DearISupervisor Cochran:
Iarn writing to you to make sure you are aware of a situation within your jurisdiction.
Chemical Pollution Control, located in Bay Shore, NY, and established in 1975: cun'ently
serves the Town of Southold as the transporter and receiving facility for waste generated
at the Town of Southold Household Haz. azdous Waste Collection Center. The bidding
has just been concluded for this service for another year. Unfortunately, no bid was
submitted by Chemical Pollution Control. We are disappointed that we were not
included and expect that the Town of Southold may have to pay the price of our
oversight. In years past we have always been contacted when the bid package was
available. However, this year we did not receive any notice. I understand that the notices
were faxed to concerned parties, however no notice was received in this office.
Chemical pollution Control has Provided dependable and prompt service to the town for a
number of years. In addition we have provided fair pricing to the town. The excellent
price and service are both possible because this permitted facility is actually located on
Long Island. Typically, when the Town Collection Center calls we respond within a few
days.: In addition we provide eight-hour tr~-i-g to town employees as a no-charge
addition to this dependable service. I have no doubt that the s/ngle company which
responded to your request for quotation has not matched the prices we have provided in
the past and are prepared to maintain for the upcomlrtg year. Nor will they have the
capacity to provide thc same timely response when it is time for service.
For my part I am sorry that I did not respond to your bid. I was secure in the fact we
were always notified by the town in the past. I am aware that printed announcements
were made, and I expect that the town has no requirements to make announcements to
individual companies.

conccm in having a detailed bidding process is to provide town residents with good valuc
and service for their tax dollars. The net result of this year process is a non-competitive
situation, which will not provideithat assurance of good value and service.
I appreciate your attention in this matter. I hope you will give close consideration to the
matter and consider what action is in the best interests of the Town of Southold.

Supervisor Jean Cochran
Town of Southold
53095 Main Street
Southold, NY 11971
Dear Supervisor Cochran:
I am writing to you to make sure you are aware of a situation within your jurisdiction.
Chemical Pollution Control, located in Bay Shore, NY, and established in 1975, currently
serves the Town of Southold as the transporter and receiving facility for waste generated
at the Town of Southold Household Hazardous Waste Collection Center. The bidding
has just been concluded for this service for another year.
Typically, when the Town Collection Center calls we respond within a few
days. In addition we provide eight-hour training to town employees as a no-charge
addition to this dependable service. I have no doubt that the single company which
responded to your request for quotation has not matched the prices we have provided in
the past and are prepared to maintain for the upcoming year. Nor will they have the
capacity to provide the same timely response when it is time for service.
For my part I am sorry that I did not respond to your bid. I was secure in the fact we
were always notified by the town in the past. I am aware that primed announcements
were made, and I expect that the town has no requirements to make announcements to
individual companies.

We all use the fax machine every day and it has brought many signed contracts back to
this office in the past few years. In this situation, however, something went wrong with
the system and a faxed announcement was not received. I am sure that one major
concern in having a detailed bidding process is to provide town residents with good value
and service for their tax dollars. The net result of this year process is a non-competitive
situation, which will not provide that assurance of good value and service.
I appreciate your attention in this matter. I hope you will give close consideration to the
matter and consider what action is in the best interests of the Town of Southold.
Si~ze~ely yours,
Chemical Pollution Control

Re: STOP Program Bid
Dear Sir:
I want you to be aware that this office was not notified regarding the new bid for the
Town of Southold Household Collection Center, I understand that this announcement
was sent by fax only. I am disappointed at having missed the opportunity to submit a bid
to you. We have to this point provided the Town of Southold with good service and good
prices.
I would like to be allowed to submit a bid to provide this service. Please consider if there
is any way that the town can consider our proposal at the time.
