submittal: Submittal shall include specification sheets showing all standard and optional accessories to be supplied; schematic wiring diagrams; dimension drawings; and interconnection diagrams identifying by terminal number each required interconnection between the generator set, the transfer switch, and the remote annunciator panel. 6.6.2 Operation's Manual: The Automatic Transfer switch shall be provided with an operator's manual providing installation and operating instructions. 6.6.3 Warranties: The Automatic Transfer switch and generator set shall be fully warranted by the generator set manufacturer for a period of one year from date of installation and acceptance by the Town of Southold.
