PROJECT NARRATIVE
The Town of Southold acquired the historic Whitaker-Thompson house located at
52875 Main Road in Southold on September 14, 1998. The location of the house,
adjacent to the Southold Town Hall, offered the Town Government an opportunity
to expand it's overcrowded existing building and sparked much debate about the
future of the house within Town Hall and in the community. After considering a
wide variety of options the town Board and Supervisor have committed themselves
to a plan of adaptive ruse and historic preservation for this significant historic
structure. The existing house will not be altered or expanded but its present 3,355
square feet of floor space will be converted from its former residential use to use as
Town offices, small meeting rooms and exhibition galleries, showcasing the story
of Southold Town from its founding in 1640.
The Whitaker-Thompson house, known locally as "The Anchorage" is best known
as the former home of Southold Town's first historian, Dr. Epher Whitaker, who
also served as pastor of Southold's First Presbyterian Church in the late nineteenth
century.
Located prominently on the northeast comer of Main Road and Horton's Lane in
S outhold's National Register Historic district, the adaptive reuse and exterior
restoration of this house will be an extremely important part of the Town of
Southold's plan to preserve and enhance a highly visible part of Southold's
principal historic district. The careful and authentic restoration of this historic
structure will help set the standard for future restoration projects along the length
of Main Road in Southold.
The house was originally built in about 1790 as a three quarter plan, one and one-
half story gable roof cottage that is typical of many such cottages on Long Island's
North Fork. Subsequent members of the Whitaker and Thompson families built
additions to the original structure, extending the cottage's gable roof to the east in
about 1860 and adding a full two and a half story wing to the west in about 1890.
The house survives today with most of its late nineteenth century additions.
By the time the Town of Southold acquired the house in 1998, the last owner had
divided the building into three separate apartments. At the time the house was
converted to multi-family use, the original wooden window sash were removed
and replaced with single light double hung aluminum replacement windows, and
the original clapboard siding was covered with aluminum siding. Over the years
the roof has been covered with two layers of asphalt shingles nailed over the
original wood shingles, The last layer of asphalt shingles is in an advanced state of
deterioration and has begun to leak causing serious damage to the interior
plasterwork in the original portion of the house. The Victorian cornice gutters
have been covered over by later re-roofing projects and modem aluminum gutters
have been installed at the eves,
Years of minimal and deferred maintenance have taken their toll on this important
house, but the proposed restoration by the Town of Southold will assure its
preservation for the enjoyment of future generations. All work proposed to be
done on the house will carefully conform to the Secretary of the Interior's
standards.
Included in the proposed restoration and adaptive reuse for the tfouse are all new
mechanical systems including heating, air conditioning, electrical wiring and
plumbing; as well as a new kitchen and bathrooms. All new work will be done in
such a way as to preserve as much historic interior woodwork as possible so that
visitors to the house will be able to see all the various periods of construction that
the house went through.
The exterior of the house is to be restored to its circa 1890 appearance. A number
of historic photographs taken at the turn of the twentieth century exist and will
guide the accurate restoration of the house's exterior. Restoration work to be done
on the exterior inclu_des the removal of all aluminum siding and repair work to the
original wooden clapboard siding; the removal of all aluminum replacement
windows and the custom millings of wooden sash to replicate the original; the
milling of custom adjustable louver shutters to match those seen in the historic
photographs and to be hung on appropriate period type hardware; the restoration of
three small doorway porches also seen in the historic photographs; Note: No
ground disturbance will occur as part of this restoration project other than
exposing the original brick support piers of the three porches, the restoration of the
house's wooden shingle roof and built-in cornice gutter system; a scientific
analysis of the house's exterior paint colors from the circa 1890 period and the
repainting of the exterior in those colors; the reconstruction of the now missing
picket fence along the Main Road side of the property as seen in the historic
photographs.
The Supervisor and the Town Board members of Southold Town are committed to

This report is submitted in compliance with our agreement signed July 9, 2001. It presents our
findings regarding the structural inspection and study of the subject building.
BACKGROUND
The Whitaker-Thompson house is considered to be a building of some historical significance. In
the course of its history it has served as a single family home and has also been modified to
function as a multi-family structure. Construction features appear to reveal that the mid section of
the building is the oldest and is likely to be the "original" building.
Currently the building is not occupied and has fallen into disrepair. To the best of our knowledge,
its last use was as a multi-family building. In that use, several years ago we conducted an
examination of it for a previous client. Since that time it has fallen into greater dedine.
It is important to note that our mission in conducting this study was not to evaluate any historical
aspects of the building. Rather, we have solely looked at its structural functionality, and reported
only on that. The absence of a discussion on the building's historical nature and elements should
not he construed as ignoring them. We leave it to appropriately qualified preservationists to pass
judgement on the quality of the structure in view of its history and current state of repair.
Because the Town's anticipated futura use of the building might include placing it in service as a
C1 Business Occupancy/Use Construction Classification structure, conformance or non-
conformance with the structural needs of that classification was undertaken.
On the basis of our knowledge of the building, we believed the single most important factor to
evaluate wes its capability to handle the live loads associated with such an occupancy. Live
loads are those stemming from people and furnishings placed in a structure. Other loads include
dead loads (the weight of the structure itself), seismic loads, snow loads, and wind loads, in a

building like the VVhitaker-Thompson house, deficits in the ability to handle live loads are judged
to be among the most costly to correct.
Additionally, all loads must eventually be handled by the foundation system. So an examination
of the foundation and a review of soil conditions was also undertaken.
Applicable live loads in the C1 Business Occupancy Classification are as follows:

In reviewing this data it is apparent that the minimum live load carrying ability is 50 pounds per
square foot (PSF). Unless the future design can be very specific about placement of normal
office space, business machine equipment, cenidors, etc., beginning an examination for
adequacy assuming a typical live load value of 100 PSF was viewed as prudent. That is the
approach we follc-.-.~.c-J. We have, however, referenced 50 PSF in some cases.
It should be further noted that where we refer to "total load" we mean the sum of the "dead load"
plus the "live load.' In some oases our analysis was forced to consider the total load only
because tho live load capability was found to be so marginal.
Our methodology was as follows:
· Physical site inspection conducted over several days to examine basic structure on day one,
foundation system on day two, and soils on day throe.
· Office study, including tho approximated modeling of our findings on a structural engineering
computer program to calculate various theoretical load carrying capabilities of the existing
structure. Such theoretical loads do not necessarily consider the etfects of detedoration from
wood destroying insects, decay, etc. Hence when a theoretical value is shown to be less
than that necessary, the problem may be further compounded by wood deterioration
conditions found in many older structures. Similarly, even accep~bie theoretical values may
be adversely impacted by such wood deterioration conditions,
· Development of a report of findings and conclusions.
FINDINGS
FOUNDATION and SOIL
The western foundation area forms a cellar under the building. It consists of old brick masonry.
Some of the foundation construction appears to involve aspects of an old cistern or cisterns.
Some areas of the foundation have been breached and are broken. Because the most western
pert of the foundation is offset to the interior and a small crawl space exists beyond, it is likely that
pert if not all of this end of the building was originally constructed over a crawt space that was
deepened to form the cellar.

