The meeting began at 7:11 p.m. with five LPC members present. Applications: ?? CABERON PROPERTY (Cedars Golf): SCTM # 1000-109-6-15 Location: 765 (e/s) Case’s Lane, Cutchogue Total Acreage: ±6.9 acres Zoned: R-40 CPF: n/a SCTM # 1000-109-5-16.1 Location: 450 (s/s) Cedars Road, Cutchogue Total Acreage: ±6.7 acres Zoned: A-C CPF: n/a Reviewed easement language. Melissa Spiro went over latest version of easement prepared by Land Preservation Committee’s attorney, Mary C. Wilson. Revisions were discussed as were comments received from Ray Huntington. Once Melissa clarifies certain contract language with attorney to committee members’ satisfaction, contract will be sent to seller’s attorney. Informational: ?? Town Board procedure re: Committee Members Al Krupski, newly appointed liaison to the Town Board, explained his view of the procedure that the new Town Board will use for appointing committee members. Terms will be staggered and LPC will be notified of their committee members’ st new term expiration date rather than having most terms end on December 31 in the same year. All those wishing to remain on the committee will need to write a letter to Town Clerk/Town Board seeking re-appointment to the Land Preservation Committee. EXECUTIVE SESSION. MOTION made by John Sepenoski, seconded by Ray Huntington, to direct Melissa Spiro to commission an updated appraisal from Given Associates being that the appraisal on file is from the year 2003. Motion carried 5/0. (Eric Keil recused from vote). END OF EXECUTIVE SESSION ?? Reviewed latest revisions of easement language with phrases added by seller. Seller requested that Ag Structure Area being defined with metes and bounds description and made a part of the Deed of Development Rights Easement. Resolution to set public hearing will be on the 1/17/06 Town Board agenda, providing contract is signed by landowner, setting a public hearing for Tuesday, January 31, 2006. Closing on the development rights easement is expected to take place in early February 2006. ?? Reserve area acceptable to committee members. ?? PALMERI PROPERTY (n/k/a PECONIC LAND TRUST) SCTM #: 1000-56-5-12.1 Location: 945 Budd’s Pond Rd, Southold Total Acreage: 0.56 acre (GIS) Zoned: R-40 FWet: 0 MWet: 0.53 CPF: No Updated re: status Southold Town Trustees’ office had sent letter to Palmeri’s that it would be difficult to build structures on this parcel. In response to this letter, Irwin & Sondra Palmeri sold the property to Peconic Land Trust as a bargain sale in December 2005. PLT intends to sell the property to Town of Southold once the property has been listed on updated Community Preservation Project Plan list that will be going before the Town Board on 1/17/06 to set public hearing for 1/31/06. As the Trustees established that the parcel is unbuildable land, no septic credit is available on the Town’s purchase of this property. Peconic Land Trust has offered the property to the Town also as a bargain sale. Informational: ?? Recent County Closings: Frank Purita (51-3-4.3) and Ronald Terry (20-3-3) ?? Manhansett Avenue/Route 48 (SCTM #1000-34-4-19.1) Melissa Spiro received a telephone call regarding this 18 acre parcel that includes wetlands and is bordered on three sides by Route 48, Manhansett Avenue, and Champlin Place in Greenport. The parcel is listed on the Community Preservation Project Plan. More info is needed. ?? Heaney Family Property (SCTM #1000-34-1-7) Tim Caufield has been in contact with Kevin Heaney who has conveyed messages that the Heaney Family may be interested in donating the property for preservation purposes. The parcel contains extensive wetlands. John Sepenoski directed to include information on this property in the latest update to the CPPP list now being established for a public hearing. ?? Update of Arrieta/Shur property (SCTM #1000-94-3-1.3 & 1.6) Tim Caufield of Peconic Land Trust reported that Arrieta is ready to go ahead with plans for purchase of Shur property but needs reassurance that Town is committed to purchasing development rights. Committee in favor of preservation. ?? Laurel Lake Stewardship Project Copy of memo from Jim McMahon was distributed that gave status of Laurel Lake Stewardship Project as of January 2006. Tim Caufield reports that the Peconic Land Trust anticipates a trail opening for access to Laurel Lake to be completed by Memorial Day weekend 2006. ?? Long Island Ag Forum – January 19 & 20, SCCC Riverhead Campus John Sepenoski and Ray Huntington plan on putting in an appearance at forum. A booth will be set up for informational purposes on the Town’s preservation program. General: ?? Melissa Spiro went over year-end report. Report is incomplete as additional information is needed from John Cushman, Town Comptroller. During 2005, 274 acres were preserved in the Town of Southold by various preservation organizations/programs. EXECUTIVE SESSION. The members re-entered into ??
