THE RECOMMENDED PLANTINGS, REQUIRED BY THE TOWN, ARE NOW UNDERWAY. UPON A
RECENT INSPECTION OF THE PROPERTY, ANOTHER WASHOUT WAS DISCOVERED ON THEIR
EASTERN PROPERTY LINE. THIS AREA IS MUCH SMALLER THAN THE ORIGINAL ONE, ROUGHLY,
20' WIDE, 10' UP AND DOWN, AND 2' DEEP. THE SOUND BANK ITSELF IS ONLY ABOUT 15' H/GH
AT THIS POINT, SO IT IS A MUCH LESS SHEER WASH. I ESTIMATE 50 TO 75 YARDS OF FILL WOULD
BE ADEQUATE TO REGRADE THIS AREA. THE SAME MIXTURE OF SAND, LOAM, AND TOPSOIL,
WILL BE USED, AS WELL AS THE SAME PLANTINGS USED IN THE ORIGINAL WASH. I
RESPECTFULLY ASK FOR YOU TO CONSIDER THIS AN EMERGENCY SITUATION, AND ALLOW ME
TO ADDRESS AND REMEDY IT BEFORE ANY FURTHER DAMAGE TO THE BANK IS DONE.

Dear Ms. Foley:
An onsite inspection of the blufferosion on your property revealed the following; the erosion of the bluff face
appears to have been caused by the extensive rainfall we received recently. The extreme weight of the saturated
soil caused the bluff face to shear off There is no indication that this problem was associated with erosion of
the toe of the slope or from runoff flowing over the top edge of the bluff
The soil material that was lost is now sitting at the base of the bluff and has created a shelf approximately 20 to
30 feet above the toe of the slope. There are large rocks protecting the toe of the slope so this soil material
should be protected from future erosion after it is replanted to suitable vegetation. A terrace can be built on this
shelf using 6 X 6 landscaping ties or equivalent building materials to create a platform in order to replace the
soil material lost when the erosion took place and create a flatter slope for revegetation purposes.
The terrace construction can begin as soon as permits are secured, however any fill placement and revegetation
efforts must be delayed until the spring of next year. Follow the revegetation instructions provided in the
enclosed handout entitled: gtabili~tion of Erodine Bluffs. A diversity of plantings is the key to a successful
planting because if one species of plants dies back others will be there to fill the void. I would strongly
recommend that the warm season grass mixture be planted first as described in the handout then the beach grass
and adapted shrubs such as bayberry, rugosa rose and beach plum. I have included a list of suppliers of these
plants and seed. Local suppliers include H.R. Talmage & Son in Riverhead and Peat & Son Nursery in
Westhampton. Consult the directories for addresses and phone numbers. The warm season grass seed can be
obtained locally from the Long Island Cauliflower Association, 139 Marcy Ave. Riverhead, NY 11901

STABILIZATION OF ERODING BLUFFS
II.
The coastal shoreline is affected by many different forces and is exposed to many
harsh conditions. A result of these forces and conditions is erosion. Bluff erosion
is a natural process that can be slowed but not stopped. Houses and structures built
on the top of these bluffs are at risk fi'om erosion. Some areas along the coastline
may experience accelerated rates of erosion due to factors such as winter storms
and extreme high tides. That erosion will occur can be predicted but when it will
occur cannot.
The erosion of high sandy bluffs along coastlines has challenged conservationists
since they were first observed. Typical of such bluffs are those along the north
shore of Long Island. The soil material is sandy and erosive, easily moved by
wind or water. Bluffheight varies fi.om a few feet up to well over one hundred
feet. The slope is usually about 1:1, or at whatever angle the material is stable.

Numerous attempts have been made by landowners to stabilize the slopes. Only a few
have succeeded. No procedure can guarantee a permanent solution, but some have
significantly slowed erosion over several years. From these, it appears the following is
essential:
1. Do not allow surface water to go over the top of the slope.
Remove the overhanging lip at the top of the slope. Any trees along the top edge
and on the bluff face should be cut of/at the base. Trash, grass clippings, leaves
and branches should be removed from the bluff face.
Typical of procedures that have had a desirable effect on slowing blufferosion.
Vegetate the slope.
A. Use 'Cape' American beachgrass for this, transplanted in the late winter or
early spring. Place one 35mm film canister of Osmocote slow release fertilizer
into each planting hole and then plant three stems or culms per hole, each hole
should be 12-18 inches apart.

B. Another way to add diversity to the bluff planting would be to hydroseed or
broadcast the following warm season grass mixture immediately prior to
planting the 'Cape' American beachgrass. Spreading the seed prior to planting
the beachgrass causes the incorporation of the seed as the beachgrass is
planted, due to foot traffic and sand disturbance. This is critical to a good seed
catch. The warm season grass mixture consists of:

Adapted shrubs and vines can be added when the slope is well stabilized with
grass. Species include Bayberry, Rugosa rose, and Beach plum.
Keep all trees pruned to shrub height on the slope. Maintenance of the vegetated
slope will be required on a continuous basis. Remove debris from planted areas;
keep all water diverted from the slope; do not over-irrigate the la~ above; avoid
excessive foot traffic and repair an), damaged or eroding areas.
6. Apply 40 lb/Ac of nitrogen in June ifbeachgrass vigor is declining.

Dear Ms. Young:
An onsite inspection of the bluff erosion on your property revealed the following; the erosion of the bluff
face appears to have been caused by the extensive rainfall we received recently. The extreme weight of the
saturated soil caused the bluff face to shear off There is no indication that this problem was associated with
erosion of the toe of the slope or from runoff flowing over the top edge of the bluff
The soil material that was lost is now sating at the base of the bluffand has created a shelf approximately 20
to 30 feet above the toe of the slope. There are large rocks protecting the toe of the slope so this soil material
should be protected from future erosion after it is replanted to suitable vegetation. A terrace can be built on
this sbelf using 6 X 6 landscaping lies or equivalent building materials to create a platform in order to replace
the soil material lost when the erosion took place and create a flatter slope for revegetation purposes.
The terrace construction can begin as soon as permits are secured, however any fill placement and
revegetation efforts must be delayed until the spring of next year. Follow the revegetation instructions
provided in the enclosed handout entitled: ,gtabilization of Erod~ne Bluffs. A diversity of plantings is the
key to a successful planting because if one species of plants dies back others will be there to fill the void. I
would strongly recommend that the warm season grass mixture be planted first as described in the handout
then the beach grass and adapted shrubs such as bayberry, rugosa rose and beach plum. I have included a list
of suppliers of these plants and seed. Local suppliers include HR. Talmage & Son in Riverhead and Peat &
Son Nursery in Westhampton. Consult the directories for addresses and phone numbers. The warm season
grass seed can be obtained locally from the Long Island Cauliflower Association, 139 Marcy Ave.
