As part of the extension of permit 86211, a replanting program was approved in addition to a line of cedars to be planted along the landward edge of the non- disturbance buffer. This measure was to be put in place within 60 days of August 22, 2007. The replanting program was completed by Doroski's Nursery within the prescribed time. Due to lack of rain in the last 6 weeks and the resulting inability of Doroski to effectively extract the cedars to be planted out of the ground, the planting of the cedars has been delayed. As rain is expected in the next two days, Doroski's has indicated that they expect the planting of the cedars to be completed shortly, thus completing the requirements of the Southold Town Board of Trustees. I respectfully request an extension of the 60 day time limit for an additional 14 business days to November 13, 2007. Thank you for your consideration. I can be contacted at (646> 206-3704 with any questions or comments. Sincerely. Claus Hertel James F. King, President o~~oF SOUryol Town Hall Jill M. Doherty, Vice-President ~ ~ 53095 Route 25 P.O. SCTM#1000-90-2-26 LEWIS L. & GRACE R EDSON requests a Wetland Permit to construct asingle-family dwelling, attached reaz deck, driveway, and sanitary system. The property also lies within the FEMA Flood Insurance Rate Map Zones X and AE e] 8; an Area of Special Flood Hazazd. The parcel proposes to be served by public water. The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is generally CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided that the following standard best management practices and Policy directives are implemented. 1. Require erosion and sediment controls (haybales, silt fencing). z. Require surface water quality protection measures for constructed areas generating runoff (gutters, downspouts, dry wells and pervious driveways). 3. To further the intent of policy 4.1 "Minimize losses of human life and structures from flooding and erosion hazards." The following management measures to minimize losses of human life and structures from flooding and erosion hazards are recommended: A. Minimize potential loss and damage by locating development and structures away from flooding and erosion hazards. 5. Manage development in floodplafns outside of coastal hazard areas so as to reduce adverse environmental effects, minimize the need for future structural flood protection measures, or expansion of existing protection measures and to meet federal flood insurance program standards. Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in prepazing its written determination regarding the consistency of the proposed action.
