Cutchogue, NY 11935 RE: JONATHAN ZANG 370 TAKAPOSHA ROAD, SOUTHOLD 87-6-7 Dear Ms. Steelman: The Board of Town Trustees took the following action during its regular meeting held on Wednesday, November 16, 2005 regarding the above matter: WHEREAS, Samuels and Steelman Architects as agent for JONATHAN ZANG applied to the Southold Town Trustees for a permit under the provisions of Chapter 97 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, application dated October 24, 2005, and WHEREAS, said application was referred to the Southold Town Conservation Advisory Council for their findings and recommendations, and, WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on November 16, 2005 at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, WHEREAS, the proposal complies with the standards set forth in Chapter 97 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, RESOLVED, that the Board of Trustees approve the application of JONATHAN ZANG to demolish the existing house and construct a new house, two-car detached garage, sanitary system and retaining wall, with the conditions of a line of haybales during construction, gutters and drywells to contain roof runoff, French drains along the property lines to contain run off on property from impacting the neighboring land, a 20' non turf buffer landward of the bulkhead and all as depicted on the plans prepared by Samuels & Steelman revised 12/12/05. Permit to construct and complete project will expire two years from the date the permit is signed. SCTM#87-6-7 The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standazds. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is generally CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP with the following conditions: 1. To further policy Policy 4: Minimize loss of life, structures, and natural resources from flooding and erosion, provide a drainage plan that contains all surface runoff from the placement of fill. 2. Show drywells to contain roof runoff and a silt barrier including haybales be installed prior to any demolishing or construction. Pursuant to Chapter 95, the Boazd of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
