MEETIN6 OF FEBRUARY 24, 1966. A special meeting of the Southold Town Board was called to order by the Supervisor, Lester M. Albertson, on ThursdFy, February 24, 1966, a noticehaving been sent to all Town Board members according to iaw. The regular meeting ofthis Board scheduled for February 2t~ 1966 at 3:00 P.M.- had to be cancelled, due to the fact that a~quOrum of the Board cou&d not be present. Moved byJustice Clark; seconded by councilman Valentine; WHEREAS, the following resolution was presented~.to the T©wn Board of~ the Town of Southold, on February 24, 1966: * WHEREAS,-the Planning Boards of'the Town of Southold: aRd of the 'Town of Riberhead did.meet .on November 23, 1965, at the Town Hall~in SOuth- old,.~NewYork, and discussed the inadequacies of the present highways as to width and alignment to care for the existing .traffic between Mattituck and Riverhead and that certainly wo~ld not be adequate for any increase, which is expected with the growth~of thesetwo towns, and further discussed the apprDving of realty subdivisions w~ich might lie im the' route of any new highways and came to the conclusion that the Planning. Boards should be aware of proposed routes of highways so that.in approving a realty subdivision, land might be reserved for them, and WHEREAS, the members of the Planning Boards of the Towns of Southold and Riverhead at this.meeting-agreed to request representatives of the NewYork State Department of Public,Works and the Suffolk County Depart- ment of Public Works to meet jointly with the Planning Boards~of the Towns of Southold and'Riverhead to effectuate the ideas set forth, and WHEREAS~' the representatives of the New'York State Department of Public Works. and~-the Suffolk County Department of Public Works did meet on January 27, 1966, with these Board and the Supervisors of the Towns of Southold_and Riverhead, and WHEREAS, the representatives of' the Suffolk County Department of Public Works did present the proposed route of County Road No. 105 which would start at the.Quogye,Road, State Highway'Route 113, about one half mile southerly~of LudlumAvenue, ~nd run northerly to State Highway Route No. 25, at a~location approximately one-half mile easterly ortho east- erl~ terminus of COunty Road No. 58,$nd this~County Road. no. 105~would continuenortherly to the Long-Island Lighting Company high tension line, and then r~n easterly generally adjacent to the Long Island Light- ing Company high tension line, terminating at County Road No, 27 at Mattituck in the Town of Southold, and ~EAS, those present did concur in the route of this proposed County Road No. 105 and recognized that it ~would relieve congestion in the Town ofl ~ue~dd for persons traveling between the north.and south forks_of the island and WOUlld provide another needed highway .between Mattit~ck and Riverhead,~and WHEREAS, the representatives of the New York State Department of Public Works did state that the terminus of the Long Island Expressway would be at:~Old CountryRoad, County Road NO~ 58, at a point.of~approximate- ly one half mile easterly of the junction Of S~te Highway ROute No. 25 and County Road No. 58, and further that consideration was being given to the widening of County Road No. 58 from the terminus of the Long Island Expressway easterly to the terminus of County Road No ' 58, and 212 ~4RREAS, those present did point out that, in recent months additional Utility lines have been installed in County Road NO. 58 and manyl buildings have been erected and building permits~have been obtained for new buildings which .new construction did make it more difficult and expensive to widen~ County Road No. 58, and did point out that the terminus of the Long Island Expressway,would syphon off tr.affic only on State Highway ROute No. 25 and County Road No. 58, WHEREAS, it was pointed out that if the Long Island Expressway were continued northeasterly and easterly to the proposed highway; County Road No. 105, where this highway turned easterly at the Long Island Lighting Company high tension line that traffic from the Long. Island Expressway would be syphoned off at two other major county and town highways, namely Roanoke Avenue and Northville. Turnpike, a~d _the through traffic could continue from this pro_Dosed terminus of the Long? Island Expressway along the proposed County Road No.. 105".. WHEREAS, the said TOWn Board of the Town of Southold unanimously concur with the statements found therein, NOW, THEREFORE, BE IT RESOLVED that th~s ToWn BOard of the Town-'of Southold requests the~New York State Department of Public Works to. give due consideration and do all things necessary to have the Long Island Expressway continued easterly to the proposed county ROad 105 and that the route of the Long Island Expressway be northerly and approximately aprallel to County Road No. 58, and BE IT F~RTHER RES~VED that, a copy of this resolution be forwarded to Mr. Austin