This port of the foundation wall generally is two wythes wide, approximately 7 feet 2 inches high,
and retains approximately 6 feet of exterior soil.
The front, central cellar area employs foundation construction that includes rubble stone set with
mortar. AbOve the stone approximately five to eleven courses of brick masonry have been
placed. There is evidence of cracking of sections of the brick.
The rear, centmt foundation area and the eastern end of the structure include earth floor crawl
spaces. Foundation construction consists of brick masonry, some of which has been laid up
without mortar. Most of the mortar in this area was found to have become considerably
weakened and can be easily removed.
Spof-excavation around the perimeter of the building found the masonry to be quite deteriorated.
Depth of excavation vaded from 12 to 30 inches, but this generally was found to apparently locate
the bottom of the foundation. In virtually all cases below ground masonry in direct soil contact
had deteriorated to the point of having questionable load canying capability. In no case did our
excavation reveal the presence of a wall footing.
We did not undertake soil bodngs. Rather, wa used two different typo ponetrating devices to
approximate the load carrying ability of the soils beneath the structure. In general, it appears a
value of approximately 4000 pounds per square foot was the prudently interpreted representative
finding.
FRAMING
Whitaker-Thompson house is a wood framed structure. The ~dest port of the building appears to
employ post and girt or braced frame oonstructioo. The east and wast ends employ more
conventional stud wall framing that may incorporate balloon or platfoml features.
First Story Floor Structure
The first floor west end structure employs flour joists that are theoretically capable of a live load of
91 PSF. However, girder support of parts of the floor structure is only capable of 15 PSF live
load. Hence while some framing is relatively strong indepondent of its means of support, the
actual support Itself does not permit recognizing the full structural capobility of what it carries.
This is also an area where termite damage to floor framing north of the chimney base was noted.
A similar condition occurs at the front, central first floor area. Here the flcor joist framing is
theoretically capable of 100 PSF live load but a central supporting member for it is only capable
of 15 PSF total load. A secondary issue in this area involves the long term and chronic water
leak taking place at the water service piping. Ensuing dampness from evaporation of the leaking
water has raised the moisture content in the wood framing to values of 68 to 87 percent. These
values are three to four times the maximum value acknowledged to be problematic for
preservation of wood from the effects of wood decay. Decay fungus organisms are visible on
ports of the framing. The rear, central crawl space also appears to have considerable decay
fungus organisms present.
The first floor east crawi space floor joists ware found to he theoretically capable of a live load of
57 PSF.

Second Story Floor Structure
The second story west end floor structure was found to have a theoretical live load capability of
47 PSF.
The central second story floor framing was found to have a theoretical t0ta/load carrying
capability of 18 PSF.
The second story east end floor structure was found to have a theoretical live load capability of 24
PSF.
Roof Structure
West end roof framing was found to have a theoretical totalload cam/ing capability of 19 PSF.
Central roof framing was found to have a theoretical live lead capability of 30 PSF.
East end roof framing was found to have a theoretical total lead capability of 15 PSF.
Visual Findings Applicable to the Wood Frame Structural System
A bullet list of framing deficiencies noted dudng our fieldwork included the following:
· Structural components poorly reinforced in an attempt to con.ct past problems.
· Water damaged framing in the vicinity of plumbing installations.
· Inappropriate wood post support of load carrying beams.
· Inappropriate base support of load carrying vertical wood members.
· Poor connection of floor joists to beams by inadequate toenailing of the membem.
· Inappropriate headering at some window and doorway locations, affecting load canying
capability at these areas.
· Absence of ddge support at some roof framing.
· Horizontal shear splits and some cracks noted in roof rafters.
· Roof framing damage has occurred from roof covedng failure and leakage.
WOOD DESTROYING INSECT AND ORGANISM OBSERVATIONS
While no active wood destroying insect problem was noted in the building, past damage from
termites was relatively widespread. It included termite damage to floor joists north of the chimney
at the west end. Termite damage was also found in upper reaches of the building, specifically
within framing at the east wall of the western hallway.
Long term dampness and chmic water leakage has exacerbated wood decay by providing an
environment conducive to wood decay organism development. The high moisture levets found in
the framing over the cellar and crawl space coupled with the presence of mold and fungus
demonstrates that decay and potential decay conditions have affected considerable parts of the
framing.
NEW YORK S TA TE ENERGY CONSERVATION CONS TRUCTION CODE COMPLIANCE
The present structural system contains a considerable amount of blown in place insulation.
Where specific observation could be made, the material has not always consistently filled the
areas into which it was blown. Even if the areas ware completely filled, the wall and roof

structures could be expected to have an R-value of approximately 11. This is considered to be
less than present day requirements.
In addiiton, floor framing over the collar and crawl space areas has no insulation.
ENVIRONMENTAL ISSUES
Although environmental issues do not generally affect the structural aspects of buildings, work
planned for a building's structure can be impacted by such conditions. There are at least three
conditions we detected at this site that must be further evaluated and managed in order to plan
any structural rehabilitation. They are:
1. The apparent presence of an underground fuel oil storage tank at the northwest exte~or
comer of the building. A strong odor of fuel oil is apparent in the cellar soil near the tank
location, and the soil appears stained. Foundation work ultimately planned near the tank
must consider the tank's condition before proceeding.
2. Remnants of likely asbestos-containing insulation noted over the collar floor. Only laboratory
testing can contirm the presence of asbestos, but the observed matedal in our experience
has proven positive for asbestos content. The debds we obsen/ed was considered to be
fdabie and, if shown to contain asbestos, is likely to require appropriate abatement and clean
up before any work can proceed in the cellar and crawt space area.
3. Past spot checking using wet chemistry detection swabs for lead containing paint proved to
be positive. Although not an unusual finding in older buildings, any planned demolition work
should be managed in a manner consistent with reducing the dsk of exposure and
contamination for personnel and surrounding areas.
CONCLUSIONS and RECOMMENDATIONS
The present foundation is exhibiting deterioration that is affecting its ability to can'y the currently
imposed loads. It does not appear to have foutings and is not sufficiently deep in the ground in
many areas to lessen the impact of frost damage. It would be unwise to expect that a foundation
that is an amalgam of materials in some areaS will competently carry the increased loads from a
new use. Deteriorating bdck and mortar will not provide good sen/ico with increased axial loads.
Deterioration-related weaknesses in the matedal compromise its ability to resist laterally induced
loads from retention of soil.
Installation of a new foundation will result in a safer and more reliable means of transferring
building loads into the ground.
No part of the first floor structure has the capability to handle a live load of 100 PSF, although
approximately one third of it (the eastern end) has the necessary minimum capability of 50 PSF.
VVhile some areas owe their weakness to structural members that may he relatively simple to
replace or reinforce, other areas would demand considerable rebuilding. Beer in mind that any
rebuilding work will necessarily require nearly individualized examination of each existing member
and its connections to ensure proper integrity.
No part of the second floor structure has the copability to handle a live load of 100 PSF.
Approximately one third of it (the westem end) could, with some modifications, be made to
achieve the minimum capability of 50 PSF.
One third of the roof structure appears to comply with the needed Icod canying capability. The
remaining areas have insufficient strength.

