Dear Mr. Anderson:
The Board of Town Trustees took the following action during its regular meeting held on
November 16, 2005 regarding the above matter:
WHEREAS, Suffolk Environmental Consulting, Inc. on behalf of NSHE
WILLIAMSTOWN, LLC applied to the Southold Town Trustees for a permit under the
provisions of Chapter 97 of the Southold Town Code, the Wetland Ordinance of the
Town of Southold, application dated October 3, 2005, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on November 16, 2005, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of NSHE
WlLLIAMSTOWN, LLO to remove wooden deck on the seaward side of the existing
dwelling; remove porch on the western portion of the dwelling; remove two +/-23' long
concrete walls off the southwest side of the dwelling; remove +/-49.6' section of the
dwelling located on the northern corner of the dwelling; remove +/-24.8' section of the
dwelling located on the seaward eastern corner of the dwelling, and remove a +/-17'X 1'
section of the southern corner of the dwelling. Construct a +/-515' addition off the
existing northwestern side of the dwelling; a 725' garage connected to the southwestern
end of the extension; a +/-77.18' extension to the southeastern side of the dwelling; and
a +/-71.4' extension to the easterly facing notch of the existing dwelling, with the
condition drywells and gutters are installed to contain the roof run-off, and a line of

Permit to construct and complete project will expire two years from the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)

The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of
the Town of Southold Town Code and the Local Waterfront Revitalization Program
(LWRP) Policy Standards. Based upon the information provided on the LWRP
Consistency Assessment Form submitted to this department, as well as the records
available to me, it is my recommendation that the proposed action is generally
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the
LWRP, with the conditions that:
1. Drywells be installed to contain roof runoff.
2. A silt screen including haybales be installed prior to any construction.
3. A non-turf buffer be required to protect the waterway.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

Town af Southold would result in a loss of the community and landscape character of Southold.", this
project is a proposal to improve upon an existingl dwellina situated in a neiahborhaod consistinci primarily
of similarly-sized sinale-family dwellinas within similarly-sized Praperties. The proposal, as desianed, will not
result in adverse effects to the surroundina environment in that the project has been desianed in such a
way as ta remove the most seaward structure while constructina the improvements. Also, the most
seaward ProPosed addition is substantially more landward than any existina structrue. In addition, the
surroundina neiqhborhood is comprised of older residential dwellinas which have existed harmoniously
within this area for vears and have not resulted in any form of adverse effects to the surroundinci
environment. Accordinaly, we believe that this project is consistent with this policy.

Scenic resources, assumedly views of Southold Bay to the northeast, are not at risk due to the property beina
already developed with a dwellinq. None of the additions to the dwellincl will be any hiaher or wider than the
existina Darts. The only visual hindrance would come from the proposed claraae. However, this hindrance
would be minimal because of the size of the claracle, and the fact that the property slopes up when movina
north aloha the Iol. This second point, even without the proposed aaraae, hinders the view of Southold Bay
from across West Shore Drive because of line of siclht. Therefore, this proposal will comply with Policy 3.
