I have indicated that all policies are "Not Applicable," because pursuant to §95-5(A) and the corresponding definitions of "action" and "minor action" by §95-3, the submission of a LWRP Consistency Assessment Form is not required for the bulkhead replacement, and I cannot determine how any of the listed policies would be applicable to the incidental dredging of lost backfill.