Preventive treatment measures and repair must be undertaken to con'ect wood destroying insect
and organism conditions.
Environmental dsk aspects at this property must be further evaluated mgardlese of the final plan
for the building. Of the throe cited, the underground fuel oil storage tank condition is the most
important to assess, as its implications are the most costly from the standpoint of present do/lam.
Depending on the decision regarding the building's future, management of the possible asbestos
and lead paint issues can he planned.
Lastly, a consideration of specific building use from an amhitectural standpoint would need to he
coordinated with the structural findings not only to ensure placement of areas of loading
coincident with framing capable of supporting them, but to ensure that appropriate ceiling heights
could he achieved as well. Some ceiling heights currently available in the building am likely to
conflict with those needed for partJcutar uses.
It has been our past experience that the cost for the work discussed here exceeds the cost for
achieving similar requirements in new construction, as well as the cost of demolition and removal
of the present structure.

ARTICLE IX, Hamlet Business (HB) District [Added 1-10-1989 by L.L. No.
1 -'1989EN('1)]
§ 100-90. Purpose.
The purpose of the Hamlet Business (HB) District is to provide for business development in the
hamlet central business areas, including retail, office and service uses, public and semipublic
uses, as well as hotel and motel and multifamily residential development that will support and
enhance the retail development and provide a focus for the hamlet area.
§ 100-91. Use regulations.
In the HB District, no building or premises shall be used and no building or part of a building
shall be erected or altered which is arranged, intended or designed to be used, in whole or in part,
for any uses except the following:

No. 3-1995] Permitted uses. The following are permitted uses and, except for those uses
permitted under Subsection A(1), A(2) and A(19) hereof, are subject to site plan approval by
the Planning Board:
(1) Any permitted use set forth in and regulated by § 100-3IA(I) and (3) of the
Agricultural-Conservation District.

(13) Repair shops for household, business or personal appliances, including cabinet shops,
carpenter shops, electrical shops, plumbing shops, furniture repair shops and bicycle and
motorcycle shops.
(14) Custom workshops.
(15) Bus or train stations.
(16) Theaters or cinemas (other than outdoor).
(17) Libraries or musemns.
(18) Laundromats.
(19) Bed-and-breakfast uses as set forth in and as regulated by § 100-3 lB(14).
B. Uses permitted by special exception by the Board of Appeals. The following uses are
permitted as a special exception by the Board of Appeals as hereinafter provided, subject to
site plan approval by the Planning Board:
(1) Any special exception use set forth in and as regulated by § 100-31B(3) to (6) and (13)
and (14) of the Agricultural-Conservation District.
(2) Multiple dwellings and townhouses.
(3) Motel and hotel uses as set forth in and regulated by § 100-61B(4) of the Resort
Residential (RR) District, except that minimum lot size shall be three (3) acres.

(4) [Amended 12-12-1989 by L.L. No. 23-1989] Apartments may be permitted over retail
stores and business, professional and governmental offices, subject to the following
requirements:
(a) The explicit written approval of the Town Fire Prevention Inspector shall be
obtained for the design, location, access and other safety-related elements of every
such apartment. No apartment shall be permitted over filling stations, stores retailing
flammable or fume-producing goods, restaurants or other businesses with kitchens or
other facilities producing intense heat or any other establishment which the Fire
Prevention Inspector determines to pose a greater-than-average built-in fire risk.

(b) The habitable floor area of each apartment shall be at least four hundred fifty (450)
square feet, but in no case more than seven hundred fifty (750) square feet. The
apartment shall not be located on the first floor of the building, and the apartment
shall contain all services for safe and convenient habitation, meeting the New York
State Uniform Fire Prevention and Building Code and the Sanitary Code.
(c) There shall be no more than three (3) apartments created or maintained in any single
building.
(d) Each apartment, or common hallway servicing two (2) or three (3) apartments, shall
have a separate access to the outside of the building, which must be distinct from the
access to uses on the first floor.
(e) Each apartment shall have at least one (1) on-site off-street parking space meeting
the standards of this chapter, conveniently located for access to the apartment.
(f) Only the owner of the building in which it is proposed to locate the apartment(s) may
apply for this special permit. The Board of Appeals shall require that such applicant
execute such agreements, contracts, easements, covenants, deed restrictions or other
legal instruments muning in favor of the town as, upon recommendation of the Town
Attorney, the Board shall determine to be necessary to ensure that:
[1] The apartment, or any proprietary or other interest therein, will not be sold to the
tenant or any other party, except as part ora sale of the entire building in which
the apartment is located.
[2] The apartment is made available for year-round rental.
[3] The apartment is properly constructed, maintained and used, and unapproved
uses are excluded therefrom.
[4] Any other condition deemed reasonable and necessary to ensure the immediate
and long-term success of the apartment in helping to meet identified housing
needs in the community is complied with.
Boarding and/or tourist homes as set forth and regulated by § 100-61B(5) of the Resort
Residential (RR) District. [Amended 2-7-1995 by L.L. No. 3-1995]
Fraternal or social institutional offices or meeting halls.
Drinking establishments.
Public garages.
Funeral homes.

(11) [Added 5-16-1994 by L.L. No. 9-1994] Takeout and formula food restaurants, subject to
the following requirements:
(a)
Adequate parking shall be provided in accordance with that required by Article XIX,
Parking and Loading Areas, of this chapter. All parking spaces shall be located
within reasonable walking distance of the site or three hundred (300) feet, whichever
is less. The improvement or development of municipal parking may be used to
satisfy this requirement. The adequacy of municipal parking shall be determined by
the Planning Board as part of its site plan review procedure by conducting a parking
survey of the capacity of the existing municipal parking area to accommodate the
projected increase in usage due to the introduction of the subject land use.

An assessment of the potential traffic impacts of the proposed use must accompany
the long environmental assessment form. The appropriate mitigation measures must
be incorporated into the site plan.
(c) There shall be no counter serving outdoor traffic via a drive-in, drive-through,
drive-up, drive-by or walkup window or door.
(d) Exterior signage shall conform in all respects to Article XX, Signs, of this chapter
and, further, may not be lit fi-om within.
(e) Advertisements, including trademark logos, may not be affixed, painted or glued

Historic Whitaker - Thompson House
A suggested new use may be defined as the Southold Historical and Cultural
Fun Center. A museum-like use that would allow the interior to be restored and
remain intact. The many small rooms offer an opportunity and flexibility to
create viewing rooms and "separate" use areas.
· Of course the structure should remain in the exact location it is in today and
could be restored to the gorgeous condition shown in the second photograph of
the RFP (including the wonderful fencing and "landscaping"). The front yards
may be utilized as areas for small scale sculpture displays.
· I visited a small two-story Historical Building in Bermuda last April. This
structure was used as a learning place/museum to explain Bermuda's role in the
American Civil War. Although this was not a "Fun" Center, it was absolutely
beautiful and effective. As one walked into this building, you could not help but
feel you were back in the past. This "environment" helps visitors focus on the
displayed material and to really understand the conditions of Bermuda and it's
relationship with the North and the South.
· The First Floor may focus on the history of Southold; how about a giant potato
displayed in the "Lobby" that several people can sit in and observe a tremendous
5 minute film about the Southold farming industry. The local High Schools have
programs that allow students to create video films. A rotating set of films may
be installed for viewing.
· How about an intense Transportation/Commerce Room to document the
"circulation" and industrial history of Southold. An enormous train set, street
travel, and flight history models would be interesting to any age visitor.
· The Second Floor must be u~llzed and may display local talent in art,
photography, sports, music, film/video, sculpture, etc,. Local schools could have
rotating displays for children's work. Maybe a huge sit-in clam with ear phones
for listening to local music production. Second Floor rooms may also be used for
small Art and Music classes.
* Did I mention a neat Gift Shop that sells only local "manufacturers" handmade
merchandise.
· A working blacksmith in the restored Barn/Garage.

