POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 1. Grant permission to the Cutchogue Fire Department to use Town Roads for their annual Halloween Parade on October 31, 1999 2. Authorize modification to the General Fund Whole Town 1999 budget for Justice Court equipment and travel. Proclaim October 25-29, 1999 to be "School Board Recognition Week". Authorize Supervisor Cochran to sign the 2000 Individual Program Application for the Southold Youth Services Program for grant funds. Declare a 10' x 36' office/construction trailer as surplus property and authorize and direct the Town Clerk to advertise for bids for purchase and removal. Grant permission to Dets. Burke and Conway to attend the 142"a Eastern Armed Robbery Conference in Smithtown, November 4 and 5, 1999. Authorize modification to the Police Division, Vehicle Impound 1999 budget to cover insufficient funds. Authorize the Island Group Administration to pay the medical bill of an employee, which bill was submitted by the provider more than 30 days after service. Request the Suffolk County Department of Public Works to conduct a traffic study at the intersection of Depot Lane and County Road 48, Cutchogue, to determine whether a traffic signal should be installed. Reject all bids on the construction of a Salt/Sand Storage Facility and re-advertise for bids. Reject all bids for the Upgrade and Construction of a new Southold Town Police Department Communications Center and re-advertise for bids. Request the Suffolk County Department of Public Works to conduct a traffic study at the intersection of Youngs Avenue and County Road 48, Southold, to determine whether a traffic signal should be installed. 14. Authorize emergency repairs to MV RACE POINT, as requested by the Fishers Island Ferry District Board of Commissioners. 15. Accept the resignation of Timothy Keating as full time Ferry Captain, as requested by the Fishers Island Ferry District Board of Commissioners. 16. Appoint George E. Refer the Change of Zone Application of Stephen King to the Southold Town Planning Board and the Suffolk County Planning Commission. 20. Authorize the Town Clerk to advertise for bids for certain items for 2000 21. Grant the change of title of Joseph Corbin from Automotive Equipment Operator to Heavy Duty Equipment Operator, per the recommendation of the Superintendent of Highways. 22. Authorize modification to the General Fund Whole Town 1999 budget for office equipment in the Town Attorney's Office. 23. Authorize modification to the Solid Waste District 1999budget for tires. 24. Authorize modification to the Solid Waste District 1999 budget for supplies. 25. Authorize modification to the Solid Waste District 1999budget for scrap tire removal. 26. Adopt the 2000 Community Development Block Grant budget. 27. Declare lead agency in the "Peconic Lane Park" development, determine that there is no potential significant adverse impact on the environment, and issue a negative declaration for the project. 28. Adopt Bond Resolution authorizing the original improvement and embellishment of a new public park and recreational area on Peconic Lane, appropriating a maximum of $275,000. 29. Authorize and direct Supervisor Cochran to execute the necessary agreements with Delta Computer Maintenance Inc. 30. Adopt "A Local Law on Fire Prevention and Building". 31. Declare lead agency in the matter of the purchase of development rights in the agricultural lands of Lieb Vineyards, SCTM #1000-83-3-2, determine that there is no potential significant adverse impact on the environment, and issue a negative declaration for the action. Declare lead agency in the matter of the purchase of development rights in the agricultural lands of Barbara Shinn and David Page, SCTM #1000-100-4-3, determine that there is no potential significant adverse impact on the environment, and issue a negative declaration for the action. 34. Elect to purchase the development rights in the agricultural lands of Barbara Shinn and David Page, SCTM # 1000-100-4-3. 35. Declare lead agency in the matter of the purchase of development rights in the agricultural lands o£George T. Conway, SCTM #1000-63-1-1.5, determine that there is no potential significant adverse impact on the environment, and issue a negative declaration for the action. 36. Elect to purchase the development rights in the agricultural lands of George T. Conway, SCTM #1000-63-1-1.5. 37. Declare lead agency in the matter of the purchase of development rights in the agricultural lands of Catherine and John Sidor, SCTM #1000-107-10-3 and 1000-107-10-6, determine that there is no potential significant adverse impact on the environment, and issue a negative declaration for the action. 38.
