NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN, in accordance with the provisions of Section
103 of the General Municipal Law, that sealed bids are sought and requested
for furnishing and placing within the Town of Southold, the following road
treatments:
1. Oil and Sand
2. Oil and Stone
3. Liquid Asphalt
Sand Mix (Type 5 Shim)
5. Type 6 Top
6. Emulsions and Stone
7. RC-250 Liquid Asphalt Oil ~, Recycled Stone.
8. Type II Micro-surfacing
Specifications may be obtained at the Office of the Town Clerk, Town of
Southold, Town Hall, 53095 Main Road, Southold, New York 11971, upon
payment of a fee of $5.00 per set per item, non-refundable fee.
The sealed bids, together with a Non-Collusive Bid Certificate, and bank
draft, certified check, or bid bond in the amount of 2% of the amount of the
bid, will be received by the Town Clerk of the Town of Southold at the
Southold Town Hall, 53095 Main Road, Southold, New York, until 10:00
A.M., Thursday, April 27, 2000, at which time they will be opened and read
aloud in public.
The Town Board of the Town of Southold reserves the right to reject any
and all bids and waive any and all informalities in any bid should it be
deemed in the best interest of the Town of Southold to do so
All bids must be signed and sealed in envelopes plainly marked with the
type of road treatment being bid on, and submitted to the Office of the Town
Clerk.
The bid price shall not include any tax, federal, state, or local, from
which the Town of Southold is exempt.