STATEMENT OF INTENT:
Our proposal for the Whitaker Thompson House is based on the Town of
Southold requirements for additional office space. We intend to provide the town with
office space in the Whitaker House including the construction of a 22' x 30' two story
addition.
This custom designed office space will be leased back to the town of Southold at fair
market rates, along with a future buy back option.
The process we will use in restoring the Whitaker House is the same one used in
our recent restoration/renovation of the "Joseph Horton House" located on Main Rd. in
the historic district of Southold.
PROCESS:
The project will consist of the following.
Demolition with sensitivity to preservation.
a. Peel off the layers exterior and interior.
b. Salvage all trim, wood, doors, & hardware where possible.
Stabilize the structure
a. Evaluate structural defects to accommodate the use of the building as a
government office.
b. Renovate to correct structural defects.
3. Exterior restoration with a period approach (ca. 1890).
a. Restore or replace clapboard siding
b. Reconstruct porches and trim
c. Replace windows
d, Install period appropriate gutter system
e, Install picket pence on south & west side
Interior restoration where possible and renovation or alteration to meet new
use,
a. Recondition or replicate interior trim paneling, doors and stairways.
b. Recondition or replace floors as needed.
c. Redesign of interior spaces to accommodate government offices, i.e.
handicapped access.
d. New mechanical systems: Electrical, Plumbing, HVAC, Pre-wire telephone
& cable.
New 22' x 30' two stow addition on the rear of the building for additional office
space. This space will include an elevator and toilet for handicap access.
The basement of the addition will be built to provide secure and conditioned
space for archival storage.
6. Donation of the historic Carriage house (ca. 1810 to 1820) to the Southold
Historical Society.
PROPOSAL:
We propose to offer $1501000.00 to purchase the building and land. Alt
construction as described in our "Process" witl be completed with private funds.
Proposal will be contingent upon the Town of Southold providing a "Letter of Intent to
Lease the Building'L.
CONCLUSION:
The Town of Southold will be included in the planning process regarding
placement and use of the office spaces. We intend to bring the building up to the current
State Building Code where possible, consistent with sensitivity to the historic aspects of
the building.

THE TOWN OF SOUTHOLD REQUESTS
THE PUBLIC'S INPUT AND PROPOSALS REGARDING THE RESTORATION
OF THE HISTORIC WHITAKER HOUSE
The Town of Southold invites the public to submit their ideas for the reuse and
rehabilitation of the historic Whitaker House. Southold welcomes all submissions and
encourages its own citizens to actively participate in the process. The Town of Southold
owns the Whitaker house and property and decided that restoring it is an imperative. The
Whitaker house was initially purchased by the town as a potential expansion site for
Town Hall. However, the current Town Board has determined that such an expansion
would not be the most economically viable solution for the restoration of the property. To
that end, the Supervisor and Town Board are interested in the ideas and input of the
citizens of Southold and the general public for the reuse of the Whitaker House and
property.
The Whitaker House property comprises approximately one acre in the Town of
Southold. It is located immediately west of Southold Town Hall in the town's Historic
District. It stands on the northwest comer of the intersection of Main Road (Route 25)
and Horton's Lane. The house, constructed in stages beginning ca. 1790 - 1890, is listed
on the State and National Register for Historic Places. The persons eventually responsible
for rehabilitating the Whitaker House and property would agree to retain the historic
character of the building and to restore the accompanying historic carriage house ca.
1810-20.
Some of the suggestions for restoring the property might include the sale of the building
into private ownership or the expansion of local government facilities for public use or
removal to another site. The proposed ideas should be compatible with the local HB
District zoning regulations and current building codes and regulations. All ideas
concerning the preservation of the historic structures will be given serious consideration.
An information package about the building and its condition may be obtained at the
Town Clerk's Office (contact by phone at 631-765-1800). Written letters of response
including (1) a one page (maximum) cover sheet including the interested party's contact
information, and (2) a one page (maximum) summary sheet, with any further details
about the proposed idea and its scope included as attachments, are requested by

PROJECT NARRATIVE
The Town of Southold acquired the historic Wbitaker-Thompson house located at
52875 Main Road in Southold on September 14, 1998. The location of the house,
adjacent to the Southold Town Hall, offered the Town Government an opportunity
to expand it's overcrowded existing building and sparked much debate about the
future of the house within Town Hall and in the community. After considering a
wide variety of options the town Board and Supervisor have committed themselves
to a plan of adaptive ruse and historic preservation for this significant historic
structure. The existing house will not be altered or expanded but its present 3,355.
square feet of floor space will be converted from its former residential use to u~ as
Town offices, small meeting rooms and exhibition galleries, showcasing the ~{t~ry
of Southold Town from its founding in 1640.
The Whitaker-Thompson house, known locally as "The Anchorage" is best ~known
as the former home of Southoid Town's first historian, Dr. Epher Whitaker, who
also served as pastor of Southold's First Presbyterian Church in the late nineteenth
century.
Located prominently on the northeast comer of Main Road and Horton's Lane in
Southold's National Register Historic district, the adaptive reuse and exterior
restoration of this house will be an extremely important part of the Town of
Southold's plan to preserve and enhance a highly visible part of Southold's
principal historic district, ri'he careful and attthentic restoration of this historic
structure will help set the standard for future restoratiou projects along the length
of Main Road in Southold.
The house was originally built in about 1790 as a three quat~ter plan, one and one-
half story gable roof cottage that is typical of many such cottages on Long Islaud's
North Fork. Subsequent members of the Whitaker and Thompson families built
additions to the original structure, extending the cottage's gable roof to the east in
about 1860 and adding a full two and a half story wing to the west in about 1890.
The house survives today with most of its late nineteenth century additions.
By the time thc Town of Southold acquired the honse m 1998, the last owner had
divided the building into three separate apartmenls. At the time the house was
converted to multi-family use, the original wooden window sash were removed
and replaced with single light double huug aluminum replacement windows, and
the original clapboard siding was covered with ahmfinum siding. Over lhe years
the roof has been covered with two layers of asphalt shingles nailed over the
original wood shingles. The last layer of asphalt shingles is in an advanced state of
deterioration and has begun to leak causing serious damage to the interior
plasterwork in the original portion of the house. The Victorian cornice gutters
have been covered over by later re-roofing projects and modern aluminum gutters
have been installed at the eves.
Years of minimal and deferred maintenance have taken their toll on this important
house, but the proposed restoration by the Town of Southold will assure its
preservation for the enjoyment of future generations. All work proposed to be
done on the house will carefully conform to the Secretary of the Interior's
standards.
Included in the proposed restoration and adaptive reuse for the house are all new
mechanical systems including heating, air conditioning, electrical wiring and
plumbing; as well as a new kitchen and bathrooms. All new work will be done in
such a way as to preserve as much historic interior woodwork as possible so that
visitors to the house will be able to see all the various periods of construction that
the house went through.
The exterior of the house is to be restored to its circa 1890 appearance. A number
of historic photographs taken at the turn of the twentieth century exist and will
guide the accurate restoration of the house's exterior. Restoration work to be done
on the exterior includes the removal of all aluminum siding and repair work to the
original wooden clapboard siding; the removal of all aluminnm replacement
windows and the custom millings of wooden sash to replicate the original; the
milling of custom adjustable louver shutters to match those seen in the historic
photographs and to be hung on appropriate period type hardware; the restoration of
three small doorway porches also seen in the historic photographs; Note: No

