This parcel has been identified as one often serious read ten-off areas in the Mattituck
Creek watershed. A large diameter pipe through this lot discharges storm-water directly
into Mattituck Creek. Water samples I have taken there indicate very high flow rates and
high bacteria counts, thus severely impairing water quality.
The Board of Trustees previously recommended the Town acquire the parcel and an
appraisal was made. The Trustees felt the pdce was excessive and no further action
was taken.
The Board of Trustees still recommends acquisition of this undeveloped waterfront lot
for preservation and a water quality improvement project.

A further discussion at the CAC meeting held on Monday, April 16, 2001 revealed that
the CAC would recommend to the Southold Town Board of Trustees DISAPPROVAl' of
the Wetland Permit application of C&D REALTY 113-4-1 to construct a single-family
dwelling with private well and on-site sewage disposal system.

The CAC recommends Disapproval based on the comments previously submitted, and
not being able to meet the Dept. of Health setbacks and not being able to maintain a 50'
non-disturbance buffer from the wetlands.

Justification
Upon the trustee's request, the CAC has closely looked at application 113-4-1
C & D Realty, and has concerns regarding the proposed project. Currently, as
of 3/16/01 the council is researching information regarding septic systems and
setbacks from wetlands, and has produced significant findings from West
Virginia University and additional sources. Both of the above applications have
similar environmental concerns in regards to the septic sethacks and the
potential negative impacts to natural systems of Southold Town. Additional
Natural Resource concerns apply to wetland application 56-7-13 Schambri
Homes. The NYS DEC Non Jurisdiction origin for this permit, allows the Town
and it's Trutee's to conserve/manage these smaller yet integral natural
envimnmants for the good of the Town and it's natural systems within.
The CAC is looking forward to .discuss these concerns regarding the above
applications with the board of trustas's or it's representative.
