TIlE ESTIMATED MAXIMUM COST AT THE TIME OF BID WAS $74,800. It is the lowest responsible bid in that it meets the Town specifications in all respects. The bid of Spector Manufacturing, while lower, fails to meet specifications as described below. LOW BIDDER EXCEPTION The apparent low bidder, Spector Manufacturing of Saint Clair, PA, fails to provide an authorized service dealer within 50 miles of Cutchogue, as required. While Spector claims to meet this requirement, the dealer they identify as doing so, Gabrielli of Medford, LI, denies being an authorized dealer for Spector, and in fact states explicitly that they will not perform work under warranty to Spector Manufacturing. While they will perform non- warranted work, Gabrielli indicates that they frequently have difficulty getting certain parts for Spec Tec trailers on a timely basis for their customers. This is precisely why the District's specifications included the authorized dealership requirement. With only one walking floor trailer in its fleet, the District needs to have the assurance of full parts availability and/or the swift completion of any necessary service. It is for this reason I recommend the selection of the Steco walking floor trailer from Suffolk County Brake Service at a net cost of $62,990. ELIZABETH A.
