POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. Proposed Department of State Agreement re GIS Implementation Southold Town Board Meeting Agenda - March 2, 1999 Page 3 V.~, RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 1. Authorize modification to the Southold Town Police Department 1998 budget for books, photo service, and miscellaneous supplies. 2. Authorize modification to the Public Safety Communications 1998 budget for equipment, maintenance & repairs, and meetings & seminars. 3. Authorize modification to the Southold Town Marine Division 1998 budget for the Fishers Island Bay Constable. 4. Authorize modification to the Southold Town Juvenile Aide Bureau 1998 budget for earnings, equipment, and student supplies, 5. Accept, with regret, the resignation of Arthur Nichols from the position of part~time Van Driver for the Human Services Nutrition Program. 6. Authorize and direct the Town Clerk to advertise for resumes for the position of part-time Van Driver for the Human Service Nutrition Program. 7. Grant permission to Wayne Langer, Eagle Scout Candidate, Troop 6, Southold, to restore the grassland fields on Town property on Marratooka Lake for his project. 8. Accept, with regret, the resignation of Diana Van Buren from the Town Architectural Review Committee. 9. Authorize and direct Supervisor Cochran to execute an agreement with Diversified Technologies Corp. for engineering services for the Fishers Island Sewer District. 10. Designate Electrical Inspectors, Inc. to make inspections of all electrical installations in Southold Town and provide the Town with a Certificate of Liability Insurance in the amount of five million dollars. 11. Rescind Resolution No. 3 of the February 2, 1999 Town Board Meeting authorizing the use of Moore's Lane, Greenport. 12. Grant permission to James Bunchuck, Solid Waste Coordinator, to attend the 1999 Federation of NY Solid Waste Associations Spring Conference April 26 and 27, 1999 in Saratoga, NY. 14. Authorize Supervisor Cochran to execute an agreement with individual instructors for the Spring 1999 Recreation Programs. 15. Authorize Supervisor Cochran to execute an agreement with the NYS Council on the Arts, as part of the Technical Assistance Grant for the Whitaker/Thompson House. 16. Accept the proposal of Albrecht, Viggiano, Zureek & Co., P.C. to conduct an audit of the books and records of the Town and its grant programs for the year ended December 1998. 17. Authorize modification to the General Fund Whole Town 1999budget to appropriate additional funds for Goldsmith Inlet dredging. 18. Authorize the closure of Cases Lane, Cutchogue, August 14, 1999 during the Nineteenth Annual Douglas Moore Memorial Concert. 19. Appoint Abby Cochran and Jaclyn VanBourgondien as youth members of the Conservation Advisory Council. 20. Grant permission to the Southold Town Tree Committee to place advertisements in The Suffolk Times and Traveler Watchman to promote their Memorial Tree Committee. 21. Grant permission for Carol Kalin to attend Law Office Management & Ethics Class, March 3, 1999 (evening) in Hanppauge. 22. Authorize and direct Supervisor Cochran to seek the opinion of the NYS Comptroller as to whether Town checks can be issued on behalf of the Southold Electric Utility Agency; to seek the opinion of the NYS Attorney General as to the rights and powers of a Municipal Electric Utility Agency; and to submit the proposed plan for the Utility Agency to the Federal Energy Regulatory Commission for an opinion on "wheeling in" Iow cost power to residents. 23. Authorize the Superintendent of Highways to lay out the highways in the area to be known as "BROOK LANE AND DRAINAGE AREA" in Southold, as shown on subdivision map entitled "Map of Reydon Court", and authorize the Town Clerk to cause the dedication, release and deed to be recorded in the Suffolk County Clerk's Office. 24. Authorize and direct Supervisor Cochran to execute au agreement with D&B Consulting for profeaaional engineering services to implement the closure of Southold Landfill. Authorize and direct Supervisor Cochran to execute a contract with Terry Contracting, Inc. for delivery of approximately 8,000 cu. yd. of fill.
