There are several opportunities for the public to address the Town Board over the course of the meeting. The first opportunity is prior to the Town Board voting on any of the resolutions, the resolutions that are on the printed agenda are there for the public to inquire about prior to us voting on them. Once we have concluded the voting of the resolutions, I believe tonight we have a public hearing, so there will be time afforded to the public to address the Board on that specific hearing tonight. In addition to our public hearing, we also afford the, encourage the public to address the Town Board on other town related items at the end of the meeting, prior to the meeting adjourning. With that explained, I do ask one thing: that when you address the Town Board, you do so from one of the two microphones located at the front of the room and just state your name and hamlet or place of residence so we can have that incorporated into our public record. Moving forward, I would call for approvals. At this point we open the floor to the public to address the Town Board on any of the resolutions that appear on the agenda this evening. Yes, Mrs. Egan. JOAN EGAN: Good evening, my friends. Joan Egan, East Marion. Mr. Wickham, Mr. Romanelli, Mr. Edwards, Mr. Ross, Mrs. Evans, Mr. Wickham, Mrs. Neville and the lady who sometimes answers the phone. How is everybody tonight? Everybody enjoy the Maritime Festival? It was rather nice, I thought. Better than usual and I don’t think we had any really bad problems. I was interviewed on WINS, right, Mr. Wickham? You almost grabbed my arm and you know what I told you, dear. No touchy, touchy. SUPERVISOR HORTON: Mrs. Egan. EGAN: Now, there seems to be a lack of information on these, usually you have a little bit more information so sometimes I have to ask more questions so that you don’t do that. Now, the 2005-570 audit by the Town Clerk. Audit the Town Clerk or who was audit? SUPERVISOR HORTON: The resolutions 570 through 573 are the standard resolutions we put forth at the beginning of the meeting, approving the audit of the bills, approving the setting of the next meeting. So the audit is actually conducted by the Accounting office, approved by the entire Town Board. MS. EGAN: Who did the auditing? SUPERVISOR HORTON: The Accounting office does that on a weekly basis. Monthly basis. MS. EGAN: Good. So that is 570 to 573? 2005-570 is the audit by the Town Clerk. Then 71 is the minutes by the Town Clerk. Right? SUPERVISOR HORTON: That is correct. These are, as I said, these are housekeeping resolutions that are approved at the beginning of every meeting. th MS. EGAN: Now, 572, set a meeting October 4, a Special Town Hall meeting? SUPERVISOR HORTON: Yes, Mrs. Egan. MS. EGAN: What is that for? SUPERVISOR HORTON: We are holding a public hearing. MS. EGAN: On what? SUPERVISOR HORTON: On whether or not we should enact a moratorium that would enable the Town Board to deal with issues pertaining to big box stores and businesses of that nature. MS. EGAN: Okay. 573, is… SUPERVISOR HORTON: Mrs. Egan, I have explained these. MS. EGAN: …Town Hall meeting. Oh, incidentally, your telephone system isn’t working up here properly. SUPERVISOR HORTON: Are there resolutions, Mrs. Egan? MS. EGAN: It is not working properly. I dial the Assessors and I get the Town Clerk. SUPERVISOR HORTON: Mrs. Egan. Resolutions. EGAN: You don’t want the letter to be sent. SUPERVISOR HORTON: She writes letters to my mom. MS. EGAN: Now, 574… SUPERVISOR HORTON: Yes, 574. MS. EGAN: A modification. SUPERVISOR HORTON: Yes, a budget modification from the Accounting finance, full-time employees to part-time employees, $900. It is exactly as it says. MS. EGAN: Okay. Now, the Highway Department. We seem to spend a lot of money there and things are still not done properly…. SUPERVISOR HORTON: Mrs. Egan. Mrs. Egan. MS. EGAN: ….with the street signs. SUPERVISOR HORTON: Mrs. Egan, the Highway Department budget has been run more efficiently in the past three years than we could ever have hoped to see it run. He has always remained within budget. He always has had a surplus at the end of the year and Mr. Harris has always lived, as I said, within his budget. He has done a fantastic job with it. MS. EGAN: Well, in my opinion as a taxpayer, probably having paid taxes out here longer than you have, he hasn’t done a good job. SUPERVISOR HORTON: Okay. MS. EGAN: You had problems with the snow removal… SUPERVISOR HORTON: Mrs. Egan… MS. EGAN: …you