Box 178 Peconic, New York 11958 Highway Re: LAYTEX MODIFIED EMULSIFIED ASPHALT PAVEMENT Notice to Bidders - Review of Bids Received Dear Ray: As per your request, I have reviewed two bid packages that were submitted by different contractors concerning the above referenced notice to bidders, I have compared both bids with the original bid specifications and have come to the fo]lowing conclusion, Mr. Gannon, of Thos. H. Gannon and Sons, Inc., has suggested that the Bid of Paul Corazzini, Jr. and Sons does not meet the specifications that were published by the Town. The written bid specifications require an Emulsified Asphalt with a specific brand name cai]ed "Ra]umac" as Manufactured by Koch Materials Company. This would be an example of Proprietary bidding. Any and ail bids receiver with an approved equivalent product should be considered va]id. The product specified by Mr. Corazzini is cai]ed "Macrosea]" This material appears to meet the industry requirements of the Micro-Surfacing Emu]sion. Comzzini 3120 Albertson Laue Oree~port, N.Y. 11944 Re: Gannon & Sons Later Dear Sir, In r~ference to the mix design and the letter submitted to the Town of Southold, I would offer the following comments: The specifications do indeed call for Ralumac. In fact, the specifications call for Ralumac by Koch materials. This is simply a form ofproprieta~y bidding. Koch is the local distributor of Rainmac and purchased the rights in your area to make this product. Ralumae is one of several forms of Mierosurfacing. Rainmac is a brand name. The material you are proposing to use is also a Microsuffaoing, trade named Macroseal, Of the four most common microsurfacing systems in the world, Ralmna~ and Macwseai ar~ the two most h=ard of. Being the mos heard of docs not always translate into thc best although both o£these products have a history 'of ~tisfactory re~lts, Thc issu= of natural robber latex is not a valid argument. Both systems are designed to be able to use nettu'al rubber or synthetic rubber and in the pest they used to prefer the use of natural robber. Ifl remember correctly, a study which has been taking place over the past two years by Koch Materials Technical division has shown no discernible difference between the two when used properly. Both systems used secret emulsifiers to accomplish the desired results. Both are forms of imidazolines. Mr. Cannon is in error when he states that tbe mix you propose is not a microsuffacing. I have used both materials for years arid there are hundreds ofr~fcfanccs for both, I would treat them as equsls. Mr. C~nnon also did not read the mix design closely. I do not know if this is the actual rock you are going tO use but il'so, it ia a typo two mate~al. The confusion comes from the fhet that £rgon (the testing lab) rtms ell their tests using a Type III standard, Type III is the normal standard for a micmsurfacing, Type II mt=rosur~ac~,,g in rare. Your mix design was done on a Type 11 material as reflected in the gradation numbers. All other figures are valid. Tbe issue ofmachlner~ not being owned is true, not by your fault. We have arranged for you to have machinery, one brand new and one not yet a year old. This is the most advanc~ machinery on the market today and easily outperforms any other equipment available. The ownership fact should not be an .i~ue. The people with the experience is not the Wisconsin qontractor but us, CPM. Y. Mlcro~ufecing Project Regarding your question of synthetic latex versus natural latex in a microsurfacing system, I have the following comments. The mix design you have was completed with the raw materiels intended for use in the production of the microsurfeoing mixture that will be used on this project, As the design shows, the mixture peues all performance and compatibility tests suggested by the ISSA to insure a quality product. The state of New York has one of the best specifications in place for mio'osurfacing that you will find in North America. Your mix design exceeds all of these rigid specifications, There may well I:)e certain ways to test the physical properties of a polymer modified that show one latex to be "better" than another. You should realize however, that these test~ do not necessarily indicate barfer performance in micro~urfacing mixture. I would also point out that there are hundreds of thousands of tons of micrcaurfecing in place throughout the United States using the same synthetic latex as you will use for this project. There are no i~'oblems associated with its use to date. Finally I would point out that there are no states which specify a particular type of latex for these systems. The reason for this is that both types of latex make a quality microsurfecing product. Re: Micro-surfacing Dear Mr. Jacobs, Regarding the bid submitted by Corazzini & Sons for the application of micro-surfacing to Town roads, we would like to address the following areas. The specification, as published by the Town, calls for the paving material to be "Ralumac" micro-surfacing. This micro-surfacing system uses a specialized micro-surfacing emulsion (MSE) which incorporates natural rubber latex. The natural rubber latex is milled into the emulsion, as called for in the specification. This emulsion was specified by Thos. H. Gannon & Sons, Inc. and all supporting paper work was supplied. The bid price submitted by Thos. H. Gannon & Sons, Inc. is based on supplying the materials as specified, the natural rubber milled into the emulsion is more expensive than synthetic latex, if we were to use another emulsion which did not meet your specification our bid price could certainly have been lower. Tests have shown the advantages of natural rubber latex emulsion used in micro-surfacing. The Ergon micro-surfacing system specified by Corazzini & Sons uses a CSS-IH emulsion with synthetic latex