A meeting of the Southold Town Conservation Advisory Council was held Wed.,
October 12, 2005 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
None
REPORTS
Trustee Peggy Dickerson informed the members of the Council that the Trustees have
been taking into consideration the recommendations made by the Council as well as the
recommendations made by the LWRP coordinator when reviewing wetland permit
applications. Trustee Dickerson described the necessity and function of turbidity

screens when constructing bulkheads and docks. The Board will be requiring turbidity
screens on future permits, when necessary.
APPROVAL OF MINUTES
Moved by Don Wilder, seconded by Jack McGreevy, to Approve the Minutes of
September 14, 2005.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Jennifer Mannino, to
TABLE the Wetland Permit application of JACK ClPRIANO to construct a two-story
single-family dwelling, sanitary system, and driveway.
Located: 8150 Main Bayview Rd., Southold. SCTM#87-5-23.6
The CAC Tables the application because the project was not staked.
Vote of Council: Ayes: All

Moved by Don .Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDTION of the Wetland Permit application of PAUL LONG to demolish the
existing dwelling and construct a 38'X 41' two-story frame dwelling on pilings, with 10'X
32' porch attached to southern side, and to install a new sanitary system.
Located: 3945 Camp Mineola Rd., Mattituck. SCTM#123-5-30
The CAC recommends Approval of the application with the Condition drywells and
gutters are installed to contain the roof run-off and a 50% non-disturbance buffer.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of GREGERSEN'S KEEP, LLC-LOT 1
to construct a single-family dwelling, pervious driveway, deposit 700 cy. of clean fill from
an upland source and maintain the existing wood frame and canvas building within
subject property.
Located: Gull Pond Lane, Greenport. SCTM#35-3-12.6&12.7

The CAC recommends Approval of the application with the Condition of a 50' non-turf
buffer, a berm and swale are installed on the seaward side of the dwelling, and the
existing trees on the property remain as part of the landscaping plan.

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of GREGERSEN'S KEEP, LLC-LOT 2
to construct a single-family dwelling and attached garage, attached terrace off the
southeastern corner of subject dwelling, an attached terrace off the northeastern corner
of subject dwelling, gazebo, pervious driveway, and deposit 1,200 cy. of clean fill from
an upland source within subject property.
Located: Gull Pond Lane, Greenport. SCTM#35-3-12.6&12.7
The CAC recommends Approval of the application with the Condition of a 50' non-turf
buffer, a berm and swale are installed on the seaward side of the dwelling, and the

A CONDITION of the Wetland Permit application of WALTER GITLIN to renovate the
existing residence with a first and second floor addition and new on-grade stone terrace
and a new garage.

The CAC recommends Approval of the application with the Condition of a 20' non-turf
buffer and a berm and swale are installed on the seaward side of the dwelling.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of JOAN MCDONALD to construct a
single-family dwelling, porch, garage, driveway and sanitary system.
Located: 705 Bayshore Rd., Greenport. SCTM#53-3-9

The CAC recommends Approval of the application with the Condition of a 50' non-
disturbance buffer and the pervious path is maintained.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of ROBERT KELLER to remove and replace approx. 97' of
deteriorated creosote seawall with new vinyl seawall. Existing platform, ramp, and float
to be removed and reinstalled.following construction. Backfill new wall with 20 cy. clean
fill in area 10' behind bulkhead. Re-use existing gravel and stepping stones, plant area
behind with Cape American Beachgrass, Bar Harbor Juniper, and Rosa Rugosa.

JOAN A. EGAN to restructure the existing timber bulkhead facility within subject
property by installing timber sheathing (2'X 12") landward of the existing timber
sheathing, and securing same with top cap (2"), clamp (3"X 6") and tie-rod (12')
connecting to a deadman (8"/lay-log (8.0") assembly landward of same. Construction
will include the excavation landward of said bulkhead to install the proposed sheathing,
and the backfilling of same with the existing excavated material. All activity will occur
landward of the existing timber bulkhead facility.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of ALLEN KRAUS to construct a 28'X 60' single-family
dwelling, on-site sewage disposal system and pervious driveway.

