POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. M. to 4:30 P. M. Town Board Work Session. 1. Request for refund of building permit fee 2. Account Clerk in Town Clerk's office 3. Set date for interviews for Personnel Assistant 4. Request for payment of past due bill for training in Assessors Office 5. Consider creating position of Senior Justice Court Clerk and establish salary scale 6. Proposed contract for environmental engineering services re Laurel Links project V.~. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 1. Grant permission to Det. Martin Flatley to attend Magloclen Conference April 17-21, 2000 in Cleveland, OH. 2. Accept the proposal orNADE for 2000. 3. Accept the resignation of Ed Dart from the Architectural Review Board. 4. Authorize the Town Clerk to advertise for members of the Architectural Review Board. 5. Accept the resignation of Ed Dart from the Tree Committee. 6. RESOLUTIONS - Cont. Authorize the Town Clerk to advertise for bids for one new airless pickup mounted striper for Highway Department use. Authorize modification to the Solid Waste District 2000 budget. Authorize modification to the Fishers Island Ferry District 1999 budget. Approve security system for Town Hall. (HOLD) Authorize Supervisor Cochran to execute a contract with Dvirka & Bartilucci for development of a yard waste composting plan, engineering report and submission of a Part 360 permit application and design. Determine that requests for refund fees from the Town Clerk less than a certain amount shall not be brought before the Town Board for action but shall be approved by the Town Clerk and refunded by the Accounting & Finance Department. Determine that it is in the public interest to purchase a new payloader for the Solid Waste Management District, order specifications prepared, and order financing through trade-in's and the issuance of serial bonds of the Town. Request the NYS DOT to do a traffic study for the purpose of lowering the speed limit in the area of Oaklawn Avenue and Route 25 in Southold. Accept the bid of East Coast Mines & Materials Corp. to supply screened sand for ice control and highway maintenance to the Southold Highway Department. Accept the bid of Electro Environmental Technologies to remove, transport, and dispose of scavenger waste fi-om the Scavenger Waste Treatment Facility. Authorize refund of $100 to Alfred VonHassel for an unused Building Permit fee. Authorize payment of a bill to the Suffolk County Community College for courses taken by the Assessors and staff. Create the position of Senior Justice Court Clerk and establish salary scale. Authorize Supervisor Cochran to execute an Agreement with Nelson, Pope & Voorhis for work required for the environmental engineering services related to the Laurel Links project, Southold Town Board Meeting Agenda - February 29, 2000 Page 4 22. 23. 24. RESOLUTIONS - Cont. Approve agreement with Shelter Island to loan our trommel screener and borrow their reed screener for two weeks. Appoint Lynda Bohn to the position of Account Clerk in the Town Clerk's Office. Determine that the change of zone of Stephen King property, SCTM # 1000-122-3-6, from R-40 to General Business would have no potential significant adverse impact on the environment and issue a negative declaration for the action. Approve the Change of Zone Application of Stephen King, SCTM #1000-122-3-6, from R- 40 Residential District to General Business District. VI.