This report is submitted in compliance with our agreement signed July 9, 2001. It presents our
findings regarding the structural inspection and study of the subject building.
BACKGROUND
The Whitaker-Thompson house is considered to be a building of some historical significance. In
the course of its history it has served as a single family home and has also been modified to
function as a multi-family structure. Construction features appear to reveal that the mid section of
the building is the oldest and is likely to be the "original" building.
Currently the building is not occupied and has fallen into disrepair. To the best of our knowledge,
its last use was as a multi-family building. In that use, several years ago w~ conducted an
examination of it for a previous client. Since that time it has fallen into greater decline.
It is important to note that our mission in conducting this study was not to evaluate any historical
aspects of the building. Rather, we have solely looked at its structural functionality, and reported
only on that. The absence of a discussion on the building's historical nature and elements should
not be construed as ignodng them. We leave it to appropriately qualified preservationists to pass
judgement on the quality of the structure in view of its history and current state of repair.
Because the Town's anticipated future use of the building might include placing it in service as a
C1 Business Occupancy/Use Construction Classification structure, conformance or non-
conformance with the structural needs of that classification was undertaken.
On the basis of our knowledge of the building, wa believed the single most important factor to
evaluate was its capability to handle the live loads associated with such an occupancy, Live
loads are those stemming from people and furnishings placed in a structure, Other loads include
dead loads (the weight of the structure itself), seismic loads, snow loads, and wind loads. In a

building like the Whitaker-Thompson house, deficits in the ability to handle live loads ara judged
to be among the most costly to correct.
Additionally, all loads must eventually be handled by the foundation system. So an examination
of the foundation and a review of soil conditions was also undertaken.

in reviewing this data it is apparent that the minimum live load carrying ability is 50 pounds per
squara foot (PSF). Unless the future design can be very specific about placement of normal
office space, business machine equipment, corridors, etc., beginning an examination for
adequacy assuming a typical live load value of 100 PSF was viewed as prudent. That is the
approach we followed. We have, however, referenced 50 PSF in some cases.
It should be further noted that whera we refer to "total load" we mean the sum of the "dead load"
plus the "live load," In some cases our analysis was forced to consider the total load only
because the live load capability was found to be so marginal,
Our methodology was as follows:
· Physical site inspection conducted over several days to examine basic structure on day one,
foundation system on day two, and soils on day three.
· Office study, including the approximated modeling of our tindings on a structural engineering
computer program to calculate vadous theoretical load carrying capabilities of the existing
structura. Such theoretical loads do not necessarily consider the effects of defedoration from
wood destroying insects, decay, etc. Hence when a theoretical value is shown to be less
than that necessary, the problem may be further compounded by wood deterioration
conditions found in many older structures. Similarly, even acceptable theoretical values may
be adversely impacted by such wood deterioration conditions.
· Development of a report of findings and conclusions.
FINDINGS
FOUNDATION and SOIL
The western foundation area forms a cellar under the building. It consists of old bdck masonry.
Some of the foundation construction appears to involve aspects of an old cistern or cisterns.
Some areas of the foundation have been breached and ara broken. Because the most western
part of the foundation is offset to the intedor and a small crawl space exists beyond, it is likely that
part if not all of this end of the building was originally constructed over a crawl space that was
deepened to form the cellar.
WHITAKER-THOMPSON HOUSE REPORT 2
This part of the foundation wall generally is tw~ wythes wide, approximately 7 feat 2 inches high,
and retains approximately 6 feat of extedor soil.
The front, central cellar area employs foundation construction that includes rubble stone set with
mortar. Above the stone approximately five to eleven courses of bock masonry have been
placed. There is evidence of cracking of sections of the bdck.
The rear, central foundation area and the eastern end of the structure include earth floor crawl
spaces. Foundation construction consists of bdck masonry, some of which has been laid up
without mortar. Most of the mortar in this area was found to have become considerably
weakened and can be easily removed.
Spot-excavation around the perimeter of the building found the masonry to be quite deteriorated.
Depth of excavation vaded from 12 to 30 inches, but this generally was found to apparently locate
the bottom of the foundation. In virtually all cases below ground masonry in direct soil contact
had deteriorated to the point of having questionable load canying capability. In no case did our
excavation reveal the presence of a wall fcoting.
We did not Ur~dertake soil bodngs. Rather, wa used two different type penetrating devices tod
approximate the load carrying ability of the soils beneath the structure. In general, it appears a
value of approximately 4000 pounds per square foot was the prudently interpreted representative
finding.
FRAMING
Whitaker-Thompson house is a wood framed structure. The oldest part of the building appears to
employ post and girt or braced frame construction. The east and west ends employ more
conventional stud wall framing that may incorporate balloon or plaffomn features.
First Story Floor Structure
The first floor wast end structure employs floor joists that are theoretically capable of a live load of
91 PSF, However, girder support of parts of the floor structure is only capable of 15 PSF live
Icad. Hence while some framing is relatively strong independent of its means of support, the
actual support itself does not permit recognizing the full structural capability of what it cardes,
This is also an area where termite damage to floor framing north of the chimney base was noted.
A similar condition occurs at the front, central first floor area, Here the floor joist framing is
theoretically capable of 100 PSF live load but a central supporting member for it is only capable
of 15 PSF total load. A secondary issue in this area involves the long term and chronic water
leak taking place at the water service piping, Ensuing dampness from evaporation of the leaking
water has raised the moisture content in the wood framing to values of 68 to 87 pement. These
values are threa to four fimes the maximum value acknowledged to be problematic for
preservation of wx~3d from the effects of w~)d decay. Decay fungus organisms are visible on
parts of the framing. The rear, central crawt space also appears to have considerable decay
fungus organisms present.
The first floor east orawl space floor joists ware found to be theoretically capable of a live load of

Second Stor~ Floor Structure
The second story west end floor structure was found to have a theoretical live load capability of
47 PSF.
The central second story floor framing was found to have a theoretical total load carrying
capability of 18 PSF.
The second story east end floor structure was found to have a theoretical live load capability of 24
PSF.
Roof Structure
West end roof framing was found to have a theoretical total load carrying capability of 19 PSF.
Central roof framing was ft~und to have a theoretical live load capability of 30 PSF.
East end roof framing was found to have a theoretical total load capability of 15 PSF.
V';sual Findings Applicable to the Wood Frame Structural System
A bullet list of framing deficiencies noted dudng our tieldwork included the following:
Structural components poody reinforced in an attempt to correct past problems.
Water damaged framing in the vicinity of plumbing installations.
Inappropriate wood post support of load carrying bearus.
Inappropriate base support of load carrying vertical wood members.
Poor connection of floor joists to beams by inadequate toenailing of the members.
inappropriate headering at some window and doorway locations, affecting load carr,:nng
capability at these areas.
Absence of ridge support at some roof framing.
Horizontal shear splits and some cracks noted in roof rafters.
Roof framing damage has occurred from roof covedng failure and leakage.
WOOD DESTROYING INSECT AND ORGANISM OBSERVATIONS
While no active wood destroying insect problem was noted in the building, past damage from
termites was relatively widespread. It included termite damage to floor joists north of the chimney
at the west end, Termite damage was also found in upper reaches of the building, specitically
within framing at the east wall of the western hallway.
Long term dampness and chronic water leakage has exacerbated wood decay by providing an
environment conducive to wood decay organism development. The high moisture levels found in
the framing over the cellar and crawl space coupled with the presence of mold and fungus
demonstrates that decay and potential decay conditions have affected considerable parts of the
framing.
NEW YORK STATE ENERGY CONSERVATION CONSTRUCTION CODE COMPLIANCE
The present structural system contains a considerable amount of blown in place insulation.
Where specitic observation could be made, the matedal has not always consistently tilled the
areas into which it was blown. Even if the areas were completely tilled, the wall and roof