Sarr, District Engineer, New York State Department-of Public Works at B~bylon, New York, to Mr. Rud01ph K~erer, Suffolk County Department of Public Works, to the Planning Board of the TO~ of Riverhead' and to the Supervisor of the Town of Riverhead. Moved by councilman Valentine; seconded by Councilman Demarest; WHEREAS, Marian council %3852 Knights of Columbus, Cutchogue, N.Y. applied to the Town clerk for a Bingo License, and WHEREAS, the .Town Board has examined the application and after invest- igation duly made findings and determinations as required by law, Now, THEREFORE, BE IT RESOLVED: That the Supervisor be~ and he hereby is authorized and directed to execute on behalf of the Town Board the findings ~nd determinations as required by law, and it is f~rther RESOLVED: That the Town clerk be and he hereby is directed to issue a Bing,o~Lic~nse to the Marian COUnCil %3852~ Knights of Columbus, Cutchogue, N.Y~ vote of Town Board: Ayes-Supervisor Albertson; COUncilmen Demarest and Valentine; Justices Tuthill and CI~ Moved by Councilman Demarest; seconded by Justice Tuthill; WHEREAS, the Superintendent of Highways of the Town of Southold has recommendedto this Board that the highway specifications of the Town of Southold be amended, and WHEREAS, this Board'has examined'the present highway specifications as well as the amendments thereto recommended by the Highway Superin- tendent and.believes that it is in the best interest of the Town that the highway specifications be amended as recommended by the Highway Su superintendent, Now, THEREFORE, BE IT RESOLVED: That the h~ghway specifications 64 the Town of Southold be and they hereby are amended as follows: Paragraph 9 of said highway specifications is hereby amended to read as follows: Three (3) inches of loam, free of all vegetable matter, mixed with three (3) inches of bank run shall be applied to a depth of six (6) inches below the finished grade of the read section. Paragraph 11 of said highway specifications is hereby amended to read as follows: 11. When deemed necessary by the Superintendent of Highways, storm sewers, leaching basins, leaching areas, curbs and/or gutters shall be installed in accord- ance with and under the supervision of the Superin- tendent of Highways. When leaching basins and curbs an~/or gutters are required, the. same shall be con- structed as follows: a. Leaching basins: Only inlet type basins shall be used and shall have a concrete curbing extending six (6) feet from both sides of the inlet. All basins within fifty (50) feet of each other shall be connected to each other with eighteen (18) inch corrugated pipe. b. Concrete curbs and/or gutters; Curbs and gutters shall be installed at the intersections of all streets; shall have a curve with a radius of not less than twelve (12) feet and shall extend at least twent~(20) feet along each street from each .end of the curve. The minimum distance between curb faces on both sides of the highway shall be 37 feet. Paragraph 12 of said highway specifications is hereby amended to ~3/~/ read as follows: ~3~%~ . "~ 12. After the highway area has been properly graded, rolled an4 shaped to the approval of the superintendent of Highways, the twenty-four (24) foot section in the center of the high- way area (hereinafter referred to as the "road sectimn") shall be stabilized with an application of three (3) gallons of SC-1 (bitumino,as cut back) per square yard mixed to a depth of six (6) inches. Within two (2) months, and not less than one (1) mona. h, after stabilization, the road section shall be rolled and properly prepared and an application of one-half (½) gallon of MC-2 (bituminous cut back) per square yard shall ,214 ~ applied with sufficient sand to absorb the excess oil. In case of d~y weather, the subgrade shall be wet-down before the application Of oil. Before-the highway is accepted by the Towncf-,Southold, the Superintendent' of HTghways will examine ~the same and thereafter a final application of .3 gallons of RC-2 (bituminous cut-back) per sqmare yard shall be applied and shall be covered with three- eighths (3/Sths) inch blue stone; which shall be rolled with a roller having a minimum weight of five (5) tons. Where curbs are installed, the road section ,shale-be deemed to be the-entire area within the curbs. Paragraph 15 of said highway specifications is hereby amended to read as follows: 15. Where it is necessary to have a drainage area located beyond the fifty (58)' foot bounds of the highway, fee title to such area shall be c~onveyed to .the Town of Southold-together with the necessary land to. connect-such area to-the bounds of the highway, Corrugated pipe having a minimum-diameter of eighteen (18) inches extending from the drainage area-to the bounds of the highway shall be inStalled with clean out boxes at 150. foot intervals i The foregoing amendments-to the highway specifications shall take effect March 1, 1966.