had a lot of problems. SUPERVISOR HORTON: Mrs. Egan, stick to the resolutions. MS. EGAN: Nope, it is not done properly. Now, 577, computer server. Well, that is fine. Same thing for 578. Equipment that has to be thrown away? SUPERVISOR HORTON: They are going there for training. MS. EGAN: For training. SUPERVISOR HORTON: Are there other resolutions. MS. EGAN: Well, I thought she did…. SUPERVISOR HORTON: Because other people would like to address the Board. MS. EGAN: …a very good job in training when she went away last January and February. I don’t understand these people disappearing all the time. Well, I guess the Recreation Department, hope they do a good job. Oh, 583. Or where are they from? SUPERVISOR HORTON: In Suffolk County. MS. EGAN: Not from Southold? SUPERVISOR HORTON: No. MS. EGAN: No, never from Southold. SUPERVISOR HORTON: I don’t know of a legal firm that specializes in civil and municipal labor law. MS. EGAN: And you can’t find anybody out here. And then you wonder why people can’t get jobs here and the young people move away? SUPERVISOR HORTON: Mrs. Egan, are there other resolutions? MS. EGAN: I am not finished. Now, this 585, what does that all mean? It just says contracts, lease and agreements, town attorney? SUPERVISOR HORTON: That is signing an agreement to complete some technical work for our Town computer system. MS. EGAN: It doesn’t say anything. SUPERVISOR HORTON: I just answered your question. MS. EGAN: Now why are you so upset when people up there answer a question? You are getting a little too controlly. SUPERVISOR HORTON: My mother must have written you back. MS. SUPERVISOR HORTON: Yes. MS. EGAN: Same one? SUPERVISOR HORTON: You asked about 592, so the resolution has not changed. MS. EGAN: I don’t think so. No, no. That was 54, that is another one. And now what is 595? SUPERVISOR HORTON: 595 is extending a lease agreement for municipal parking here in Southold. MS. EGAN: Where? SUPERVISOR HORTON: I think it was catty-corner diagonally across the street on 25, the south side of 25. The lot that is next to Dr. Dubovic’s office, across the street from the library and Feather Hill. MS. EGAN: I see. Incidentally, you have water coming up on Horton’s Lane, on the west side and it is bad in front of that farm stand and it is really getting bad. SUPERVISOR HORTON: Okay. MS. EGAN: 597, contracts, lease and agreements, Town Attorney. SUPERVISOR HORTON: Exactly. MS. EGAN: What is that about? SUPERVISOR HORTON: That actually relates to the same parking lot. MS. EGAN: These aren’t really being done very well at all anymore. And you have 598 is the Building Department, a seminar. SUPERVISOR HORTON: That is correct. Continuing education for the building inspectors. MS. EGAN: Oh, I thought he was doing such a great job he didn’t need any help. EGAN: Now, 601, the Police Department. I understand that we are going to have, we have, they weren’t brought up here, they were sworn in, that we have five new police officers. You are losing 440, Charters… SUPERVISOR HORTON: Excuse me, Mrs. Egan. MS. EGAN: …and another. It is a shame that they weren’t brought up to Town Hall to be sworn in because then it would have been on television and people do appreciate seeing that. SUPERVISOR HORTON: They will be, upon completion of their field training. MS. EGAN: Pardon? SUPERVISOR HORTON: Upon completion of their field training and then one is in the academy. When that is complete, they will be. MS. EGAN: I know, one of them from the city. Grattan. Another Grattan. How are you, Mr. Romanelli, tonight? SUPERVISOR HORTON: Mrs. Egan, are there other resolutions? MS. EGAN: You like my new hat, Mr. Romanelli? COUNCILMAN ROMANELLI: It’s very nice. SUPERVISOR HORTON: Okay, I am going to… MS. EGAN: Isn’t that a killer? SUPERVISOR HORTON: ….allow somebody else to address the Board, Mrs. Egan. Would anybody else care to address the Board on the resolutions? MS. EGAN: I am not finished. 