WHEREAS, no improvements are proposed; and no amount ~s propose~ to be expended for improvements or for supplying of services within the territory of the said proposed park district, and " WHEREAS~ said map ~s on file in the Town Clerk's Office, for public inspection, now, therefore, on motion of Councilman Valentine and seconded by Justice Suter it ~ ORDERED, that the Town Board of the Town of Southold shall meet and hold a public hearing at Orient Schoolhouse, Main Road, 0ri~nt, in said Town, on the 6th day of November, 1969, at 8:00 P.M. (prevailing time) to consider such proposed establishment of such park district and to hear all persons interested in the subject thereof, concerning th~.same and for such other a~tion on the part of said Town Board wit3n ~l'~6h thereto as may be required or authorized by law. Vote of Town Board: Ayes-Supervisor Martocchia; Councilmen Demarest and Valentine; Justices Clark and Suter. ~ Moved by'Councilman Valentine; seconded by Councilman Demarest; WHEREAS~ the Legislature by concurrent resolution of the Senate 'and~ Assembly has proposed an amendment to Article Fourteen of the State Constitution, in relation to the conservation and protection'of natural resources and acenic beauty and the development and improvement of Agricultural lands, an amendment generally known as the Conserv Bil!~of Riqhts; and WHEREAS, the aforesaid Conservation Bill of Rights provides that. ~e policy of the State shall be to conserve and protect its na~urai r~- sources and scenic beauty and encourag~ the development and improve2 ment of its agricultural lands for the production of food and other agricultural products; and WHEREAS, in implementing this policy, the Legislature is req~red~ . include adequate provision for the abatement of air and water p~iOn and Of excessive and unnecessary noise,, the protection of agri~u!thral lands, wetlands and shorelines, and the development and regulation'of water resources, and the establishment of a State Nature and Histori- cal Preserve for the use and enjoyment of the'people; and WHEREAS~ the goals of the Conservation Bill of Rights consonant with the policy of the' Town Board of the Town of S~uthOld in furtherance of the protection of clean air, pure water,~ freedom from excessive and unnecessary no~se, and protection of the natural, acenic, h~st- oric and esthetic qualities of the environment, NOW, THEREFORE~ BE IT RESOLVED: That the Town Board of the T6wn of Southold endorses approval by the people at the forthcoming general: election of the proposed amendment to Article ~ourteen of the State Constitution in relation to the conservation and protection of natural resources and scenic beauty as set 'forth above, and direct'S publication of this Resolution for the information of all voters who will be en- titled to vote at said election. TEXT OF PROPOSED AMENDMENT NUMBER ~F~P~EE Section 1. Resolved (if the S nate concur), That Section four of article fourteen of the constitution ~e renumbered to be section five a~'d a new section four inserted therein to read as follows: Section 4. The policy of the state shall be to conserve and protect its natural resources and scenic beauty and encourage the degelop- ment and improvement of its agricultural lands for the production of ~ food nd 0ther agrtcu!t~ral products. The legislature, in implementing this policy, shall include adequate provision for the abatement of air and~wa~er pollution and of excessive and necessary noise, the protection of agricultural lands, wetlands and shorelines, and the development and regulation of water resources, The legislature shall further provide for the acquisition of lands and waters, including improvements thereon and any interest therein, outside the forest preserve counties and the dedic~ia~ .of properties so acquired or now owned, which because of their natural beauty, wilderness character, or geological, ecological or historical significance, shall be preserved and administered for the use and enjoyment of the people. Properties so dedicated shall constit- ute the state nature and historical preserve and they shall not be take~-~or otherwise disposed of except by law enacted by two successive regula~ 'sessions of the legislator. Section 2. P~ESOLVED ~(if the Senate con~ur), That th~ foregoing amend- ment be submitted to the people for approval at the general election to be held in the year nineteen hundred sixty-nine, in accordance with the provisions of the election law. Moved by Justice Suter; seconded by Councilman Valentine; W/~EREAS~ George McCarthy has applied to the Town Board for a single trailer renewal permit dated September~2~, 1969, NOW, THE~EFORE~ BE IT RESOLVED: That the application of George McCarthy to lo~te a single trailer off Route 25, Laurel, N.Y. be and hereby is granted for a six (6) month period. Moved by Councilman Demarest; seconded by Justice Clark; W~EREAS~ Southold Town Planning Board has prepared an official report and~re~ommendation~ ~ upon the petition of Abe Goldrich for a chang~e of zone on certa~in property from "A" Residential and Agricultural District to "B" Business District on Middle Road, Southold, N.Y. and the petition of Henry Taca for a change of zone on certain property from "A" Resident- ial and Agricultural District to "C" Industrial District on Middle Road, Cutchogue, N.Y., NOW, THEREFORE, BE IT RESOLVED: That a public h~aring wi~ll be~"held by the S6u~hbld ~Town Board at the Supervisor's Office, 16 South Street, Greenport, New York, on Tuesday, November 25, 1969, at 7:30 P.M. on the above mentioned petition and that the Town Clerk be and he hereby is authorized and directed to cause notice of said hearing to be published in the~ S~ff01k Weekly Times, pursuant to the requirements Of law. Moved by Councilman Demarest; seconded by Justice Clark; WHEREAS~ Clifford Tyler, Sr. has applied to the Town Board for a permit to establish a Travel Trailer Park on his property, Cutchogue, N.Y. NOW~.THEREFoRE, BE I~ RESOLVED: That a public hearing will be hel~ by the 'S0~thold 'Town Board at the Supervisor's Office, GreenP°rt, N.Y. on Tues~y, November 25, 1969, at 8:00 P.M. on the application of Cliff- ord Tyler, Sr. for a permit to operate a Travel Trailer Park on his propsrty, School Street, Cutchogue, N.Y. Vote of ~own Board: Ayes-Supervisor Martocchia; Counc~men Demarest and Valentine; Justices Clark and Suter. Ja'rv~s~ ~erity 'and~Edward Kajeski appeared before the Board requesting transplant of bug escallops from Mill Creek to Pete Neck. The Town Board~will~study this-request.
