It will hold 6-9 boats depending on the size of the boats. It will be 24 feet high and 45 feet wide and 25 feet deep. It will be bolted together, it will be removable. I would like to know if there is any limitation on removable, open boat rack. This rack is not visible from the road or neighboring properties. The town issued a permit for the box (shed) to be removed. (see attached) It was replaced 100 feet north of the same area. It is a wooden structure covered with white vinyl siding 13' x 12' . It was indicated on the application to the DEC and they did approve it in the plans. (see attached) The building department requires not only removal but relocation of the electdc box (shed) to be included in an amendment to permit- SCTM #114-3-1. I would like to ask for an amendment to our permit for the relocation of the electric box (shed) 100 feet north to the new location. The decision whether to issue a permit will be based on an evaluation of the probable impact, including cumulative impacts, of the proposed activity on the public interest. That decision will reflect the national concern for both protection and utilization of important resources. The benefits which reasonably may be expected to accrue from the proposal must be balanced against its reasonably foreseeable detriments. All factors which may be relevant to the proposal will be considered including the cumulative effects thereof; among those are conservation, economics, aesthetics, general environmental concerns, wetlands, historical properties, fish and wildlife values, floodplain values, land use, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food and fiber production, mineral needs, consideration of property ownership and, in general, the needs and welfare of the people. The Corps of Engineers is soliciting comments from the public; Federal, state, and local agencies and officials; Indian Tribes; and other interested parties in order to consider and evaluate the impacts of this proposed activity. Presently unknown archeological, scientific, prehistorical, or historical data may be lost by work accomplished under the required permit. Pursuant to Section 307 (c) of the Coastal Zone Management Act of 1972 as amended [16 U.S.C. 1456 (c)], for activities under consideration that are located within the coastal zone of a state which has a federally approved coastal zone management program, the applicant has certified in the permit application that the activity complies with, and will be conducted in a manner that is consistent with, the approved state coastal zone management program. By this public notice, we are requesting the state's concurrence with, objection to, or waiver of the applicant's certification. No permit decision will be made until one of these actions occur. The work would involve construction of a new boat basin by removing existing bulkheading and excavating approximately 10,500 cubic yards of material from an approximate 18,700 square foot area at the southeast upland area of the existing marina to a maximum depth of 4 feet below mean low water. The material would be used as backfill behind approximately 247 linear feet of new bulkhead to be constructed mound a portion of the periphery of the excavated area, and to create a berm at the eastern border of the marina. In the new boat basin, the applicant would install approximately 455 linear feet of 4-foot wide main floats inclusive of a landing area at the bottom of a 4 foot by 30 foot ramp where the float would be 8 feet wide. Also proposed are nine 3 foot by 30 foot finger floats and a 3 foot by 40 foot pier. The applicant also proposes to construct approximately 850 linear feet of vinyl bulkhead in front of the existing bulkhead. The stated purpose of this project is to provide adequate mooring facilities. The work would involve construction of a new boat basin by removing existing bulkheading and excavating approximately 10,500 cubic yards of material from an approximate 18,700 square foot area at the southeast upland area of the existing marina to a maximum depth of 4 feet below mean low water. The material would be used as backfill behind approximately 247 linear feet of new bulkhead to be constructed around a portion of the periphery of the excavated area, and to create a berm at the eastern border of the marina. In the new boat basin, the applicant would install approximately 455 linear feet of 4-foot wide main floats inclusive of a landing area at the bottom of a 4 foot by 30 foot ramp where the float would be 8 feet wide. Also proposed are nine 3 foot by 30 foot finger floats and a 3 foot by 40 foot pier. After several members of the Council did a field inspection, we concluded that the project as proposed is quite extensive and there is the potential for significant environmental impacts and a full environmental review is required. The applicants have submitted a Short Environmental Assessment Form which does not provide sufficient information on which to base a determination of significance for a project of this magnitude. We believe the Trustees must require the applicant to submit a FUll Environmental Assessment Form and that a coordinated review by all involved agencies should be done. These agencies should include the Southold Trustees, the Conservation Advisory Council, the Southold Town Planning Board, the New York State Department of Environmental Conservation and United States Army Corps of Engineers. The potential significant impacts include: * During the excavation of this boat basin there could be adverse impacts on water quality of Mattituck Creek from sedimentation from storm water run-off and erosion. * The increased number of boats would cause additional pollution from boat engines and the services these boats would require, such as cleaning, may have adverse effects on Mattituck Creek. Also, there is presently no pump-out station at Matt-A-Mar, thus there is the potential for increased pollution from sanitary waste. a non-profit organization for the preservation of land, sea, air and quality of life printed on 10o% recycled paper * Potential for visual and other impacts on the surrounding community due to the possible creation of a need for construction of a new boat storage and/or parking area or faciltiy for the additional boats and cars that would be using the marina and because of the removal of the current storage and/or parking area where the new boat basin would be constructed. Matt-A-Mar should disclose it's full expansion plans now, otherwise the environmental review of this project would be segmented, which would be contrary to the intent of the State Environmental Quality Review Act and its regulations. * The engineering design that would be required to mitigate the potential significant adverse impacts this project would have could only be properly reviewed in an Environmental Impact Statement (ELS). The NFEC strongly believes the proposed expansion of Matt-A-Mar Marina would have several significant environmental impacts and the Trustees must give this project a hard look and require a full EIS.