AGREEMENT
THIS AGREEMENT, made this 154*'day of May, 2000 between the TOWN OF
SOUTHOLD, a municipal corporation of the state of New York, having its office
and principal place of business at 53095 Main Road, Southold, New York 11971,
hereinafter called the "Town" and, Corazzini Asphalt, Inc. hereinafter called the
"Contractor".
WHEREAS, the Town of Southold did heretofore request and receive bid proposals
from the Contractor to furnish and place seven (7) road surface treatments to the
Town at a specified cost for mainland Southoid and a specified cost for Fishers
Island.
WHEREAS, the Town of Southold accepted the proposals of the Contractor on the
9th of May 2000.
NOW, THEREFORE, IT IS AGREED AS FOLLOWS:
1. The Contractor does hereby agree to perform all the work required to furnish
and apply Bituminous Surface Treatment Liquid Asphalt Grades RC-250 and
MC-250 ("Oil & Sand") which consists of: Liquid Asphalt Grades RC-250 and
MC-250; Schim Mix Asphalt Concrete- Type 5; and Fog Coat-Liquid Asphalt-
50% RC-250 & 50% MC-250 in accordance with the Bid Specifications and
contractor's proposal dated April 21, 2000, which is annexed hereto and made
part of this contract.
2. The Town does hereby agree to pay the Contractor for the work described in
Item #1, the total sum of Seventy Cents per square yard ($.70 per sq. yd.) on the
mainland and One Dollar Seventy Cents per square yard ($1.70 per sq. yd.) for
the Bituminous Surface Treatment; Fifty Dollars per Ton ($50.00) on the
mainland and Fifty Dollars per Ton ($50.00) on Fishers Island for the Schim Mix
Asphalt Concrete- Type 5; One Dollar per gallon ($1.00) on the mainland and
One Dollar ($1.00) on Fishers Island for the Fog Coat; within sixty (60) days of
the completion of said work and the acceptance thereof by the Town.
3. The Contractor shall perform the work required to furnish and apply
Bituminous Surface Treatment RC-250 Liquid Asphalt ("Oil & Stone") which
consists of: Liquid Asphalt Grade RC-250 & lA Stone; Schim Mix Asphalt
Concrete - Type5; Fog Coat - Liquid Asphalt- RC-250 Liquid Asphalt in
accordance with the Bid Specifications and contractor's proposal attached
hereto and made a part of this contract.
4. The Town does hereby agree to pay the Contractor for the work described in
Item #3 the total sum of Ninety-Four Cents per square yard ($.94 per sq yd.) on
the mainland and Two Dollars per square yard ($2.00 per sq. yd.) on Fishers
Island for Liquid Asphalt Grade RC-250 & lA Stone; Thirty Dollars per Ton
($~0.00 per ton) on the mainland and Fifty Dollars per Ton ($50.00 per ton) on
Fishers Island for Schim Mix Asphalt Concrete-Type 5; One Dollar per gallon
($1.00) on the mainland and One Dollar per gallon ($1.00) on Fishers Island for
Fog Coat - Liquid Asphalt - RC-250 Liquid Asphalt within sixty (60) days of
completion on said work and acceptance thereof by the Town.
5. The Contractor shall perform the work required to furnish and apply Liquid
Asphalt Grades RC-250 and MC-250 in accordance with the Bid Specifications
and contractor's proposal attached hereto and make a part of this contract.
6. The Town hereby agrees to pay the Contractor for the work described in Item #5
the total sum of One Dollar and Eighty-Five Cents per gallon ($1.85) on the
mainland; and Two Dollars and Fifteen Cents per gallon ($2.15) on Fishers
Island for Liquid Asphalt Grades RC-250 & MC-250 within sixty (60) days of
completion of said work and acceptance by the Town.
7. The Contractor shall perform the work required to furnish and apply Hot Mix
Asphalt Concrete Pavement "Type 5 Schim" Sand Mix Asphalt in accordance
with Bid Specifications and contractor's proposal attached hereto and made a
part of this contract.
8. The Town agrees to pay the Contractor for the work described in Item #7 the
total sum of: for 0-350 tons, Forty Dollars ($40.00) per ton on the mainland and
One Hundred Ten Dollars ($110.00) per ton on Fishers Island; for 350-650 tons,
Thirty-One Dollars ($31.00) per ton on the mainland and Seventy-Five Dollars
($75.00) per ton on Fishers Island; for 650-1,000 tons, Thirty-One Dollars
($31.00) per ton for the mainland and Seventy-Five Dollars ($75.00) per ton on
Fishers Island; for over 1,000 tons, Thirty-One Dollars ($31.00) per ton on the
mainland and Sixty-Five Dollars ($65.00) per ton on Fishers Island within sixty
(60) days of completion of said work and acceptance thereof by the Town.
9. The Contractor shall perform the work required to furnish and apply Hot Mix
Asphalt Concrete Pavement "Type 6 Top" in accordance with the Bid
Specifications and contractor's proposal attached hereto and made a part of this
contract.
10. The Town hereby agrees to pay the Contractor for the work described in Item #9
the total sum of: for 0-;350 tons, Fifty-One Dollars ($$1.00) per ton on the
mainland and Fifty-One Dollars ($$1.00) per ton on Fishers Island; for 350-650
tons, Thirty-Five Dollars ($35.00) per ton on the mainland and Thirty-Five
Dollars ($35.00) per ton on Fishers Island; for 650-1,000 tons, Thirty-One
Dollars ($31.00) per ton on the mainland and Thirty-One Dollars ($31.00) per
ton on Fishers Island; for over 1,000 tons, Thirty-Three Dollars ($;33.00) per ton
on the mainland and Thirty-Three Dollars ($;33.00) on Fishers Island within
sixty (60) days of completion of the work and acceptance by the Town.
11. The Contractor shall perform the work required to furnish and apply
Bituminous Surface Treatment "Emulsion and Stone" which consists of:
Bituminous Surface Treatment - Asphalt Emulsion Grade RS-2 with No. IA
Stone; Schim Mix Asphalt Concrete - Type 5; Fog Coat: Asphalt Emulsion
Grade RS-2 in accordance with the Bid Specifications and contractor's proposal
attached hereto and made a part of this contract.
12. The Town agrees to pay the Contractor the total sum of Ninety Cents ($.90) per
square yard on the mainland and One Dollar Ninety Cents ($1.90) per square
yard on Fishers Island for Bituminous Surface Treatment - Asphalt Emulsion
Grade RS-2 with No. lA Stone; Thirty-Nine Dollars ($;39.00) per ton on the
mainland and Thirty-Nine Dollars ($39.00) per ton on Fishers Island for Schim
Mix Asphalt Concrete - Type $; One Dollar ($1.00) per gallon on the mainland
and One Dollar ($1.00) per gallon on Fishers Island for Fog Coat - Asphalt
Emulsion Grade RS-2 within sixty (60) days of completion of work and
acceptance by the Town.
13. The Contractor shall perform the work required to furnish and apply
Bituminous Surface Treatment RX-250 Liquid Asphalt "Oil & Recycled Stone"
in accordance with the Bid Specifications and contractor's proposal attached
hereto and made a part of this contract.
14. The Town agrees to pay the Contractor for the work described in #13 the total
sum of Seventy Cents ($.70) per square yard on the mainland and Fishers Island
for Bituminous Surface Treatment - Liquid Asphalt Grade RC-250 & Recycled
Stone; Fifty Dollars ($50.00) per ton on the mainland and Fishers Island for
Schim Mix Asphalt Concrete - Type 5; One Dollar ($1.00) per gallon on the
mainland and Fishers Island for Fog Coat: RC-250 Liquid Asphalt within sixty
(60) days of completion of the work and acceptance by the Town.
15. The Contractor shall secure and maintain such insurance that will protect
him/her from claims under the Worker's Compensation Acts and from claims
for bodily injury, death or property damage which may arise from the
performance of his services under this Agreement, in limits of $1,000,000 and
$2,000,000 aggregate liability for bodily injury and property damage.
16. The Contractor shall indemnify and hold harmless the Town from and against
all suits, claims, demands or actions for any injury sustained or alleged to be
sustained by any party or parties in connection with the alleged negligent
performance or negligent performance by the Contractor, his employees or
agents or any subcontractor and in case of any such action brought against the
Town, the Contractor shall immediately take charge of and defend the same at
his own cost and expense. In addition, the Contractor will name the Town as an
additional insured on any applicable policies.