605, where is all this money coming from for the Police Department? Because their budget is shot. SUPERVISOR HORTON: This is a grant we are receiving. MS. EGAN: Hmmm? SUPERVISOR HORTON: Their budget is not shot, but this is a grant that we are receiving from the Federal Department of Homeland Security. MS. EGAN: You got some money out of them? SUPERVISOR HORTON: This is to commence the SEQRA or to make the SEQRA determination for a piece of legislation that will be heard tonight at a public hearing. SEQRA is the State Environmental Quality Review Act. MS. EGAN: Mmmhmm. SUPERVISOR HORTON: And each time a piece of legislation is moved forward or set to hearing, the Town is required to conduct SEQRA. This declares the Town as lead agency of that action. MS. EGAN: Good. Now, who is getting a refund? SUPERVISOR HORTON: That is for Daysman and Nan Morris. MS. EGAN: They get any interest on that money? SUPERVISOR HORTON: No. MS. EGAN: No? People should get interest on it like the people…. SUPERVISOR HORTON: Are there other resolutions, Mrs. Egan? MS. EGAN: Oh, 610. I understand that that mildew in the basement here is horrible. Is that what you are addressing with 610? SUPERVISOR HORTON: Yes. MS. EGAN: Somebody almost got sick down there it was so bad. SUPERVISOR HORTON: And I think that solidifies my point that we are in need of a new Town Hall. MS. EGAN: Hmm? SUPERVISOR HORTON: And I hope that the Town Board will insist one…. MS. EGAN: Mr. Horton, you are… SUPERVISOR HORTON: I am just… MS. EGAN: …always going to going to going to. Take care of business now. Whether it is this Town Board or the next, I hope that they do move forward with a proper Town Hall for the people of this community. MS. EGAN: Well, you can’t do everything although you would like to. You started off doing some good but now it isn’t. SUPERVISOR HORTON: Okay. Are there other resolutions? I believe 611 may be our last. MS. EGAN: I think that is all for a while. SUPERVISOR HORTON: Okay, thanks. Would anyone care to address the Board on the resolutions? Pretty much all of them have been discussed to date. Resolutions Public Hearings Public Hearing #1 S8:00 P.M., S27, 2005, STH, ATP ET EPTEMBER OUTHOLD OWN ALLS THE IME AND LACE FOR A PH"A LLIRAUW UBLIC EARING ON OCAL AW N ELATION TO MENDMENTS TO SES ITHIN THE HDRD" AMLET ENSITY ESIDENTIAL ISTRICT HEARING ON “A LOCAL LAW IN RELATION TO AMENDMENTS TO USES WITHIN THE HAMLET DENSITY RESIDENTIAL DISTRICT” NOTICE IS HEREBY GIVEN COUNCILMAN WICKHAM: , there has been presented to the th Town Board of the Town of Southold, Suffolk County, New York, on the 30 day of August, A Local Law in relation to Amendments to Uses Within the 2005 a Local Law entitled “ Hamlet Density Residential District ” AND NOTICE IS HERBY FURTHER GIVEN that the Town Board of the Town of Southold will hold a public hearing on the aforesaid Local Law at the Southold Town Hall, 53095 Main th Road, Southold, New York, on the 27 day of September, 2005 at 8:00 p.m. at which time all interested persons will be given an opportunity to be heard. A Local Law in relation to Amendments to Uses Within The proposed Local Law entitled, “ the Hamlet Density Residential District ” reads as follows: LOCAL LAW NO. ______ 2005 A Local Law entitled, “A Local Law in relation to Amendments to Uses Within the Hamlet Page 10 September 27, 2005 Town of Southold Board Meeting Density Residential District”. BE IT ENACTED by the Town Board of the Town of Southold as follows: I. Purpose - This amendment is intended to permit a variety of housing types and arrangements in the Hamlet Density Residential District, and to subject those uses to the recently enacted residential site plan approval process. This amendment is also intended to avoid the result of parcels in this district undergoing subdivision, without being subject to the residential site plan requirements that govern the design, arrangement and community integration of such parcels, in addition to lot yield, environmental and affordable housing considerations. The amendment would thus permit the use of more than one single family dwelling on a lot in this district; more than one two family dwelling per lot; and multiple dwellings, townhouse, row or attached houses. All such uses would then be subject to residential site plan approval. The density requirements for any and all of these uses would not be changed, and lot yield in accordance therewith would be calculated in the residential site plan approval process. II. Chapter 100 of the Code of the Town of Southold is hereby amended as follows: § 100-42. Use regulations. In the HD District, no building or premises shall be used and no building or part of a building shall be erected or altered which is arranged, intended or designed to be used, in whole or in part, for any use except the following: A. Permitted uses. (1) One-family detached dwellings, subject to residential site plan approval for more than one such structure per lot. (2) Two-family dwellings, subject to residential site plan approval for