OLD ORCHARD HOMEOWNER'S ASSOCIATION to remove and replace
inkind/inplace 5 - 12" dia. pilings on the existing jetty.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ROBERT KRUDOP to construct a
rock revetment to cover an area of 5.5'X 125' and plant with Spartina Patens and
Spartina Alterniflora to help control erosion along the bank.

The CAC recommends Approval of the application with the Condition of a 20' non-turf
buffer.

BARBARA & JOSEPH ISABELLA to construct a second-story addition over an
existing one-story dwelling; remove existing deck and concrete walk; and construct a
10'X 38' deck and (2) sets of stairs.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of LAUGHING WATERS PROPERY
OWNERS ASSOC. to resheathe (on the landward side) approx. 264 linear ft. of existing
timber bulkhead on the North Marina with vinyl bulkhead and backfill with approx. 65 cy.
of clean sand fill to be trucked in from an upland soume, and remove and replace
(inkind/inplace) existing shed landward of the bulkhead. Remove and replace (in-place)
approx. 226 linear ft. of existing timber bulkhead on the South Marina, with vinyl
bulkhead and backfill with approx. 18 cy. sand spoil to be maintenance dredged from
most southeasterly boat slip (to max. depth of-4' ALW). Remove and replace
(inkind/inplace) existing floating docks attached to existing bulkhead and existing shed
landward of bulkhead.

The CAC recommends Approval of the application with the Condition the debris around
the shed is removed.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Jennifer Mannino, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the application of LESLIE BARNEY & SEAN OLSEN to Amend
Permit #6032 to allow for the construction of a 3'X 21' rather than 3'X 18' fixed catwalk.
Located: 1075 Smith Drive North, Southold. SCTM#76-2-1
The CAC recommends Approval of the application with the Condition the catwalk
doesn't exceed 1/3 across the width of the creek.
Vote of Council: Ayes: All

WILLIAM & MARILYN PYMM to Amend Permit fl417 to relocate and realign the
existing 3'X 12' ramp and 6'X 20' floating dock. The proposed relocation of both
structures would accommodate a new proposed 4'X 12' floating dock and three (3) 35'
long guide piles, and one (1) 30' long guide pile for extra support of the overall
assembly.
Located: 2504 Camp Mineola Rd. Ext., Mattituck. SCTM#122-9-7.25
The CAC did not make an inspection, therefore no recommendation was made.
MICHAEL & JOANN NICKICH to Amend Permit #6006 to expand the proposed catwalk
from 3' wide to 4' wide.
Located: 4297 Wells Rd., Peconic. SCTM#86-1-9.5
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
application of E. BROWNELL & KAREN JOHNSTON to Amend Permit #5217 to add a
3.5'X 12' ramp and a 6'X 20' float to the existing dock.
Located: 4001 Wells Rd., Peconic. SCTM#86-1-9.4

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the application of NICHOLAS NOTIAS to Amend Permit #6030 to
increase the height of the timber retaining wall to 30", plant Northern Bayberry bushed
on the bluff side of the retaining wall, and fill in planting bed between concrete paver
and fence with pebbles.
Located: 460 Inlet View Dr., Mattituck. SCTM#100-3-10.11
The CAC recommends Approval of the application with the Condition all areas between
the pool and the retaining wall are pervious.

MATTITUCK ASSOCIATES, INC. to Amend Permit #5047 to allow for the removal and
replacement (inkind/inplace) of an existing 12.5'X 14' wood deck behind the bulkhead.
Located: 7390 Peconic Bay Blvd., Laurel. SCTM#126-11-11
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the application of WILLIAM PENNEY to Amend Permit #4379 for the existing
detachable floating dock.
Located: 2200 Hobart Rd., Southold. SCTM#64-3-4
The CAC recommends Disapproval of the application because the existing docking
facility currently has two floats. A third float would add unnecessary coverage to the
underwater lands.
Vote of Council: Ayes: All
Motion Carried
The next meeting of the Conservation Advisory Council has been set for Wed.,
November 9, 2005 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:30 PM.