Bids ara raquested for the purchase and application of Bituminous Surface
Traatment that consists of LIQUID ASPHALT (50%Grade RC-250 & 50% Grade
-MC-250) & SCREENED SAND for the use in rapair & maintenance of the Town
Highways for the calendar year 2000. The contractor shall also be raquired to
provide & place quantities of Schim Mix Asphalt (Type 5) as needed and
diracted by the Superintendent of Highways. The attention of the bidder is
specifically called to the fact that the quantities specified herain ara considered
an estimate only and may not be the quantity of matedal that will actually be
requirad by the Town for the 2000 calendar year. ~

SCREENED SAND shall be clean of all fodgn matter and debris.
Weather Limitations: The matedal shall be spread only when:

The road surface and atmospheric temperatures ara at least 45 degrees F
and rising.
The weather is not foggy or raining.
There is no forecast of temperatures below 32 degrees F within 48 hours
from the time of placement of the Asphalt Material.
Construction limits shall be between May I & November 1.
Equipment. Delivery & Application:
All asphalt & sand materials must be delivered to and applied within the.
Town of Southold. The successful bidder will be required to deliver and
apply such asphalt & sand materials in quantities as directed by the
Superintendent of Highways.
All bituminous matedal distribution vehicles shall have full circulation spray
bars &.be equipped with a wheel calibrated instrument that will indicate
pump ,eutput in gallons per minute to verify accuracy of application.
Sand spreader shall be capable of spreading material up to ten (10') feet
in width on a single pass and shall be capable of providing vadable
widths. The spreader shall be Self propelled and have dual operator
stations.
Pneumatic tired rollers shall be required for compacting the surface
treatment.
Schim Mix Asphalt Concrete (Type 5) shall be applied at the discretion of
the Highway Superintendent. Applications at all pot holes, broken &
uneven pavement surfaces and other required areas shall be as directed
by the Town. Ail existing pavement surfaces where Schim Mix A~phalt
Concrete work is required shall be fog sealed with RC 250 at 0.10 gallon
per Square Yard prior to placement of pavement.
All manholes, catch basins, curbs and other structures shall be protected
against the application of bituminous material.
After the area to be treated h. as been prepared to the satisfaction of the
Highway Superintendent, an application of bituminous material (50% RC-
250 & 50% MC-250 Uquid Asphalt) shall be applied at the rate of three
tenths (0.3) gallons per square yard and immediately covered with clean
Screened Sand at the approximate rate of 40 Ib's. Per square yard.
The sand course shall be completely rolled twice with a self-preplled
pneumaflo roller.
NON-COLLUSIVE BID CERTIFICATE
The undersigned bidder certifies that this bid has been arrived at
by the bidder in'dependently and has been submitted without collusion'
with any other vendor of materials, supplies or equipment of the type
described in the .invitation for bids, 'and the contents of this bid have
not been communicated by the bidder, nor, to its best knowledge and

A:
DESCRIPTION:
Bids are requested for the purchbse and application of Bituminous Surface
Treatment that consists of LIQUID ASPHALT (50%Grade RC-250 & 50% Grade
-MC-250) & SCREENED SAND for the use in repair & maintenance of the Town
Highways for the calendar year 2000. The contractor shall also be required to
provide & place quantities of Schim Mix Asphalt (Type 5) as needed and
directed by the Superintendent of Highways. The attention of the bidder is
specifically called to the fact that the quant'~ies specified herein are considered
an estimate only and may not be the quantity of matedal that will actually be
required by the Town for the 2000 calendar year.

SCREENED SAND shall be clean of all fodgn matter and debris.
Weather Limitations: The material shall be spread °nly when:

The road surface and atmospheric temperatures are at least 45 degrees F
and rising.
The weather is not foggy or raining.
There is no forecast of temperatures below 32 degrees F within 48 hours
from the time of placement of the Asphalt Material.
Construction limits shall be between May 1 & November 1.
Equipment. Delivery & Application:
All asphalt & sand materials must be delivered to and applied within the.
Town of Southold. The successful bidder will be required to deliver and
apply such asphalt & sand materials in quantities as directed by the
Superintendent of Highways.
All bituminous matedal distribution vehicles shall have full circulation spray
bars &.be equipped with a wheel calibrated instrument that will indicate
pump ,eutput in gallons per minute to verify accuracy of application.
Sand spreader shall be capable of spreading material up to ten (10') feet
in width on a single pass and shall be capable of providing variable
widths. The spreader shall be Self propelled and have dual operator
stations.