more than one such structure per lot. (3) Multiple dwellings, townhouses, row or attached dwellings, subject to residential site plan approval. (4) Continuing care facility and life care community. [Added 11-22-1996 by L.L. no. 20- 1996] B. Uses permitted by special exception by the Board of Appeals. The following uses are permitted as a special exception by the Board of Appeals, as hereinafter provided, and subject to site plan approval by the Planning Board: (1) Multiple dwellings, townhouses, row or attached houses. (1) Accessory apartments in single-family residences as set forth in and regulated by § 100-31B(13) of the Agricultural-Conservation District. (2) Bed-and-breakfast uses as set forth in and regulated by § 100-31B(14), without site plan approval.EN (3) Health care facilities. [Added 11-12-1996 by L.L. No. 20-1996] III. SEVERABILITY If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any Page 11 September 27, 2005 Town of Southold Board Meeting court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law as a whole or any part thereof other than the part so decided to be unconstitutional or invalid. IV. EFFECTIVE DATE This Local Law shall take effect immediately upon filing with the Secretary of State as provided by law. COUNCILMAN WICKHAM: From time to time the Board, this Board, has been requested by members of the public to explain legislation up for public hearing. The Board discussed this piece of legislation this morning and wishes to begin this public hearing with a synopsis of the background and purpose of this law. A long standing principal of zoning in the Town of Southold has been to limit to one detached house, suitable for residential occupancy per each lot or tax map parcel. That principal was retained in the new subdivision code which was adopted last year, which also promotes conservation subdivisions, affordable housing and other things. While a great majority of new houses in this town are built on subdivided, individual lots and also on single and separate lots that don’t need subdivision, there is another category of development that can also lead to new home construction. This is residential site plans. Examples of which are Peconic Landing and Founders Village here in Southold, in which all of the land is still held by the original owner and those people who buy homes own only their home and not the land. Unlike subdivisions, which are developed largely by the families that buy the lots, residential site projects are planned as a community and the Planning Board has considerable say into the lay-out, housing type and so on. At the request of the Planning Board, the Town early this year revised the rules for residential site plans to bring them into consistency with the new subdivision code. In doing so, we imported the subdivision principal of allowing only one detached dwelling per parcel. But this language makes it impossible to approve more than one detached or individual house on such parcels, even though in some cases they exceed 20 or 30 acres. The Planning Board pointed this out, that this is not in the Town’s interests, they would like to be able to plan and approve residential site plans that incorporate a mix of attached house types, both multiple and individual house types. The Planning Board also noted that if this change is not made, applicants planning to develop HD properties are likely to pursue subdivisions rather than residential site plans and in doing so, the Planning Board will lose an opportunity to control the layout and the configuration of those developments. The proposed legislation, therefore, revises the residential site plan portion of the code so that applicants can plan for more than one separate, free standing home on such parcels. In addition, it provides for as-of-right approvals for multiple dwellings, townhouses and row houses without requiring Zoning Board special exceptions as called for now. There are no other changes proposed in this law. The legislation does not affect the number of houses that an applicant may seek on a given parcel. That is governed by the standards of the Hamlet Density Zoning District, which is currently four units per acre, both for subdivisions and for residential site plans. Nor does it preclude building some homes as attached dwelling units, multiple dwelling units and in all cases, residential site plan applications are reviewed by the Planning Board and the Architectural Review Committee who retain authority