with the following present: Supervisor Albertson; Councilmen Demarest

Clerk Richmond.

verified the 24th day of May, 1968, petitioned the Town Board for a
change of zone of certain real property described in said petition from
"A" Residential and.Agricultural District to "B" BusineSs District, and
WHEREAS, the said~petiti~n was~ referred to ~e Planning Board for its
official recommendation and report, and
WHEREAS~ the Planning Board has filed it's official report with the
Town Board, and
WHEREAS, the Town Board, pursuant to due notice thereof, held a hearing

BUDGET NOTE RESOLUTION DATED AUGUST 13, 1968, AUTHORIZING THE
ISSUANCE OF A BUDGET NOTE 0F"THE TOWN OF SOUTHOLD, sLrFFOLK
cOUNTy, NEW YORK, IN THE'AMOUNT OF $25,000.00 FOR HOME RELIEF.
BE IT RESOLVED: This I3th day of August, 1968, be the Town Board of the
Town of Southold, Suffolk County, New Yor~, as follows:-
Section 1. That, pursuant to ~he provisions of Subdivision
2 of Paragraph a and Paragraph e'of Section 29, and Section 108 of the
Local Finance Law, Section 93 of the Social Welfare and Section lt4~of
the T6wn Law, for the purpose of paying the cost of home relief expendit-
ures for which insufficient provision was made in the annual budget for
the year 1968, there zs hereby appropriated as a supplemen~ai appropri-
ation for home relief, the sum of $25~000~00, and there i~s hereby auth-
orized to be issued, a budget note~ 0f the Town' of South01d in the prin-
cipal amount of $25,000.~00 which is the maximum of such object or purpose,
which note shall mature on August ~23, 1969~
Section 2. That, subject to the'p~ovi~ions of th~ Local ~-~
Finance Law,. the power to sell said~budget nobe is hereby delegated to
the Supervisor, the chief fiscal officer% 'Such ~ot~~ shall he'of
terms, form-and conten~, and shall be Sold in such manner', as may'b~
prescribed by said Supervisor, consistent, howeV~r~ with~ the provisions
of said Local Finance Law of the State of New York, and shall be e~ecuted
in the name of the Town of Southold by its Superviso~ 'and ~hMi~eal of
said Town shall be affixed thereto. '
Section 3. That said note shall be Sold at private sale by
the Town Supervisor at a price of not less than value and accrued interest,
if any, and upon due'execution and sale OT Said note, the same sh~ll ~be
delivered to the. purchaser upon payment by him to .the Town Supervzso
of the purchase price in cash; and the receipt of'such Supervisor'shall
be a full acquittance to such purchase who shall not be obliged to see
to the application of the purchase money.
~Secti0n 41 The full faith and credit of the Town of Southold,
New York, are pledged to the punctual payment of pricnipal and interest
on said note.
Section 5. This resoluti6n shall take effect immediately.

Shall the town of Southold "A" severally and jointly with
the towns of Shelter Island "B", Riverhead "C", Southampton "D" and
Easthampt~n "E", petition the. legislature of the state of New York, and
through its town board, take such other steps as said board may deem
advisable to'secure the creation md erection of the county of Peconic
out~of Said'fi~e'eastern towns of the coUnty of Suffolk?
and it is further
RESOLVED, that said question he'submitted in the following
form:
Shall the town of Southold "A" Petition~the legislature
and take othe~ steps to create and e~ect the county of Peconic'from the
five eastern towns of Suffolk County?

RESOLVED, that a special town election be held on the 5th
day of November, 1968, with voting to be at each of'the several election

RESOLVED:' That Supervisor Albertson be and he hereby is authorized to
sign the following agreement with Irvin~ W. Miller;
This is an agreement between Irving W. Miller,~ Municipal Consultant,
and the Town of Southold, relating to research to be performed pertinent
to a proposed Peconic County. Irving W. Miller will formulate a budget~
for the proposed Peconic County, as if he were the Budget Officer of such
County. He wiI1 retain persons he sconsiders as expert to assist him.
The resultant budget will be prepared in the format prescribed by the
New York State Department of Audit and Control. Explanation of the pro-
jected budget will be provided. For suc~ research the Town agrees to pay
a sum not to exceed $1200.00.