added. This material does not meet the published specification, and is less expensive to manufacture. The aggregate specified by the Town is a Type II aggregate which must meet a certain gradation. Thos. H. Gannon & Sons, Inc. uses a Type II aggregate meeting the specification. Corazzini & Sons has submitted a mix design using a Type III aggregate which does not meet the Town specification. The Town specification calls for the contractor to meet certain qualifications and provide submittals as evidence of being a bona fide micro-surfacing contractor. Thos. H. Gannon & Sons, Inc. meets or exceeds the specification on every level. Corazzini & Sons has no experience in the application of micro- surfacing. The technical information provided was developed for New York Bituminous Co. of Chester, N.Y. They do not own any micro- surfacing equipment. They propose to rent or borrow equipment from a Wisconsin company who have little,if any, experience in applying micro-surfacing. It is for these reasons, and to insure that the Town of Southold continues to get the type of material specified, that we respectfully ask an award be made to Thos. M. Gannon & Sons, Inc. as the lowest responsible bidder for the application of micro- surfacing. Standard trial mixes, 30 and 60 minute cohesions with 0/~.4 aggregate gradation and 13% asphalt emulsion were performed to determine mixing and setting characteristics, The effect of 0,0 to 2.0% Portland cement on cohesion values determined Portland cement filler requirements at 0.80 - 1.00% Portland cement at 13.0% asphalt emulsion, The 60 C cured cohesion values were adequate. The optimum AE content of 13% at 65.4% residue is selected. At 65.4% residue the optimum AC content is 8.50% added or 7.78% extracted. This aggregate is recommended for rut-fill in multi-layer applications only. ( Single layer applications followed by traffic compaction.) Description The work shall consist of the application of a Latex Modified Asphalt Pavement Course to fill ruts or proeide a wearing course for the existing pavement. The paving material shall be "Ralumac." No substitutions will be permitted. The surface shall provide a dense smooth topping free of ravels and blemishes. It shall fill minor depressions, cracks, and voids, and be non-bleeding. The mixture shall be of natural latex modified cationic asphalt emulsion, mineral aggregate, mineral and field control additives and water, properly proportioned, mixed and spread on the paved surface in accordance with this specification and as directed by the engineer. 2. Aggregate. The aggregate shall consist of sound and durable natural or manufactured sand, slag, crusher fines, crushed stone or a combination thereof. Smooth textured sand of less than 1.25 % water absorption, as tested by ASTM C-128, shall not exceed 50% of the total combined aggregate. The aggregate shall be clean and free from organic matter, dirt, dust, and other deleterious substances. The aggregate blend shall have a sand equivalent of not less than 65 when tested in accordance with ASTM D-2419. The aggregate shall have a weighted loss of not more than 15% when the sodium sulfate test is used or 20% when the magnesium sulfate test is used. The aggregate wear, from resistance to abrasion, shall be a maximum of 35% when tested in accordance with ASTM C-131. ~_~ter. The water shall be potable and shall be free of harmful soluble salts. ~tex Modifier. The Latex Modifier shall be milled into the asphalt emulsion. The emulsified asphalt shall be so formulated that when the paving mixture is applied at a thickness of one (1) inch with the relative humidity at not more than 50% and the ambient air temperature of at least 75 degrees F., the material will cure sufficiently so that rolling traffic can be allowed in one ¢i) hour with no damage to the surface, as verified by the engineer. ~ineral Filler. The mineral filler shall be any recognized brand of Portland Cement or Hydrated Lime that is free of lumps. 3. ~_e__~e. ral Re,~uirements. ~ix..D~s_ig~. Before the._work commences, the contractor shall submit a signed mix design report covering the specific materials to be used on the project. This design shall be performed by the emulsion producer. Once the materials are approved, no shbstitutions will be permitted unless first tested and approved by the emulsion producer and the engineer. Koch Materials Co. shall develop the Job mix design and present certified test results for the engineer's approval. Compatibility of the aggregate and the emulsion shall be verified by the mix design. The job mix formula shall provide a minimum Marshall stability of 1,800 pounds and a flow of 6 to 16 units when tested according to the ASTM 1559 or AASHTO 2450 procedure. Ail component materials used in the mix design shall be representative of the materials proposed by the contractor for use on the project. $oecifications. The engineer shall approve the design mix and all Micro-surfacing materials and methods prior to use. The component materials shall be within the following limits.. Range 22 - 27 pounds per square yard. Equimment. All equipment, tools and machines used in the performance of this work shall be maintained in satisfactory working order at all times. Descriptive information on the mixing and application equipment to be used shall be submitted for approval not less than 10 days before work starts. (a) Mixing Equipment - The material shall be mixed by a mixing machine which shall be a continuous-flow ~ixing unit able to accurately deliver and proportion the aggregate, emulsified asphalt, mineral filler, field control additive and water to a revolving multi-blade mixer and discharge the thoroughly mixed product on a continuous basis. The machine shall have sufficient storage capacity for aggregate, emulsified asphalt, mineral filler, field