Southampton, NY 11968 RE: BEACHWOOD COLONY OWNERS ASSOCIATION 335 & 505 Beachwood Rd., Cutchogue SCTM#116-4-23 & 26 Dear Mr. Herrmann: The Board of Town Trustees took the following action during its regular meeting held on Wednesday, February 20, 2002 regarding the above matter: WHEREAS, En-Consultants, Inc. on behalf of BEACHWOOD COLONY OWNERS ASSOCIATION applied to the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of Southold, application dated January 29, 2002, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council for their findings and recommendations, and, WHEREAS, a Public Heating was held by the Town Trustees with respect to said application on February 20, 2002, at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, WHEREAS, the structure complies with the standards set forth in Chapter 97 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW THEREFORE BE IT, RESOLVED, that the Board of Trustees approve the application of BEACHWOOD COLONY OWNERS ASSOCIATION to remove and replace (inkind/inplace) +/-72' and +/-89' existing timber groins. BE IT FURTHER RESOLVED that this determination should not be considered a determination made for any other Department or Agency, which may also have an application pending for the same or similar project. Permit to construct and complete project will expire two years from the date it is signed. Fees must be paid, if applicable, and permit issued within six months of the date of this notification. I wish to comment on a statement that there may be a comment, offered prior to or at the hearing, suggesting that the 72 ft. westernmost timber groin replacement should be shortened at the southern end for some reason presently unknown to me. Speaking as a member of the Beachwood Colony Association, I strongly object to any shortening of any groin in the entire present Beachwood Colony groin field on Great Peconic Bay. I am presently and have been a resident of Beachwood Colony for over 80 years. During those many years I have observed the changes in the shoreline that have occurred in this area. The gradual disappearance of sea weed (eel grass) from the bay bottom in the 1930s, dredging in Hall's and Deep Hole Creeks at various times from 1926 to the present with the spoils spread along the shoreline both east and west of Hall's Creek. These have greatly influenced the shifting of sand at the mouth of Hall's Creek. The littoral drift in the Beachwood area has always been from west to east. In the late 1940s severe erosion occurred along the shoreline east of Hall's Creek. In 1951 some of the spoil from a dredging project in Hall's Creek was placed in this eroded area. At that time a group of Beachwood Colony owners had three identical timber groins placed on this new spoil area to try to prevent future shifting of the sand by the littoral drift from west to east. They have worked for over 50 years. We are therefore applying to replace, in kind in place, two of the deteriorating groins to continue the stabilization of the existing beac~ The apparent change in the course of the water flow out of Hall's Creek into Peconic Bay is, in my opinion, caused by spoil sand on the west side of the creek moving into the mouth of the creek and pushing the normal straight southerly water flow to curve eastward into the westernmost of the subject groins. Any shortening of this groin or any others would, in my opinion, simply cause erosion of the beach east of the shortened groin. I have several aerial photos taken at various times that clearly show the prevailing littoral drift of sand along the Peconic Bay beach is from west to east in this area.