structures could be expected to have an R-value of approximately 11. This is considered to be
less than present day requirements.
In addition, floor framing over the cellar and crawl space areas has no insulation.
ENVIRONMENTAL ISSUES
Although environmental issues do not generally affect the structural aspects of buildings, work
planned for a building's structure can be impacted by such conditions. There are at least three
conditions we detected at this site that must be further evaluated and managed in order to plan
any structural rehabilitation. They are:
1. The apparent presence of an underground fuel oil storage tank at the northwest extedor
corner of the building. A strong odor of fuel ell is apparent in the cellar soil near the tank
location, and the soil appears stained. Foundation work ultimately planned near the tank
· ,.'. must consider the tank's condition before proceeding.
· ~ ';~. Remnants of likely asbestos-containing insulation noted over the cellar floor. Only laboratory..-
testing can confirm the presence of asbestos, but the observed material in our experience
· · has proven positive for asbestos content. The debris we observed was considered to be
friable and, if shown to contain asbestos, is likely to require appropriate abatement and clean
up before any work can proceed in the cellar and crawl space area.
3. Past spot checking using wet chemistry detection swabs for lead containing paint proved to
be positive. Although not an unusual finding in older buildings, any planned demolition work
should be managed in a manner consistent with reducing the risk of exposure and
contamination for personnel and surrounding areas.
CONCLUSIONS and RECOMMENDATIONS
The present foundation is exhibiting deterioration that is affecting its ability to carry the currently
imposed loads. It does not appear to have footings and is not suffidenfly deep in the ground in
many areas to lessen the impact of frost damage, it would be unwise to expect that a foundation
that is an amalgam of materials in some areas will competently carry the increased loads from a
new use. Deteriorating bdck and mortar will not provide good service with increased axial loads.
Deterioration-related weaknesses in the matedal compromise its ability to resist laterally induced
loads from retention of soil.
Installation of a new foundation will result in a safer and more reliable means of transferring
building loads into the ground.
No part of the first floor structure has the capability to handle a live load of 100 PSF, although
approximately one third of it (the eastern end) has the necessary minimum capability of 50 PSF.
While some areas owe their weakness to structural members that may be relatively simple to
replace or reinforce, other areas would demand considerable rebuilding, Bear in mind that any
rebuilding work will necessarily require nearly individualized examination of each existing member
and its connections to ensure proper integrity.
No part of the second floor structure has the capability to handle a live Icad of 100 PSF.
Approximately one third of it (the western end) could, with some moditications, be made to
achieve the minimum capability of 50 PSF.
One third of the roof structure appears to comply with the needed load carrying capability. The
remaining areas have insufficient strength.

Preventive treatment measures and repair must be undertaken to correct wood destroying insect
and organism conditions.
Environmental dsk aspects at this property must be further evaluated regardless of the final plan
for the building. Of the three cited, the underground fuel oil storage tank condition is the most
impodant to assess, as its implications are the most costly from the standpoint of present dollars.
Depending on the decision regarding the building's future, management of the possible asbestos
and lead paint issues can be planned.
Lastly, a consideration of specific building use from an architectural standpoint w~uld need to be
coordinated with the structural findings not only to ensure placement of areas of loading
coincident with framing capable of supporting them, but to ensure that appropriate ceiling heights
could be achieved as w~lL Some ceiling heights currently available in the building are likely to
conflict with those needed for particular uses.
It has been our past experience that the cost for the work discussed here exceeds the cost for
achieving similar requirements in new construction, as well as the cost of demolition and removal
of the present structure,

§ 100-90. Purpose.
The purpose of the Hamlet Business (HB) District is to provide for business development in the
hamlet central business areas, including retail, office and service uses, public and semipublic
uses, as well as hotel and motel and multifamily residential development that will support and
enhance the retail development and provide a focus for the hamlet area. , ~ ~
§ 100-91. Use regulations.
In the HB District, no building or premises shall be used and no building or part ora building
shall be erected or altered which is arranged, intended or desigmed to be used, in whole or in part,
for any uses except the following:

B. Uses permitted by special exception by the Board of Appeals. The following uses are
permitted as a special exception by the Board of Appeals as hereinafter provided, subject to
site plan approval by the Planning Board:
(1) Any special exception use set forth in and as regulated by § 100-3 IB(3) to (6) and (l 3)
and (14) o £ the Agricultural-Conservation District.
(2) Multiple dwellings and tow~fl~uu~es.
(3) Motel and hotel uses as set forth in and regulated by § 100-61B(4) of the Resort
Residential (RR) District, except that mininmm lot size shall be three (3) acres.

stores mid business, professional and govermnental offices, subject to the following
requirements:
(a) The explicit written approval of the Town Fire Prevention Inspector shall be
obtained for the design, location, access and other safety-related elements of every
such apartment. No apartment shall be permitted over filling stations, stores retailing
flam~nable or fim~e-producing goods, restaurants or other businesses with kitchens or
olher facilities producing intense heat or any other establishment which the Firc
Prevention Inspector detcmfines to pose a greater-than-average built-in fire risk.

(b) The habitable floor area of each apartment shall be at least four hundred fifty (450)
square feet, but in no case more than seven hundred fifty (750) square feet. The
apartment shall not be located on the first floor of the building, and the apartment
shall contain all services for safe and convenient habitation, meeting the New York
State Uniform Fire Prevention and Building Code and the Sanitary Code.
(c) There shall be no more than three (3) apartments created or maintained in any single
building.
(d) Each apartment, or common hallway servicing two (2) or three (3) apartments, shall
have a separate access to the outside of the building, which must be distinct from the
access to uses on the fir~*.floor...
(e) Each apartment shall have at least ov/e (1) on-site off-street parking space meeting
the standards of this chapter, conveniently located for access to th~ apartmeri~'i
Only the owner of the building in which it is proposed to locate the apartment(s) may
apply for this special permit. The Board of Appeals shall require that such applicant
execute such agreements, contracts, easenlents, covenants, deed restrictions or other
legal instruments running in favor of the town as, upon recommendation of the Town
Attorney, the Board shall determine to be necessary to ensure that:

The apartment, or any proprietary or other interest therein, will not be sold to the
tenant or any other party, except as part of a sale of the entire building in which
the apartment is located.
[2] The apartment is made available for year-round rental.
[3] The apml~nent is properly constructed, maintained and used, and unapproved

[4] Any other condition deeined reasonable and necessary to ensure the immediate
and long4erm success of the apartment in helping to meet identified housing
needs in the community is complied with.
(5) Boarding and/or tourist homes as set forth and regulated by § 100-61B(5) of the Resort

(6) Fraternal or social institutional offices or meeting halls.
(7) Drinking establishmeuts.
(8) Public garages.
(9) Funeral homes.