on the layout of the project and the design of the houses. SUPERVISOR HORTON: Thank you, Councilman Wickham. Page 12 September 27, 2005 Town of Southold Board Meeting COUNCILMAN WICKHAM: I would like to just read very briefly the purpose of this law as written into the legislation itself. This amendment is intended to permit a variety of housing types and arrangements in the Hamlet Density Residential District and to subject those uses to the recently enacted residential site plan approval process. This amendment is also intended to avoid the result of parcels in this district undergoing subdivision without being subject to the residential site plan requirements that govern design, arrangement and community integration of such parcels in addition to lot yield, environmental and affordable housing considerations. The amendment would thus permit the use of more than one single family dwelling on a lot in this district. It would permit more than one two-family dwellings per lot and multiple dwellings, town house, row or attached houses. All such uses would then be subject to residential site plan approval. The density requirements for any and all of these uses would not be changed and lot yield in accordance to their width would be calculated in the residential site plan approval process. And there follows several technical, just a handful of changes in the language that give effect to what has just been read. I have before me statements that this has been published and posted on the Town Clerk’s bulletin board outside. It has appeared as a legal in the local newspaper and I have several public comments on it. One is from Jerilyn Woodhouse, the th Planning Board Chair dated September 20. “As requested, the Planning Board has reviewed the proposed amendments to Chapter 100. The proposed changes to this section of the code are intended to permit a variety of housing types within the HD zoning district. Specifically, these changes will 1.) Eliminate the need to obtain special exception for multiple dwellings, townhouses, rows and attached dwellings and 2.) To permit as-of-right multiple detached single family residences, two-family dwellings and multiple dwellings, townhouses, rows or attached dwellings subject to site plan approval. The Planning Board finds that the above referenced changes are consistent with the general purpose of the hamlet density zoning district to allow for higher density residential development and we therefore support the proposed amendments. In addition, the proposed amendments will facilitate a more consistent and logical review process for all high density developments proposed in the Town. It is understood that these code changes do not permit an overall increase in parcel yield which will continue to be based on the requirements of Chapter A106 11B of the code.” I also have a comment here from Mark Terry, the Senior Environmental Planner and the LWRP Coordinator. “The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review. Based upon the information provided on the LWRP consistency assessment form submitted to this department, as well as records available to me, it is my determination that the proposed action is consistent with the policy standards and therefore is consistent with the LWRP.” I don’t believe there are any further communications on this local law. SUPERVISOR HORTON: Thank you, Councilman Wickham. The floor is open to the public that care to address the Board on this specific hearing. Yes. FREDDIE WACHSBERGER: Freddie Wachsberger, Orient. Just for clarification, this would not affect, say somebody tore down a couple of buildings in the hamlet and wanted to put up attached housing? WACHSBERGER: …for a specific, large scale development? SUPERVISOR HORTON: Actually, it is specific to not even any particular development, there are throughout town in Greenport, Cutchogue, actually I believe Greenport and Cutchogue, maybe a little bit in Southold, actually, no, Greenport and Cutchogue are the only remaining hamlet density zoned parcels. Appreciate it very much. The instant proposition here looks like it gives the Town more flexibility in designing to the zoning that we have in place and I think that is a good thing. So we should do this. I also would like to comment, although it is not directly related to the proposition before us, to the local law before us that we still retain a severe concern about planning of residential density. This doesn’t help or hinder but it maybe even