control additive and water, to maintain an adequate supply to the proportioning controls. (b) Proportioning Devices - Individual volume or weight controls for proportioning each material to 'be added to the mix shall be provided. Each material control device shall be so calibrated and properly marked. They shall be accessible for ready calibration and to be equipped with a revolution counter or similar device so that the engineer may determine the amount of each material used at any time. (c) Emulsion Pump - The emulsion pump shall be a heated positive displacement type. (d) Spreading Equipment - The paving mixture shall be spread uniformly by means of a mechanical type squeegee box, equipped with paddles to agitate and spread the materials throughout the box. The equipment shall provide sufficient turbulence to prevent the mix from setting in the box or causing excessive side buildup or lumps. Flexible seals shall be in contact with the road surface to prevent loss of mixture from the box. The rear seal shall act as a final strike off and shall be adjustable. The contractor shall operate the spreading equipment in such a manner to prevent the loss of mixture on super-elevated curves. The mixture shall be spread to fill cracks and minor surface irregularities and leave a uniform skid-resistant surface without causing skips, lumps or tears in the finished surface. ~e) Roller - The roller, if required, shall be a self-propelled, i0 ton pneumatic tired roller capable of exerting a contact pressure during rolling of 50 pounds per square inch. If) Auxiliary Equipment - Other tools or equipment such as brushes, hand squeegees, hose equipment, tank trucks water distributors and flushers, power blowers, barricades, etc., shall be provided as required. Machine Calibration. Each mixing unit to be used in the performance of the work shall be calibrated in the presence of the engineer prior to construction, or previous calibration documentation covering the exact materials to be used may be acceptable provided they were made during the calendar year. Weather Limitations. The material shall be ~pread only when the road surface and atmospheric temperatures are at least 45 degrees F. and rising and the weather is not foggy or rainy and there is nc forecast of temperatures below 32 degrees F. within 48 hours from the time of placement of the mixture. Surface Preoaration. The area to be surfaced shall be thoroughly cleaned of vegetation, loose aggregate, dirt, grease, oil or any type of objectionable surface film. Manholes, valve boxes and other service entrances shall be protected from the surfacing material. ~ockoiles. Precautions shall be taken to insure that stockpiles do not become contaminated. Stockpiles shall be kept in areas that drain readily. ~oLication. The surface shall be pre-wetted by fogging ahead of the spreader box. The entire surface should be damp with no apparent flowing water in front of the box. The surfacing mixture shall be of the desired consistency upon leaving the mixer and no additional materials should be added. A sufficient amount of material shall be carried in all parts of the spreader at all times so that a complete coverage is obtained. Overloading of the spreader box should be avoided. No lumping. balling, or unmixed aggregate shall be permitted. No streaks, such as those caused by oversized aggregate, will be left in the finished surface. If excess oversize develops, the Job will be stopped until the contractor proves to the engineer that the situation has been corrected. No excess buildup, uncovered areas or unsightly appearances shall be permitted on longitudinal or transverse Joints. The contractor shall provide suitable width spreading equipment to produce a minimum number of joints. T}~e finished surface shall present a uniform and skid resistant texture satisfactory to the engineer. Areas which cannot be reached with the mixing machine shall be surfaced using hand squeegees to provide complete and uniform coverage. The area to be handworked shall be lightly dampened prior to the mix placement. Care shall be exercised to leave, no unsightly appearance from handwork. ~qalitv Control. The contractor will permit the engineer to take samples cf the aggregate and asphalt emulsion to be used in the project at the engineers discretion. Gradation and sand equivalent tests may be run on the aggregate and residual asphalt tests on the emulsion. Test results will be compared to the specifications. Samples of the mixture could be taken daily. Consistency and residual asphalt content tests may be made on the samples and compared to the specifications. The contractbr will be notified immediately if any test fails to meet the specifications. If any two successive tests on the material fail, the Job shall be stopped. If any two successive tests on the mix from the same machine fail, the use of that machine will be suspended. Traffic Maintenance. The contractor shall ne responsible for providing maintenance and protection of vehicular and pedestrian traffic associated with this work. Method of Measurement. The quantity to be paid for under this item shall be the number of square yards of pavement covered in accordance with the specification. Ba,%i_S of Payment. Payment shall be made at the contract unit price per square yard. The price shall be full compensation for furnishing all materials, for preparing, mixing and applying these materials, traffic control and all labor, equipment, tools and incidentals necessary to complete the work. Qualifications. The contractor shall have a minimum of three years experience in the application of micro-surfacing material. Inorder to insure the efficient application of product, the contractor must own and maintain a minimum of three mixing units which meet this specification. _?~udDm_ttd~a2~.
