The Southold Town Board met at the office of Supervisor Lester M.
Albertson, Greenport, N.Y. on Thursday, November 7, 1968, at 3:00
P.M. with the following~present: Supervisor Albertson; Councilmen
Demarest and Valentine; Justices Clark and Suter; Superintendent of
Highways Dean, Town Attorney Tasker and Town Clerk Richmond.
Moved by Councilman Valentine; seconded by Justice Clark;
RESOLVED: That the next regular meeting of the Town Board will be
held at the office of Supervisor Lester M. Albertson, 16 South Stmeet,
Greenport, N.Y. on Tuesday, November 26, 1968.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
and Valentine; Justices Clark and Suter.
Moved by Councilman Demarest; seconded by Justice Suter;
RESOLVED: That the minutes of the meeting of October 22, 1968 be and
they hereby are approved.

WHEREAS~ the Town Board of the Town of Southold, New York, has met
at the time and place specified in the notice of public hearing on
the Preliminary Budget, and heard all persons desiring to be'heard
thereo~ now, thereofre, be it
RESOLVED: That the Town Board of the Town of Southold does hereby
adopt such Preliminary Budget as originally compiled as the annual
budget of the Town of Southold for the fiscal year~ beginning on the
1st day of January, 1969, and that such budget as so adopted be
entered in detail in the minutes of the proceedings of this Town Board
and be it further
RESOLVED: That the Town Clerk of the Town of Southold shall prepare '
and certify in duplicate, copies of said Annual Budget as adopted by
the Town Board of the Town of Southold, together with the estimates,
if any, adopted pursuant to Section 202-A, subdivision 2 of the Town
Law, and deliver one copy thereof to the Supervisor of the Town to be
presented by him to the Board of Supervisors of~ th-~ County. of Suffolk
dated November 7, 1968.

of $3,996.89 be and they hereby are ordered paid.

Moved by Justice Suter; seconded by Justice Clark;
WPIEREAS, Stanley Sledjeski requests a reduction in his Bond of $9000.00
for completion of roads in Sunset Knolls, Mattituck, N.Y., and
WHEREAS, the said roads are nearly completed and have been inspected
by the Superintendent of Highways,
NOW, THEREFORE, BE IT RESOLVED: That the Bond of $9000.00 ~Qr inspection
of roads in Sunset Knolls be and hereby is reduced to $4500.00.

RESOLVED: That Supervisor Lester M. Albertson be and he hereby is
authorized to sigh the wage contract between the Poli~ B~volent
Association and the Town of S0uthold as prepared by the Town ~ttorney
and a.greed to be the Police Benev0~ent Association and the $outhold
Town Board. ~

WHEREAS, Charles A. Gagen, Southold, N.Y. has made application to the
Town Board ~o dedicate a certain road at Southold, N.Y. to be known
as "CUSTER AVENUE" more fully described in said petition t0~ther'with
release executed by the owners thereof, and
WHEREAS~ the Highway Superintendent has inspected the ~said Highway and
h~s advised the Town Board that said proposed highway complies in all
respects with the specifications for the dedication of H~ghways in the
Town of Southold,
~OW, THEREFORE, BE IT RESOLVED: That in accordance with Section 171
of the Highway Law of the State of New York consent be and the same
is given to the Superintendent of Highways to make an order laying
out the aforesaid highway to consist of lands described in said app-
lication as shown on certain maps attached to said applic~gn, and-
BE IT FURTHER RESOLVED: That the Town Clerk be and he hereby ~is auth-

and LANDING PATH, designated on the map hereinafter referred to as
"~OAD", more fully described in'said petition together With releases
- executed by the owners thereof, and
w~IEREAs, the Highway Superintendent has inspected the ~aid highways
~nd has advised ~the Tow~ Board that s&~d proPOsed highways comply in

