A meeting of the Southold Towh Conservation Advisory Council was held Wed.,
January 11,2006 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chariman Don Wilder will be setting up a meeting with Supervisor Scott Russell to
discuss the CAC job description.
REPORTS
Trustee Dave Bergen has replaced Trustee Peggy Dickerson as the liason to the CAC.
APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by Don Wilder, to Approve the Minutes of
December 14, 2005.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Jennifer Mannino, seconded by Jacob Smith, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ANDREW WILLS to construct a 4'X
16' ramp onto a 4'X 20' fixed dock and ending with a 32"X 16' seasonal aluminum ramp
onto a seasonal 6'X 20' floating dock secured by (3) 6" piles.
Located: 1675 Bayview Ave., Southold. SCTM#52-5-8.1
The CAC recommends Approval of the application with the Condition all disturbed areas
are replanted after construction.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Jennifer Mannino, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of EDWARD FERGUS construct a
single-family dwelling, covered porch, attached deck, attached garage, sanitary system,
and shed.
Located: 1854 North Bayview Rd., Southold. SCTM#70-12-39.3
The CAC recommends Approval of the application with the Condition of a 50' non-
disturbance buffer from the edge of the wetlands and drywells and gutters are installed
to contain the run-off.
Vote of Council: Ayes: All

Moved by Jennifer Mannino, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of JOSEPH FARRELL to construct a
1,196 sq.ft, single-family dwelling, driveway, sanitary system and private well.
Located: 235 Mill Creek Dr., Southold. SCTM#135-3-26
The CAC recommends Approval of the application with the Condition of a 50' non-
disturbance buffer and the buffer is maintained as indicated on the survey, dryweils and
gutters are installed to contain the roof run-off, and all trees 8" DBH are left in place.
Vote of Council: Ayes: Ail

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of JERRY & LINDA MAT£JKA to
construct a second-story addition to the existing dwelling and renovate the first floor by
adding 226 sq.ft.
Located: 1300 Strohson Rd., Cutchogue. SCTM#103-10-27
The CAC recommends Approval of the application with the Condition drywells and
gutters are installed to contain the roof run-off and a 10' non-tuff buffer is installed
landward of the bulkhead.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Jennifer Mannino, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of ST£VEN E. LOSQUADRO to remove the area of
phragmites located within the northeastern corner of the property and construct a
single-family dwelling with attendant sanitary system.
Located: 1150 Fanning Rd., New Suffolk. SCTM#117-6o33
The CAC recommends Disapproval of the application because development of this
property would cause major drainage problems on the surrounding roads. The CAC
recommends the entire property be restored.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of CH£RYL HANSEN to construct a
25'X 25' two-car garage.
Located: 445 Elizabeth Lane, Southold. SCTM#78-5-3
The CAC recommends Approval of the application with the Condition drywells and
gutters are installed to contain the roof run-off. The CAC questions the commercial use
of the property.
Vote of Council: Ayes: All

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of EDWARD WERTHNER to install a 3'X 17' seasonal
ramp and 5'X 18' floating dock with two 8" dia. piles.
Located: 180 Windy Point Lane, Southold. SCTM#78-6-3.3
The CAC recommends Disapproval of the application because the proposed docking
facility exceeds 1/3 across the width of the creek and would obstruct navigation from the
existing boat ramp.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ANTHONY & SUSAN
NAPOLITANO to install a 12'X 36' in-ground swimming pool. Remove the existing deck
stairs from southeast side of deck, install a railing, and install new steps on the west end
of the existing deck.
Located: 200 Cleaves Point Rd., East Marion. SCTM#38-2-33
The CAC recommends Approval of the application with the Condition the surrounding
patio is pervious and provisions for pump-out.

Motion Carried
Moved by Jacob Smith, seconded by Jennifer Mannino, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of BARBARA STYPE for the existing 6'X 100' fixed timber
dock, remove the "L" shaped floats and install a new 6'x 20' floating dock.
Located: 1765 Calves Neck Rd., Southold. SCTM#70-4-49
Vote of Council: Ayes: All

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Don Wilder, seconded by Jennifer Mannino, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the application of FRANK SCAVONE to Amend Permit #1855 to
repair the existing catwalk from 12" to 24" wide deck on existing piles, replace ramp,
and repair the existing 5'X 20' float.
Located: 430 West Creek Ave., Cutchogue. SCTM#103-13-3

The CAC recommends Approval of the application with the Condition an engineer's
report is submitted with regard to the safety of the structure.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the application of LOIS T. ANDERSON to Amend Permit #5728 to
construct a new wood bulkhead in front of and within 18" seaward of existing with a vinyl
sheathed bulkhead with (2) two returns.
Located: 2515 Calves Neck Rd., Southold. SCTM#70-4-45.5
The CAC recommends Approval of the application with the Condition of a 30' non-turf
buffer landward of the bulkhead.
Vote of Council: Ayes: All
Motion Carried
The next meeting of the Conservation Advisory Council has been set for Wed.,
February 8, 2006 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:15 PM.
