The meeting began at 7:12 p.m. with four LPC members present. Applications: ?? PURITA PROPERTY SCTM #: 1000-51-3-4.3 Location: 19110 Soundview Avenue, Southold Total Acreage: ±27.57 acres Zoned: A-C FWet: 0.6 acre MWet: 0 CPF: Yes Reviewed status of County PDR application. Telephone inquiry from County to Melissa Spiro. County has been asked by landowner’s attorney to re-negotiate contract. County not interested in re- negotiating. County inquired as to whether or not Town would be interested in purchasing easement. Melissa directed to respond that LPC not favorable to this request to re-negotiate a signed contract. ADDITION TO AGENDA: ?? CARROLL PROPERTY SCTM #: 1000-53-3-2 Location: Pipes Neck Rd, Greenport Total Acreage: ±10.8 acres (GIS – 10.89 acres) Zoned: R-80 Subdividable: NZ FWet: 0 acre MWet: 8.0 acres CPF: Yes Update on Pipes Cove Target Area – report from Randy Parsons Landowner responded with interest to Randy Parson’s outreach and Randy suggested that the LPC contact Suffolk County for their possible interest in this project and/or commission an appraisal to be done on this property. MOTION made by John Sepenoski, seconded by Ray Huntington, to direct Melissa Spiro to contact the Suffolk County Division of Real Estate and describe the Carroll Project and inquire about County interest. In the event the County is not interested or able to move quickly on this project, then Melissa is to contact Randy Parsons who will be asked to commission an appraisal on the Carroll property. Motion carried 4/0. General: ?? Update on IBA given by John Sepenoski. John Sepenoski, a member of the local chapter of Audobon, gave an update to nd LPC on Audobon’s “IMPORTANT BIRD AREAS” Program. In their 2 book edition, four “areas” were mentioned that are located within Southold Town. The Orient Point/Plum Island area sound front, being home to wintering waterfowl, is one of the designated areas. A management committee is being formed. John Sepenoski has been chosen by Supervisor Horton to be the Town’s representative on this committee. This is a pioneer program, the first of its kind as the program is based upon collected scientific data of species, breeding, habitat, etc. Public notification is wanted and public input is to be encouraged. ?? Adoption of minutes from October 4, 2005 MOTION made by John Sepenoski, seconded by Ray Huntington, to accept minutes of the October 4, 2005 meeting. Motion carried 4/0. EXECUTIVE SESSION. MOTION made by Eric Keil, seconded by John Sepenoski, to authorize Melissa Spiro to recommend an offer to the landowner for a development rights easement on approximately 34.4 acres of agricultural land, with a reserved building area for agricultural structures only in the remaining approximate 4 acre area that includes the farm road, and to also recommend an offer to the landowner for the approximate 4 acre reserved area at half the recommended price per acre of the development rights easement acreage. Motion failed 3/1. [no quorum] MOTION made by Ray Huntington, seconded by Eric Keil, to authorize Melissa Spiro to recommend an offer to the landowner for a development rights easement on approximately 34.4 acres on the agricultural land owned by EWH, LLC (Peter Harbes) based on a concept plan that shows a reserved area of approximately 4 acres, including farm road, as indicated by a blue shaded area on concept plan as presented to Melissa Spiro by landowner. The Land Preservation Committee’s offer does not restrict the location or allowance for agricultural structures. The purpose of the acquisition is for farmland protection. The parcel is located within the AC zoning district and may be eligible for a grant from New York State Agricultural & Markets. Motion carried 4/0. ?? Suzanne Hahn inquired as to Town’s interest in preserving a part of the Gillispie property (4 separate parcels) located on Dam Pond that includes a strip of land running along the northerly side of the causeway alongside Dam Pond. Said parcel includes an old barn. Two barrier beach lots separating Long Island Sound from Dam Pond may also be offered to the Town for preservation. LPC members showed a positive interest in preserving strip along causeway and Dam Pond but would require a lot line change removing the barn from the preserved parcel and also the right of way that provides access to three homes in the vicinity. There is a positive interest in preserving the barrier beach lots. More information is needed and Melissa will pursue this action. Informational: ?? Suffolk County Farmland Committee meeting Tuesday, October 25,2005, at 6:00 p.m. in Riverhead. ?? Ag Forum (Alan Connell) will be held on January 20, 2006 at Suffolk County Community College. Melissa Spiro will be a speaker during the 9am-12 noon session. A committee member is needed to attend to the Town’s booth during this time. ?? Local Properties for Sale – a binder providing information of local properties (acreage) “for sale” as publicized real estate advertisements, has been established as a reference tool for the Land Preservation Department. Input received from LPC members of any additional properties known to be “for sale” will also be included in this binder. Next Regular Meeting: ??