ARTICLE III
SECTiON'i. SKETCH PLAN
A. Submission of Sketch Plan
Applicant shall submit to ~he Planning Board (.at leas~ two weeks
prior to ~he .regular meeting of the Board) six copies of a .Sketch Plan
of the proposed subdivision with road profiles and contours at 5 foot
elevations. Such Plan shall comply with the requirements of Article V,
Section 1. ' ' ~
ARTICLE III
SECTION 4. PLAT FOR MAJOR SUBDIVISION
A. Application for Approval
The subdivider shall, within ~ne year'after the Conditional
Approval of the Preliminary Layout~ file with the Town-Clerk'an app!icat-
ion (in duplida~e) for approval of all'or part of the.pr0pos~d s~divis-
ion, using the approved application blank. Th~s, the Subdivider ma~'dev-
elop the subdivision in progressive stages ~nst&ad of in its entirety.
But no ~ubdivision or portion thereof shall be considered unI~ss it has
frontage on a public street; abuts an existing street on the Town's
Official Map; or an approved street for which a bond has been filed
under Paragraph E, below, A Highway Inspec~ion fee of 2% of~the amount
of the bond as estimated by the Town Engineer for Streets and ~imprOve-
ments proposed in th~ ~ub~ivision shall be paid.prior to final'plat
approval. ...... . ' ......
Failure ~o~bmit all or a portion of the Subdivision Plat with-
in six menths shall automatically Cancel the Preliminary Layou~ C0ndit-
ional Approval, unless a request for aC extenSion of time is granted by
the Planning Board. Such extension shall be g~anted Only if'thee prbposed
subdivision fully conforms to the zoning regulations in effect at the
time such extension is applied for. ~
ARTICLE
SECTION 5. REQUIRED IMPROVEMENTS
C. Inspection of Improvements
In order to assure that all Town specifications and requirements
are met during the construction of all required improvements, and to
assure the satisfactory completion of improvements and utilities~as
required by the Planning Board, a const~uction inspector representing
the_Board shall inspect the improvements ~uring the progress of con-,
structiQn. It shall be the duty of the subdivider to notify~the Plan-.
ning Board and Highway Department two days prior to ~he commencement
or completion of any work on each stage or operation of the construct-
ion of improvements. Said construction inspector shall, after complet-
ion of construction, certify to the Planning Board that all required
improvements have been constructed as required by the Board. In addition,
the subdivider shall furnish a certified set of drawings showing, all
improvements as constructed, in the same de~ail as required for the
approved Subdivision Plat.
ARTICLE VI.
SECTION 3. STREET DESIGN
G. Watercourses
Where a water course separates a prDposed street from abutting
property, provision s~all be made for access to all lots ~y means of
culverts or other structures of design approved by the Town Superin-
tendent of Highways.
- Where a subdivision is traversed by a watercourse, drainage way,
channel or stream, there shall be proveded a storm water easement or
drainage ~right-of-wa~ as required by the Town Superintendent of Highways.
Necessary drainage structures must be prodded to receive alt
run off waters from natural drainage area~ outside o~the subject
subdivisionswhich will in any way tend to create a drainage problem
within the subdivision area.

WHEREAS~ the Southold Town Planning Board held a public hearing on the
proposed Amendments to Highway Specifications of the Town of Southold, and
WHEREAS~ the Southold Town Planning Board passed these Highway Specif-
ications by unanimous vote and request the Town Bgard to give final
approval,
BE IT RESOLVED: That the Town Board approves the following Highway
Specifications as. presented by the Planning Board:
PROPOSED AMENDMENTS TO HIGHWAY SPECIFICATIONS

Item 3 ~-add paragraph:
All roads shall be laid out in a "station mark" system showing
elevations, percentage of grade distances between ~tation marks, all
drainage pipes, drainage structures, recharge basins, etc. to be
clearly shown on both map and profile map of each road.
All profile maps to be on a large scale, clearly and legibly
printed with not more than one (1) road on one page or sheet.
Item 5 - 2nd sentence:
A guard rail shall be installed along the entire dead end line.
Such guard rail shall be of galvanized steel (flex-beam type) 18~
inches in width mounted on 6" x 6" x 4' posts dipped in c~eoso~e to
a depth of 3~" and placed in the ground to a depth of 30". A standard
stop sign shall be placed in the center of the dead-end in the rear
of the guard rail.
Item 11 - add paragraph:
Full length concrete curb on both sides of all roads are required
unless waived by the Superintendent of Highways and the Planning Board.
Integral curb and gutter shall be installed at all intersections
for at least ten (10) feet each side of the curve and at least ten (10)
feet each side of a drainage inlet structure intake. Integral curb and
gutter on both sides of any road having a grade of 5% or more.

trailer renewal permit dated October 29, 1968,
NOW~ THEREFORE, BE IT RESOLVED: That the application of John C. Tuthitl,
Mattituck, N.Y. for a single %railer to be placed on Elijah Lane, Matt-.

verified the 31st day Of May, 1968, petitioned the Town Board for a
change of zone of certain real property described in-said petition from
"A" Residential and Agricultural B~trict to "M" Multiple Residence
District, and ....
WHER~S-, the said petition was referred to the Planning Board for i2ts~
official recommendation and report, and ....
WHEREAS,~ the Town-Board pursuant to due notice thereof, held a-hearing
thereon on the 7th day of November, 1968, at which time all interested
persons were given a~ opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Building Zone
Ordinance including the Building Zone Maps, be amended from "A3' Resid-
ential and Agricu~ral District to "M" Multiple Residence District on
the following deScribed property:
BEGINNING at a point on the southerly side of
Middle Road (C.R. 27, North Road) where the same . : ~
is intersected by the westerly side of land now
or formerly of Village of Greenport, which point
is distant 350.68 fee~ westerly from the corner ~
