The cost of the project is less than 50% of the appraised value of the house. It is my understanding therefore, that the pre-existing house, whose first floor sits greater than two and one-half feet above the 8'-0" base flood elevation (AE8) does not have to be flood compliant. The existing basement is original to the house. The new crawl space under the proposed Dining Room Addition will be flood compliant as will the proposed screened porch and deck which will be built on poured concrete pier and will be surrounded by lattice. Regarding your request for septic certification, I was told explicitly by your office that if I was not increasing the number of bedrooms in the house, I did not require septic certification. In fact, your office also requested that I eliminate the closets in the existing first floor den, so that the den could not be confused for a bedroom. Since the number of bedrooms on the second floor has not increased, I have technically eliminated one bedroom. My clients would prefer not to bear the cost of demolishing the closets in the existing den, but I have told them your office would not issue a building permit without this concession. The McLaughlin's house is quite modest (2,000 sq. ft) and sits in a modest neighborhood. There addition is sensitive to the scale of the existing house and neighborhood. As they are anxious to complete there addition by July, 2004, I hope you will issue there building permit in a timely manner.
