The meeting was called to order a% 3:00 P.M. with the following present:

RESOLVED: That Councilman Demarest act as Chairman of the meeting in
the absence of Supervisor Albertson, who was taken sick and was unable
to attend the meeting.

Section 1. The Town of S0uthold, in the County of Suffolk,
New York (herein called ~Town"), is hereby au.thorized to acquire by
purchaSe, condemnation or otherwise, the certain piece or parcel of
land bounded by the northwesterly line of Lower Road and the south-
westerly line of Ackerly~Pond Lane, in said Town, as the site of a new
Town Ha~I, said piecs or parcel of lhnd containing 28.71 acres, more
or less, and bezng more partzcula~ly descrzbed by. metes' and bounds
as'follows: All tha~ certain plot, piece or parcel of land, with the
b~di~gs and improvements thereon erected, situate, lying and being
at Southo!d, in the Town of Southold, Suffolk CouR~y, New York, bounded

and described as follows: Beginning at a point on the northwesterly line
of Lower Road at the southeasterly corner 9f land of Terry; from said
point ~of beginning running along said northwesterly line of Lower Road
the.following two courses~a~d distances:- (1) South 32 degrees 12 minutes
10 seconds West, 598.83 feet; then~ce (~2) South 53 degrees 15 minutes 50
seconds West 1003.61 feet to land of Faucon; thence along said land Of

beginning. The estimated maximum cost Of said specific object or pur-
pose, including preliminary costs of surveys, maps, plans, estimates
and hearings and costs incidental thereto and the financing thereof,
is $60,000 and capital notes in the principal amount of $3,000~to
provide the down payment required b~ the Local Finance Law, constitut-
ing Chapter 33-a of the'Consolidated Laws of the State of NgwoYork_
(herein called "Law"), and serial bonds in the principal amount of
$57,000 of the Town, are hereby authorized to be issued to finance the
amount of $60,000 hereby appropriated therefor. The plan of financing
includes the.issuance of said capital notes and said serial bonds to
finance said~appropriation, and the levy and collection or_taxes on all
the taxable real property in the Town to pay the principal of said notes~
and bonds and the interest thereon as the same shall become due and
payable.
Section 2. The Town is hereby authorized to construct
new Town Hall on said site hereinabove authorized'to be acquired ~n
Section 1 hereof,~to grade and improve said site and purcha~se the orig-
inal furnishings, equipment, machinery a.ndappa~tus required for the
purpose for which said Town~Hall is tq ~be used. ~a estimated maximum
cost ~of~said specific~ob~e~t or p~rpose, includin~ preliminary costs and
costs incidental thereto .and .the financing thereof~, i~ $1,240,000 and
capital notes in the p$incipal amo~n~ of $62,000 .to provide the down
payment required by the Law and ~ser~iat bonds in. thD~ principal amount Of
$1,1~8,000, of the Town,~ are hereby authorized tO be' issued to finance
the amount of $1,.240,000 her~eby appropriated therefQr. The plan of
financing~includes the issuance of said~ capital notes and serial bonds
to finance said appropriation, and the levy ~nd cQllection of taxes on
all the taxable real property ,in the To~n to pay. the principal of said
notes and bonds a~d the intersst thereon as the same shall become due
and payable.
Section 3. The following additional matters are hereby
determined and dec~ared:-
(a) The estimated total cost of acquiring said land and
constructing said new Town Hall, including preliminary costs of surveys,
maps, plans, estimates and hearings and costs indidental thereto and
the financing, thereof, is $1,300,000.
(b) The period of probable usefulness of acquiring ~aid
land, being~the specific ~bject or purpose for which said $3',000 capital
notes and said $57· 000 seri~al b~nds authorized by this resolution:,
are to be issued, within the limitations of'Section 11.00 a. 21 of the
LaW, is thirty (30) years.
(c) The period of probable usefulness of constructing, said
new Town Hall, being the specific object or purpose 6or which said
$62,000 capital notes and said $1,178,000 serial bonds authorized by
this resolution are to be issued, within'the limitations of Section
11.00 a. 11. (a) (1) of the Law, is thirty (30)~ years.
(d) Current funds are required by the Law to ~be provided
prior to the issuance of the serial bonds authorized by this resolution,
or any bond anticipation notes in anticipation of the sale of suck bonds,~
and such current funds in the respective amounts of $3,000 and $62,000
will be provided from the. proceeds of the capital notes A~rein author-
ized to be issued.
(e) The proposed maturity of the bonds authorized by this
resolution will exceed five (~) years.
Section 4. Each'of the notes and bonds authorized by this
resolution and any bond anticipation notes issued in anticipation ~f
said bonds, shall contain the recital of validity prescribed by Sectio~
52.00 of the Law and said notes and bonds and any notes issued in antic-
pation of said bonds, shall be general obligations of the Town, payable
as to both principal and interest by a general tax upon all the taxable
real property within the Town wlthou~ limitation of rate or amount.
The faith and credit of the Town are hereby irrevocably pledged to the
punctual payment of the principal of and interest on said notes and bonds
and provision shall be made annually in the budget of the Town by
appropriation for (a) the amortization and redemption of the notes and
bonds to mature in such year and (b) the pay~eht of interest to be due
and payable in such year.
Section 5. Subject to the provisions of this resolution and
of the Law, and pursuant to the provisions of Section 30.00 relative to
the authorization of the ~ssuance of bond anticipation notes and of
Section 50.0G and Sections 56.00 'to 60.00 of the Law, the powers and
duties of the Town Board relative to prescribing the terms, form and
contents and as to the sale and issuance of said notes and bonds ~nd
any notes issued in anticipation of said bonds, or the renewals thereof,
are hereby delegated to the Supervisor, the chief fiscal officer of the
Town.
Section 6. The validity of the notes and bonds authorized
by this resolution and of any notes issued in anticipation of said bonds,
may be contested only if:-
(a) such obligations are authorized for an object
or purpose for which the Town is not
authorized to expend money, or
(b) the provisions of law which should be complied
with at the date of publication of such resolution,
are not substantially complied with,
and ~action, suit or proceeding contesting such validity, is commenc-
ed within twenty days after the date of such publication, or
(c) such obligations are authorized in violation of the
provisions of the constitution.
Sectio~ 7. A proposition for the approval Dr disapproval
of this resolution shall be submitted to the qualified voters of the
Town at a Special Town Election to be held on SEPTEMBER 30, 1966, and
this resolution sh~ll take effect upon appreval of the proposition by
said voters of the Town at that referendum vote.