could help the how of it. The numbers are going to count, though. Thanks very much. SUPERVISOR HORTON: Thank you, Mr. Huntington. Would anyone else care to address the Board on this hearing? Yes, Mr. Conway. J. L. CONWAY: J. L. Conway, I live in Southold. I am a little bit confused with this. On a hypothetical case, what is the maximum amount of units you could have on, say, a ten acre piece? SUPERVISOR HORTON: If the parcel is zoned hamlet density… MR. CONWAY: Mmmhmm. SUPERVISOR HORTON: …and I am trying, there is a parcel in Cutchogue that is zoned hamlet density, there is a parcel in Greenport that is zoned hamlet density, which is actually the subject of the annexation discussion that is currently under way, the piece that is owned by the Kontokosta family. This would apply only to those properties that were zoned under this district. Taking the 10 acre example. If there were a 10 acre parcel zoned hamlet density before you, without yield, before you took out for roads, before you took out for any environmental constraints that may be on the property, if that was all a wash, you are allowed, the zoning allows four units to the acre. That, so the rough calculation would be 40 but that is before you take out for any infrastructure or environmental constraints that may be there. MR. CONWAY: Okay. SUPERVISOR HORTON: May exist on the property. MR. CONWAY: Okay and some of the other parcels that are not zoned now, you have the power in the future to change the zoning so it could be other areas that have the same zoning? SUPERVISOR HORTON: That power has existed with the Town Board and will continue to exist with the Town Board but this doesn’t, the legislation that is on for this hearing, that is the subject of this hearing tonight doesn’t affect density at all. MR. CONWAY: Because my biggest fear with the density is that we lose our rural character and my other fear is that with density you are going to put too many people in to our schools which are overburdened already and I can’t foresee these places paying the school taxes to support it and it is the people that you say you are trying to keep in the town, you may ultimately drive out. And in fact, the HD zoning category now has an inclusionary zoning requirement which provides that at least 25 percent of any hamlet density development, 25 percent be available for local and affordable guidelines for local people who live and work in the Town of Southold. MR. CONWAY: And all this will be publicized and we can come back and comment if anything is coming on this issue? SUPERVISOR HORTON: Absolutely. If and when that moves. MR. CONWAY: Thank you. SUPERVISOR HORTON: Thank you, sir. Would anybody else care to address the Board on this hearing? Mr. Sanders. CHARLES SANDERS: Charles Sanders, Greenport. The only thing that I worry about it the possibility of the rezone. If you have R-80 or an R-20 section and then you change it to high density, then you have the ability to go from single homes to townhouse and that changes the entire aesthetic of a community. SUPERVISOR HORTON: Right. But that concern, and that is a valid concern, that concern is not reflected at all in this, in the body of this legislation. The concern you raise is one that has been an age old concern within the town, where you have, let’s say, an R-80 piece of property and there is an application, a change of zone application is what you are talking about, a change of zone application to change the zone on this piece of property from two acres zoning to let’s say, hamlet density or some other zoning category of the town. That is, there is a process in place for that. That is not being affected in any way this evening by this legislation. So, the only way a piece of property that is say, two acre zoned could get the hamlet density zoning is to actually apply for a change of zone; go through the public hearing process and actually have the legislative body vote on that. The Town is, that is not being addressed in this at all. MR. SANDERS: I guess what I am doing, I am cutting to the chase to it. I am cutting to the chase in some respects because if you look at, if this were to be passed, then one could change R- 80 or R-20 to hamlet density… SUPERVISOR HORTON: One could already right now. Whether this passes or not. MR. SANDERS: I agree but the aesthetic, the way things would look, you wouldn’t have townhouses in those hamlet density areas… SUPERVISOR HORTON: Oh, absolutely. I wondered if anything has been