(11) [Added 5-16-1994 by L.L. No. 9-1994] Takeout and formula food restaurants, subject to
the following requirements:
(a) Adequate parking shall be provided in accordance with that required by Article XIX,
Parking and Loading Areas, of this chapter. All parking spaces shall be located
within reasonable walking distance of the site or three hundred (300) feet, whichever
is less. The improvement or development of municipal parking may be used to
satisfy this requirement. The adequacy of municipal parking shall be determined by
the Plmming Board as part of its site plan review procedure by conducting a parking
survey of the capacity of the existing municipal parking area to accommodate the
projected increase in usage due to the introduction of the subject land use.
(b) An assessment of the potential traffic impacts of the proposed use must accompafly
the long environmental assessment form. The appropriate mitigation measures must
be incorporated into the site plan.
(c) There shall be no counter serving outdoor traffic via a drive-in, drive-through,
drive-up, drive-by or walkup window or door.
(d) Exterior signage shall conform in all respects to Article XX, Signs, of this chapter
and, further, may not be lit from within.
(e) Advertisements, including trademark logos, may not be affixed, painted or glued
onto the windows of the business or onto any exterior structures, including waste
disposal receptacles and flags.
(f) The physical design, including color and use of materials, of the establishment shall
be compatible with and sensitive to the visual and physical characteristics of other
buildings, public spaces and uses in the particular location.

Dear Josh,
I would like to submit this letter of intent and a purchase bid for the Whitaker House to
yourself and the Southold Town Board.
On behalf of my partners and myself; I would like to submit a bid in the mount of two
hundred thousand dollars ($200,000.00) for the purchase of the Whitaker House. In addition to
the bid price, we will also assist the Southold Historical Society for relocation and restoration of
the carriage house located on the property for a sum not to exceed twenty five thousand dollars
($25,000.00).
If the bid is accepted we shall work with the Historical Society to renovate the exterior of
the building to as historically correct as possible, based on New York State Building Codes.
The interior floor plan will have to be modified for handicap accessibility, as well as an
addition may have to be added on the north side of the west wing for an elevator. We shall do all
work as historically correct as possible.
Should the bid be accepted, upon completion oftbe renovation, the building shall be used
for professional office rental space. Although we have some tenants in mind, we would like to
extend an offer to the Town of Southold for first fight of refusal for renfmg some of the office
space, as well as first fight of refusal if we should ever decide to sell the building.
Our bid is subject to Health Department Approval, Town of Southold Site Plan Approval,
and Town of Southold Building Dept. Approval.

Historic Whitaker ~ Thompson House
A suggested new use may be defined as the Southold Historical and Cultural
Ftm Center. A museum-like use that would allow the interior to be restored and
remain intact The many small rooms offer an opportunity and flexibility to
create viewing rooms and "separate" use areas.
· Of course the stmcttrre should remain in the exact location it is in today and
could be restored to the gorgeous condition shown in the second photograph of
the RFP (including the wonderful fencing and "landscapingS'). The front yards
may be utiliTed as areas for sm~ll scale sculpture displays.
· I visited a small two-story Historical Building in Bermuda last April. This
structure was used as a learning place/museum to explain Bermuda's role in the
American Civil War. Although this was not a "Fun" Center, it was absolutely
beautiful and effective. As one walked into this building, you could not help but
feel you were back in the past. This "environment" helps visitors focus on the
displayed material and to really understand the conditions of Bermuda and it's
relationship with the North and the South.
· The First Floor may focus on the history of Southold; how about a giant potato
displayed in the "Lobby" that several people can sit in and observe a tremendous
5 minute film about the Southold farming industry. The local High Schools have
programs that allow students to create video films. A rotating set of films may
be installed for viewing.
· How about an intense Transportation/Commerce Room to document the
"circulation" and industrial history of Southold. An enormous train set, street
travel, and flight history models would be interesting to any age visitor.
The Second Floor must be ufiliTed and may display local talent in art,
photography, sports, music, film/video, sculpture, etc,. Local schools could have
rotating displays for children's work. Maybe a huge sit-in clam with ear phones
for listening to local music productior~ Second Floor rooms may also be used for
small Art and Music classes.
* Did I mention a neat Gift Shop that sells only local "manufacturers" handmade
merchandise.
* A working blacksmith in the restored Barn/Garage.

Our proposal for the Whitaker Thompson House is based on the Town of
Southold requirements for additional office space. We intend to provide the town with
office space in the Whitaker House including the construction of a 22' x 30' two story
addition.
This custom designed office space will be leased back to the town of Southold at fair
market rates, along with a future buy back option.
The process we wilt use in restoring the Whitaker House is the same one used in
our recent restoration/renovation of the" Joseph Horton House" located on Main Rd. in
the historic district of Southold.
PROCESS:
The project will consist of the following.
Demolition with sensitivity to preservation,
a. Peel off the layers exterior and interior.
b. Salvage all trim, wood, doors, & hardware where possible.
Stabilize the structure
a. Evaluate structural defects to accommodate the use of the building as a
government office.
b. Renovate to correct structural defects.
3. Exterior restoration with a period approach (ca. 1890).
a. Restore or replace clapboard siding
b. Reconstruct porches and trim
c. Replace windows
d. Install period appropriate gutter system
e. Install picket pence on south & west side
4~ Interior restoration where possible and renovation or alteration to meet new
use.
a. Recondition or replicate interior trim paneling, doors and stairways.
b. Recondition or replace floors as needed.
c. Redesign of interior spaces to accommodate government offices, i.e.
handicapped access.
d. New mechanical systems: Electrical, Plumbing, HVAC, Pre-wire telephone
& cable.
New 22' x 30' two stow addition on the rear of the building for additional office
space. This space will include an elevator and toilet for handicap access.
The basement of the addition will be built to provide secure and conditioned
space for archival storage.
6. Donation of the historic Carriage house (ca. 1810 to 1820) to the Southold
Historical Society.
PROPOSAL:
We propose to offer $1.50,000.00 to purchase the building and land. All
construction as described in our "Process" will be completed with private funds.
Proposal will be contingent upon the Town of Southold providing a "Letter of Intent to
Lease the Building":
CONCLUSION:
The Town of Southold will be included in the planning process regarding
placement and use of the office spaces. We intend to bring the building up to the current
State Building Code where possible, consistent with sensitivity to the historic aspects of
the building.

ulations and current building codes

The Town of Southold invites thc
public to submit their ideas for thc reuse
and rehabilitation of the historic
Whitaker House. Southold welcomes all
~ubmissions and encourages its own cit
~zens to actively participate in the
process. The town of Southold owns the
Whitaker House and property and
decided that restoring it is an impera-
five. The Whitaker House was initially
purchased by the town as a potential
expansion site for Town Hall. However,
the current Town Board has determined
that such an expansion would not be the
most economically viable soIution for
the restoration of the property. To that
~nd, the Supervisor and Town Board are
interested in the ideas and input of the
citizens of Southold ~nd the general
public for the reuse of the Whitaker
House and property.
The Whitaker House property com-
prises approximately one acre in the
Town of Southold. It is located immedi
ately west of Southold Town Hall in the
town's Historic District. II stands on the
northwest comer of the intersection of
Main Road (Route 25) and Honon's
Lane. The house, constructed in stages
beginning ca. 1790 - 1890, is listed on
the State and National Reglstcr of
Historic Places. The persons eventually
responsible for rehabilitating thc
Whitaker House and property would
agree to retain the historic character of
th~ building and to restore the accompa-
nying historic carciage house ca. 1810-
Some of the suggestions for restoring
the property might include the sale of
the building into private ownership or
the expansion of local government facil-
ities for public use or ~emoval to anoth-
er site. The proposed ideas should be
compatible with the local HB District
zoning regulations and current building
codes and regulations. All ideas con-
ccming the preservation of thc historic
structures will be given serious consid-
eration.