The TOWN BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY OF SUFFOLK,
NEW YORK, HEREBY RESOLVE~ AS FOLLOWS:-
Section 1. A Special Town Election shall be held in the
Town of Southold, in the County of Suffolk, New York, in said Town on
SEPTEMBER 30, 1966, at 8:00 o'clock A.M. (D.S.T.) and polls shall remain
open until 9:00 o'clock P.M. (D.S.T.), or as much longer as may be
necessary to enable the voters then present to cast their votes. Uoting
will be at the following polling places:-
No. 1 Fishers Island Fire House, Fishers Island, N.Y.
No. 2 Town Clerk's Office, Main Road, ~outhold, N.~.
Section 2. The Town Clerk of s~id Town shall cause the Notice
of such Special Town Election to be published at l~ast onee in the
'LONG ISLAND TRAVELER-MATTITUCK ~ATCHMAN", a newspaper published in
Southold, New York and designated the officialnnewspap~r of the Town
and in the "NEW LONDON DAY", a newspaper published in New'London,
Connecticut, and having a general circulation in Fishers Island, in
the Town, and to be posted on the signboard of the Town maintained
pursuant to subdivision 6 of S~ction 30 of the Town Law and in at
least five (5) public places in said Town, said publication and posting
to be at least ten (10) days before such Spedial Town Election.
Section 3. S id Town Clerk is hereby authorized and directed
to include in the Notice of the Special Town Election as hereinafter
set forth notice that the Town Board will submit on its own motion at
the said Special Town Election, for the approval or disapproval of the
voters of the Town, the Proposition therein set forth~
Section 4. At said Special Town Election, th~ ~ote upo~the
said Proposition shall be by ballot label and the only persons qual-
ified to vote upon the said Proposition shall be persons who are
both electors of the Town and who are the owners of property in the
Town assessed upon the last preceding assessment roll thereof.
Section 5. Election inspectors and ballot clerks for each
polling place at said Special Town Election shall be selected ~y the
Town Board on its own motion from the list Of election inspectors
and bai~0t c~erks previously designated by said Town Board for general
election purposes.

An abstract of such'~esolution~ concisely stating the purpose and effect
thereof, is as follows:-
FIRST: AU~ORIZING the Town of Sout~old ("town") to acquire by .purchase,
condemnation or otherwise, the certain iand'bounded by the northwesterly
line of'Lower Road and the southweSterly line of Ackerly Pond Lane, in
the Town, as the site of a new Town Hall; DESCRIBING said land by metes
and bounds; STATING the estimated maximum cost thereof is $60,000;
AUTHORIZING issuance of $3,000 capit~l notes to provide the'down payment
and $57,000 serial bonds, to finance $60,000 appropriated therefor and
STATING the plan of financing includes the issuance of said capital notes

the last preceding Town assessment roll.
