address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
1. Authorize modification to the General Fund Part Town 1999 budget for radio airtime in the
Building Department.
2. Authorize modification to the General Fund Part Town 1999 budget for radio equipment in
the Building Department.
3. Authorize and direct the Town Clerk to advertise for Beach and Playground personnel.
4. Authorize and direct Supervisor Cochran to execute an agreement for Yoga Classes for the
Spring 1999 Recreation Program.
5. Rescind Resolution No. 15 of the March 16, 1999 meeting.
6. Sponsor Ann Kudlinski as a Senior Aide under the Suffolk County Senior Employment Title
V Program.
7. Authorize modification to the General Fund Part Town 1998 budget for travel.
8. Grant permission to the Southold Village Merchants Group to use the Municipal Parking

Field on Route 25 for their 4 Annual Craft Fair on May 29, 1999.
9. Accept the bid of H.O. Penn Machinery Co. for one Used Off-Road Truck.
10. Authorize the establishment of the Vault Environmental Improvements Capital Project in the
1998 Capital Budget.

11. Request the enactment of Senate Bill S.2760 and Assembly Bill A.4883, "AN ACT to amend
Chapter 246 of the laws of 1916 relating to the extermination of mosquitoes and the
establishment of districts therefore, in relation to authorization for the amount of the annual
appropriation by the Town of Southold for the Orient Mosquito District."
12a. Agree to participate in the NYS Environmental Facilities Corporation 1996 Clean Water/
Clean Air Bond Act Program called the Financial Assistance to Business Dry Cleaner
Program and authorize Supervisor Cochran to execute any and all necessary documents.
12b. Authorize the filing of an Application with the New York State Environmental Facilities
Corporation and appoint James McMahon, Executive Assistant, as official representative of
the Municipality.
13a. Determine that the Marratooka Lake Wildlife Habitat Incentives Program is a Type Il Action
pursuant to the SEQRA Rules and Regulations set forth in 6NYCRR, §617.5(c)(6) and
Chapter 44 of the Southold Town Code.
13b. Authorize and direct Supervisor Cochran to execute an agreement with the U.S. Department
of Agriculture, Natural Resources Conservation Service, as part of the Marratooka Lake
Wildlife Habitat Incentives Program.
14. Authorize and direct Supervisor Cochran to execute agreements with Lighthouse Security
Inc. for the Annual Service Contract and Annual Station Monitoring Contract.
15. Authorize modification to the 1998 Employee Health Plan budget to cover overexpended
appropriations.
16. Authorize modification to the General Fund Whole Town 1999 budget for the
Transportation Committee.
17. Authorize modification to the General Fund Whole Town 1999budget for insurance
recoveries.
18. Establish a Capital Reserve Fund for the 2% Land Transfer Tax.
19. Authorize and direct Supervisor Cochran to execute an agreement with Sidney B. Bowne &
Son LLP, for assistance for construction phase services for the Peconic Landing Project.
20. Grant permission to Town Clerk Elizabeth A. Neville to attend the NYS Town Clerks
Association at Syracuse on April 25-28, 1999.

Appoint Charles M. LaCour as part-time deckhand for the Fishers Island Ferry District.
Increase the salaries of employees of the Fishers Island Ferry District for the 1999 calendar
year.
Authorize and direct Supervisor Cochran to execute an EISEP contract extension with the
Suffolk County Office for the Aging.
Request Senator LaValle and Assemblywoman Acampora to join with Assemblyman Parment
to sponsor a bill to expand Prior Notice Laws.
Authorize modification to the General Fund Whole Town 1999 budget.
Allow Joyce Wilkins to exceed five hours per week for the Land Preservation Committee
during January and February 1999.
Waive the fee for grass clippings taken into the landfill by residents and contractors, effective
immediately.
Authorize and direct the Town Clerk to advertise for bids for the improvements to the
heating, ventilation and air conditioning in the Records Vault and Storage rooms.
Grant permission to the Southold Fire Department to use the Whitaker/Thompson House for
"Search and Rescue Training" causing no damage to the house.
Grant permission to Personnel Assistant Barbara Rudder and Senior Citizen Program
Supervisor Karen McLaughlin to attend the 1999 Regional Loss Control Conference April 6
in Jericho.
Approve notification of County Executive Gaffney that we support his veto of Suffolk
County Legislature bills regarding tax bills.
32. Hire Assistant Town Attorney.