RESOLVED: That General Bills in the amount o~ $6,172.81; Highway Bills
in the amount of $33,841.02; Lighting District Bills in the amount of
$3,970.79 and Fishers Island Ferry District Bills in the amount of
$15,052.25 be and they hereby are ordered paid.

Joseph ~oey et al appeared before the Board requesting that the amount
of the Bond be lowered for completion of roads, etc. in the subdivision
kno~ as Town Harbor Terrace. The Board will contact Supt. of Highways
and engineers for more study.
Mrs. Mahler appeared before the Board in complaint of people camping
next to %hsm in tents and camp buses. The Building Inspector has given
them warning that if they continue action will be taken.

FOR PURCHASE OF A PAYLOADER-1967, TO THE EXTENT OF
$8,500 AND APPROPRIATING SAID AMOUNT THEREFOR.
RECITAL
WHEREAS, the Town of Southold (herein called "Town"), in
the County of Suffolk, New York, has heretofore duly authorized, sold
and issued its $17,000 Bond Anticipation Note For Purchase of a Pay-
loader-1967, and it is n6w'desirable to redeem said Note to the extent
of $8,500 from a source other than the proceeds of the bonds in antic-
ipation of which said Note has been issued; now, therefore, be it
RESOLVED BY THE TOWN BOARD OF THE THE TOWN OF SOUTHOLD, IN THE COUNTY
OF SUffOLK, NEW YORK, AS FOLLOWS:
Section 1. The $17,000 Bond Anticipation Note For Purchase of
a Payloader-1967 of the Town, hemeinabove referred to in the Recital
of this resolution, isshereby authorized to be redeemed on or before
August 9, 1967 to the extent of $8,500 from funds of the Town now avail-
able to said purpose, said funds being a source other than the proceeds
of the bonds in anticipation of which said Note was issued, and the said
amount of $8,500 is hereby appropriated therefor.

NOTE FOR PURCHASE OF A PAYLOADER-1967, BY TPLE ISSUANCE
OF A NEW NOTE IN THE PRINCIPAL AMOUNT'OF $8,500.
RECITAL
WHEREAS, the Town of Southold (herein called "Town"), in the
County of Suffolk, New York, has heretofore duly authorized, s01d and

Section 1. The $17,.000 Bond Anticipation Note For Purchase of
a Payloader-196~ of the Town dated Augsut 11, 1967, maturing August 9,
1968, subject to prior redemption, as extended by agreement, numbered
R-l, heretofore duly authorized, sold and issued pursuant to the bond
anticipation note resolution duly adopted by the Town Board of said
Town on August 8, 1967, is hereby authorized to be renewed, in part,
by the issuannce of a new Note in the principal amount of $8,500, said
Note dated August 11, 1967, having been heretofore duly authorized to
be redeemed from a source other than the proceeds of the bonds in ant-
icipation of which said Note has been issued, to the extent of $8,500
all as hereinabove referred to in the Recital he~eof, pursuant to the
provisions of the Local Finance Law, constituting Chapter 22-a of the
Consolidated Laws of the State of New York (herein called "Law"~.
The maturity of said renewal Note herein authorized shall ~ot be later
than one year from its date, and said Note may be further renewed pur-
suant to the provisions of Law.
Section 2. The terms, form and ~etails of said renewal Note
shall be as follows:

Section 3. Sa~ Note is hereby sold to the SECURITY NATIONAL
BANK OF LONG ISLAND~ Southold Office, Southold, New York, at the
price of $8,500 to bear interest at the rate of two and eighty hundredths
per centum (2.80%) per annum, payable at maturity~, and the Super-
visor is hereby authorized to deliver said Note to said purchaser
upon receipt of the purchase price, plus accrued interest, if any,
from the date of said Note to the date of delivery.
Section 4. Said Note shall contain the recital of validity prescribed
by Section 52.00 of the Law and shall be a general obligation of the
Town, payable as to both principal and inter~st by a general tax upon
all the taxable rea& property within the Town, without limitation of
rate or amount. The faith and credit of the Town are hereby irrevocably
pledged to the punctual payment of the principal of and interest on said
Note and provisions shall be made in the budget of the Town by appropri-
ation for the redemption of the Note to mature in such year and for the
payment of interest to be due in such year.
Section 5. Said Note shall be executed in the name of the Town
by it sSupervisor and the corporate seal of said Town shall be affixed
thereto and attested by its Town Clerk.
Section 6. This resolution ahall take effect immediately.