Pneumatic fired rollers shall be required for compacting the surface
treatment.
Schim Mix Asphalt Concrete (Type 5) shall be applied at the discretion of
the Highway Superintendent. Applications at all pot holes, broken &
uneven pavement surfaces and other required areas shall be as directed
by the Town. Ail existing pavement surfaces where Schim Mix Asphalt
Concrete work is required shall be fog sealed with RC 250 at 0.10 gallon
per Square Yard prior to placement of pavement.
All manholes, catch basins, curbs and other structures shall be protected
against the application of bituminous material.
After the area to be treated h. as been prepared to the satisfaction of the
Highway Superintendent, an application of bituminous material (50% RC-
250 & 50% MC-250 Liquid Asphalt) shall be applied at the rate of three
tenths (0.3) gallons per square yard and immediately covered with clean
Screened Sand at the approximate rate of 40 Ib's. Per square yard.
The sand course shall be completely rolled twice with a self-preplled
pneumatic roller.

payment of a fee of $5.00 per set per item, non-refundable fee.
The sealed bids, together with a Non-Collusive Bid Certificate, and bank
draft, certified check, or bld bond in the amount of 2% of the amount of the
bld, Will be received by the Town Clerk of the Town of Southold at the
Southold Town Hall, 53095 Main Road, Southold, New York, until 10:00
A.M., Thursday, April 27, 2000, at which time they will be opened and read
aloud in public.
The Town Board of .the Town of Southold reserves the right to reject any
and all bids and waive any and all informalities in any bid should it be
deemed in the best interest of the Town of Southold to do so
All bids must be signed and sealed in envelopes plainly marked with the
type of road treatment being bid on, and submitted to the Office of the Town
Clerk.
The bid price shall not include any tax, federal, state, or local, from
which the Town of Southold is exempt.

BITUMINOUS SURFACE TREATMENT "OIL & Sand"

DESCRIPTION:
Bids are requested for the purchase and application of Bituminous Surface
- Treatment that consists of LIQUID ASPHALT (50%Grade RC-250 & 50% Grade
-MC-250) & SCREENED SAND for the use in repair & maintenance of the Town
Highways for the calendar year 2000. The contractor shall also be required to
provide & place quantities of Schim Mix Asphalt (Type 5) as needed and
directed by the Superintendent of Highways. The attention of the bidder is
specifically called to the fact that the quantities specified herein are considered
an estimate only and may not be the quantity of material that will actually be
required by the Town for the 20oo calendar year.

SCREENED SAND shall be clean of all forign matter and debris.

The road surface and atmospheric temperatures are at least 45 degrees F
and rising.
The weather is not foggy or reining,
There is no forecast of temperatures below 32 degrees F within 48 hours
from the time of placement of the Asphalt Material.
Construction limits shall be between May 1 & November 1.
Equipment. Delivery & Application:
Ail asphalt & sand materials must be delivered to and applied within the,
Town of Southold. The successful bidder will be required to deliver and
apply such asphalt & sand materials in quantities as directed by the
Superintendent of Highways,
All bituminous material distribution vehicles shall have full circulation spray
bars & be equipped with a wheel calibrated instrument that will indicate
pump Output in gallons per minute to verify accuracy of application.
Sand spreader shall be capable of spreading material up to ten (10') feet
in width on a single pass and shall be capable of providing variable
widths. The spreader shall be self propelled and have dual operator
stations.
Pneumatic tired rollers shall be required for compacting the surface
treatment.
Schim Mix Asphalt Concrete (Type 5) shall be applied at the discretion of
the Highway Superintendent. Applications at all pot holes, broken &
uneven pavement surfaces and other required areas shall be as directed
by the Town. All existing pavement surfaces where Schim Mix Asphalt
Concrete work is required shall be fog sealed with RC 250 at 0.10 gallon
per Square Yard prior to placement of pavement.
All manholes, catch basins, curbs and other structures shall be protected
against the application of bituminous material.
After the area to be treated h. as been prepared to the satisfaction of the
Highway Superintendent, an application of bituminous matedal (50% RC-
250 & 50% MC-250 Liquid Asphalt) shall be applied at the rate of three
tenths (0.3) gallons per square yard and immediately covered with clean
Screened Sand at the approximate rate of 40 Ib's. Per square yard.
Th® sand course shall be completely rolled twice with a self-proplled
pneumatic roller.