building and its condition may be
obtained at the Town Clerk's Office
(contact by phone at 631-765-1800).
Written letters of response including (I)
a one page (maximum) cover sheet
including the interested party's contact
information, and (2) a one page (maxi-
mum) summary sheet, with any further
details about the proposed idea and its
scope included as attachments, are
requested by AUGUST 29, 2002 by

with a background in Historic Preservation and with a track

Historic District Commission/Committee), and by the New York
State Historic Preservation Office if required due to involvement
of certain public funding sources.
· Similar prequalification procedures including a minimum of five
years of similar work would be a prerequisite for contractors.
· All work must be in accordance with local HB District zoning
regulations and current building codes and regulations including
the International Building Code.
· Access could be arranged through Town Clerk's Office by means of
a pre-submittal conference at one or two alternate times/dates.

THE TOWN OF SOUTHOLD REQUESTS
THE PUBLIC'S INPUT AND PROPOSALS REGARDING THE RESTORATION
OF THE HISTORIC WHITAKER HOUSE
The Town of Southold invites the public to submit their ideas for the reuse and
rehabilitation of the historic Whitaker House. Southold welcomes all submissions and
encourages its own citizens to actively participate in the process. The Town of Southold
owns the Whitaker house and property and decided that restoring it is an imperative. The
Whitaker house was initially purchased by the town as a potential expansion site for
Town Hall. However, the current Town Board has determined that such an expansion
would not be the most economically viable solution for the restoration of the property. To
that end, the Supervisor and Town Board are interested in the ideas and input of the
citizens of Southold and the general public for the reuse of the Whitaker House and
property.
The Whitaker House property comprises approximately one acre in the Town of
Southold. It is located immediately west of Southold Town Hall in the town's Historic
District. It stands on the northwest comer of the intersection of Main Road (Route 25)
and Horton's Lane. The house, constructed in stages beginning ca. 1790 - 1890, is listed
on the State and National Register for Historic Places. The persons eventually responsible
for rehabilitating the Whitaker House and property would agree to retain the historic
character of the building and to restore the accompanying historic carriage house ca.
1810-20.
Some of the suggestions for restoring the property might include the sale of the building
into private ownership or the expansion of local government facilities for public use or
removal to another site. The proposed ideas should be compatible with the local HB
District zoning regulations and current building codes and regulations. All ideas
concerning the preservation of the historic structures will be given serious consideration.
An information package about the building and its condition may be obtained at the
Town Clerk's Office (contact by phone at 631-765-1800). Written letters of response
including (1) a one page (maximum) cover sheet including the interested party's contact
information, and (2) a one page (maximum) summary sheet, with any further details
about the proposed idea and its scope included as attachments, are requested by
AUGUST 29, 2002 by 10:00 A.M.. Due to the nature of the request, early submissions
are encouraged. Please address all correspondence to:

The Town Supervisor will review all submitted ideas. Those ideas of interest to the Town
Board may be pursued further by soliciting more detailed proposals, perhaps leading to a

Historic Whitaker - Thompson House
A suggested new use may be defined as the Southold Historical and Cultural
Fun Center. A museum-like use that would allow the interior to be restored and
remain intact The many small rooms offer an opportunity and fleya'bflity to
create viewing rooms and "separate" use areas.
· Of course the structure should remain in the exact location it is in today and
could be restored to the gorgeous condition shown in the second photograph of
the RFP ('including the wonderful fencing and "landscaping"). The front yards
may be u~lized as areas for small scale sculpture displays.
· I visited a small two-story Historical Building in Bermuda last April. This
structure was used as a leaxning place/museum to explain Bermuda's role in the
American Civil War. Although this was not a "Fun" Center, it was absolutely
beautiful and effective. As one walked into this building, you could not help but
feel you were beck in the past. This "environment" helps visitors focus on the
displayed material and to really understand the conditions of Bermuda and ifs
relationship with the North and the South.
· The First Floor may focus on the history of Southold; how about a giant potato
displayed in the "Lobby" that several people can sit in and observe a tremendous
5 minute film about the Sou~hold farming industry. The local High Schools have
programs that allow students to create video films. A rotating set of films may
be installed for viewing.
· How about an intense Transportation/Commerce Room to document the
"circulation" and industrial history of Southold. An enormous train set, street
travel, and flight history models would be interesting to any age visitor.
· The Second Floor must be utilized and may display local talent in art,
photography, sports, music, film/video, sculpture, etc,. Local schools could have
rotating displays for children's work. Maybe a huge sit-in clam with ear phones
for listening to local music production. Second Floor rooms may also be used for
small Art and Music classes.
· Did I mention a neat Gift Shop that sells only local "manufacturers" handmade
merchandise.
· A working blacksmith in the restored Barn/Garage.

Whitaker Thompson House Restoration

STATEMENT OF INTENT:
Our proposal for the Whitaker Thompson House is based on the Town of
Southold requirements for additional office space. We intend to provide the town with
office space in the Whitaker House including the construction of a 22' x 30' two story
addition.
This custom designed office space will be leased back to the town of Southold at fair
market rates, along with a future buy back option.
The process we will use in restoring the Whitaker House is the same one used in
our recent restoration/renovation of the "Joseph Horton House" located on Main Rd. in
the historic district of Southold.
PROCESS:
The project will consist of the following.
Demolition with sensitivity to preservation.
a. Peel off the layers exterior and interior.
b. Salvage all trim, wood, doors, & hardware where possible.
Stabilize the structure
a. Evaluate structural defects to accommodate the use of the building as a
government office,
b. Renovate to correct structural defects.
3. Exterior restoration with a period approach (ca. 1890).
a. Restore or replace clapboard siding
b. Reconstruct porches and trim
c. Replace windows
d. Install period appropriate gutter system
e. Install picket pence on south & west side
Interior restoration where possible and renovation or alteration to meet new
use.
a. Recondition or replicate interior trim paneling, doors and stairways.
b. Recondition or replace floors as needed.
c. Redesign of interior spaces to accommodate government offices, i.e.
handicapped access.
d. New mechanical systems: Electrical, Plumbing, HVAC, Pre-wire telephone
& cable.
New 22' x 30' two story addition on the rear of the building for additional office
space. This space will include an elevator and toilet for handicap access.
The basement of the addition will be built to provide secure and conditioned
space for archival storage.
6. Donation of the historic Carriage house (ca. 1810 to 1820) to the Southold
Historical Society.
PROPOSAL:
We propose to offer $150,000.00 to purchase the building and land. All
construction as described in our "Process" will be completed with private funds.
Proposal will be contingent upon the Town of Southold providing a "Letter of Intent to
Lease the Building".
CONCLUSION:
The Town of Southold will be included in the planning process regarding
placement and use of the office spaces. We intend to bring the building up to the current
State Building Code where possible, consistent with sensitivity to the historic aspects of
the building.
