Box 2124 Greenport, NY 11944 RE: JONATHAN ZANG 370 T AKAPOSHA RD., SOUTHOLD SCTM#87-6-7 Dear Mr. Costello: The following action was taken by the Southold Town Board of Trustees at their Regular Meeting held on Wed., November 14, 2007: WHEREAS, Costello Marine Contracting Corp. on behalf of JONATHAN ZANG applied to the Southold Town Trustees for an Amendment to Wetland Permit #6244 under the provisions of Chapter 275 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, application dated October 29,2007, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council and to the Local Waterfront Revitalization Program Coordinator for their findings and recommendations, and, WHEREAS, the LWRP Coordinator issued a recommendation that the application be found Consistent with the Local Waterfront Revitalization Program policy standards, and, WHEREAS, the structure complies with the standards set forth in Chapter 275 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, . 2 . NOW THEREFORE BE IT, RESOLVED, that the Board of Trustees have found the application to be Consistent with the Local Waterfront Revitalization Program, and, BE IT FURTHER RESOLVED, that the Southold Town Board of Trustees APPROVE the Amendment to Wetland Permit #6244 to extend existing east 40' bulkhead return 20' for a total length of 60' and existing west 24' bulkhead return 20' for a total length of 44', and provide a 20' wide non-turf planted buffer, with the condition the buffer is planted by June 1 st, and as depicted on the plans prepared by Costello Marine Contracting Corp. last dated January 7,2008. Box 2124 Greenport, NY 11944 RE: JONATHAN ZANG 370 TAKAPOSHA ROAD, SOUTHOLD 87 -6-7 Dear Mr. Costello: The Board of Town Trustees took the following action during its regular meeting held on Wednesday, November 16, 2005 regarding the above matter: WHEREAS, Costello Marine Contracting Corp. as agent for JONATHAN ZANG applied to the Southold Town Trustees for a permit under the provisions of Chapter 97 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, application dated October 11, 2005, and WHEREAS, said application was referred to the Southoid Town Conservation Advisory Council for their findings and recommendations, and, WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on November 16, 2005 at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, WHEREAS, the proposal complies with the standards set forth in Chapter 97 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, RESOLVED, that the Board of Trustees approve the application of JONATHAN ZANG to construct 164' of new bulkhead in place using C-Loc 9000 vinyl sheathing; backfill area behind bulkhead with approx. 225 cy. of clean trucked in granular fill, regrade, and revegetate area, with the conditions that no CCA lumber be used, a 20' non turf, non fertilization buffer planted landward of the bulkhead at the completion of construction with beach grass, bay berry and other seaside plants, and all as depicted in the plan Prepared by Costello Marine Contracting Corp. dated Nov ~2, 2005. SCTM#87-6-7 The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is generally CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided the following best management practice is applied; 1. To further suooort the LWRP and the oolicies, assess the feasibilitv of the installation of a silt boom/turbidity screen to be emoloved durim! construction of the rock revetment to minimize turbidity in the water column. 2. No CCA is used in the construction of the dock facility. 3. Require a non turf buffer landward of the new bulkhead. Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