pursued at all, whether any action has been initiated? SUPERVISOR HORTON: Yes. We aren’t at liberty to divulge that because there is still litigation strategy that is being drafted but the Board did come to a conclusion as to the direction that it will take. MS. WACHSBERGER: That is excellent. I was doing a little calculation today and I realized that if the official $500 fine had been enacted when they first went into non-compliance with the site plan or when the site plan expired, you would have earned $29,000 for the Town by now, which is actually considerably more than Cross Sound pays in real estate taxes annually. SUPERVISOR HORTON: When Ms. Weisman is done, you can address the Board again. LESLIE WEISMAN: Leslie Weisman, Southold. I would like to thank the Board for acting th upon the proposal that will be heard on October 4 for creating a moratorium on formula retail businesses. But I also would like at the same time to urge this Board to act very quickly on creating necessary legislation. The language, the code, formula business zoning codes exist in other communities, as the Planning staff is aware of and if it is necessary to create an expeditious outcome, I would really hope the Board would consider providing whatever consulting fees are necessary to develop either a planner who has experience in this specific kind of language as a consultant and or to hire legal expertise in communities where this kind of legislation has been created, so that we can move ahead very quickly and with assurances that both legal challenges will stand up in court but not only that, that it will reflect the best interests of the town and not allow CVS the same 90 days to prepare their legal challenges to whatever code is adopted. So, I hope that will be a positive outcome and I want to thank you for moving ahead with this. It is long overdue. Thank you. SUPERVISOR HORTON: Thank you for supporting that and we actually, we have no choice but to move expeditiously, for two reasons, one, I don’t offer the choice and two, 90 days is a tight window to work with and we intend to meet obligation and commit the resources necessary to protect small business and small business owner in Southold Town, which in turn is protecting the fabric of our community, as we know it. So thank you for your support on that. And also your participation thus far. I wanted to bring something to the public’s attention, those of you that are here and those of you who may tune into watch this, I attended a session of the Suffolk County Legislature today and I was there to speak in support of a bill sponsored by Legislator Angie Carpenter. Legislator Carpenter put a bill forward that essentially would ensure that we had medevac coverage at all times. That we had enough medevac helo’s under County ownership, so that if one was down for repairs or routine maintenance, that one being down wouldn’t shoot a hole in the medevac coverage. The monies, I believe, were budgeted for ’06, however the time to order a helicopter and repair the other helicopter’s that are in need of repair is substantial. So therefore, Legislator Carpenter, her bill moved up the expenditures of those funds to now, to the month of September and October to purchase a new helicopter and fill the medevac gaps. At the morning session, that bill failed along party lines and it was, it was difficult for me to see that. However, after lunch, after their break, they came back and one democrat did swing over to the republican majority and the bill was passed under reconsideration this afternoon, 12 to whatever the remainder of no votes and abstentions were. So I am pleased to say that we were there, we had a voice, our voice was heard. Initially it was shot down but then after some break and at the reconsideration, the bill did pass. Therefore, the county will be moving forward with the purchase of a new medevac helo to broaden and ensure the strength of medevac coverage. The scope of that. So I wanted to report on that, I think it is an important Page 55 September 27, 2005 Town of Southold Board Meeting issue, I also want to take the time to thank Legislator Carpenter for taking that initiative and having the vision. She was instrumental in getting the initial helo stationed here permanently. So those are important things to us on the east end, particularly in the summertime where gridlock in Riverhead and on the south fork are heavy and transport to Stony Brook is not as easy as it should be.
